This study is aimed at identifying the socio-economic value of the total area of 23,500ha of paddy field which will be reclaimed in year 2003. In Korea, tidal land reclamation projects has been carried out not only for paddy field expansion to meet national food security but also for national land expansion to cope with the shortage of land supply in implementing urbanization and industrialization. As of end of 1999, 75,738ha of tidal land reclamation, 48.3%, out of 156,666ha has been carried out in Korea. In spite of continuous implementation of tidal land reclamation, 48.3%, out of 156,666ha has been carried out in Korea. In spite of continuous implementation of tidal land reclamation projects, the appraisal of the national land expansion value has not been made even though the severe competitiveness of land use in economic development. Agricultural land about 20,000 - 30,000ha per year has been converted to urban and industrial land and the converted areas have been produced higher added value than that of the farm land. Accordingly, farm land expansion equivalent to the converted area have to be reclaimed to cope with the food shortage and security in the future. In relation to the study, demand and supply of rice, the staple food of Korean, has been projected up to year 2025. The study results are as follows: 1. Under the assumption of continuing the present tendencies of rice consumption, population increase, farming practices and farm land conversion, paddy area requirement to meet self sufficiency of rice were forecasted as 136,950ha in 2015, 193,460ha in 2020 and 218,482ha in 2025 respectively. 2. The average converted price of paddy per pyeong in Kimje city, Puna Gun and Gunsan city was estimated at 241,150won and average farm land price was amounted to 63,760won. The differential rent was estimated at 177,400won per pyeong which was used as a criteria for valuation of national land expansion effect of the tidal land reclaimed by Saemangeum project. The total land rent of 23,250ha expanded by tidal land reclamation was amounted to 12,361 billion won. Annual expected value of the expanded national land was estimated at 988.9 billion won considering 8% of annual discount rate in Korea. 3. Tidal land resource for paddy area development is limited comparing with the future requirement of paddy area to cope with self sufficiency of rice consumption. Accordingly farm land conversion to urban and industrial land should be regulated and protected in the sense of sustainable development in the future.
This study aims to investigate the value of greenbelts exploring how they can be linked with green infrastructure networks. This research interprets the results of geographical information system (GIS) analysis differently from a conventional approach. The findings of the research are four-fold based on the analysis of the Daejeon Metropolitan Area. First, the most controversial greenbelts are laid on Yuseong-gu because the relaxation of the greenbelts for new housing development has caused outstanding issues since the early 2000s. Decisions on further relaxation or restoration of the greenbelts, which will provide a new direction for the establishment of green infrastructure networks, should be made through accurate environmental assessments. Second, the connected north-south corridors of large cities will affect the greenbelts not only in Daejeon, but also in the entire Chungcheong Provinces, and surrounding local municipalities, which should be considered for the revision of the greenbelt policy. Third, it is expected to experience growing development pressures towards neighboring municipalities due to the ongoing strict greenbelt policy. Among them, the most likely areas are Sejong City to the north and Nonsan to the south, requiring policy measures. Fourth, the value of green infrastructure should be added to current evaluation criteria rather than a binary approach - relaxing or preserving the greenbelts - to be holistically integrated with a metropolitan plan.

As one of promising solutions to overcome high oil price and energy crisis, the construction market of high value-added LNG plants is spotlighted world widely. The purpose of this manuscript is to introduce domestic activities to develop risk assessment technology against overseas monopolization. After analyzing relevant specific features and their technical levels, risk assessment program, non-destructive reliability evaluation strategy and safety criteria unification class are derived as core technologies. These IT-based convergence technologies can be used for enhancement of LNG plant efficiency, in which the modular parts are related to a system with artificial optimized algorithms as well as diverse databases of facility inspection and diagnosis fields.
The consideration of constructability issues at the design stage can lead to improved construction performance with smooth project delivery and savings in time and money. Empirical studies demonstrate the value obtained by integrating construction knowledge with the building design process, and its benefits for owners, contractors and designers. However, it is still a challenge to implement the concept into current design practice. There is a need for a decision support tool to aid designers in reviewing their design constructability, deploying current technological tools, such as BIM. Such tools are beneficial at the conceptual design stage when there is a room to improve the design significantly with less incurred cost. This research investigates how current process- and object-oriented models can be used to assess design constructability. It proposes a BIM-based model using embedded information within the design environment to conduct the assessment. The modelling framework is demonstrated in four key parts; namely, the conceptual design model, the constructability assessment model, the assessment process model and the decision-making phase. Each is associated with a set of components and functions that contribute towards the targeted constructability assessment outcomes. The proposed framework is the first to combine a numerical assessment system and a rule-based system, allowing for both quantitative and qualitative approaches. The modelling framework and its implementation through a prototype are described in this paper. It is believed that this framework is the first to enable users to transfer their construction knowledge and experience directly into a design platform linked to BIM models. The assessment criteria can be customised by the users who can reflect their own constructability preferences into various specialised profiles that can be added to the constructability assessment model. It also allows for the integration of the assessment process with the design phase, facilitating the optimisation of constructability performance from the early design stage.

As the international construction market is rapidly expanding, Korean contractors have the need for having new leading businesses for their sustainable growth and high performance. Thus, this research tried to explore new leading businesses with two questions: 'What can be the new leading businesses?' and 'How can Korean contractors implement new leading businesses?' To this end, based on Porter's five forces framework and the resource-based view (RBV), we first derive three evaluation criteria (possibility of market entry, possibility of profit earning, and possibility of value-added earning). Next, we developed a framework for business evaluation which considers external market condition, internal competitiveness, and spin-off effects toward domestic market. Based on the framework, we defined green-energy plant, environmental plant, desalination plant, nuclear power plant, new urban development, and high-rise building as new leading business. Then, we selected green energy plant, environmental plant, and new urban development for the purpose of prior occupation of the market, consolidation of the competitiveness, and expansion of the ripple effect, respectively. Finally, we deduced market entry strategies for each business by investigating experts' opinions.

Objectives: The purpose of this research was to create a scoring system that provides comprehensive assessment of patients with oromaxillofacial cancer or odontogenic infection, and to statistically reevaluate the results in order to provide specific criteria for elective tracheostomy. Materials and Methods: All patients that had oral cancer surgery (group A) or odontogenic infection surgery (group B) during a period of 10 years (2003 to 2013) were subgrouped according to whether or not the patient received a tracheostomy. After a random sampling (group A: total of 56, group B: total of 60), evaulation procedures were observed based on the group classifications. For group A, four factors were evaluated: TNM stage, reconstruction methods, presence of pathologic findings on chest posterior-anterior (PA), and the number of systemic diseases. Scores were given to each item based on the scoring system suggested in this research and the scores were added together. Similarly, the sum score of group B was counted using 5 categories, including infection site, C-reactive protein level on first visit, age, presence of pathologic findings on chest PA, and number of systemic diseases. Results: The scoring system rendered from this research shows that there is a high correlation between the scores and TNM stage in oral cancer patients, or infection sites in odontogenic infection patients. However, no correlation between pathologic findings on chest PA could be found in either group. The results also indicated that for both groups, the hospital day increased with the tracheostomy score. The tracheostomy score cutoff value was 5 in oral cancer patients and 6 in odontogenic infection patients which was used for elective tracheostomy indication. Conclusion: The elective tracheostomy score system suggested by this research is a method that considers both the surgical and general conditions of the patient, and can be very useful for managing patients with severe oral disease.
The development of digital technology is changing the paradigm of the healthcare industry to preventive and consumer-oriented. The combination of the ICT industry and the bio-healthcare industry is emerging as a core industry in the era of the Fourth Industrial Revolution. The Korean government has also selected the bio-healthcare industry as one of the three key future development industries. In May, the government announced its bio-health industry innovation strategy and set a goal of 300,000 employees. Therefore, analyzing the effects of employment on the related industries of the digital bio-healthcare industry is very important for the establishment of future industrial and technology development policies. The research method restructures the integrated classification of 32 industries into 34, including the digital bio-healthcare industry, using the classification criteria of the government and professional institutions, and then reorganizes the digital bio-healthcare industry into eight industries classified as one industry group. The analysis data was taken from the Bank of Korea's 2019 data. Various trigger coefficients and ripple effects coefficients were rewritten using the analysis method of the Input-output Statistics. The analysis of the results compares the employment-induced effects of the digital bio-healthcare industry and the ripple effects of related industries in production, investment and value-added. In addition, in terms of investment effect, the effects of in-house and related industries were compared. It is hoped that the results of this study will be used to establish employment and industrial policies.

The evolution of information technology and proliferation of hospital management and managerial applications of computing has led to change in the characteristics, uses and evaluations of software for the hospital management. With the growing proliferation of microcomputer use and the value-added for management strategies, more and more software has been massively developed, produced and distributed for the hospital industry. The user is faced with an increasingly difficult choice in the evaluation and selection of software. For many reasons, users frequently must rely on expert evaluations of the technical functions and quality of software. The objectives of this study are to provide selection criteria for an Electronic Medical Record (EMR) and to develop an evaluation framework for the Hospital Information Systems. The major findings of our study are as follows (1) the identification of EMR evaluation characteristics (2) the design and development of EMR selection model and (3) the evaluation of the importance for EMR characteristics using Analytic Hierarchy Process (AHP). We identify 6 characteristics and 22 sub-characteristics of the EMR, calculate their weights, and decide the best configuration. Especially, the AHP methodology can be applied to gather knowledge from multiple experts. Because AHP can 1) facilitate the participation of multiple experts 2) increase group productivity and therefore result in both quantitatively and qualitatively superior outcomes than that of a single individual's work 3) provide a mechanism for reconciling conflict from multiple expert 4) validate the acquired knowledge, providing consistency of facts, and 5) enhance the accuracy reliability of the acquired knowledge increase through of the reliability provided by consensus across multiple experts. Although some further research is required, the proposed model can be regarded as a basis for the selection of EMR.

The purpose of this study is to enhance durability of concrete structures that uses this surface protecting material by carrying out the performance test of the surface protecting material of concrete, and as s result, we reached out the conclusion as follow. 1. As a result of the test measuring the stability and adhesive power of conductive film against ultraviolet, freezing & thawing, and damage from seawater that deteriorate the surface protecting material, it was turned out to meet the performance criteria specifying in the KS standard enough to gain a good evaluation to use as a surface protecting material. 2. As a result of the test identifying the neutralization-furtherance, it was assessed to be capable of protecting effectively concrete structures from carbonic acid gas by a very low depth of 0.1mm of neutralization. 3. As a result of the test identifying Penetrated Resistance Properties of chloride ion, as it was turned out to have a very low value of 819 Coulombs, it was assessed that even in the environment where the corrosion by chloride such sea environment is very affective, the film can effectively protect the concrete structure. 4. As a result of the test identifying freezing & thawing, as there was no change in reduction of mass after 400 cycle, it was assessed that the film has a good resistance against freezing & thawing. According to the results of study above, it is expected that this technology can extend its durability of concrete structure and be widely used for concrete structure through means (methods) to prevent the neutralization and damage from seawater as original purposes of the surface protecting material.
Background and Aims: Herbal drugs and traditional medicines have lately attracted considerable attention by global pharmaceutical corporations because the conventional chemical drugs didn't work well for many chronic diseases or intractable diseases. The government of Korea is also supporting to develop the new drug which is high value added product, and the natural medicine including herbal medicine(or Traditional Korean Medicine) have a significant presence in this field. non-clinical pharmacology/toxicology study and clinical trial are the two major criteria which estimate efficacy and safety for registration of new drugs. All of the pharmaceutical companies producing herbal medicine and the academic and the academic world of Tradition Korean Medicine have the will to develop new herbal drugs, but there are obstacles that they have neither experience nor guideline about clinical trial. Therefore for developing new herbal drugs, it is necessary to research the present conditions and comprehensive systems about clinical trial in Northeast Asian countries China, Taiwan and Japan because they have the common background with Korea in traditional medicine fields. Methods : The present state of clinical trial for herbal medicine in Korea was investigated. And then, those in China, Taiwan, Japan was also investigated. Results and conclusions : There are significant differences among 4 Southeast Asian countries Korea, China, Taiwan and Japan each in present condition, purpose, involved comprehensive system including legislation, and actual operation of clinical trial for traditional medicine.
