  • Reactor Vessel Internals(RVIs), which are installed within the reactor pressure vessel and support the fuel assembly, take responsibility for safety of reactor core. In operating Nuclear Power Plants(NPPs), the RVIs have been exposed to severe conditions such as neutron irradiation, high temperature, high pressure, and high velocity of coolant flow and have degraded by materials aging with long-term operation. Therefore, the effective aging management plan and the appropriate regulatory requirements are necessary to maintain the integrity of RVIs. The purpose of this paper is to provide a review guide for Periodic Safety Review(PSR) of RVIs in presurized water reactor. The review guide is developed based on the revised review guides and reports established from IAEA and USNRC, and the analysis results of design characteristics, aging mechanisms, and operating experiences of RVIs in domestic and international NPPs. Consequently, the developed review guide for PSR of RVIs is expected to contribute an overall strategy and standard for the PSR of RVIs.

양식어업 어장관리선에 승선하는 어선원의 안전사고 위험요인 분석 (Analysis of risk factors for safety accidents for fisher onboard aquaculture fisheries management vessel)

  • This study aimed to quantitatively analyze the risk using data from 329 safety accidents that occurred in aquaculture fisheries management vessels over the recent five years (2018-2022). For quantitative risk analysis, the Bayesian network proposed by the International Maritime Organization (IMO) was used to analyze the risk level according to the fishing process and cause of safety accidents. Among the work processes, the fishing process was analyzed to have the highest risk, being 12.5 times that of the navigation, 2.7 times that of the maintenance, and 8.8 times that of the loading and unloading. Among the causes of accidents, the hull and working environment showed the highest risk, being 1.7 times that of fishing gear and equipment, 4.7 times that of machinery and equipment, and 9.4 times that of external environment. By quantitatively analyzing the safety accident risks for 64 combinations of these four work processes and four accident causes, this study provided fundamental data to reduce safety accidents occurring in aquaculture fisheries management vessels.

Concept & Implementation of Three-Layered Vessel Traffic Management System

  • Recently IMO and IALA have developed the strategy of e-Navigation and the concepts of VTM to enhance the safety, efficiency and security of vessel traffic and protection of the marine environment. And current technical and functional trends require vessel traffic management systems to be improved so as to control vessel traffic not only in waters of harbour area, but also within EEZ waters. Under the consideration of these circumstances, a three-layered vessel traffic management system was proposed in this paper. The proposed system consists of three sub-systems, called Local VTS, Regional VTS and National VTS, and those sub-systems are designed respectively to be suitable for managing vessel traffic within their own jurisdiction waters.

  • For the unconfined vapor cloud explosion accident by the continuous release of gas-liquid flow of various saturated liquids in a vessel at ground level, overpressures were estimated and analyzed with various release conditions and materials by TNT equivalency model with vapor dispersion. We found that at same release conditions, overpressure showed n-heptane > xylene > n-hexane > toluene > n-heptane > benzene, respectively and that overpressure was increased with increasing the hole diameter and the storage pressure, but it was increased with decreasing the wind speed, the interested distance, and the vessel thickness.

재결서를 이용한 자망어선 어선원의 어로작업 중 안전사고 분석 (Analysis of occupational accidents for fisher's on gillnet fishing vessel using the written verdict)

  • We analyzed work safety risk factors, which are likely to occur during fishing in gillnet fishing vessels using the written verdict of the Korea Maritime Safety Tribunal from 2016 to 2020, and considered work safety management. Of the total of 37 fatal accidents, three cases in the East Sea, six cases in the South Sea, and 28 cases in the West Sea were very frequent. The accident rate per vessel by sea area (%) was 0.08% in East Sea, 0.12% in South Sea, and 0.40% in the West Sea. Based on the East Sea, the number of fatal accidents was 1.6 times higher in the South Sea and 5.4 times higher in the West Sea. Six cases (16.2%) occurred during departure and preparation for fishing in the fishing process, and all other 31 cases (83.8%) occurred during fishing operation. In the order of accident types, 21 cases (56.8%) of being struck by object, eight cases (21.6%) of contact with machinery and six cases (16.2%) of falls from height were found to be fatal accidents in gillnet fishery. Human factors, such as fishers' carelessness and negligent safety management by captain accounted for 27 cases (73.0%) of the main cause, and 35 cases (94.6%) of the secondary cause. In addition to human factors such as fisher's carelessness and negligent safety management by captain, mechanical factors, environmental factors and management factors must be improved together to reduce human casualties. These results are expected to be utilized as basic data for reducing safety accidents during the work of fishers.

CNG압력용기의 열처리 조건별 파열 특성에 관한 실증적 연구 (An Empirical Study on the Bursting Properties According to Heat Treatment Condition of the CNG Pressure Vessel)

  • Forensic Engineering is the art and science of professionals qualified to serve as engineering experts in courts of law or in arbitration proceedings. Buses using compressed natural gas (CNG) trend to be extended in use internationally as optimal counterplan for reducing discharge gas of light oil due to high concern about environment. However, CNG buses is equipped with composite pressure vessels (CPVs); since the CPVs contain compressed natural gas, the risks in the case of accident is very high. In this study, the bursting test for the pressure vessel depending on the heat treatment conditions of the vessel in which the actual ruptured accident occurred, after the bursting test, the fracture pattern analysis had performed. The mechanical materials properties test using Instrumented Indentation Test had performed to confirm the mechanical properties for each heat treatment cases. Also, the fractography analysis and metallographic analysis had performed to find out the difference of each heat treatment case. By comparing normal vessel with abnormal vessel which have defect of heat treatment conditions in term of the bursting patterns and characteristics of containers using various forensic engineering methods, especially, it is possible to understand how important the heat treatment process is in the high pressure vessel unlike any product.

선박사고의 인적요인에 대한 선원과 운항관리자 간의 인식 비교에 관한 연구 (A Study of the Comparison of Cognition between Seafarer and Shipping Operations Manager on Human Factors of Ship Accident)

  • 본 연구는 선박사고가 지속적으로 발생하고 있으며 점차 다양화, 복잡화됨에 따라 선원집단과 운항관리집단을 대상으로 선박사고의 인적요인을 분석하였다. 선박사고에서 인적요인은 큰 비중을 나타내고 있으며, 본 연구에서는 인적요인(human factor)에 대해 선행연구에서 제시된 인적요인을 기반으로 잠재적 요인을 관련 전문가 조사 등을 통해 확장적으로 도출하여 최종 20개 요인을 선정하였다. 이를 토대로 본 연구에서는 선정된 인적요인에 대해 선박안전 관련 전문가 및 실무자들의 인식 차이를 분석하여 선원집단과 운항관리자집단의 인식 차이를 검증하였고, 경영적 관점에 우선적으로 개선되어야 할 요인들을 추출하여 시사점을 제시하였다.

해양안전 집행업무의 효율적 운영방안 연구 -선박안전 관리를 중심으로- (Study on Effective Operational Plan of Maritime Safety Enforcement Task : Focus on Vessel Safety Management)

  • 이 연구의 목적은 해양안전을 위해 해양수산부와 KCG 등에 분산되어 있는 해양안전 집행업무를 효율적으로 운영하는 방안을 살펴보는 것이다. 일반적으로 해양사고는 세월호 사고, 서해훼리호 사고, 태안 허베이 스피리트 오염사고 등에서 알 수 있듯이 인명, 재산, 해양환경 등에 막대한 피해는 물론 재난으로 확대되는 경향이 있어 사고를 예방하는 근본적인 대책이 필요하다. 그런데 우리나라는 대형사고가 발생하면 단편적인 땜질식 처방만 해 왔으며, 세월호 사고 이후에도 관계자 처벌을 위한 후속조치에만 치중하고, 주요 해양선진국에서는 당연시 되고 있는 '해양안전 집행업무 일원화' 같은 근본적인 대책은 거론조차 제대로 되지 않고 있다. 이에 크고 작은 후진성 사고는 끊이지 않고 있으며, 선박의 대형화·고속화·노후화, 선원의 자질저하, 선박통항량의 증가, 해양레저의 발달, 해양안전업무의 이원화로 인한 비효율성 등으로 대형 해양사고, 후진성 사고의 개연성은 더욱 높아지고 있는 것이다. 따라서 해양안전 관련 선행연구 검토, 주요 해양선진국의 사례 및 VTS의 일원화 사례 등을 토대로 해양안전과 직결되는 내항선 안전관리·PSC·항로표지관리 등의 해양안전 집행업무의 효율적인 운영방안을 제시한다.

설문을 통한 안강망어선에 승선하는 선원의 위험인식 조사 (Risk awareness survey of fisher on stow net fishing vessel using a questionnaire)

  • The questionnaire survey was carried out to collect basic data to identify the cause of the risk that did not appear in the current data provided by the fishermen's occupational accidents of the National Federation of Fisheries Cooperative (NFFC) to the onsite specialist, such as a fishing master, chief engineer and fisher in stow net fishing vessel from June to July 2018. The results are as follows. A total of 134 cases were surveyed, including 53 cases in Yeosu, 44 cases in Mokpo, 30 cases in Boryeong and 7 cases in Gunsan. Approximately 60% of the respondents on board the stow net fishing vessel were more than 20 years old, and the boarding experience was seasoned and suitable for the respondents. In the 4M analysis by safety accident factor during fishing work, the mechanical factors included 51 cases (25.0%) of decrepit equipment or poor maintenance and 49 cases (24.0%) of systemic error of fishing equipment. The environmental factors exhibited 71 cases (33.5%) of poor communication by mixed manning of foreign fishermen and 63 cases (29.7%) of poor environment such as heavy weather etc. The human factors showed 78 cases (37.3%) of personnel's carelessness and 45 cases (21.5%) of unskillfulness of operating net and haulers. The management factors exhibited 59 cases (32.1%) of work practice of poor safety precautions and 56 cases (30.4%) of inadequacy of education on hazard factor. The results are expected to contribute to the creation of a safe operating environment for stow net fishery, such as a fisher boarding a stow net fishing vessel, enabling the analysis of major causes of working safety accidents by cause.

Round robin analysis of vessel failure probabilities for PTS events in Korea

  • Round robin analyses for vessel failure probabilities due to PTS events are proposed for plant-specific analyses of all types of reactors developed in Korea. Four organizations, that are responsible for regulation, operation, research and design of the nuclear power plant in Korea, participated in the round robin analysis. The vessel failure probabilities from the probabilistic fracture mechanics analyses are calculated to assure the structural integrity of the reactor pressure vessel during transients that are expected to initiate PTS events. The failure probabilities due to various parameters are compared with each other. All results are obtained based on several assumptions about material properties, flaw distribution data, and transient data such as pressure, temperature, and heat transfer coefficient. The realistic input data can be used to obtain more realistic failure probabilities. The various results presented in this study will be helpful not only for benchmark calculations, result comparisons, and verification of PFM codes developed but also as a contribution to knowledge management for the future generation.
