Hydrogen is getting more attention owing to the seriousness of air pollution and dependance on oil import, UNCCC(United Nations Convention on Climate Change) for reducing the emission of $CO_2$. This fact is not confined in a certain country but global recognition and several countries initiated R&D competition for commercializing the hydrogen fuel cell vehicle. Within 20${\sim}$30 years cost effective hydrogen production can be possible using fossil fuels because so much research is carried out up to now. But it is so far to produce the most of the hydrogen using renewable resources considering the present status of R&D and cost effectiveness. Several automobile companies planed for mass production of hydrogen vehicle by 2010 but changed or canceled the plan owing to the difficulty of R&D and the low status of infrastructure penetration. This paper surveyed the hydrogen energy policy, R&D program and commercialization strategy of advanced country, international agency, automobile and energy company to analyze the global status of R&D and policy. And the survey of R&D program is focused on the part of hydrogen production, storage, delivery and fuel cell.
Civil engineers always face the challenge of uncertainty in planning, building, and maintaining infrastructure. These works rely heavily on a variety of surveying and monitoring techniques. Unmanned aerial vehicles (UAVs) are an effective approach to obtain information from an additional view, and potentially bring significant benefits to civil engineering. This paper gives an overview of the state of UAV developments and their possible applications in civil engineering. The paper begins with an introduction to UAV hardware, software, and control methodologies. It also reviews the latest developments in technologies related to UAVs, such as control theories, navigation methods, and image processing. Finally, the paper concludes with a summary of the potential applications of UAV to seismic risk assessment, transportation, disaster response, construction management, surveying and mapping, and flood monitoring and assessment.

In recent decades, the ad hoc network for vehicles has been a core network technology to provide comfort and security to drivers in vehicle environments. However, emerging applications and services require major changes in underlying network models and computing that require new road network planning. Meanwhile, blockchain widely known as one of the disruptive technologies has emerged in recent years, is experiencing rapid development and has the potential to revolutionize intelligent transport systems. Blockchain can be used to build an intelligent, secure, distributed and autonomous transport system. It allows better utilization of the infrastructure and resources of intelligent transport systems, particularly effective for crowdsourcing technology. In this paper, we proposes a vehicle network architecture based on blockchain in the smart city (Block-VN). Block-VN is a reliable and secure architecture that operates in a distributed way to build the new distributed transport management system. We are considering a new network system of vehicles, Block-VN, above them. In addition, we examine how the network of vehicles evolves with paradigms focused on networking and vehicular information. Finally, we discuss service scenarios and design principles for Block-VN.
As an alternative to solving safety, environments, and aging problems, ADS (Automated driving system) in the global automotive market is actively being developed as a new growth industry. In time for the appearance of ADS, relevant regulations and assessment programs must also be developed. For example, safety standards for the Level 3 automated driving system were promulgated in December 2019 by the Ministry of Land, Infrastructure and Transport of Korean government. However, assessment programs such as KNCAP for autonomous functions of ADS have not yet been introduced in Korea as well as globally. The autonomous driving functions of ADS at Level 3 or higher must be capable to recognize, judge and respond to objects and events in a wide variety of complex situations. In this paper, we examined and studied the complex situations, considerations and assessment items that ADS must respond to in the interest of safety for passengers, pedestrians and other road users. We hope this paper will be helpful to develop an execution program in the future.
Autonomous vehicles require precise knowledge of their position, velocity and orientation in all weather and traffic conditions in any time. And, these information is effectively used for path planning, perception, and control that are key factors for safety of vehicle driving. For this purpose, a high precision GNSS technology is widely adopted in autonomous vehicles as a core localization and navigation method. However, due to the lack of infrastructure as well as cost issue regarding GNSS correction data communication, only a few high precision GNSS technology will be available for future commercial autonomous vehicles. Recently, a high precision GNSS sensor that is based on a Broadcast-RTK system to dramatically reduce network maintenance cost by utilizing the existing broadcasting network is released. In this paper, we present the performance test result of the broadcast-RTK-based commercial high precision GNSS receiver to test the feasibility of the system for autonomous driving in Korea. Massive measurement campaigns covering of Korea region were performed, and the obtained measurements were analyzed in terms of ambiguity fixing rate, integer ambiguity loss recovery, time to retry ambiguity fixing, average correction information update rate as well as accuracy in comparison to other high precision systems.
