Objective: This paper presents additional considerations related to organization and safety culture extracted from recent human error incidents in Korea, such as station blackout(i.e., SBO) in Kori#1. Background: Safety culture has been already highlighted as a major cause of human errors after 1986 Chernobyl accident. After Fukushima accident in Japan, the public acceptance for nuclear energy has taken its toll. Organizational characteristics and culture became elucidated as a major contributor again. Therefore many nuclear countries are re-evaluating their safety culture, and discussing any preparedness and its improvement. On top of that, there was an SBO in 2012 in the Kori#1. Korean public feels frustrated due to the similar human errors causing to a catastrophe like Fukushima accident. Method: This paper reassesses Japan's incidents, and revisits Korea's recent incidents. It focuses on the analysis of the hazards rather than the causes of human errors, the derivation of countermeasures, and their implementation. The preceding incidents and conclusions from Japanese experience are also re-analyzed. The Fukushima accident was an SBO due to the natural disaster such as earthquakes and a successive tsunami. Unlike the Fukushima accident, the Kori#1 incident itself was simple and restored without any loss and radioactive release. However, the fact that the incident was deliberately concealed led to massive distrust. Moreover, the continued violation of rules and organized concealment of the accident are serious signs of a new distorted type of human errors, blatantly revealing the cultural and fundamental weakness of the current organization. Result: We should learn from Japanese experiences who had taken pride in its safety technology and fairly high confidence in safety culture. Japan's first criticality accident in JCO facility splashed cold water on that confidence. It has turned out to be a typical case revealing the problems in the organization and safety culture. Since Japan has failed to gain lessons and countermeasure, the issue persists to the Fukushima incident. Conclusion: Safety culture is not a specific independent element, which makes it difficult to either evaluate it properly or establish countermeasures from the lessons. It may continue to expose similar human errors such as concealment of incident and manipulation of bad data. Application: Not only will this work establish the course of research for organization and safety culture, but this work will also contribute to the revitalization of Korea's nuclear industry from the disappointment after the export contract to UAE.
Quality assurance may be defined as the complete set of systemic actions that is required to achieve a better treatment result by standardizing treatment and by using various audit programs. In general, application of a quality assurance program in surgery is considered to be more difficult than it is in chemotherapy or radiotherapy. However, recently, the importance of quality assurance in the surgical field has been emphasized in clinical trials comparing different surgical procedures and evaluating the role of postoperative adjuvant therapy. In the case of gastric cancer surgery, excellent quality assurance programs have rarely been applied in most large prospective clinical trials. Although the quality assurance in Dutch trial was conducted very systemically and strictly, the situation is quite different from ours. On the other hand, several quality assurance programs in Japanese trials comparing D2 and D2 plus para-arotic lymph node dissection seem to be applicable to Korean clinical trials. Several factors, including selection of appropriate surgeons based on personal experience and annual number of operations, standardization of surgical procedures by education and consensus, development of a unified database program, application of standardized perioperative management, and standardization of pathologic examination, are required to guarantee a successful multi-institutional prospective clinical trial. In contrast, one needs to realize that protocols that are too strict and sophisticated can make the enrollment of patients and surgeons more difficult and can promote protocol violation during the clinical trials. There are two opinions on the legal characteristics of damages for non-pecuniary loss, a private sanctions theory and complementary function of damages for non-pecuniary loss, briefly. There is a close connection between the legal characteristics and the function of damages for non-pecuniary loss. The functions of damages for non-pecuniary loss are consist of satisfaction, prevention( sanctions) and complementation. Several cases of medical injury relief reported to Korea Comsumer Agency are categorized as follows, 1) cases of death after having an operation, 2) diagnosed with disability after a medical accident, 3) extended damages happening related to delayed diagnosis, 4) et cetera(a plastic surgery, a treatment with oriental medicine), and the damages for non-pecuniary loss in respect to each cases are examined. In the case of occurring death or disability, Korea Comsumer Agency has set up guidelines for assessment of damages for non-pecuniary loss by classifying into major and collateral violation for a duty of care. Furthermore, the damages for non-pecuniary loss in the case of all sorts of cancers, are assessed in accordance with the degree of responsibility subsequent to dividing cancer into good and poor prognosis. When it comes to a complementary function of damages for non-pecuniary loss in the actual work, it is hard to assess the damages as it is difficult to objectify non-pecuniary loss, such as emotional distress. Though compensation for damages is major legal characteristics of consolation money, preventing a damage(private sanctions) through consolation for a victim or sanctions against an assailant also has great significance. Therefore, it is necessary to approach flexibly for mutual agreement by considering specialty( concrete facts) of individual issue thoroughly. If considering this aging society that limits the possible age for work to 60 years old, it is needed to have a complementary function of consolation money in mind not to make it less meaningful for victims due to small sum of consolation money.

There has been considerable controversy concerning the methods for treatment of dislocation of the acromioclavicular joint, especially in grade III injury. The authors have treated 24 cases of the complete dislocation of the acromioclavicular joint from January 1990 to July 2000. We performed 14 cases of coracoclavicular wiring operation, 10 cases of modified Phemister operation and compared the results and complication of wiring operation with modified Phemister. The clinical results in modified phemister operation were excellent in 8 cases(80%), good in 1 case(l0%), fair 1 case(10%). In wiring operation, excellent is 11 case(78%), good is 2 case(14%), fair is 1 case(14%). The complications of modified Phemister operation were breakage and migration of K-wire in 2 cases. In wiring operation, breakage of wire was in 2 cases but migration was not showed. We prefered coracoclavicular wiring operation for dislocation of acromioclavicular joint of active young adults because of the following advantages: 1) violation of acromioclavicular joint can be avoided but rotation of the clavicle was not restricted. 2) The operation is simple to perform. 3) Postoperative immobilization is minimal. 4) Removal of the wire is easy because wire was not migrated when breakage of wire was occured.
In this paper, I would like to explore the possibility that the nature of place assimilation can be captured in terms of the OCP within the Optimality Theory (Mccarthy & Prince 1999. 1995; Prince & Smolensky 1993). In derivational models, each assimilatory process would be expressed through a different autosegmental rule. However, what any such model misses is a clear generalization that all of those processes have the effect of avoiding a configuration in which two consonantal place nodes are adjacent across a syllable boundary, as illustrated in (1):(equation omitted) In a derivational model, it is a coincidence that across languages there are changes that have the result of modifying a structure of the form (1a) into the other structure that does not have adjacent consonantal place nodes (1b). OT allows us to express this effect through a constraint given in (2) that forbids adjacent place nodes: (2) OCP(PL): Adjacent place nodes are prohibited. At this point, then, a question arises as to how consonantal and vocalic place nodes are formally distinguished in the output for the purpose of applying the OCP(PL). Besides, the OCP(PL) would affect equally complex onsets and codas as well as coda-onset clusters in languages that have them such as English. To remedy this problem, following Mccarthy (1994), I assume that the canonical markedness constraint is a prohibition defined over no more than two segments, $\alpha$ and $\beta$: that is, $^{*}\{{\alpha, {\;}{\beta{\}$ with appropriate conditions imposed on $\alpha$ and $\beta$. I propose the OCP(PL) again in the following format (3) OCP(PL) (table omitted) $\alpha$ and $\beta$ are the target and the trigger of place assimilation, respectively. The '*' is a reminder that, in this format, constraints specify negative targets or prohibited configurations. Any structure matching the specifications is in violation of this constraint. Now, in correspondence terms, the meaning of the OCP(PL) is this: the constraint is violated if a consonantal place $\alpha$ is immediately followed by a consonantal place $\bebt$ in surface. One advantage of this format is that the OCP(PL) would also be invoked in dealing with place assimilation within complex coda (e.g., sink [si(equation omitted)k]): we can make the constraint scan the consonantal clusters only, excluding any intervening vowels. Finally, the onset clusters typically do not undergo place assimilation. I propose that the onsets be protected by certain constraint which ensures that the coda, not the onset loses the place feature.
Implant procedure belongs to so called a commercialized medical treatment, its procedure is simple and clear, and the possibility of success is almost 100%. In addition, it is a selective method rather than an inevitable method for a patient's health, so the importance of liability for explanation is especially emphasized for protection of autonomous decisions by patients. Considering these characteristics, the plaintiff in the relevant case said that the contract of implant procedure has the characteristic of subcontract, and only the failure of implant itself and the violation of liability for explanation should be the defendant's fault liability. In addition, although the above procedure contract is considered as delegation rather than subcontract, whether it's the defendant's malpractice should be judged by general people's common sense rather than average people in the industry. Therefore, if all the implanted teeth were removed due to bleeding and pains, and the patient suffered from dysaesthesia during the process, the defendant's malpractice is fully proved. When the judgements of implant medical malpractice were researched, the court doesn't consider implant contract as subcontract, but it judges dentist's malpractice by whether the implant itself is successful, so it seems that the court acknowledges similar characteristics with subcontract whose purpose is completion of work to some degree. In addition, considering the detailed contents of presented medical malpractices, it seems that judging medical malpractice is based on the common sense of general people. Therefore, the argument of the plaintiff is valid when the fact the adjustment amount is relevant to the amount that the plaintiff initially claimed is considered even though the relevant case was decided to be compulsory mediation.

This study aimed to develop an analytical method for determination of 18 dyes in livestock and fishery products by liquid chromatograph-tandem mass spectrometry (LC-MS/MS). The developed method was validated for linearity, accuracy, limit of quantifications (LOQ) and recovery based on the CODEX guideline (CAC/GL-71). Target matrices (beef, pork, chicken, egg, milk, flatfish, eel, and shrimp) were extracted using acetonitrile (containing 1% of acetic acid) and then, purified with C18 and primary secondary amine (PSA). Calibration linearity was obtained (r2>0.98) and LOQs were 0.002 mg/kg in animal products. The recoveries of dyes were ranged from 63 to 112% and relative standard deviations (RSDs, %) were less than 15%. The residues of 18 dyes were investigated in real samples (n=124) collected from retail markets in South Korea. As a result, a total of seven samples showed positive results for target analytes in fish samples. However, there was no violation according to the maximum residue limits set by the Korean Food Code. The proposed method will be used for routine analysis of dye residues in livestock and fishery products.

The increasing interest in the use of automated photographic equipment in Korea enables to detect speed violation and enforce traffic laws. Since 1996, Korean National Police Agency has been promoting a project for installation of Automated Speed Enforcement (ASE) system aiming at reduction of accidents. Recently, point to point speed cameras operate to measure a driver's average speed across length of road and/or the spot speed at individual camera sites along the road length. In this study, we were analyzed to driver's operating characteristics in point to point speed cameras. The point to point speed camera system has link-long influence on drivers and their speeds despite enforcement being visible only at the start and end of enforced road length. Then, mean and 85th percentile speeds were below speed limit along enforced road length by the two camers. Also, Female drivers were driving at low speed than male drivers along the road length.

Delay reduction of vehicles at the intersection is highly dependent on the signal operation method. Improper traffic operation causes the violation of the traffic regulations and increasing traffic congestion. Delay because of congestion has contributed to the increase in carbon dioxide in the atmosphere. The focus of this paper is to measure the amount of carbon dioxide when the intersection is changed to roundabout. Even though, Intergovernmental Panel on Climate Change(IPCC) recommends Tier 1 method to measure the amount of greenhouse gas from vehicles, this paper used Tier 3 method because we could use the data of average running distance per each vehicle model. Two signalized intersections were selected as the study area and the delay reductions of roundabout operation were estimated by VISSIM microscopic simulation tool. The control delay for boksu intersection reduced from 28.6 seconds to 4.4 seconds and the KRIBB intersection sharply reduced from 156.4 seconds to 23.6 seconds. In addition, carbon dioxide for two intersections reduced to 646.5 ton/year if the intersection is changed to roundabout. Future research tasks include testing the experiment for networks, as well as for various intersection types.

Detection of a number plate consists of three stages; division of a number plate, extraction of each character from the plate, recognition of the characters. Among of these three states, division stage of a number plate is the most important part and also the most time-consuming state. This paper suggests an effective region extraction method of a number plate for various images obtained from unmanned inspection systems of illegal parking violation, especially when we have to consider the diverse surrounding environments of roads. Our approaching method detects each region by investigating the characteristics in changes of brightness and intensity between the background part and character part, and the characteristics on character parts such as the sizes, heights, widths, and distance in between two characters. The method also divides a number plate into different types of the plate. This research can solve the number plate region detection failure problems caused by plate edge damages not only for Korean domestic number plates but also for new European style number plates. The method also reduces the time consumption by processing the detection in real-time, therefore, it can be used as a practical solution.
