A Study on Asset Valuation Method for Road Facilities Maintenance (도로시설물의 자산관리를 위한 자산가치평가방법에 관한 연구)

  • Infrastructure are the essential element in the country for they are the basic facilities forming the basis of economic activity. In Korea Infrastructure which are subject to the management of government are increasing annually, and subsequently the budget of maintenance costs is expected to rise significantly. For the effective management of the constructed and accumulated infrastructure, the integrated management of the future assets will be needed which includes the determination of the asset status, management subjects, and the location, the maintenance of their performance and state, and the prediction of the cost required to increase their useful lifetime. However, in the domestic cases the road facilities valuation has not been done systematically, and the preparation and research on this is scarce. Thus, the systematic procedure for the road facilities valuation is required. In this paper the following study was conducted to derive the reasonable asset valuation methods. First, the valuation methods was investigated and summarized throughout the domestic and international research literature. Second, to apply the investigated valuation methods to the road facilities the valuation process that reflects domestic conditions and characteristics has been developed. Third, a working Bridge, Highways, and General national ways were applied to the general valuation process, and the results were analyzed. As a final step a schematic diagram of the asset management support by WDRC valuation method was presented.

Developing a technology valuation model and a web-based technology valuation system for promoting the technology transfer (기술이전거래 촉진을 위한 기술가치평가모형 및 웹기반 기술가치평가시스템 개발)

  • It is needed to transfer the technology actively which has already developed to improve a up-to-date technology and foster the technological innovation. The technology transfer also can bring about a commercial success. To promote the technology transfer, it is needed to develop a new technology valuation model for a specific technology from a objective point of view, as well as to equip an institution such as the technology transfer center. The technology valuation from a objective point of view is of importance as the basic information for the price negotiation between a technology-buyer and a technology-seller. This paper takes aim at investigating a new technology valuation model and developing a technology valuation system for promoting the technology transfer. A new technology valuation system is developed as a Web-enabling base. Using this users are able to estimate the value of a specific technology on a real time efficiently.

An Empirical Analysis on Determinant Factors of Patent Valuation and Technology Transaction Prices (특허가치 결정요인과 기술거래금액에 관한 실증 분석)

  • Recently, with the conversion towards knowledge-based economy era, the importance of the evaluation for patent valuation has been growing rapidly because technology transactions are increasing with the purpose of practically utilizing R&D outcomes such as technology commercialization and technology transfer. Nevertheless, there is a lack of research on determinants of patent valuation by analyzing technology transactions due to the difficulty of collecting data in practice. Hence, to suggest quantitative determinants for the patent valuation which could be applied to scoring methods, 15 patent valuation models domestically and overseas are analysed in order to assure the objectiveness for subjective results from qualitative methods such as expert surveys, comparison assessment, etc. Through this analysis, the important 6 common determinants are drawn and patent information is matched which can be used as proxy variables of individual determinant factors by advanced researches. In addition, to validate whether the model proposed has a statistically meaningful effect, total 517 technology transactions are collected from both public and private technology transaction offices and analysed by multiple regression analysis, which led to significant patent determinant factors in deciding its value. As a result, it is herein presented that patent connectivity(number of literature cited) and commercialization stage in market influence significantly on patent valuation. The meaning of this study is in that it suggests the significant quantitative determinants of patent valuation based on the technology transactions data in practice, and if research results by industry are systematically verified through seamless collection of transaction data and their monitoring, we would propose the customized patent valuation model by industry which is applicable for both strategic planning of patent registration and achievement assessment of research projects (with representative patents).

  • In light of the fact that the effect of intellectual property rights like patent on enterprise competitiveness is growing, rational valuation of patent rights, which are own by enterprises, is required because accurate patent valuation can bring about the activation of the technology exchange market and enhancing the values of enterprises as well as the security of funds through technology security. However, in reality, interest in the value of patent rights is not great due to many variables, affecting patent rights, and diverse attributes, and non-generalized methods of valuation. Therefore, studies on patent valuation for patent management of Small and Medium Enterprises is required. This thesis examined patent valuation for the patent management of Small and Medium Enterprises based on literature studies, and attempted to find factors, affecting patent valuation by finding patent valuation factors through experts, organizing, and analyzing these factors. 10 essential factors, which are demonstrated in this research, are the commercialization possibilities of technology, market competitiveness, the possibility of technology commercialization, market size, the originality of acquired technology, the stability of the right(the possibility of invalidating), the level of technology, technology competitiveness, the ripple effect of technology, and the characteristics of technology(original technology/application technology).

The Research on Economic Valuation of Maintenance Alternatives for Bridge (교량 유지관리 대안의 경제성 평가 연구)

  • Bridge is an indispensable facility as a social overhead capital. This study suggests and examines the ways of Economic valuation on maintenance alternatives for Bridge. In order to evaluate each alterative on the basis of the same time, the concepts of the basic year and the valuation year are introduced and applied. Interest rates and discount rates are also applied according to the time when each cost is incurred. This study also suggests the ways that the objects of the valuation on maintenance alternatives are not limited to construction cost, but the valuation period is fixed and so maintenance cost and remaining value incurred by maintenance alternatives are valuated. Furthermore, this study shows the way to estimate and evaluate maintenance cost through direct construction cost and annuity present value coefficient and the way to estimate remaining value based on the basic year. In addition, this study suggests economic valuation system, cost methods and analyses of the result through verification. The proposed system is considered to be applied to practical business.

  • Unlisted stocks, each country applies a systematic evaluation of the proposed regulations and how the objectivity and reliability of the valuation is trying to improve. In the case of Korea, the law relating to the assessment of unlisted stocks of a representative and 'Inheritance and Gift Tax Law' and the majority of the information in accordance with this law is. IFRS to the valuation of securities at fair value, such as unlisted stocks, but with the exception that non-marketable securities, the acquisition cost can be replaced by a well-known professional organizations calculation of the amount of stocks that the rules are followed. Therefore, in this study, together with the other examples given statutory valuation theory or technique has been referred to various valuation models in practice. It is significant to provide data that can be used to present a variety of methods for the valuation of unlisted shares and enable rationalization study. But the limitations of this study, the implication is obtained through a single enterprise, the research will continue to be applied to the case study and plan the future by the various sectors of the corporate scale.

The Effect of the Amendment of the Valuation Method for Unlisted Stocks in the Inheritance Tax Law (상속세법상 비상장주식평가규정의 개정이 조세공평성에 미친 효과)

  • This paper examines the effect of the amendment of the valuation method for unlisted stocks in the inheritance tax law. There were many criticisms on the valuation method of the inheritance tax law because the method is not effective in the respect of the fairness in taxation. The method in the inheritance tax law was amended four times since the year 1991. This research focused on whether these amendments increased the impartiality in taxation or not. The finding of the empirical test indicates that as the valuation method were amended, the stock prices calculated by the valuation method were closer to the real stock price. On this ground, I could conclude that the amendments were effective in decreasing the partiality in taxation. In spite of the result, considering the cycle of stock market, I found that the problem of unlisted stock valuation in the inheritance tax law. The law lacks flexibility and elasticity.

Study on Application of the Preserving Valuation Index for Environmental Management of a Stack Room (서고환경관리를 위한 보존성 평가지수 활용에 관한 연구)

  • Donald K. Sebera model can quantitatively compare the preserving environment by calculating the preserving valuation index with changing only the temperature and humidity. In this study, Donald K. Sebera model was used in order to compare and evaluate the preserving valuation index on the best condition and the worst condition in the temperature and humidity range of public records management act. As the results, the preserving valuation index in the best conditions was larger 2.47 times than the worst conditions within the preserving environment permitted in public records management act. Also, the influence of the humidity on the preserving valuation index of a paper archives as decreasing the activation energy for the hydrolysis reaction was larger rather than temperature. Thus the preserving valuation index can easily evaluate the suitability of the temperature and humidity conditions for preserving a archives. Therefore it can be used as useful tool for preservation of archives on change of the temperature and humidity.

Economic Valuation of Urban Riverine Restoration and A Test of Social Desirability Bias (도심하천복원 경제가치 추정에서 사회규범편의 검정)

  • The hypothetical nature of stated preferences can lead to a hypothetical bias that might work as a normative pressure, influencing survey responses. This paper aims to test the impact of social desirability bias by comparing economic estimates based on both subjective and objective valuation questions. The case study is about an urban riverine restoration project in Deajeon, South Korea. As valuation methods both contingent valuation and choice experiments were comparatively applied. Based on a nationally representative sample of 1,000 respondents, the test results offered contrasting conclusions between two test approaches. Accroding to the estimation results based on the conventional valuation, the marginal willingness to pay estimates are 10,500 KRW from CV; and 18,600 KRW for improving water quality, 2,200 KRW for the inside view, 8,900 KRW for the outside view, and 5,800 KRW for biodiversity from CE. A segmentation-based approach is a conventionally used method, which showed a limited impact of social desirability on willingness to pay estimates. The alternative parameterization-based approach measures a model-wide impact of social desirability, proving a significant bias. Although the study positioned a cheap-talk statement before the valuation section of the survey questionnaires, which might have pre-screened the bias, the overall implications of the results suggest a caution in reducing and observing hypothetical bias. There might remain a significant and substantial hypothetical bias even after cheap-talk, particularly in situations with strong social desirability, so that the potential role of objective valuation questions is guaranteed.
