  • A lot of city have different characteristics in their location, space and environment each other. These characters are the factors showing inherent placeness of each space, and those factors should be reflected sufficiently in urban planning and development. Nonetheless, there are many parts that are not actually reflected in the plan, and this creates a space of unexpected arming. Especially, port area in a port city has strong characteristics of culture, history, geography and environment of the city concerned so it must make more creative and unique space. Therefore, it is considered that not only the physical factors but also the social factors should be actively reflected to highlight the place character of the port space. In this paper we are to construct the factors forming the placeness of port space based on the Form Based Codes rising as a flexible urban planning method in order to avoid rigidity of existing use district zoning system, and establish the placeness character of each port area.

  • This study deducted institutional improvement factors for respond of heavy snowfall disaster and performed AHP analysis for choosing the priority. The result of Analysis, establishment of plan concerned heavy snowfall respond was represented most important factor(Importance : 0.461), this is meaningful establishment of plan is more important than facilities, sources, policies for building system of heavy snowfall respond. Establishment of plan concerned respond was represented most important element(Comprehensive Importance : 0.175) in plan for heavy snowfall respond, it is suggested that establishment of respond plan of heavy snowfall has to need for improving law and institution about heavy snowfall. The result of this study will be useful when the central or local government establish institutional improvement plan for respond of heavy snowfall disaster.

Analysis of Factors Affecting the Spatial Distribution of Highly Educated Human Capital: Focusing on Master's and Doctorate Group (고학력 인적 자본의 공간적 분포에 미치는 요인분석 - 석·박사 집단을 중심으로 -)

  • The purpose of this study is to examine the spatial distribution of highly educated human capital and to identify key factors affecting their spatial distribution. We analyzed the spatial concentration and inequality using Gini's coefficient and exploratory spatial data analysis and identified the economic and amenity factors to affect the spatial concentration of highly educated human capital using spatial regression model. The findings show that the spatial pattern of highly educated human capital is concentrated, imbalanced, and clustered in Capital region and part of Chungcheong and Gangwon region. The spatial concentration were more affected by economic factor than by amenity factors. This study provides some implication on the regional economic strategies to attract the human capital.

  • It's been more than 30 years since global warming by the increase in CO2 became a cause celebre worldwide. Recently the government promulgated Framework Act on on Low-Carbon Green Growth and has been continuously putting much effort into saving energy and reducing carbon dioxide emissions such as an international climate change conference to prevent the increase in CO2. However, because most cities are not planned for energy saving, new cities should be planned as the active energy-efficient urban structure for 'sustainable urban development' from a long-term perspective. This study aims to design a new prototype for the sustainable energy-independent and environment-friendly housing estates which is the nation's new vision in the era of the Fourth Industrial Revolution. A study on the energy-independent site planning and the quantitative standardization of its factor will be conducted.

A Study on the Development of Index System Evaluating the Location Suitability for the Future-Oriented New Industrial Complex (미래형 신산업단지의 입지적합성 평가지표체계 개발 연구)

  • This study suggested the necessity of introducing the future-oriented new industrial complex as a way to enhance the competitiveness of the industrial complex in response to the industrial ecosystem change caused by the 4th industrial revolution. To evaluate the location suitability for the new industrial complex, location indices were developed in this study. The flexibility of location and connectivity to neighboring areas of the future-oriented new industrial complexes were the focused subjects of this study. In-depth expert consultation and Delphi survey were conducted to construct an index system and to measure the indices. Afterwards, the AHP analysis was conducted to elucidate the weighting by indicators. As a result, the indicators of industrial innovation environment were the most important in the major category. In addition, the convenience of workers, especially urban environment, was analyzed as an important factor for success of the future-oriented new industrial complex. The indicators which are closely related to the concept and purpose of the future-oriented new industrial complex turned out to have the higher weight compared to other indicators. From the point of view of the developers of the industrial complexes or tenant companies, the implications for deriving suitable locations for development of industrial complexes among urban under-utilized sites are suggested. Furthermore, It is expected that the government will be able to apply the development system to stimulate the development of these new industrial complexes and to prepare guidelines for selecting locations.

Study of Consumers' Perceptions of Eco-friendly Agricultural Products and Policies by Group (친환경 농산물 소비자의 집단별 소비특성 및 정책에 대한 인식연구)

  • The goal of this study is to promote the spread of environmentally friendly agricultural products, which have been receiving a lot of attention lately, as a way to improve food safety and quality. As a result of the increased labor input, increased production costs, and an aging population, environmentally friendly agriculture is making it more difficult for farmers to expand their enterprises. In the meantime, consumers find it difficult to spread eco-friendly agricultural products due to their high expectations for safety and quality, as well as the desire to purchase products at a reasonable price. Previous studies have revealed differences in perceptions between eco-friendly agricultural producers and consumers. In light of this, this study divided consumers based on their characteristics (such as age, purchase history, health concerns, etc.), and different policies were proposed in order to increase purchasing factors for each group based on their characteristics. In order to gather information for this study, general citizens were asked about their perceptions of eco-friendly agricultural products, future purchase intentions and awareness, reliability, necessity, purpose, and information sources. A two-step clustering analysis was conducted using nominal and continuous variables simultaneously. The paper presents the three derived group differences (senior organic interest group, middle-aged organic interest group, and indifferent young organics) as well as group differences for the purchasing/non-purchasing factor analysis and policy improvement for each group. An eco-friendly agricultural product distribution proposal was made at the end of this article.

Road Maintenance Planning with Traffic Demand Forecasting (장래교통수요예측을 고려한 도로 유지관리 방안)

  • PURPOSES : This study aims to examine the differences between the existing traffic demand forecasting method and the traffic demand forecasting method considering future regional development plans and new road construction and expansion plans using a four-step traffic demand forecast for a more objective and sophisticated national highway maintenance. This study ultimately aims to present future pavement deterioration and budget forecasting planning based on the examination. METHODS : This study used the latest data offered by the Korea Transport Data Base (KTDB) as the basic data for demand forecast. The analysis scope was set using the Daejeon Metropolitan City's O/D and network data. This study used a traffic demand program called TransCad, and performed a traffic assignment by vehicle type through the application of a user equilibrium-based multi-class assignment technique. This study forecasted future traffic demand by verifying whether or not a realistic traffic pattern was expressed similarly by undertaking a calibration process. This study performed a life cycle cost analysis based on traffic using the forecasted future demand or existing past pattern, or by assuming the constant traffic demand. The maintenance criteria were decided according to equivalent single axle loads (ESAL). The maintenance period in the concerned section was calculated in this study. This study also computed the maintenance costs using a construction method by applying the maintenance criteria considering the ESAL. The road user costs were calculated by using the user cost calculation logic applied to the Korean Pavement Management System, which is the existing study outcome. RESULTS : This study ascertained that the increase and decrease of traffic occurred in the concerned section according to the future development plans. Furthermore, there were differences from demand forecasting that did not consider the development plans. Realistic and accurate demand forecasting supported an optimized decision making that efficiently assigns maintenance costs, and can be used as very important basic information for maintenance decision making. CONCLUSIONS : Therefore, decision making for a more efficient and sophisticated road management than the method assuming future traffic can be expected to be the same as the existing pattern or steady traffic demand. The reflection of a reliable forecasting of the future traffic demand to life cycle cost analysis (LCCA) can be a very vital factor because many studies are generally performed without considering the future traffic demand or with an analysis through setting a scenario upon LCCA within a pavement management system.

Analysis of Ecological Space Connectivity and Forest axis in Daegu and Gyeongsangbuk-do (대구·경북 생태공간 연결성 및 산림축 분석)

  • The expansion of human activities and road development has led to the loss and fragmentation of ecological spaces, which is a negative factor for biodiversity. In particular, urban areas where land use and land cover have rapidly changed into urbanization zones are regions where ecological spaces are lost and isolated, making it difficult for wildlife to inhabit. Furthermore, the loss and fragmentation of ecological spaces due to urbanization can have a negative impact on ecosystem services. Therefore, to enhance biodiversity and ecosystem services in urban and national land, it is necessary to establish a practical ecological axis that reflects the current status of the city. Thus, this study analyzed the connectivity of ecological spaces and forest axis that can be used for spatial planning related to urban ecological axis of local governments in Daegu and Gyeongsangbuk-do. The ecological connectivity was analyzed by dividing the Daegu-Gyeongbuk region into 31 local government units, distinguishing between forests and natural areas using land cover data. Subsequently, the study area was divided into 20,483 hexagonal grids of 1 square kilometer each, and the restoration effects for ecological fragmentation within 100 meters were spatially clustered to visualize priority restoration areas. The forest axis was derived by considering regional conditions such as land cover, building area, slope, and others to connect 1,534 forests of 100 hectares or more. The research results are expected to be used as fundamental data for spatial planning, goal setting, and the selection of restoration areas for improving ecological connectivity.

Derivation of Inequality Areas in Spatial Accessibility to Support the Establishment of Neighborhood Unit Plan (생활권계획 수립지원을 위한 공간적 접근성 불평등 지역 분석)

  • Recently, the concept of neighborhood unit plan has been receiving attention due to expectations of balanced development and sustainable development through resolving regional gaps and reflecting regional characteristics. Accessibility to essential living facilities that can support daily life is considered an important factor in neighborhood unit plan. Therefore, this study analyzed accessibility from facilities based on the living facilities and access range set in the neighborhood unit plan, and analyzed spatial accessibility inequality in connection with the neighborhood unit plan and spatial clustering. As a result of analyzing accessibility in Busan Metropolitan City, various accessibility ranges were found depending on the facility. In addition, as a result of analyzing in connection with spatial clustering, regional inequality was found, such as hotspot areas in Gangdong, old downtown, Dongrae, and Haeundae, and coldspot areas in Gangseo and Gijang, and spatial inequality was found in which hotspots and coldspots exist simultaneously within the same neighborhood unit. Considering these spatial characteristics, detailed planning and policy establishment are necessary for facilities lacking in small-size neighborhood units, and the results of the analysis are expected to be meaningful in realizing the urban policy of balanced development that has been recently promoted.

A Study on Securing the View Axis of Cultural Heritage Using Landscape Simulation Analysis in Downtown - Focused on Historical and Cultural Environment's Conservation Area of State-Designated Heritage in the Tongyeong City' Downtown - (경관시뮬레이션분석기법을 활용한 도심권 문화재의 조망축 확보방안에 관한 연구 -통영시 도심 내 국가지정문화재의 역사문화환경 보존지역을 중심으로-)

  • If cultural Heritageis located in the downtown, conservation areas was developed or is being developed In most cases Therefore, in this case, the relative height of the building during construction than the regulatory limit is reasonable, is emerging need to be objectified. This study was utilizes GIS analysis techniques for 'View Corridor' and building height standards were determined. First, 'View Corridor' set and building height restrictions for the analysis of urban environmental factors were analyzed in. In particular, the topography and urban planning, and existing buildings, including the distribution of the physical urban environment, with detailed analysis on the major historical and cultural assets with a combination of a review of the impact factor for the formation of the urban landscape recognize the scope has been expanded. Second, the key selection criteria for View point largely focused on cultural Heritageand the surrounding communicative point of view and, consequently, connectivity, and symbolism, accessibility, analysis, factors such as Prospect, setting the standards by applying a detailed assessment of each item the main view point were derived. Third, the derived key View point on the terrain and landscape characteristics simulation analysis carried out by considering together the main axis, and this suggests a reasonable height for the proposed standards.
