Opinion Survey of Health Center Officers on Rural Health Service Improvement Project (농어촌의료(農漁村醫療)서비스 개선사업(改善事業)에 대한 보건소(保健所) 공무원(公務員)의 인식도(認識度))

  • This study was performed investigate the opinion of civil servants in Health center about Rural Health Service Improvement Project The survey by mail was carried out for 447 servants of 25 health centers in Kyungsangbuk-do and the data were collected through self-administered questionnaires to servants about need, participation, concern, and comprehension for the project and satisfied with current facility and equipment of health center. The results were as follows. Generally considered, 48.2% of the improved health center servants was satisfied with health center building and 14.0% or 24.1% of the improving or unimproved center was. About the location of health center, 37.7% of the improved health center servants was satisfied, 25.9% of the unimproved center was. Of the improved health center servants, 43% was satisfied with the medical equipment but in unimproved place, the dissatisfaction was appeared higher than any other place. 49.7% of respondents was participated in making out the Rural Health Service Improvement Project. 50.6% was interested in this project. In the improved area. 65.5% of health center servants replied that the mayor's or county executive's concern about this project was high and 46.5% in councilors but in the unimproved area. their concern was low. About the contents of the project. 24,6% of the servants in the improved center, only 15.2% in unimproved center replied that they had known well. After making out the plan, 13.6% of respondents was unsatisfied with this plan and 17.1% replied that the estimating method of selecting the project area was not good. After the improvement of institution and equipment, 86.1% of health center servants answered that the medical service provided by health center would increase but 59.2% replied that the residents' utilization rate of private medical facility would decrease. The servants of the improved health center replied that the recognition about the developing will of health service(91.2%), the efficiency(91.2%), the quality of health and medical service(93.0%), the amount of health project(91.2%) were improved. In health center which had already improved the institution and equipment, 88.5% of servants replied that the residents' utilization for health center was increased. So, this project should be continuously carried out for health center and health center must develope new project to fit region condition.

  • The purpose of this study is to establish a utilization plan according to the cultural value of Placenta Chamber of King Sejong's Princes. We used SNS to analyze various public perceptions and opinions, collected data and analyzed it. The collection period is from June 01, 2007 to June 30, 2017 (for about 10 years), We gathered data from blogs, cafes, and Knowledge IN that contain keywords related to 'Placenta Chamber', 'Placenta Chamber of Seongju', 'Placenta Chamber of King Sejong's Princes'. and Analyzed using the text mining method of the big date program. Based on the main results of the big data analysis, Placenta Chamber's method of utilization was derived. As a result, major keywords such as King Sejong Great, Prince, Sungju, Feng Shui, culture, preservation, blessing etc were derived. The association of 'world', 'heritage', 'cultural heritage' is high, and the connection of 'Placenta Chamber', 'Gyeongsangbuk-do', 'cultural property' is high, and it was able to confirm the value of Placenta Chamber as a world cultural heritage. and It is necessary to induce visitors to feel stimulation or change of surroundings through facility refurbishment and environmental improvement around Placenta Chamber.

  • Owing to the limited development period and budget of the weapon system, many problems have arisen in the operation stage after mass production. Therefore, engineering changes are also increasing. On the other hand, an analysis of the cause of problems and improvement of the system equipment performed in engineering changes cannot be managed synthetically. Hence, important actual data can only be used once. In particular, unlike hardware where the shape of the equipment is changed or the part number is changed, the contents of software engineering changes are only partially included in the proposal. Moreover, only the extent to which the version of the source package and the executable file has been changed can be identified. Therefore, this paper proposes a method to build and utilize a database for cause analysis and improvement plan data of weapon-system software engineering changes and software technical support. The above utilization measure can contribute to the quality assurance of weapon-system software developed in the future by preemptively applying real-world data when developing similar weapon systems.

A Study on Perceptions of Users and Specialists for Establishing Mid-to Long Term Development Plan for Libraries in Anyang City (안양시 도서관 중장기 계획 수립을 위한 이용자 및 전문가 인식 연구)

  • This study purposes for the based data for establishing the mid- to long term development direction of Anyang municipal libraries by conducting a survey of residents in Anyang city and focus group interviews with local experts. Based on the results of the survey and FGI analysis conducted in this study, the main implications and discussions for establishing mid- to long term development plans for Anyang municipal libraries in the future are summarized as follows. First, the services used by users are extremely limited compared to the utilization rate of library, and the utilization rate of library programs is low, therefore Anyang municipal libraries need to actively promote various services operated by the library, provide information, and make efforts to improve service use procedures simply. Second, library satisfaction is relatively high, but as a result of analyzing the reasons for some dissatisfaction, active budget investment for purchasing new library materials and ways to increase library accessibility are necessary. Third, due to the low awareness of the operation of specialized libraries, it is necessary to develop specialized, unique library services to Anyang municipal libraries through benchmarking of other best practices. Fourth, in the future, Anyang municipal libraries need to strengthen functions as a complex cultural center along with the functions as an information center, a lifelong education center, and a living convenience center. Lastly, it is required to construct a control tower that can systematically lead the operation of Anyang municipal libraries in the long term through the reorganization of the organizational system.

Improvement and Promotion Plan for the Screen Baseball Utilization (스크린야구 이용의 개선 및 증진방안)

  • The purpose of this study was to suggest marketing plan to improve and promote screen baseball utilization, applying Importance-Performance Analysis (IPA) incorporating marketing mix 4Cs; Customer value, Convenience, Cost, and Communication. A convenience sample was made up of 267 users in screen baseball clubs located in metropolitan area. Evidence on validity and reliability of the data was obtained through exploratory factor analysis and internal consistency analysis. Frequency analysis and paired sample t-test for the difference verification of IPA were conducted also in SPSS version 21.0 with .05 of significance level. The main results of the study were as follows. First, there were partially significant differences between importance and satisfaction regarding the sub-categories of Customer value and Convenience. Second, there were all significant differences between importance and satisfaction regarding the sub-categories of Cost and Communication. Third, as the results regarding IPA, quadrant I indicating 'Keep up Good Work' included healthy use of leisure time, improvement of self-achievement, accessibility, communication between service user and provider, etc. Fourth, quadrant II indicating 'Concentrate Here' included diversification of screen baseball program, cost regarding facility use, etc. Fifth, quadrant III indicating 'Low Priority' included interpersonal relationship, subsidiary facilities, cost of food and beverage, etc. Lastly, quadrant IV indicating 'Possible Overkill' included improvement of physical health and life satisfaction and rules and procedures of screen baseball.

Importance and Performance Analysis on Factors of PC Component Allocation and Loading Planning (IPA를 통한 PC부재 할당 및 적재 계획 시 고려사항 분석)

  • PC component allocation and loading plan can contribute to reductions in carbon dioxide emission and energy use of vehicles and total project costs with increased utilization of vehicle loading space. The study derived 18 considerations that PC construction plant managers and site managers take into account when they plan allocation and loading of PC components. Then, IPA (Importance and Performance Analysis) was performed to assess importance and performance of the 18 considerations. Results show that in the PC component allocation planning, considerations regarding the number of vehicles and existence of yard for storing PC components have not been taken into account well by the managers. In the PC component loading planning, PC component loading direction has not been reflected well by the managers although it is considered important by them. Recently, ill-planning issues of PC component transportation, such as inefficient use of vehicle space and loading with low stability, are frequent due to various types of PC components produced. In this context, if the results of this study are reflected in the development of component allocation and loading planning, vehicle management of PC projects would be more efficient, thereby leading to economic project management.

Prediction of Health Care Cost Using the Hierarchical Condition Category Risk Adjustment Model (위계적 질환군 위험조정모델 기반 의료비용 예측)

  • Background: This study was conducted to evaluate the performance of the Hierarchical Condition Category (HCC) model, identify potentially high-cost patients, and examine the effects of adding prior utilization to the risk model using Korean claims data. Methods: We incorporated 2 years of data from the National Health Insurance Services-National Sample Cohort. Five risk models were used to predict health expenditures: model 1 (age/sex groups), model 2 (the Center for Medicare and Medicaid Services-HCC with age/sex groups), model 3 (selected 54 HCCs with age/sex groups), model 4 (bed-days of care plus model 3), and model 5 (medication-days plus model 3). We evaluated model performance using $R^2$ at individual level, predictive positive value (PPV) of the top 5% of high-cost patients, and predictive ratio (PR) within subgroups. Results: The suitability of the model, including prior use, bed-days, and medication-days, was better than other models. $R^2$ values were 8%, 39%, 37%, 43%, and 57% with model 1, 2, 3, 4, and 5, respectively. After being removed the extreme values, the corresponding $R^2$ values were slightly improved in all models. PPVs were 16.4%, 25.2%, 25.1%, 33.8%, and 53.8%. Total expenditure was underpredicted for the highest expenditure group and overpredicted for the four other groups. PR had a tendency to decrease from younger group to older group in both female and male. Conclusion: The risk adjustment models are important in plan payment, reimbursement, profiling, and research. Combined prior use and diagnostic data are more powerful to predict health costs and to identify high-cost patients.

  • As urbanization and industrialization develops, the necessity of utilizing scarce land in three dimensions is raising. The issue of utilizing underground space is being actively discussed particularly when Geyeonggi-do announced GTX(Great Train Express) construction plan which aims to relieve traffic congestion in metropolitan areas. The current regulation on compensation of underground space is based on "Regulations on compensation standard complied by using underground space for construction of urban railway" but it is difficult for covering the whole rights to protect a three-dimensional right. In this context, the study is to propose the improvement plans of land right's problem and compensation issues to utilization of underground space for the right complementary. To do this, the study reviews the use situation of the classification surface right and using adjudication which defines the effect scope of underground space extending land ownership. As well as it analyzes issues about compensation standard for utilizing of underground space.

Comparative Study of the System for Decentralized Rainwater Management in Korea and Germany (한국과 독일의 분산식 빗물관리를 위한 제도 비교 연구)

  • This study begins by examining the reason for the lack of urban planning that takes the water cycle into consideration. While there are institutions that support environmentally friendly development or smooth water circulation, these designs are not reflected in planning nor in the real world. After reviewing foreign case studies, policy suggestions and possible policy implications for Korea are derived. In Korea, there is not a sufficient level of relevant laws or institutions systematically established to make it possible to deal with rainwater in a decentralized way. Instead, facility standards or guidelines are considered separately for the control of water and for preventing natural disasters. And even though an environmentally friendly approach is stipulated in relevant laws in terms of spatial planning, there are no planning systems or implementation tools to actualize this kind of approach. The factors that make decentralized rainwater management possible in urban planning are analyzed based on the case study of Germany. Germany requires developers to plan in order to achieve ecological urban development. In addition, as a detailed implementation tool to promote conservation of the water cycle, the law provides for various kinds of measures such as restrictions on the proportion of impervious surface area according to the use of the land, required compensation measures for environmental degradation following development, introduction of a fee for rainwater runoff and the establishment of ecological landscape planning. The actual reason these measures can be implemented however is the provision of planning guidelines and design criteria for rainwater utilization, absorption and containment, and the construction of a database for various environmental information.

Relationships Between the amount of the Premium and Benefits and Utilization of Enrollees in a Health Insurance Cooperative (의료보험 가입자의 보험료 납입액과 수혜액 및 의료이용정도에 관한 연구)

  • This study attempts to assess the effect of the 1st class health insurance program to the income redistribution among the participants in a unit health insurance cooperative. One health insurance cooperative, located in Seoul, with 1558 members and 768 households was selected for this purpose. The relationships between amount of premium payed and benefits from the cooperative were compared. Necessary data were obtained from the bills submitted to the health insurance cooperative by the contracted medical institutions from 1st January 1977 to 30th June 1979. Households and individuals were the unit of the assessment. The indicators measuring income redistribution effect were the ratios between the benefit and expected benefit and the ratios between the benefit and the mean benefit. The major findings were: 1. The ratios between the benefits and the expected benefits were lower than 1 in the high income group and greater than 1 in the middle and lower income groups. This fact imply that the income redistribution effect was shown in the studied groups. It was shown that the middle income group received the greatest benefit, and then the lower income group. 2. The ratios between the benefit ana the mean benefit of the households in the higher standard income grade, were found to be higher. This means that the equity of the benefits of households were not achieved by the policy of the health insurance plan. 3. The health insurance utilization rates of the higher standard income group, measured by the household unit, were higher, and by the individual unit, the same rates of the middle income group were higher than other groups.
