DEVELOPMENT OF SAFETY-BASED LEVEL-OF-SERVICE CRITERIA FOR ISOLATED SIGNALIZED INTERSECTIONS (독립신호 교차로에서의 교통안전을 위한 서비스수준 결정방법의 개발)

  • The Highway Capacity Manual specifies procedures for evaluating intersection performance in terms of delay per vehicle. What is lacking in the current methodology is a comparable quantitative procedure for ass~ssing the safety-based level of service provided to motorists. The objective of the research described herein was to develop a computational procedure for evaluating the safety-based level of service of signalized intersections based on the relative hazard of alternative intersection designs and signal timing plans. Conflict opportunity models were developed for those crossing, diverging, and stopping maneuvers which are associated with left-turn and rear-end accidents. Safety¬based level-of-service criteria were then developed based on the distribution of conflict opportunities computed from the developed models. A case study evaluation of the level of service analysis methodology revealed that the developed safety-based criteria were not as sensitive to changes in prevailing traffic, roadway, and signal timing conditions as the traditional delay-based measure. However, the methodology did permit a quantitative assessment of the trade-off between delay reduction and safety improvement. The Highway Capacity Manual (HCM) specifies procedures for evaluating intersection performance in terms of a wide variety of prevailing conditions such as traffic composition, intersection geometry, traffic volumes, and signal timing (1). At the present time, however, performance is only measured in terms of delay per vehicle. This is a parameter which is widely accepted as a meaningful and useful indicator of the efficiency with which an intersection is serving traffic needs. What is lacking in the current methodology is a comparable quantitative procedure for assessing the safety-based level of service provided to motorists. For example, it is well¬known that the change from permissive to protected left-turn phasing can reduce left-turn accident frequency. However, the HCM only permits a quantitative assessment of the impact of this alternative phasing arrangement on vehicle delay. It is left to the engineer or planner to subjectively judge the level of safety benefits, and to evaluate the trade-off between the efficiency and safety consequences of the alternative phasing plans. Numerous examples of other geometric design and signal timing improvements could also be given. At present, the principal methods available to the practitioner for evaluating the relative safety at signalized intersections are: a) the application of engineering judgement, b) accident analyses, and c) traffic conflicts analysis. Reliance on engineering judgement has obvious limitations, especially when placed in the context of the elaborate HCM procedures for calculating delay. Accident analyses generally require some type of before-after comparison, either for the case study intersection or for a large set of similar intersections. In e.ither situation, there are problems associated with compensating for regression-to-the-mean phenomena (2), as well as obtaining an adequate sample size. Research has also pointed to potential bias caused by the way in which exposure to accidents is measured (3, 4). Because of the problems associated with traditional accident analyses, some have promoted the use of tqe traffic conflicts technique (5). However, this procedure also has shortcomings in that it.requires extensive field data collection and trained observers to identify the different types of conflicts occurring in the field. The objective of the research described herein was to develop a computational procedure for evaluating the safety-based level of service of signalized intersections that would be compatible and consistent with that presently found in the HCM for evaluating efficiency-based level of service as measured by delay per vehicle (6). The intent was not to develop a new set of accident prediction models, but to design a methodology to quantitatively predict the relative hazard of alternative intersection designs and signal timing plans.

  • Current methods for evaluating unsignalized intersections, and estimating level-of-service (LOS) is determined from efficiency-based criteria such as little or no delay to very long delays. At present, similar procedures to evaluate intersections using safety-based criteria do not exist. The improvement of sight distances at intersections is the most effective way of improving intersection safety. However, a set of procedures is necessary to account for the limitations in current methodology. Such an approach would build upon such methods, but also account for: deficiencies in the current deterministic solution for the determination of intersection sight distances; opportunity for an accident and severity of an accident; and cost-effectiveness of attaining various levels of sight distances. In this research, a model that estimates the degree of safety at two-way stop-controlled intersections is described. Only crossing maneuvers are considered in this study because accidents caused by the crossing maneuvers are the dominate type among intersection accidents. Monte Carlo methods are used to estimate the hazard at an intersection as a function of roadway features and traffic conditions. Driver`s minimum gap acceptance in the crossing vehicles and headway distribution on the major road are used in the crossing vehicles and headway distribution on the major road are used in the model to simulate the real intersectional maneuvers. Other random variables addressed in the model are: traffic speeds; preception-reaction times of both drivers in the crossing vehicles and drivers in oncoming vehicles on the major road; and vehicles on the major roads. The developed model produces the total number of conflicts per year per vehicle and total potential kinetic energy per year per vehicle dissipated during conflicts as measurements of safety at intersections. Based on the results from the developed simulation model, desirable sight distances for various speeds were determined as 350 feet, 450 feet and 550 feet for 40 mph, 50 mph and 60 mph prevailing speed on the major road, respectively. These values are seven to eight percent less than those values recommended by AASHTO. A safety based level-of-service (LOS) is also developed using the results of the simulation model. When the total number of conflicts per vehicle is less than 0.05 at an intersection, the LOS of the intersection is `A' and when the total number of conflicts per vehicle is larger than 0.25 at an intersection, the LOS is `F'. Similarly, when the total hazard per vehicle is less than 350, 000 1b-ft2/sec2, the LOS is `F'. Once evaluation of the current safety at the intersection is complete, a sensitivity analysis can be done by changing one or more input parameters. This will estimate the benefit in terms of time and budget of hazard reduction based upon improving geometric and traffic characteristics at the intersection. This method will also enable traffic engineers in local governments to generate a priority list of intersection improvement projects.

Neighborhood Environmental Characteristics Affecting Pedestrian-Vehicle Crashes in School Zones (어린이 보호구역 내 발생한 보행자 교통사고에 영향을 미치는 근린환경특성)

  • Korea's transportation paradigm is shifting from a vehicle-centered to a pedestrian-oriented society. Therefore, the interest in pedestrian safety and the improvement of pedestrian environment is also increasing. However, the level of traffic safety in Korea is still severe. It is needed to improve pedestrian safety and pedestrian environment. This study studied pedestrian-vehicle accident data provided by the Traffic Accident Analysis System(TAAS) for 2013-2015 to build a safe walking environment around school zones, and the relation between the school zones and pedestrian-vehicle traffic accidents were identified through the geographic information system(GIS) and spatial regression model. The main results are as follows. First, both road and public transportation factors are likely to increase pedestrian traffic accidents in school zones. Second, regarding land-use factors, residential, commercial, and industrial areas are found to increase pedestrian traffic crashes. On the other hand, mixed use is likely to play a role on the reduction of pedestrian traffic accidents. Finally, it has been shown that high development density also has a positive effect on pedestrian traffic accidents in school zones.

  • Traffic accidents caused by the attention dispersion are increasing and the behavior of the attention dispersion affects the front-observing rate, road keeping ability, and reaction time for a dangerous situation. Many drivers listen to a radio broadcast and they have to change the frequency for continuously listening a radio broadcast of the specific broadcasting station in case of crossing a boundary of the particular area. In this situation, the possibility of a car accident increases, because the attention dispersion of a driver might be occurred. Especially, the risk of a car accident caused by changing the frequency of a radio is more serious in the highway, due to the high speed of a vehicle. In order to reduce the risk of a car accident caused by handling a radio during driving car, in this paper, we propose an automatic frequency conversion algorithm for vehicle radio, which saves normal system frequencies of primary broadcasting stations in a database and determines new frequency of the changed area using the location information obtained from a navigation system in a boundary of the specific area. After determining new frequency, the proposed algorithm selects a frequency with better receiving rate comparing signal-to-noise ratios (SNRs) of two signals corresponding previous and new frequencies.

A Design and Implementation for a Reliable Data Storage in a Digital Tachograph (디지털 자동차운행기록계에서 안정적인 데이터 저장을 위한 설계 및 구현)

  • The digital tachograph is a device that automatically records speed and distance of a vehicle, together with the driver's activity and vehicle status at an accident. It records vehicle speed, break status, acceleration, engine RPM, longitude and latitude of GPS, accumulated distance, and so on. European Commission regulation made digital tachographs mandatory for all trucks from 2005. Republic of Korea made digital tachographs mandatory for all new business vehicles from 2011 and is widening the range of vehicles that must install digital tachographs year by year. This device is used to analyze driver's daily driving information and car accidents. Under a car accident that makes the device reliability unpredictable, it is very important to store driving information with maximum reliability for its original mission. We designed and implemented a practical digital tachograph. This paper presents a storage scheme that consists of a first storage device with small capacity at a high reliability and a second storage device with large capacity at a low cost in order to reliably records data with a hardware at a low cost. The first storage device records data in a SLC NAND flash memory in a log-structured style. We present a reverse partial scan that overcomes the slow scan time of log-structured storages at the boot stage. The scheme reduced the scan time of the first storage device by 1/50. In addition, our design includes a scheme that fast stores data at a moment of accident by 1/20 of data transfer time of a normal method.

  • When a vehicle is running on the road, the surface conditions and environment of road by reason of insufficient road design standards is so greatly that have an effect on drivers. In particular, the road design of the past is conducted empirical and ideal judgment, but recently, the new technical development is attempted that three and four dimensional parameters is reconsidering and adjusting at the same time. In this study, we analyzed the vehicle behavior characteristics according to the change of driving speed and vertical grades on braking at the peak point of the frozen road by using a PC-crash program for traffic accident reconstruction. As a result, we were conformed the fact that the friction coefficient of road surface and the vehicle speed is affected by vehicle behavior characteristics for intersection vertical grades and were showed the feasibility of verification through a simulation in order to solve the problem of road design in advance.

Analysis of Pedestrian-thrown Distance Pattern by Pedestrian-vehicle Collision Position (보행자와 승용차의 충돌 위치에 따른 전도거리 패턴 분석)

  • This paper investigates pedestrian-thrown distance pattern by pedestrian-vehicle collision position by madymo-simulation. The simulation were performed for every 2.5 cm interval between center and edge of bumper for various vehicle speeds and vehicle shapes. As a result, two critical points where thrown distance change rapidly were found. First critical point locate where pedestrian's shoulder do not contact the vehicle. Second point locate where the center of gravity of pedestrian are close to edge of bumper. Between 1st and 2nd critical points, thrown distance decrease rapidly where collision points move to the edge of vehicle. In other cases, the thrown distance does not change rapidly. This result gives more accurate guideline for pedestrian collision in traffic safety.

Vehicle Animation Making Tools based on Simulation and Trajectory Library (차량 시뮬레이션과 경로 라이브러리에 기반한 차량 애니메이션 저작도구)

  • In this paper, we suggest a novel physics-based real-time animation technique for vehicles, and introduce an easy and intuitive animation authoring tool which uses our proposed technique. After a user specifies a trajectory of a virtual car as input, our system produces a more accurate simulation faster than a previous research result. This is achieved by a trajectory splitting method based on directional features and a trajectory library. As a result, the user can create not only a car animation including lane changing and passing, but also a crash animation which is a rarely researched topic. Also, we propose a virtual car structure that approximates a real car's structure for real-time simulation, the resulting animation shows high plausibility such as a small vibration which occurs when the virtual car breaks and a deformation of when a car accident happens.

Velocity based Self-Configuring Time Division Broadcasting Protocol for Periodic Messages in Vehicle-to-Vehicle Communication (차량 간 통신에서 주기적 메시지를 위한 속도 기반의 자가 구성형 시분할 브로드캐스팅 방법)

  • For vehicle safety-related services using wireless communications, reliable collection of various driving informations transmitted periodically by neighbor vehicles is the most important. Every host vehicle analyses them to estimate a potential dangerous situation in a very short time and warns drivers to prevent an accident. However tremendous amount of periodic messages can cause the wireless communication in chaos and the services not in safe. In this paper, we propose a time-division broadcasting protocol to mitigate the communication congestion. It utilizes the received information of vehicle velocity and location, i.e. vehicle traffic density on a road to adjust the number of time slots in a given broadcasting period, and transmission power. The simulation results show that message reception ratio is changed to approximately 40% and channel access time also decreased from 10ms to 0.23ms.

Development of Lane and Vehicle Headway Direction Recognition System for Military Heavy Equipment's Safe Transport - Based on Kalman Filter and Neural Network - (안전한 군용 중장비 수송을 위한 차선 및 차량 진행 방향 인식 시스템 개발 - 칼만 필터와 신경망을 기반으로 -)

  • In military transportation, the use of wide trailer for transporting the large and heavy weight equipments such as tank, armoured vehicle, and mobile gunnery is quite common. So, the vulnerability of causing traffic accidents for these wide military trailer to bump or collide with another car in adjacent lane is very high due to its broad width in excess of its own lane's width. Also, the possibility of these strayed accidents can be increased especially by the careless driver. In this paper, the recognition system of lane and vehicle headway direction is developed to detect the possible collision and warn the driver to prevent the fatal accident. In the system development, Kalman filtering is used first to extract the border of driving lane from the video images supplied by the CCD camera attached to the vehicle and the driving lane detection is completed with regression analysis. Next, the vehicle headway direction is recognized by using neural network scheme with the extracted parameters of the detected driving lane feature. The practical experiments for the developed system are also carried out in the real traffic road of Seoul city area and the results show us the more than 90% accuracy in recognizing the driving lane and vehicle headway direction.
