City of Gyeongju's referendum finally offered the long-waited low-level radioactive waste disposal site in November 2005. Gyeongju's positive decision was due to the various economic rewards and incentives the national government promised to the city. 300 million won for an accepting bonus, 8.5 billion won, annual revenue fro the entry quantity of waste into the city's disposal site, the location of the headquarter building of the Korean Hydro and Nuclear Power Co., and the accelerator research center. All of the above will affect the city's infrastructure and the citizens' economic and cultural lives. Population, land use, economic structure, environment and quality of life will be affected. Some will be very positive, and some will be positive. This research project will see the future of the city and forecast the demographic, economic, physical and environmental changes of the city via computer simulation's system dynamics technique. This kind of simulation will help City of Gyeongju's what to prepare for the future. The population forecasting of the year 2026 will be 289,069 with the waste disposal site, and 279,131 without the waste disposal site in Gyeongju. The waste disposal site and the relocation of the company headquarters and location of the accelerator research center will attract 9,938 individuals more with 511 manufacturing shops and 1944 service jobs. The population increase will bring 3,550 more houses constructed in the city. Land use will also be affected. More land will be developed. However, mad, water plant and waste water plant will not be expanded as much. The city's financial structure will be expanded, due to the increased revenues from the waste disposal site, and property tax revenues from the middle-class employees of the company, and the high-powered scientists and technologists from the accelerator research center. All in an, the future of the city will be brighter after operating the nuclear waste disposal site inside the city.

If the spent fuels or the high-level radioactive wastes can be disposed of in the depth of 3~5 km and more stable rock formation, it has several advantages. For example, (1)significant fluid flow through basement rock is prevented, in part, by low permeability, poorly connected transport pathways, and (2)overburden self-sealing. (3)Deep fluids also resist vertical movement because they are density stratified and reducing conditions will sharply limit solubility of most dose-critical radionuclides at the depth. Finally, (4) high ionic strengths of deep fluids will prevent colloidal transport. Therefore, as an alternative disposal concept to the deep geological disposal concept(DGD), very deep borehole disposal(DBD) technology is under consideration in number of countries in terms of its outstanding safety and cost effectiveness. In this paper, for the preliminary applicability analyses of the DBD system for the spent fuels or high level wastes, the DBD concepts which have been developed by some countries according to the rapid advance in the development of drilling technology were reviewed. To do this, the general concept of DBD system was checked and the study cases of foreign countries were described and analyzed. These results will be used as an input for the analyses of applicability for DBD in Korea.

The Korea Radioactive Waste Agency (KORAD) has developed a dual-purpose metal cask for the dry storage of spent nuclear fuel that has been generated by domestic light-water reactors. The metal cask was designed in compliance with international and domestic technology standards, and safety was the most important consideration in developing the design. It was designed to maintain its integrity for 50 years in terms of major safety factors. The metal cask ensures the minimization of waste generated by maintenance activities during the storage period as well as the safe management of the waste. An activation evaluation of the main body, which includes internal and external components of metal casks whose design lifetime has expired, provides quantitative data on their radioactive inventory. The radioactive inventory of the main body and the components of the metal cask were calculated by applying the MCNP5 ORIGEN-2 evaluation system and by considering each component's chemical composition, neutron flux distribution, and reaction rate, as well as the duration of neutron irradiation during the storage period. The evaluation results revealed that 10 years after the end of the cask's design life, $^{60}Co$ had greater radioactivity than other nuclides among the metal materials. In the case of the neutron shield, nuclides that emit high-energy gamma rays such as $^{28}Al$ and $^{24}Na$ had greater radioactivity immediately after the design lifetime. However, their radioactivity level became negligible after six months due to their short half-life. The surface exposure dose rates of the canister and the main body of the metal cask from which the spent nuclear fuel had been removed with expiration of the design lifetime were determined to be at very low levels, and the radiation exposure doses to which radiation workers were subjected during the decommissioning process appeared to be at insignificant levels. The evaluations of this study strongly suggest that the nuclide inventory of a spent nuclear fuel metal cask can be utilized as basic data when decommissioning of a metal cask is planned, for example, for the development of a decommissioning plan, the determination of a decommissioning method, the estimation of radiation exposure to workers engaged in decommissioning operations, the management/reuse of radioactive wastes, etc.

Background: Reactor pressure vessel (RV) with internals (RVI) are activated structures by neutron irradiation and volume contaminated wastes. Thus, to develop safe and optimized disposal plan for them at a disposal site, it is important to perform exact activation calculation and evaluate the dose rate on the surface of casks which contain cut-off pieces. Materials and Methods: RV and RVI are subjected to neutron activation calculation via Monte Carlo methodology with MCNP6 and ORIGEN-S program-neutron flux, isotopic specific activity, and gamma spectrum calculation on each component of RV and RVI, and dose rate evaluation with MCNP6. Results and Discussion: Through neutron activation analysis, dose rate is evaluated for the casks containing cut-off pieces produced from decommissioned RV and RVI. For RV cut-off ones, the highest value of dose rate on the surface of cask is 6.97 × 10-1 mSv/hr and 2 m from it is 3.03 × 10-2 mSv/hr. For RVI cut-off ones, on the surface of it is 0.166 × 10-1 mSv/hr and 2 m from it is 1.04 × 10-1 mSv/hr. Dose rates for various RV and RVI cut-off pieces distributed lower than the limit except the one of 2 m from the cask surface of RVI. It needs to adjust contents in cask which carries highly radioactive components in order to decrease thickness of cask. Conclusion: Two types of casks are considered in this paper: box type for very-low-level waste (VLLW) as well as low-level waste (LLW) and cylinder type for intermediate-level waste (ILW). The results will contribute to the development of optimal loading plans for RV and RVI cut-off pieces during the decommissioning of nuclear power plant that can be used to prepare radioactive waste disposal plans for the different types of wastes-ILW, LLW, and VLLW.

The oldest commercial reactor in South Korea, Kori-1 Nuclear Power Plant (NPP), will be shut down in 2017. Proper treatment for decommissioning wastes is one of the key factors to decommission a plant successfully. Particularly important is the recycling of clearance level or very low level radioactively contaminated metallic wastes, which contributes to waste minimization and the reduction of disposal volume. The aim of this study is to introduce a conceptual design of a recycle system and to evaluate the doses incurred through defined work flows. The various architecture diagrams were organized to define operational procedures and tasks. Potential exposure scenarios were selected in accordance with the recycle system, and the doses were evaluated with the RESRAD-RECYCLE computer code. By using this tool, the important scenarios and radionuclides as well as impacts of radionuclide characteristics and partitioning factors are analyzed. Moreover, dose analysis can be used to provide information on the necessary decontamination, radiation protection process, and allowable concentration limits for exposure scenarios.

After the permanent shutdown of K1 in 2017, decommissioning processes have attracted great attention. According to the current decommissioning roadmap, the dismantling of the activated components of K1 may start in 2026, following the removal of its spent fuel. Since the reactor vessel (RV) and reactor vessel internal (RVI) of K1 contain massive components and are relatively highly activated, their decommissioning process should be conducted carefully in terms of radiological and industrial safety. For achieving maximum efficiency of nuclear waste management processes for K1, we present activation analysis of the segmentation process and waste classification of the RV and RVI components of K1. For RVI, the active fuel regions and some parts of the upper and lower active regions are classified as intermediate-level waste (ILW), while other components are classified as low-level waste (LLW). Due to the RVI's complex structure and high activation, we suggest various underwater segmentation techniques which are expected to reduce radiation exposure and generate approximately nine ILW and nineteen very low level waste (VLLW)/LLW packages. For RV, the active fuel region and other components are classified as LLW, VLLW, and clearance waste (CW). In this case, we suggest in-situ remote segmentation in air, which is expected to generate approximately forty-two VLLW/LLW packages.
The effects of three mechanisms, calcium depletion, sulphate and carbonate penetration, on the concrete degradation have been studied. The shrinking core model (SCM) and the HYDROGEOC. HEM (HGC) model have been applied to evaluate how fast the mechanisms proceed. The SCM is an analytical approximation model and the HGC is a numerical mass transport model coupled with chemical reaction. The SCM leads to more conservative results than the HGC, and turns out to be very useful in the viewpoint of simplicity and conservatism. During 300 years, calcium has been depleted within 10 cm from the concrete outer surface, and sulphate has penetrated less than 13.5 cm into the concrete. Carbonate has not penetrated own 7 cm into the concrete in contact with the bentonite, and, furthermore, its penetration into the concrete with the groundwater is negligible. Conclusively, the concrete is expected to maintain its integrity for at least 300 years that are regarded as institutional control period of intermediate and low-level radioactive waste repository.
Currently, the design reference temperature of the buffer material for disposing of high-level radioactive waste is less than 100℃, so if the heat dissipation capacity of the buffer material is improved, the spacings of the disposal tunnel and the deposition hole in the repository can be reduced. First of all, this study tries to analyze the criteria for thermal-hydraulic-mechanical performance of the buffer materials and to investigate the researches regarding the enhanced buffer materials with improved thermal conductivity. First, the thermal conductivity should be as high as possible and is affected by dry density, water content, temperature, mineral composition, and bentonite type. the organic content of the buffer material can have a significant effect on the corrosion performance of a canister, so the organic content should be low. In addition, hydraulic conductivity of the buffer material should be less than that of near-field rock and swelling pressure should be appropriate for buffer materials to function properly. For the development of enhanced buffer materials, additives such as sand, graphite, and graphite oxide are typically used, and a thermal conductivity can be greatly improved with a very small amount of graphite addition compared to sand.

Studies were conducted to select the candidate buffer material for a high-level waste (HLW) repository in Korea. This paper presents the hydraulic properties, the swelling properties, the thermal properties, and the mechanical properties as well as the radionuclide release-retarding capacity of Kyungju bentonite as part of those studies. Experimental results showed that the hydraulic conductivities of the compacted bentonite were very low and less than $10^{-11}$m/s. The values decreased with increasing the dry density of the compacted bentonite. The swelling pressures were in the range of 0.66 MPa to 14.4 ㎫ and they increased with increasing the dry density. The thermal conductivities were in the range of 0.80 ㎉/m $h^{\circ}C$ to 1.52 ㎉/m $h^{\circ}C$. The unconfined compressive strength, Young's modulus and Poison's ratio showed the range of 0.55 ㎫ to 8.83 ㎫, 59 ㎫ to 1275 ㎫, and 0.05 to 0.20, respectively, when the dry densities of the compacted bentonite were 1.4 Ms/㎥ to 1.8 Mg/㎥. The diffusion coefficients in the compacted bentonite were measured under an oxidizing condition. The values were $1.7{\times}10^{-10}$m^2$/s to 3.4{\times}10^{-10}$m^2$/s for electrically neutral tritium (H-3), 8.6{\times}10^{-14}$m^2$/s to 1.3{\times}10^{-12}$m^2$/s for cations (Cs, Sr, Ni), 1.2{\times}10^{-11}$m^2$/s to 9.5{\times}10^{-11}$m^2$/s for anions (I, Tc), and 3.0{\times}10^{-14} $m^2$/s to 1.8{\times}10^{-13}$m^2$/s $for actinides (U, Am), when tile dry densities were in the range of 1.2 Mg/㎥ to 1.8 Mg/㎥. The obtained results will be used in assessing the barrier properties of Kyungju bentonite as a buffer material of a repository in Korea.n Korea.
