Social media environment has had a significant effect on 'power shift' over the world. Such change was due to the choice of smart people. Accordingly, the Smart Citizens Party PR strategies of $S^6M^2AR^3T^4$ should be formulated in accordance with times. Now, politicians or parties can gain a Specific, Simplicity, Sharing and Strong Synergy effect through Social Network Service (SNS). In addition, in order to embody Mighty, Measurable, and Achievable policies, policy-makers should formulate policies based on a Realistic basis, which can gain people's Reliability in every field Relevant to people's way of a happy life by giving them Time of equal opportunity and making them share the same vision and Target with Target segmentation for all sorts of people, Together. In this sense, twelve kinds of alternative words in The Smart Citizens Party PH strategies are suggested. The study suggests desirable direction of development and alternatives in regard to the trends of The Smart Citizens Party PR strategies. Alternatives that are given in this research paper will receive the people's choice because they are a dynamic force to execute 'mighty and powerful Korea'.
In the recent years, Gov.2.0, which strengthens not only a claim for freedom of information but also sharing public information, became a new paradigm of government operations. In line with the paradigm the Korean government promotes the Gov.3.0 policy. This study exams the freedom of information system, which expends its roles and responsibilities for enhancing the usage of public information in the Gov.3.0 era. Furthermore, it analyzes the system's usability from the perspective of users. The freedom of information system is the fundamental portal for all the public information's disclosure and usage. Without providing the solution for problems of the system, the Korean government's Gov3.0 policy cannot succeed. Also, Park Geun-hye Government's Gov.3.0 initiatives which consists of tasks, such as reinforcing freedom of information, immediate releasing original documents, and expending public access to information, should be done through the freedom of information system. The importance of the system is increasingly heavy. It is not only the simple online contact point for public information, but also a public sphere for sharing public raw data and for implementing the Gov.3.0 vision. However, the current system still does not slove it problems. This study analyzes the system's problems in terms of usability and sustainability. As a result, it provides three alternative strategies for the freedom of information system, including 'personnel and financial support expansion', 'strengthening user-friendly operating' and 'establishing long-term strategies for system improvement.

It is library service innovation that leading change as cultural leader in advance of original technology of knowledge information, sharing and forming a new system, creating a new knowledge in feedback relationship, and constructing a specified unique library in active interaction. The purpose of this study is to provide public library a new vision based on pubic library 2.0 service model through library service innovation in digital knowledge information age. This study aims to improvement community knowledge information system of conceptual design based on public library 2.0. It is summarized as follows: First, library 2.0 service model is proposed with library 2.0 definition, principle and essential factor through literal and e-journal search. Second, application case is searched centering around library 2.0 cooperating technology of blogs, wiki, instant messaging, podcast, social networking, flickr. Third, public library new vision is proposed by definition and principle of public library 2.0. This study is conceptual design for next generation public library and is needed follow research for system implementation and test.
This paper is to analyse the necessity and development direction of the ROK's maritime security strategy white paper. To this end the paper is composed of 5 chapters titled introduction; the necessity of the ROK's maritime security strategy white paper; the ROK's actual situation in relation to maritime security strategy and cases of major advanced oceanic countries; the vision, goals, strategic tasks, and implementation system of the ROK's 'national maritime security strategy'; and conclusion. The achievement of the national marine strategic vision, such as the 'Ocean G5,' is of course possible when Korea can maintain and strengthen the maritime safety and maritime security of the people. The Sewol Ferry incident reminds us that we need a 'national maritime security strategy white paper' like the advanced marine countries. In order for the national maritime security strategy to be carried our efficiently, as in advanced oceanic countries, mere should be a dedicated department with sufficient authority and status to mobilize the cooperation of related organizations including naval-coastal cooperation. It would be good to set up a tentatively named Maritime Security Council, an organization of minister-level officials involved under the National Security Council, and an executive body composed of working-level officials from related ministries. In order to successfully carry out the national maritime security strategy for the maritime safety and maritime security of the people like the United States and the United Kingdom, we need to further strengthen our domestic cooperation and cooperation system, international cooperation, and maritime security. We have to promote the establishment and promotion of maritime security strategies by the Navy; strengthening the operational link between the Navy and the Coast Guard; strengthening the maritime surveillance capability at the national level, and promoting sharing with the private sector, etc.

It can be expected, recently, that the traffic congestion grows worse because the 48% of passenger cars are concentrated in the metropolitan area. However, there is an enforcement regulation that must limit onsite parking lot establishment in some downtown, so it is forecasted that parking lot supply is insufficient. Therefore, this study concentrate upon the subject that solves the problem which drivers are difficult to find parking lots because of increasing demand for parking. This study includes the concept about walking distance because the choice of parking lots is happened within walking distance. The algorithm of this study applies to toy-network, and then this study analyze the result of toy-network. It is proper to consider user's preference because the patterns of choice are different. Moreover, this study suggests the vision that will can offer drivers more correct information by real time information sharing in course of ubiquitous age.
The purpose of this study Is to develop empirically validated instrument for business model. The previous researches related to business model were almost taxonomies. And the focus of those researches were the classification by the degree of integration and innovation the origin, and the main source of revenue etc. In the emerging fields such as IT, e-commerce, and e-business, it tends to overlook methodological issue in its substantive relationships and also measurement. Business model is taken an interest in recent years. However, as the non-establishment of construct on business model has made no empirical study, this, study tries to develop an empirical validated instrument that identifies the dimensions of business model by uncovering meaningful group or categories. For this, the outlined domain of business model are defined as an organizational level that competes in the industry through the literature reviews. And the traits such as process integration, value chain reconstruction, strategic alliance with another business model, specialty in a certain wet sustainability of essential capabilities, differentiation, convertibility, customer orientation, revenue stream, newness, innovation leadership: and vision sharing are identified in those respective domains, and then the traits are classified into five dimensions such as interlinkageableness, valueness, functionalness, preemptiveness, and goalness by their characteristics. Generating items are continued on the basis of operationalization. Confirmatory factor analysis is performed in order to develop validated instrument with LISREL measurement model. Finally the instrument is developed through the previous procedure. The implication of this study is the first empirical effort to assess business model. The resulting instrument can be used with dependent variables in the future study related to business model. And the establishment of construct of business model is able to make a basis to rise an additional issue consequently. In the practical side, the instrument also can be employed as an assessment framework that can assess whether the expected value success or not. The instrument with the measurement can be used on competitor's business model, In. When an investment into a i-m with a specific business model, these instrument developed can be presented as the basic framework of assessment.

This study aims at suggesting some measures to establish rural community development information system through ISP. A future model for rural community development information system was established by applying such 3-step ISP methodology as environment analysis, current status(AS-IS) analysis, future(To-Be) directions. As a result, with the vision of realizing comprehensive information service for rural development projects, rural development information system has established such goals as the assistance of project decision making through preparing rural development project data management system and acquiring evaluation efficiency, the preparation of spatial information utilization system, the utilization of objective GIS-based information through the increase of data management efficiency, the community activation and participatory rural development through rural spatial information portal service. In order to attain the goals, four strategical subject matters were derived. They are: 1) one-stop service subject matter for data management including pilot DB building for rural development projects, 2) rural information GIS service strengthening subject matter including DB building for rural development, O&M measures, 3) step-by-step DB building subject matter including the sharing of integrated information system for rural development, and 4) core value increase subject matter of spatial information data including the building of active service delivery system.

Virtual Communities, which are formed on the Internet, are expected to serve the needs of members for e-collaboration, e-communication, information and knowledge sharing. The executives of organizations should consider virtual community as a new innovation or knowledge pool since members share knowledge. However, many virtual community have failed due to members' low willingness to engage and furthermore to share knowledge with other members. Thus, there is a need to understand and foster the determinants of members' sense of belonging behavior in virtual community. This study develops an integrated model designed to investigate and explain the relationships between contextual factors, personal perceptions of virtual community, usability, trust and sense of belonging in using a certain virtual community. Empirical data was collected from 201 and tested using structural equation modeling (SEM) to verify the fit of the hypothetical model. The results show that the perceived usability and community trust of members significantly influences sense of belonging in using the virtual community, and information quality, system quality, familiarity on the virtual community are significantly influence the usability but not reputation. And I confirmed that perceived shared vision and responsiveness play the role of determinants in making the member's trust, perceived risk influence the making community trust in directly. The results of the study can be used to identify the motivation underlying members' sense of belonging in a certain virtual community by investigating the impacts of contextual factors and personal perceptions on virtual community, the integrated model better explains behavior than other proposed models. This study might help executives of virtual communities and organizations to manage and promote these determinants of sense of belonging to stimulate members' willingness to engage the community and futhermore enhance their virtual community loyalty.

C4I system is the centerpiece of the military force. The system is an information based system which facilitates information grid, collection of data and dissemination of the information. The C4I system seeks to assure information dominance by linking warfighting elements in the battlespace to information network which enables sharing of battlespace information and awareness; thereby shifting concept of warfare from platform-centric paradigm to Network Centric Warfare. Although, it is evident that C4I system is a constant target from the adversaries, the issues of vulnerability via cyberspace from attack still remains. Therefore, the protection of C4I system is critical. The roadmap I have constructed in this paper will guide through the direction to protect the system during peace and war time. Moreover, it will propose vision, objectives and necessary supporting framework to secure the system from the threat. In order to fulfill these tasks, enhanced investments and plans from the Joint chief of Staff and Defense of Acquisition and Program Administration (DAPA) is critical; thereby enabling the establishment of rapid and efficient security system.
