The purpose of this study is to efficiency scheme to design VE through the case studies of construction VE forapartments. The adapted research method includes five case studies of construction VE and analysis of constructionVE practice. The results of this study are as follows 1) For efficiency of design VE, data management system whichis necessary for construction VE database establishment and its application were proposed. 2) Through workingsystem improvement of construction VE, an improvement to design VE performance process was proposed. 3)Consideration factors and main VE items for efficient design VE item selection of apartment buildings wereproposed.

Design VE system in order to promote the economical efficiency and the functional elevation of construction facilities apply to conatruction over 10 billion from december 2005. But it don't achieve purpose of VE original to maximization of value creation through VE because VE perform formal and result center. Construction VE is the system introduced in order to reduce the life cycle cost and promote the performance of construction facilities, used in architecture and civil construction since apply to construction over 10 billion from december 2005. But yet it is short of VE specialist and it is not a purpose in maximization of value creation through VE but strong better awareness of tool for budget reduce. This study is VE LCC case analysis on two school BTL projects which is constructed by Private sector and rented to government. Then private sector payback their initial cost and profit by rental fee from government. The VE in Korea, revised by the method of the Construction Technique - Enforcement Ordinance in 2005 is applicable to construction business which size is over 10 billion won. The VE well known as a way of productivity elevation is already proven and outstanding management method In construction industry inside and outside of the courtly. As its unique personality of BTL business, VE workshop period is too short. There is a few accomplished BTL project and data base, because BTL business begun from year of 2006. So we are trying to proof effect of VE LCC through case study of school BTL projects.

Value Engineering(VE) process is going to make a series of improvements for the effective construction project management or optimal proposal to improve quality, performance improvement, cost reduction and customer satisfaction. For making the quality model based on better than the architecture that is required in the VE, such a project promoting creative plan, functionality and constructability reflecting the materials and improved construction methods and building life cycle for reviewing the smooth progress of the construction projects may be necessary for management techniques. This study is to establish a management plan in the educational facilities construction process through education institution's recent orders completed by VE case study.

Value Engineering methodology was introduced about 30years ago and has significant achievement in Korea. However, many of workshop still focus on cost down process and do not spend enough time on function analysis and expert cooperation. As a result, limited range of creative ideas were produced. To improve effectiveness of VE workshop, this study developed web-based value engineering process and system. And this study applied it to real case study to evaluate effectiveness of proposed system. Developed VE system also provides automated FAST diagram function and decision-making supporting tools. The authors found that this developed web-based VE system can significantly help to save cost and improve performance of VE workshop by using the appropriate VE process, and quick cooperation between experts. In addition, this study shows an example of a VE case study that applies the web-based VE system process, which led to a very innovative and effective way to lead workshop.

Most VE operation related to construction project is progressed in stage of planing or design phase, especially in case of domestic. It is encouraging fact and if you have VE process in stage of planning and design, you'll have experience a reduction of about 70% of total saving cost in which total construction process may occurred. However, recently the work of construction in overseas increase and almost is only construction-work, except planning and design process. As this reason, VE process for construction-work phase only is demanded in high necessity. VE in construction phase comes to accomplish intensively in the part which the design change does not follow, through know-how, equipment operating method and method of temporary-structure erection at the established construction-site learned, builders will be the possibility of reduction from 3% to 10% in constructive expense. This paper describes VE performing example in OO company's construction-work phase, and propose the methodology of VE performance in the phase of construction. And also it is aimed to extending VE applications into the overseas construction enterprise.

The purpose of VE (Value Engineering) activities is to come to an achievement of building necessary functions at the lowest possible cost. This study unfolds the co-VE activities which occurred between Gas Range and its partner company in the supply of Grill Body. The co-VE activity has accomplished the cost reduction of about 57 million through performing the function deployment of 12 parts and by devising the alternatives.

It is increased concerns that review the design based on the economic efficiency, VE(Value Engineering), in construction industry. Also, the effectiveness of VE case study has reported very variously in the domestic and foreign construction industry. The phase of drawing idea VE process is important because of real cost saving effect. The design review checklist in the phase of drawing idea make more effective VE. The research suggests the method and process of design review checklist focusing on the construction work in this study. Also, it proposes the useful process with the exited VE procedure.

The Value Engineering(VE) well known as a way of Productivity Elevation is already the proven and outstanding management method in Construction Industry the inside and outside of country. The Value Engineering in domestic, revised by the method of the Construction Technique - Enforcement Ordinance ("the Examination of Design Economy") in 2005, is usually applicable to the Construction Work which cost over 10 billon won. But It is true that there is some differences between theory and reality to apply the Value Engineering in domestic. Therefore the differences are blocking process to enlarge and supply the VE in domestic. In this Study, through a case-analysis of the recently accomplished Design Value Engineering, we give a careful consideration to the problem and cause. And we are inclined to contribute to a successful stay of the Design Value Engineering in domestic as offering the solution about those.
