Robust Motorbike License Plate Detection and Recognition using Image Warping based on YOLOv2 (YOLOv2 기반의 영상워핑을 이용한 강인한 오토바이 번호판 검출 및 인식)

  • Automatic License Plate Recognition (ALPR) is a technology required for many applications such as Intelligent Transportation Systems and Video Surveillance Systems. Most of the studies have studied were about the detection and recognition of license plates on cars, and there is very little about detecting and recognizing license plates on motorbikes. In the case of a car, the license plate is located at the front or rear center of the vehicle and is a straight or slightly sloped license plate. Also, the background of the license plate is mainly monochromatic, and license plate detection and recognition process is less complicated. However since the motorbike is parked by using a kickstand, it is inclined at various angles when parked, so the process of recognizing characters on the motorbike license plate is more complicated. In this paper, we have developed a 2-stage YOLOv2 algorithm to detect the area of a license plate after detection of a motorbike area in order to improve the recognition accuracy of license plate for motorbike data set parked at various angles. In order to increase the detection rate, the size and number of the anchor boxes were adjusted according to the characteristics of the motorbike and license plate. Image warping algorithms were applied after detecting tilted license plates. As a result of simulating the license plate character recognition process, the proposed method had the recognition rate of license plate of 80.23% compared to the recognition rate of the conventional method(YOLOv2 without image warping) of 47.74%. Therefore, the proposed method can increase the recognition of tilted motorbike license plate character by using the adjustment of anchor boxes and the image warping which fit the motorbike license plate.

Ginsenoside Rg1 activates ligand-independent estrogenic effects via rapid estrogen receptor signaling pathway

  • Background: Ginsenoside Rg1 was shown to exert ligand-independent activation of estrogen receptor (ER) via mitogen-activated protein kinase-mediated pathway. Our study aimed to delineate the mechanisms by which Rg1 activates the rapid ER signaling pathways. Methods: ER-positive human breast cancer MCF-7 cells and ER-negative human embryonic kidney HEK293 cells were treated with Rg1 ($10^{-12}M$, $10^{-8}M$), $17{\beta}$-estradiol ($10^{-8}M$), or vehicle. Immunoprecipitation was conducted to investigate the interactions between signaling protein and ER in MCF-7 cells. To determine the roles of these signaling proteins in the actions of Rg1, small interfering RNA or their inhibitors were applied. Results: Rg1 rapidly induced $ER{\alpha}$ translocation to plasma membrane via caveolin-1 and the formation of signaling complex involving linker protein (Shc), insulin-like growth factor-I receptor, modulator of nongenomic activity of ER (MNAR), $ER{\alpha}$, and cellular nonreceptor tyrosine kinase (c-Src) in MCF-7 cells. The induction of extracellular signal-regulated protein kinase and mitogen-activated protein kinase kinase (MEK) phosphorylation in MCF-7 cells by Rg1 was suppressed by cotreatment with small interfering RNA against these signaling proteins. The stimulatory effects of Rg1 on MEK phosphorylation in these cells were suppressed by both PP2 (Src kinase inhibitor) and AG1478 [epidermal growth factor receptor (EGFR) inhibitor]. In addition, Rg1-induced estrogenic activities, EGFR and MEK phosphorylation in MCF-7 cells were abolished by cotreatment with G15 (G protein-coupled estrogen receptor-1 antagonist). The increase in intracellular cyclic AMP accumulation, but not Ca mobilization, in MCF-7 cells by Rg1 could be abolished by G15. Conclusion: Ginsenoside Rg1 exerted estrogenic actions by rapidly inducing the formation of ER containing signalosome in MCF-7 cells. Additionally, Rg1 could activate EGFR and c-Src ER-independently and exert estrogenic effects via rapid activation of membrane-associated ER and G protein-coupled estrogen receptor.

A Study on the Effectiveness of Korean Medicine Treatment for Patients' Involved in Traffic Accidents and the Analysis of Factors Affecting the Effectiveness of Korean Medicine Treatment - A Retrospective Review

  • Background: This study was conducted to verify the effectiveness and effectiveness-related factors of Korean medicine (KM) treatment for patients who have been involved in traffic accidents (TA). Methods: The medical records of 150 TA patients hospitalized in Dongguk University Bundang Oriental Medicine Hospital from September 2017 to May 2018 were reviewed. Medical records included information on patient demographic characteristics, TA situations, use of KM treatment, clinical characteristics, 4 scales [numeric rating scale (NRS), visual analogue scale (VAS), EuroQol-visual analogue scale (EQ-VAS) and neck disability index (NDI)]. Statistical analyses were performed to determine the effectiveness and effectiveness-related factors of treatment. Results: The 150 patients (almost 1:1 gender ratio) were typically in their 40's (26.67%), had rear impact to their vehicle (37.33%), were in the driver's seat (70.00%), and without head trauma and loss of consciousness (83.33%). The main symptoms were neck pain (60.66%) and lower back pain (54.00%). All 150 patients showed significant improvement after KM treatment. 4 scales significantly improved when the treatment started within 3 days from the accident and patients were hospitalized longer and took more diverse treatments. The patients experiencing a higher initial pain level (NRS 8-10, $VAS{\geq}70$) showed significant improvement of NRS and VAS scores with faster and longer inpatient treatments than the other patients. The patients with higher initial pain levels ($VAS{\geq}70$) also showed significant improvement in EQ-VAS scores. Conclusion: KM treatment was effective for TA patients in this study. Treatment initiation time, hospitalization period, treatment diversity and initial pain level are related to the degree of improvement of a patient's symptoms.

Drone Deployment Using Coverage-and-Energy-Oriented Technique in Drone-Based Wireless Sensor Network (드론 기반 무선 센서 네트워크에서의 커버리지와 에너지를 고려한 드론 배치)

  • Awireless sensor network utilizes small sensors with a low cost and low power being deployed over a wide area. They monitor the surrounding environment and gather the associated information to transmit it to a base station via multi-hop transmission. Most of the research has mainly focused on static sensors that are located in a fixed position. Unlike a wireless sensor network based on static sensors, we can exploit drone-based technologies for more efficient wireless networks in terms of coverage and energy. In this paper, we introduce a transmission power model and a video encoding power model to design the network environment. We also explain a priority mapping scheme, and deploy drones oriented for network coverage and energy consumption. Through our simulations, this research shows coverage and energy improvements in adrone-based wireless sensor network with fewer sensors, compared to astatic sensor-based wireless sensor network. Concretely, coverage increases by 30% for thedrone-based wireless sensor network with the same number of sensors. Moreover, we save an average of 25% with respect to the total energy consumption of the network while maintaining the coverage required.

  • An amendment to Japanese Civil Aeronautics Act came into effect December 10, 2015. The Act prohibits flying drones over residential areas or areas surrounding an airport without permission from the Minister of Land, Infrastructure and Transportation. Flying drones during night time and during an event is also prohibited. The term "UAV" or "UA" means any aeroplane, rotorcraft, glider or airship which cannot accommodate any person on board and can be remotely or automatically piloted (Excluding those lighter than a certain weight (200 grams). Any person who intends to operate a UAV is required to follow the operational conditions listed below, unless approved by the Minister of Land, Infrastructure, Transport and Tourism; (i) Operation of UAVs in the daytime, (ii) Operation of UAVs within Visual Line of Sight (VLOS), (iii) Maintenance of a certain operating distance between UAVs and persons or properties on the ground/water surface, (iv) Do not operate UAVs over event sites where many people gather, (v) Do not transport hazardous materials such as explosives by UAV, (vi) Do not drop any objects from UAVs. Requirements stated in "Airspace in which Flights are Prohibited" and "Operational Limitations" are not applied to flights for search and rescue operations by public organizations in case of accidents and disasters. This paper analyzes some issues as to regulations of UAVs in Korean Aviation Safety Act by comparing the regulations of UAVs in Japanese Civil Aeronautics Act. This paper, also, offers some implications and suggestions for regulations of UAVs under Korean Aviation Safety Act.

  • $21^{st}$ century is digitally civilized era. Technologies such as AI, Iot, Big Data, Mobile and etc makes this era digitally advanced. These advancement of the technology greatly impacted detection range of the radar. Human's eye sight can see about 20Km and hear 20 ~ 20000 Hz. These limitations can be overcome using radar. This radar technology is used in military, aircraft, ship, vehicle and etc. to replace human eye. However, radar technology is capable of making False Alarm Rate. This document will propose the fix of these problems. Radar's distortion includes beam refraction, diffraction and reflection. These inaccurate data result in deterioration of human judgements and my cause various casualties and damages. Radar goes through annual testing to test how many false alarm is being produced. Normal radar usually makes 10 to 20 False alarms. In emergency situation, if operator were to follow this false alarm, this might result in following false object or take 12 more seconds to follow the right object. This problem can be overcome by using different radar data from different places and angles. This helps reduces False Alarm rate and track the object twice as fast.

Numerical simulation of the aerodynamic characteristics on the grid-fin adapted sub-munition with low aspect ratio under transonic condition (그리드핀을 적용한 작은 세장비를 갖는 자탄의 천음속 공력특성 전산해석)

  • A sub-munition which has low aspect ratio does not have flight stability and control of drag force under free-fall condition. In order to satisfy those problems, fin, which is called grid-fin, is designed instead of conventional flight fins and adapted to the sub-munition. The base model of the sub-munition is firstly set and numerical simulation of the model is conducted under transonic condition that is free-fall range of the sub-munition. Wind test is secondly performed to verify the simulation result. The result shows that grid fin adapted sub-munition has high drag force, but the flight stability is still needed. In order to enhance the flight stability, two additional grid-fins are designed which modify web-thickness and numerical simulations of modified models are conducted. As the results, the thinnest web-thickness grid-fin has the highest flight stability and still maintains high drag coefficient. Based on these results, design of grid-fin adapted sub-munition is completed, the path trajectory of the sub-munition can be predicted with acquired aerodynamic datum and it is expected that grid fin can be used to various shape of the flight vehicle and bomb.

Performance Enhancement Algorithm using Supervised Learning based on Background Object Detection for Road Surface Damage Detection (도로 노면 파손 탐지를 위한 배경 객체 인식 기반의 지도 학습을 활용한 성능 향상 알고리즘)

  • In recent years, image processing techniques for detecting road surface damaged spot have been actively researched. Especially, it is mainly used to acquire images through a smart phone or a black box that can be mounted in a vehicle and recognize the road surface damaged region in the image using several algorithms. In addition, in conjunction with the GPS module, the exact damaged location can be obtained. The most important technology is image processing algorithm. Recently, algorithms based on artificial intelligence have been attracting attention as research topics. In this paper, we will also discuss artificial intelligence image processing algorithms. Among them, an object detection method based on an region-based convolution neural networks method is used. To improve the recognition performance of road surface damage objects, 600 road surface damaged images and 1500 general road driving images are added to the learning database. Also, supervised learning using background object recognition method is performed to reduce false alarm and missing rate in road surface damage detection. As a result, we introduce a new method that improves the recognition performance of the algorithm to 8.66% based on average value of mAP through the same test database.

An Aerodynamic Modeling and Simulation of a Folding Tandem Wing Type Aerial Launching UAV (접이식 직렬날개형 공중투하 무인비행체의 공력 모델링 및 시뮬레이션)

  • The aerial launching UAV(Unmanned Aerial Vehicle) mainly uses a set of folding tandem wings to maximize flight performance and minimize the space required for mounting in a mothership. This folding tandem wing has a unique aerodynamic problem that is different from the general type of fixed wing aircraft, such as the rear wing interference problem caused by the wing of the front wing wake and vortex, and the imbalance of the pivot moment applied to the front and rear wings when the wing is deployed. In this paper, we have modeled and simulated various cases through computational fluid dynamics based on the finite volume method and analyzed various aerodynamic phenomena of the tandem wing type aircraft. We find that the front wing shall be installed higher than the rear for minimizing the wake influence and the rear wing can be deployed faster than the front because of the pivot moment due to aerodynamic forces. Also, considering the pivot moment due to aerodynamic force, the rear wing can be deployed much faster than the front wing. Therefore, it is necessary to consider it when developing the wing deploy mechanism.

Pharmacokinetics and Pharmacodynamics Following Oral Administration of Pimobendan-Pentoxifylline Powder Formulation Mixture in Dogs (개에서 피모벤단-펜톡시필린 분말 제형 합제의 경구투여시 약물약동학 및 약물약력학에 대한 연구)

  • Pimobendan has inotropic and vasodilating effects on cardiovascular system, and pentoxifylline is known to decrease blood viscosity and improve blood flow to the heart. This study investigated the pharmacokinetics and pharmacodynamics following oral administration of pimobendan-pentoxifylline powder mixture in dogs. Eight healthy dogs were included and were divided into control (n = 4) and experimental (n = 4) groups. Vehicle powder and pimobendan-pentoxifylline powder mixture (pimobendane 0.25 mg/kg, pentoxifylline 15 mg/kg) were administrated orally to control and experimental groups, respectively. Plasma samples and measurement of echocardiographic indices were obtained for 24 hours following administration. Pimobendan and pentoxifylline concentrations were investigated using liquid chromatography-mass spectrometer (LC-MS) assay. The elimination half-life ($T_{1/2}$) were $2.65{\pm}1.42hours$ for pimobendan and $0.29{\pm}0.23hours$ for pentoxifylline. The time to reach maximum concentration ($T_{max}$) were $1.08{\pm}0.72hours$ for pimobendan and $0.29{\pm}0.14hours$ for pentoxifylline. The maximum blood concentration ($C_{max}$) were $2.83{\pm}1.50ng/mL$ for pimobendan and $1184.33{\pm}932.37ng/mL$ for pentoxifylline. Among echocardiographic indices, fractional shortening (FS), left ventricular internal diameter at end systole (LVIDs), and pre-ejection period (PEP) showed significant changes at 1-4 hours after the administration of pimobendan-pentoxifylline powder mixture. No adverse effects were observed during the investigation. This study demonstrates that pimobendan-pentoxifylline powder mixture can be used to control cardiovascular diseases in dogs.
