Study of a portable and vehicle carryable realtime video transmitting system on expressways (고속도로 현장에서 휴대형.차량탑재형 실시간 동영상 전송 시스템에 관한 연구)

  • In this paper, we fabricate a WiFi based video transmitting equipment and establish a video transmitting system for realtime transmitting of accident scene on expressways. The transmitting equipment is based on the H.264 video codec and embed WiFi module. The transmitting equipment can transmit video and also meta data such as location positioning through the Wibro network using a Wibro terminal. From test results, it is clear that high density videos were transmitted while the vehicle carried by the video equipment was traveling with velocity of 80 km/h.

Temperature Characteristic of Transformer in High-Speed Train (고속철도용 변압기의 온도특성 변화)

  • In this study, temperature sensors were adhered to transformer that is used in KHST(Korean High-Speed Train) to verify variation of temperature characteristics about transformer synthetically and efficiently. In the case that temperature of transformer exceeds reference temperature for running of KHST, overheating of transformer may cause a fatal accident of vehicle. Therefore, after on-line measuring system was constructed in vehicle, oil temperature and tank temperature were measured on real-time. Characteristics and main specifications of transformer in KHST were described in this paper Also, measuring system for temperature measurement of transformer was explained in brief. Temperature data of transformer was acquired using measuring system, KRRI(Korea Railroad Research Institute) analyzed characteristic in contrast with comparing with temperature of transformer about month, running speed and running time.

  • Recently, as the road capacity reaches the limit and environmental problems becomes serious, there is gradually increased a need for railroad vehicles that are environment-friendly and have time regularity, reliability, and safety. Accordingly, in addition to conventional railroad vehicles, lots of vehicles are being newly developed.   • According to the Ministry of Land, Infrastructure and Transport press release ('18.12.21.) The amendment of the Aviation Business Act will reduce the capital requirements for aviation leisure operators and make it easier to enter aviation leisure businesses by improving regulations on small air transportation business. In addition, as the scale of the UAV(Unmanned Aerial Vehicle) sector is expected to increase globally, the dramatic increase in low altitude operating aircraft, including this, must be taken into account. The low altitude aircraft category is divided into small airplanes, helicopters, light aircrafts and ultra-light aircrafts, and instructors include school instructor pilots and student pilots, military and national helicopter pilots, and aviation leisure operators. In case of low altitude aircraft, there are cases of canceling operations due to low visibility and low clouds, and aircraft accidents due to excessive operation and sudden weather phenomenon. Therefore, in order to prevent low-altitude aircraft accidents, a safe flight plan based on weather conditions and weather forecasts and more accurate and local weather forecasts and weather forecast data are needed to prepare for the rapidly changing weather conditions.

Successful TAE after DCS for Active Arterial Bleeding from Blunt Hepatic Injury in a Child: A Case Report

  • Transcatheter arterial embolization (TAE) for blunt hepatic injury in children is not common and is especially rare after damage control surgery (DCS). We report a successful TAE after DCS on a child for massive bleeding from the left hepatic artery due to a motor vehicle accident. The car (a sport utility vehicle) ran over the chest and abdomen of a 4-year-old boy. On arrival, initial vital signs were as follows: blood pressure, 70/40 mmHg; heart rate, 149/min; temperature, $36.7^{\circ}C$; respiratory rate, 38/min. After resuscitation, computed tomography was done, and a suspicious contrast leakage from a branch of the left hepatic artery and a spleen injury (grade V) were found. TAE was performed successfully after DCS for a liver injury.

A Study on the Application of Runway Friction Measurements (활주로 마찰계수 측정 및 적용에 관한 연구)

  • According to the accident/incident reports of aircraft runway overruns and excursions, it generally shows runway friction reduction and aircraft braking capability deterioration are the basic causes due to adverse weather. Although surface of paved runway gets wet, it also should give good friction capability. If runway surface is worn due to long time usage and friction capability is reduced due to rubber accumulation or weather conditions(snow, rain, ice etc.), airport authorities should rapidly measure friction coefficient and give them to relevant persons through aeronautical information system and support safe takeoff and landing. Operation wise, these information of friction coefficient reduction should be lead to aircraft performance adjustments, but the data from manufacturer(performance manual) are airplane braking coefficient and the data from airport authorities are vehicle measured braking coefficient. But these two data are considered as the same meaning although the definite relationship between them is not clarified yet. So I am trying to search for the technical background of these two data and suggest reasonable method to use them efficiently.

  • Skid mark and coefficient of friction are usually utilized to calculate the velocity and behavior of vehicles. For a critical case such as traffic accident reconstruction, however, the initial velocity of the car should be calculated precisely. In this study, in order to estimate the speed at the brake onset, rapid braking tests were executed on the proving ground. We compared with a skid length and wheel locking time of an expert driver and a general person. We verified that the skid mark of expert driver occurs longer than general person's. A new method is proposed to determine the speed of a vehicle at the brake onset of maximum braking, which could be applied to a reconstruction of vehicle with Non-ABS.

  • FCEV uses 250 ~ 450 V instead of using 12 V battery. High voltage vehicle can cause electric shock, fire and explosion accident. Therefore, it has potential factors that can cause hazard of safety for users. United states of America and Europe legislate regulations such as ECE R100, FMVSS 305 for regulating electrical safety during driving or after collision. The company manufacturing high voltage components must do advanced R&D about Method for improving and confirming the safety of high voltage. We develop the specific hardware components of high voltage wiring system for the power train system and power supply system of Hyundai Motors FCEV. This paper shows test method of insulative performance for securing the electrical safety of high voltage components such as power cable, connectors and buss-bar, and proposals the guide line value for human safety of FCEV according to the test result of our development components.

  • The safety equipments of railway level crossing which are installed at intersections between roads and railway lines prevent level crossing accidents by informing all of the vehicles and pedestrians of approaching trains. The intelligent safety system for level crossing which employs information and communication technology has been developed in USA and Japan, etc. But, in Korea, the relevant research has not been performed. In this paper, we analyze the cause of railway level crossing accidents and the inherent problem of the existing safety equipments. Based on analyzed results, we design the intelligent safety system which prevent collision between a train and a vehicle. This system displays train approaching information in real-time at roadside warning devices, informs approaching train of the detected obstacle in crossing areas, and is interconnected with traffic signal to empty the crossing area before train comes. Especially, we present the video based obstacle detection algorithm and verify its performance with prototype H/W since the abrupt obstacles in crossing areas are the main cause of level crossing accidents. We identify that the presented scheme detects both pedestrian and vehicle with good performance.
