A region-based video codec based on the H.263+ standard is examined and its associated novel rate control scheme is proposed in this work. The region-based coding scheme is a hybrid method that consists of the traditional block DCT coding and the object-based coding. Basically, we adopt H.263+ as the platform, and develop a fast macroblock-based segmentation method to implement the region-based video codec. The proposed rate control solution includes rate control in three levels: encoding frame selection, frame-layer rate control and macroblock-layer rate control. The goal is to enhance the visual quality of decoded frames at low bit rates. The efficiency of proposed rate control scheme applied to the region-based video codes is demonstrated via several typical test sequences.
We have developed fully functional Video Server and Client applications which can transmit, receive, decompress and display compressed video over various networks. Our video trans-port allows dynamic rate control feedback, loss detection, and repair requests from Clients to the Server. Our experiments show how feedvack-before-degradation scheme for rate adaptation maintains good display frame-rate for video playback. We show how the playback degradation(reduction in display frame-rate) oc-curs and what happens if corrective measures are not taken to im-prove the situation. The degradation is attributed to the increased internal kernel buffering which consumes scarce CPU resources. We demontrate with our experimental results that ServerNet, with improved hardware delivery guarantees, can significantly reduce host CPU resource consumption while serving video streams. We present the maximum number of streams which can be served for each of ATM and ServerNet interconnects. The appropriate user-level packet size for the video server are also determined for each case.
In this study, we propose a joint source/channel rate control algorithm for video encoder targeting packet erasure channel. Based on the buffer constraints of video communication systems, encoding rate constraint is presented. After defining source distortion models for coded and skipped video frames and a channel distortion model for packet errors and their propagation, an average distortion model of received video is proposed for a given encoding window. Finally, we define an optimization problem to minimize the average distortion for given channel rates and packet loss rates by controlling spatio-temporal parameters of source video and FEC block sizes. Then, we propose a window-based algorithm to solve the problem in real-time.
In this paper, we propose a practical TCP friendly rate control scheme that considers the minimum channel bandwidth of the network when transporting SVC (scalable video coding) video over IP netowrks such as Internet. RTP and RTCP is mainly designed for use with UDP (User Datagram Protocol) for real-time video transport over the Internet. TCP-friendly rate control was proposed to satisfy the demands of multimedia applications while being reasonably fair when competing for bandwidth with conventional TCP applications. However the rate control model of the conventional TCP-friendly rate control scheme does not consider the minimum channel bandwidth of the network. Thus the estimated channel bandwidth by the conventional rate control model might be quite different from the real channel bandwidth when the packet loss ratio of the network is very large. In this paper, we propose a modified TCP-friendly rate control scheme that considers the minimum channel bandwidth of the network. Based on the modified TCP-friendly rate control, we assign the minimum channel bandwidth to the base layer bitstream of SVC video, and remaining available bandwidth is allocated to the enhancement layer of SVC video for the TCP friendly scalable video transmission. It is shown by simulations that the modified TCP-friendly rate control scheme can be effectively used for a wider range of controlled bit rates depending on the packet loss ratio than the conventional TCP-friendly control scheme. Furthermore, the effectiveness of the proposed scheme in terms of objective video quality is proved by comparing PSNR performance with the conventional scheme.

Video streaming application such as YouTube is one of the most popular mobile applications. To adjust the quality of video for available network bandwidth, a streaming server provides multiple representations of video of which bit rate has different bandwidth requirements. A streaming client utilizes an adaptive bit rate scheme to select a proper video representation that the network can support. The download behavior of video streaming client player is governed by several parameters such as maximum buffer size. Especially, the size of the maximum playback buffer in the client player can greatly affect the user experience. To tackle this problem, in this paper, we propose the maximum buffer size optimization according to available network bandwidth and buffer status. Our simulation study shows that our proposed buffer size optimization scheme successfully mitigates playback stalls while preserving the similar quality of streaming video compared to existing ABR schemes.

CISCO VNI predicted an average annual growth rate of 66% for mobile video traffic between 2014 and 2019 and accordingly much academic research related to video streaming has been initiated. In video streaming, Adaptive Bitrate (ABR) is a streaming technique in which a source video is stored on a server at variable encoding rates and each streaming user requests the most appropriate video encoding rate considering their channel capacity. However, these days, ABR related studies are only focusing on real-time rate adaptation omitting energy efficiency though it is one of the most important requirement for mobile devices, which may cause dissatisfaction for streaming users. In this paper, we propose an energy efficient prefetching based dynamic adaptive streaming technique by considering the limited characteristics of the batteries used in mobile devices, in order to reduce the energy waste and provide a similar level of service in terms of the average video rate compared to the latest ABR streaming technique which does not consider the energy consumption. The simulation results is showing that our proposed scheme saves 65~68% of energy at the average global mobile download speed compared to the latest high performance ABR algorithm while providing similar rate adaptation performance.
In this paper, a novel rate control scheme for low delay video coding of High Efficiency Video Coding (HEVC) is proposed. The proposed scheme is developed by considering a new temporal prediction structure of HEVC. In the proposed scheme, the relationship between bit rate and quantization step is exploited firstly to formulate an accurate quadratic rate-quantization (R-Q) model. Secondly, a method of determining the quantization parameters (QPs) for the first frames within a group of pictures is proposed. Thirdly, an accurate frame-level bit allocation method is proposed for HEVC. Finally, based on the proposed R-Q model and the target bit allocated for the frame, the QPs are predicted for coding tree units by using rate-distortion (R-D) optimization. We compare our scheme against that of three other state-of-the-art rate control schemes. Experimental results show that the proposed rate control scheme can increase the Bjøntegaard delta peak signal-to-noise ratio by 0.65 dB and 0.09 dB on average compared with the JCTVC-I0094 and JCTVC-M0036 schemes, respectively, both of which have been implemented in an HEVC test model encoder; furthermore, the proposed scheme achieves a similar R-D performance to Wang's scheme, as well as obtaining the smallest bit rate mismatch error of all the schemes.
In this paper, we propose a transmission rate prediction method of video data. The proposed method checks shot transition characteristics after dividing MPEG video data into a GoP unit and then uses Kalman filter. It used algorithm to detect shot transition information by high speed in compressed domain in order to check a correct shot transition of video data and classified into a abrupt shot transition type and a gradual shot transition type. Information to have been classifying is used as factors of Kalman filter and predicts a transmission rate of video data. Also, the proposed method decreased processing time with detecting shot transition and predicting a transmission rate of video data in compressed domain. It predicted a transmission rate with 96.2- 97.6% in the experiment that used three kinds of 911 1frames of different video data.
In this paper, we present a joint quality control system to be able to accurately control the relative picture quality among the video programs in terms of PSNR. The joint quality control system allows variable bit rate (VBR) for each video program to maintain the pre-determined relative picture quality among the aggregated video programs while keeping a constant sum of the bit rates for all programs to be transmitted over a single constant bit rate (CBR) channel. This is achieved by simultaneous controlling the video encoders to generate VBR video streams at the central controller. Furthermore we also suggest buffer regulation method based on the analysis of the constraints imposed by sender/receiver buffer sizes and total transmission rate. Through various simulation results, it is found that our quality control systems guarantee that the video buffers do not overflow and underflow and the quality control errors do not exceed 0.1 ㏈.

This paper proposes a tile level rate control for High Efficiency Video Coding (HEVC). The proposed tile level rate control is designed by considering the multi-core platform of tile in HEVC. The proposed tile level rate control allocates the number of bits for each tile based on the predetermined weight generated from the current picture level rate control. According to the experimental results, the proposed tile level rate control for HEVC on multi-core platform loses negligibly the bitrate accuracy about 0.07% on average over the reference software HM-14.0.
