According to the development of Intelligent Transportation System technology, VMS(Variable Message Signs) are operating on highway. But, VMS display information which don't reflect traffic condition and driver's human factor. So driver can't read VMS message during limited time, it makes to reduce VMS's reliability. This paper presents a model for VMS message reading time and distance considering traffic condition and human factor. We built driving simulator by Winroad package which is able to copy real driving condition. Subjects were comprised of 20 people who reflect domestic driver's condition such as sex. We did regression analysis with experiment results and draw the model. The model could be possible to develop message- set considering traffic condition and human factor.
The objective of VMS(Variable Message Sign) is to provide the traffic information downstream to drivers upstream so that they can choose their routes or expect the travel time to arrive the destination. Because there is not enough time and space to show the message, VMS message should be selected carefully. However, the message of VMS has been simply selected among the pre-designed message sets based on the priority rule of events. If the traffic demand between origin and destination is identified along the freeway, message can be selected to provide the information of a route that more drivers will use. In this study, a time sliced OD(Origin/Destination) estimation method will be developed using the detector information of the on-ramp, exit ramp, and the main lanes. And the strategy of a priority rule of message was planned.
Current state-of-the-art of VMS control is based upon simple knowledge-based inference engine with message set and each message's priority. And R&Ds of the VMS control are focused on the accurate detection and estimation of traffic condition of the subject roadways. However VMS display itself cannot achieve a desirable traffic allocation among alternative routes in the network In this context, VMS display strategy is the most crucial part in the VMS control. VMS itself has several limitations in its nature. It is generally known that VMS causes overreaction and concentration problems, which may be more serious in urban network than highway network because diversion should be more easily made in urban network. A feedback control algorithm is proposed in this paper to address the above-mentioned issues. It is generally true that feedback control approach requires low computational effort and is less sensitive to models inaccuracy and disturbance uncertainties. Major features of the proposed algorithm are as follows: Firstly, a regulator is designed to attain system optimal traffic allocation among alternative routes for each VMS in the network. Secondly, strategic messages should be prepared to realize the desirable traffic allocation, that is, output of the above regulator. VMS display strategy module is designed in this context. To evaluate Probable control benefit and to detect logical errors of the Proposed feedback algorithm, a offline simulation test is performed using real network in Daejon, Korea.
This paper presents a game-theoretic model of information transmission for variable message sign(VMS) operations. There are one VMS operator and many drivers as players. Operator wants to minimize the total travel time while the drivers want to minimize their own travel time. The operator who knows the actual traffic situation offers information strategically. The drivers evaluate the information from operator, and then choose the route. We model this situation as a cheap-talk game which is a simplest form of Bayesian game. We show that there is a possibility that the operator can improve the traffic efficiency by manipulating the electric signs at times. Indeed, it is an equilibrium of the game. This suggests that the operator must consider the strategic use of VMS system seriously.

At present, an intelligent transport system (ITS) is being actively introduced as an alternative plan to solve various transport problems, and a traffic information provision service, a field of ITS, is being provided to users through diverse media. However, the evaluation of how useful the traffic information provided to the road users is limited to a simple questionnaire, and the systematic evaluation about what factors affect the usefulness of traffic information has not been realized. Therefore, it is impossible to calculate user convenience occurring due to traffic information, This paper aimed to develop an index to evaluate user satisfaction levels with traffic information and develop a user satisfaction level model. A result of establishing a user satisfaction level model by executing a questionnaire survey for the analysis object of variable message sign (VMS), a representative information provision medium, showed that 'desire satisfaction', 'trust', 'understanding', and 'efficiency' have an effect. Of them, the 'understanding' showed the highest level, so it was seen that, in case of VMS, how easily the character, figure, expression, etc. provided in the information was understood by users has the biggest effect on the satisfaction level of the information. The next levels of effects on the satisfaction was in the order of 'user trust', 'efficiency', and 'desire satisfaction'.

Variable message sign (VMS), which is used for providing real-time information on traffic conditions and accident occurrences, is one of the important components of intelligent transportation systems. It is essential that the scheme of VMS message phase and duration should be designed with the consideration of drivers' message reading time that will be depended on various causal factors, such as the amount of VMS messages, drivers' travel speed, and geometric conditions. However, there have been not much efforts to explore the relationships between the drivers' message reading time and the above causal factors. Driving simulator experiments were conducted to obtain drivers' message reading time with respect to the amount of VMS messages, drivers' travel speed, and different geometric conditions. Regression modeling techniques were applied to develop an estimation model for drivers' message reading time. Probabilistic outcomes of the proposed model would be greatly utilized to design proper VMS message phase and duration.
Variable message signs (VMS) are a useful tool for providing real-time traffic information to drivers. In particular, effective warning information provision leading to safer driving would be an important countermeasure to prevent traffic accidents. The purpose of this study was to identify users' preferences for traffic safety warning information formats. A variety of warning information scenarios using text and pictograms were devised and investigated for the purpose of selecting more effective methods to provide warning information. A portable variable message sign (PVMS) was used to evaluate users' preferences. The results of this study can be used for designing better warning information for the enhancement of traffic safety.
VMS based dispersion of traffic flows enables to decrease delay and congestion. Such being the case, there has been growing interests in VMS operation strategy. The strategy is based on driver's behavior or diversion rate. However, it was not easy to obtain each in practice. The diversion rate, thus far, was investigated by stated preference analysis or simulators. As an alternative, in this paper, a new method to obtain diversion flow rate was suggested using the toll collection system and freeway traffic management system data. A large gap of diversion rate between stated preference analysis and field survey was observed. Out of surveyed 8 tollgate data, the diversion rate was about 7% and was quite lower compared with that of 21%${\sim}$87% from stated preference analysis or simulators. With this at hand, a more careful information provision strategy should be devised and employed to correctly account this kind of differences.

Variable Message Sign(VMS) is one of the subsystem of Intelligent Transportation Systems (ITS), which is useful for providing real-time information on weather, traffic and highway conditions. However, there are various situations such as incidents/accidents, constructions, special events, etc., which would be occurred on segments, it is unable to control traffic with only the VMS. Thus, it is essential to use of PVMS(Portable Variable Message Signs), which can move to the location needed traffic control and provide more active traffic information than VMS. This study developed a legibility distance model for PVMS messages using in-vehicle Differential Global Positioning Data(DGPS). Traffic conditions, drivers' characteristics, weather conditions and characteristics of PVMS message were investigated for establishing the legibility model based on multiple linear regression analysis. The factors such as height of PVMS characters, spot speed, age, gender and day and night were identified as dominants affecting the variation of legibility distances. It is expected that the proposed model would play a significant role in designing PVMS messages for providing more effective real-time traffic information.

This paper presents an investigation result that is made to determine dominant influencing factors and their specific impacts on motorist detour makings for VMS placements on freeway. This was necessary to provide engineers with a tool for evaluating VMS cost-effectiveness and its feasibility. This research found that additional travel time delay is the most influential variable in determining motorist detour makings. Also, more than 70% freeway motorists recognize the adjacent national roads as their detour routes, and both AADT and the distance to the entering point of the detour path are found to be dominating factors. Motorist detour ratio model by VMS placement on freeway is developed based on the Stated Preference. In model validation, actual detour making behaviors observed by the Revealed Preference values verify the detour ratio on the Stated Preference. These research findings should be useful for cost-effective placements of VMS on freeway, and it is recommended that the results be tested by practicing engineers in the ITS sector.
