The nature of UN support of the Korea War (유엔의 6.25전쟁 지원과 성격 -신정공세 전후 유엔의 휴전교섭 노력을 중심으로-)

  • The purpose of this study is to examine and analyze the Untied Nations' efforts for peace on Korean peninsular after CCF's participation in Korean War. The Untied Nation tried to negotiate th peace plan between two sides from the end of 1950. Once the CCF's entry into the war had been confirmed, the war situation moved to a new phase, and the UN forces, which had guided the war in an effort to destroy the NKP A forces, and to punish North Korea, had to set up new guidelines to cope with the new situation. Accordingly, in late November, 1950, the UN forces camp, mainly the US Joint Chiefs of Staff and the United Nations Command, discussed various options, such as an expansion of the war up to the Chinese territory, a cease fire along the 38th Parallel, or a forced and inevitable evacuation. The Korean delegation to the UN insisted that "the unification of Korea should be achieved only by victory in the war. The Chinese intervention in the war is a Challenge to the UN in the same way as the North Korean invasion. The UN participation in the war was to repulse the invasion. With the same spirit we should drive back the Chinese Communists." The Korean delegation also emphasized to the friendly nations the political objective and will of unification, and that a cease fire at a threshold of unification might return us to the status quo ante bellum, and would be contrary to the Korean nation's desire. At that time, particularly, the US strongly considered the employment of nuclear weapons as one of the new strategies to cope with the Chinese invasion. The international effects of these casual remarks were realized almost at once. The British Prime Minister who had not wanted the expansion of war in the Far East, especially from the view point of the interest of NATO's security, visited Washington. so the conference had a very important meaning for the UN forces' new strategy. On the other hand, at the UN, on the 5th of December, the very day Truman and Attlee agreed to seek a cease-fire under UN auspices, a group of thirteen Asian and Arab states proposed to ask China and North Korea not to cross the 38th Parallel, and sounded out both sides about a cease fire along the 38th Parallel. The United States and the United Kingdom gave their assent, but China and North Korea gave no direct response. The CCF, who were securing the initiative of operation, were not agreeable with the proposal of the UN forces. The Untied Nation has tried to negotiate th peace plan between two sides from the December of 1950 and January of 1951. The Untied Nations' has achieved great results to negotiate for the peace plan on Korean peninsular after CCF's participation in Korean War. It's the results considering both the operation situation and political opinions.

A Study on Lu You(陸游)'s Patriotism and Poetic Figuration (육유(陸游)의 우국의식(憂國意識)과 시적 형상화 고찰)

  • This study is about patriotic poems and patriotism-dominated life of Lu You who lived in the Southern Song Dynasty. Lu You, one of the four greatest poets of the Southern Song Dynasty, left about 9,400 poems, out which the majority of poems described his patriotic spirit amid the nation's existential crisis. Among Lu You's excellent poems, patriotic poems that described worries over the nation and the national people were the most well-made ones. As Lu You was a war hawk who insisted on armed struggle with Jin to recapture political supremacy in the nation, he was persecuted seriously. But, Lu You didn't yield his patriotic will until death and he poeticized his patriotism. While discussing Lu You's patriotism and poetic figuration, this study focused on three large categories of his poems as shown below. The first category was the poems describing his will toward resistance and territorial recapture. The second category was the poems expressing his patriotic sentiment and sorrowful indignation. The third one was the poems symbolizing his patriotism through poetic materials such as dream and drink. Out of the poems in these three categories, the first category poems were deeply related to Lu You's political point of view. The second and third category poems showed his grand ambition and frustration he faced with in reality. In particular, Lu You's Kimongsi (dream-describing poem) that symbolized his patriotism gained great literary achievements.

A Basic Study on a Plan to Improve the Management of the Maritime or Coastal National Parks Based on the Change of the National Park Zoning and the Establishment of the Use-specific Districts (국립공원의 구역 변천 및 용도지구 설정을 기반으로 한 해상·해안형 국립공원 관리개선방안에 대한 기초 연구)

  • The national parks of South Korea take up an area of 6,726 ㎢, which accounts for 6.7% of the national land. They are national conservation areas with their area made up of 59.1% of land (3,972.6 ㎢) and 40.9% of seawaters (2,753.7 ㎢). And in 2019, the national parks are classified by type into 17 mountainous, 4 maritime or coastal, and 1 historical site. Here, the maritime or coastal nation parks are lately spotlighted as landmarks in maritime tourism. However, the area of the maritime or coastal national parks is continuously dwindling due to conflicts between the residents in the parks and Korea national park service, the continued pressure with respect to the regional tourism development and private investments, and the abolition of parks in relation to allegedly breached private properties. This study identifies the issues with the operation and management of national parks as caused by the abolition of parks and the reduction of areas, and goes from there to do research with the aim of suggesting an institutionalized improvement plan with a view to more useful operation and management of the maritime or coastal national parks. As a result, the natural resources in the sea and on land should be surveyed again to establish the standard for use-specific zoning and reorganize the park areas in adjusting the national park areas. Second, the use-specific districts need to be reviewed for their reorganization that meets the designation requirements by focusing on the characteristics of the different national parks with a view to ensuring reasonable natural conservation in the maritime or coastal national parks. Third, various support facilities for residents such as public path, lodgings, and rentals need to be created to reduce the conflicts between Korea national park service and those who live in the parks.

Discussion on the Background of the Baekeuihosang Phenomenon in Korea - Focusing on Baekeuigo written by Yoo, Changseon - (한국에서 백의호상(白衣好尙) 현상이 고착된 배경에 관한 논의 - 유창선(劉昌宣)의 백의고(白衣考)를 중심으로 -)

  • Korean people have revered the white color and enjoyed wearing white clothes. Various kinds of white clothes have been worn by the Korean people, ranging from everyday wear(便服), and scholar's robe(深衣) for the upper class, to religious costumes like Buddhist monk's robe(僧服), shaman costumes(巫服) and costumes for ancestral rites(祭服), or mourning(喪服). There have been many differing opinions by historians regarding the background of this Baekeuihosang(白衣好尙, the preference for white clothing) tradition and even now, it is frequently being discussed. This study aims to consider and discuss the background of this Baekeuihosang tradition, focusing on Chang-seon Yoo's Baekeuigo(白衣考, the consideration of white clothing), which was published in Dong-A Ilbo in 1934. The purposes of studying literature such as the Baekeuigo is to analyze the arguments on the origin of Baekeuihosang, to analyze Chang-seon Yoo's claim of its origin, and to discuss the culture of Baekeuihosang. Chang-seon Yoo claimed that the existing discussions on the background of Baekeuihosang based on the lack of dyes, or undeveloped technique, economic privation and national control strayed from historical facts, according to literature review. It is not worth discussing the farfetched arguments such as the use of costumes for ancestral rites as everyday wears, or the nation of sorrow. Baekeuihosang tradition mostly originated from the effects of many religions and the taste for innocence, or naturalness. White clothes were infused with the sorrow and emotion of Korean people and were also worn to show resistance to foreign power as symbols of ethnicity. Therefore, there should be a new view of the discussion of white clothes and Korean aesthetic sense, away from the logic distorted by the Japanese colonial view of history.

The Characteristics and meanings of the Agricultural Extension Work during the Period of Japanese Rule (일제시대 농촌지도사업의 성격과 의의)

  • Objective of the study was to investigate characteristics and meanings of the agricultural extension work during the period of Japanese $rule(1906{\sim}1945)$ through historical review on the work. The agricultural extension work during the period of Japanese rule was categorized into six patterns such as agricultural extension work by (1) government agricultural administration system, (2) agricultural experiment/research institute, (3) public school, (4) through the movement of rural development(Nong-chon-Jinheung Undong), (5) pro-government private organization, and (6) pure private organization. In conclusion, the characteristics of the extension work were defined; 1) a tool and/or method for colonial rule, 2) non-democratic and top-down extension work by administration, 3) authoritative and coercive work initiated by governmental system, 4) nation wide work of cooperation with public and private organization, 5) extension work focused on production increasing food and industrial materials, and 6) extension work initiated by government system without participation of pure private organization. The meanings of the extension work were reviewed in two ways. Firstly, in macro point of view, the work has negative meaning that was utilized as a tool and/or method for Japanese colonial rule, since the extension work was implemented under the direction of agricultural policy and was also directly related to the policy of Japanese colonial government. Secondly, in micro point of view, the work has significant meaning either negative or positive such as 1) beginning of modernized extension work based on experiment and research, 2) introduction of forcible agricultural extension work, 3) inducement of distrust tendency to agricultural policy and agricultural extension work, 4) establishment of basis in hardware of agricultural extension work, 5) production of experience in software of agricultural extension work, and 6) improvement of recognition toward scientific farming and improvement of level in agricultural techniques.

Legal Aspects of International Joint Ventures (합작투자계약(合作投資契約)에 관한 법적(法的) 문제(問題))

  • International joint ventures are usually formed and managed by domestic companies and foreign investors for the common objectives. They offer an opportunity for each partner to benefit significantly from the comparative advantages of the other. Local partners bring knowledge of the domestic market; familiarity with government bureaucracies and regulations; understanding of local labor markets; and existing manufacturing facilities. Foreign partners can offer advanced process and product technologies, management know-how, and access to export markets. In Korea, joint ventures have been encouraged to usher in foreign investors with foreign currency capital badly needed during the IMF financial crisis. In the meantime, Korean laws and regulations with respect to joint ventures have been largely overhauled to promote foreign direct investment (FDI) both inbound and outbound. They include four types of FDI, i.e., acquisition of foreign stocks, provision of long-term loans, participation in joint operations like resources development, and establishment of foreign offices. From the legal point of view, the formal joint venture agreement must be an offspring of a series of tough negotiations between domestic and foreign partners. They usually stress the long-term relationship with the good will and dedication to each other, and restrict the free transfer of stocks. Both partners are earnestly interested in the ownership and management of the joint venture. So they keep a close eye on the articles of incorporation, changes of business environment, conflict resolution methods, transparency of accounting and other financial matters. When a multinational corporation (MNC) is involved in the joint venture, conflicts over management strategies, marketing and other issues take place more often than not between the MNC and local partners. We have to pay attention to joint ventures, particularly, in China and North Korea. As witnessed in other transition economies, China is eagerly bringing in foreign direct investments for the development of nation's economy. China encourages foreign investors to establish ordinary joint ventures, contractual joint ventures, solely invested foreign capital companies and jointly operated development companies with local partners. In North Korea, however, joint ventures have a different meaning like contractual joint ventures in China, in which North Korean partners have an initiative in the management. Rather, jointly operated companies or simply processing-for-wage companies are recommended in view of the unpredictable legal infrastructure in North Korea.

  • At a time when Korea and the rest of the world recently faced the unprecedented situation of "COVID-19," the view of actively "disclosure" of information to prevent the spread of infectious diseases is at odds with the view of "protecting" personal information as these social measures are coupled with the infringement of individuals' basic rights. In order to see the nation's response to the infectious disease crisis, we examined the current status and characteristics of public records according to crisis alert levels based on the manual for responding to infectious disease. Especially we analyzed the types and disclosure status of records containing personal information. For detecting personal information-related issues on news media, we collected online news articles and performed text anlaysis. Through this, we reviewed the problems of record management including personal information and suggested improvement points from the perspective of the life cycle of records: collect, manage, and dispose of them.

  • A nation's culture isn't consisted by the characteristics of the nation only, but it is greatly affected by the geographical features and natural conditions, and it could be also dominated by the continual effect through mutual contact on economic exchange or social problem and political interests with neighboring countries. It is a well known fact that the contact of culture between Korea and Mongolia established under the special political situation that Corea was invaded by Won. But more basically, the Nomad including Mongolia had influenced upon neighboring countries, therefore, our country was also greatly influenced on consisting of our own culture by them. Moreover. the fact that our language belongs to their language's category(mostly Tweigru and Mongolian language) proves that the origin of our culture was deeply related with Mongolia. Accordingly, we could not limit the cultural relation between Korea and Mongolia within a special era. But especially, since unification of China by Mongolia, Won which appeared as a new great nation had dominated Corea for one hundred years, and the Corea's costume culture had a point of conversion to the mongolian. Therefore, this study expects to comment upon the relations of costume between Corea and Mongolia from a view point of Corea's tribute and royal gifts gifts by Mongolia written on the reference literatures. 1) From the ancient times, between our country and Mongolia there has been a direct or indirect exchange caused by the people's movement or invasion due to very closed neighboring. The relations between Corea and Mongolia have started from the mongolia's requests of tribute for the reason why they helped Corea against the Keoran's invasion, and these relation had continued by King Kongmin's age. 2) Mongolia had plundered a tribute such as dress, cereals, horses, military supplies, soldiers, maiden and little girls etc. from Corea, and therefore, a great confusion occurred on political, economic and social fields. And since King Chungyoul of Corea got married with a Princess of Won, the Corea's position was placed as the Buma nation(nation of son in law) and then high class people of Corea preferred to follow the mongolian costume such as Byunbal (pigtail), Ho dress (mongolian dress), Rouges, Chockturi (a kind of formal cap) and Doturak pigtail ribbon, and some have been applied up to date. On the other hand, the custom of Corea had transmitted to the Mongolian nobility, they called it "Corea Yang(style)". 3) The costume of Corea could be divided into three different periods, the first is the period influenced by Tang and Song's regime, the second is affected by the Won's costume and the third is applying the Myung's regime in the end of Corea. The Mongolian dress was based on the Ho dress form and it has been developed through compounding artistic traditional fields and foreign customs in long history. And Mongolia is composed of various tribes, therefore, they have their own dress for each tribe. Our country and Mongolia had a similar dress form based on Ho dress and both used the Chacksukunggo (jacket with small sleeves and slacks) and Seon(line). And the ornaments of costume such as Chockturi, Doturak pigtail ribbon and Rouges had transmitted and fixed down as a traditional wedding garment, but the Rouges has been used by noble women from the ancient times in our country. Since a member of the Society of Korean Costume has visited Mongolia in August 1990 for the first time, I really recognized the neccesity of more detailed study on the costume relation between Korea and Mongolia, and I will proceed with the study on various fields of costume under cooperation of Institute of Oriental Academy of Mongolia.

A Study on Junghui Kim's Concepts in Seodok(書牘) (서독(書牘)에 나타난 완당(阮堂) 김정희(金正喜)의 사상(思想) 연구(硏究))

  • This paper draws out the contents related to "Yuk(易)" Silhak(實學), and discusses the tendency in order to review the ideas shown in Wandang's Seodok(書牘). Also, it studies Taoism expressed in Seodok in terms of figuring out Wandang's Taoism. The features of his thoughts are following. The first one is the use of "Yuk(易)" for Soogichiin(修己治人). What he considered most important was Eumsiknamnyu(飮食男女) linked directly to the people's life. He maintained that a country must be ruled by doing Soogi(修己) with "Yuk(易)" and by making use of "Yuk(易)". The next one is both a view of Gyungsechiyong(經世致用) of Dongseoboolboon(東西不分) and a natural view of Iyonghooseng(利用厚生), standing on Silsagusi(實事求是). He actively accepted new learning and concepts those days, and he asserted that Western techniques should be even imitated for the sake of the nation. Thirdly, his view of Moowi(無爲) and Boolun(不言). He didn't use to do any Jakwi(作爲) of Jeosool(著述). This kind of view seems to save his life and be connected to Yangshin(養身) even though others tried to keep a jealous eye on and entrap him. Last, his concept of Jayeonsooneung(自然順應) and Jayeonhoigui(自然回歸). It is shown through his wish of farm work and his politics, saying that a king ought not to bind the people with faithfulness and propriety, and that he ought to rule the nation with humanity. In sum, Wandang's ideas shown in Seodok can be divided into two streams. One is Boshin(保身) through Moowijayeon(無爲自然), Boolun(不言), and Jayeonhoigui(自然回歸). The other is a pursuit of his studies for the purpose of Dukchi(德治) followed by Soogichiin, Kyongsechiyong, Iyonghooseng, and Injung. Here, since Boshin can be said to be advanced Soogi, and Soogichiin and others are connected directly to people's comfortable life, they can be integrated to Soogiianbaeksung(修己以安百姓). In other words, his thoughts were based on the fusion of Confucianism and Taoism, and he aimed at Soogiianbaeksung by accepting and using to take a look at the change of period and learning.

On the Matter and Form of the Chumsungdae (첨성대의 경관인식론적 해석)

  • In this paper, I tried to interpretate the matter and form of Chumsungdae, which has been mainly assumed as an facility for astronomical observaton of ancient Shilla dynasty, located on Kyongju, Korea. Basically, I took the thoughts of the place and the theory of cognition on landscape as a research tool, and the research was undertaken through the surveying the physical surroundings of chumsungdae and studying the references related to a myth, thoughts, and a tale of shilla era. This research was anticipated to find out the various symbolic meanings and functions of Chumsungdae and its place, which is somewhat different from the view of scientific uses of it. The matter and form of the Chumsungdae realizes the archetypal form of the well and meanings of petition for agricultural abundance, leading to a wishing for political stability of the nation, especially an authority of a reign of the queen, named Sun-duk who is the first one in Shilla Dynasty. The chumsungdae was located on the very sacred place surrounded by the tumulous and Kyerim forest which was birth and death place of the founder and king of a family of Kim. It does mean that the Chumsungdae was very scared work, and made place with combination of meaning above mentioned and natural environment. Finally, this paper suggested the neighboring area of the Chumsungdae be restored with the forest as an archetypeof old picture and environment of Kyerim.
