도쿄시 도시재정비계획과 경관색채 형성에 관한 연구 (A Study on Urban Regeneration Planning and Color-scape Formation in Tokyo)

  • 일본의 도쿄(東京都)와 같은 도시는 도시의 정체성을 드러내는 여러 구성요소 중 경관색채를 적극적으로 활용하여 타 도시와는 차별되는 그 도시만의 특성을 극대화시킨 사례로 나타나고 있다. 이에 본 연구는 경관형성 계획을 통해 도시의 정체성을 살린 일본 도쿄시를 대상으로 도시재정비계획에 나타난 사업배경과 미래상 그리고 도시만들기의 목표, 경관형성 계획에 따른 색채현황 및 형성시책, 진행방식 등을 살펴봄으로써 경관형성의 특징과 그 시사하는 바를 고찰하고자 한다. 이는 향후 장기적 안목에서 도시재정비 및 경관계획시 방향설정을 위한 참고자료가 될 수 있을 것으로 기대한다.

도시공원의 형태 및 완충성 분석에 따른 가치평가와 개선방안 (The Evaluation and Improvement Proposal of an Urban Park by Analysis of Its Shape and Buffer)

  • The purposes of this study are (1) carrying out the case study for the urban park planning in point of landscape ecology, (2) analyzing and evaluating the indicator character of the landscape ecological view on the basis of the case study and (3) proposing the urban park planning in point of landscape ecology. The results of this study are as follows. As a result of the elongation analysis among the shape indicators, especially, Dalsung Park has the highest score 0.85 and Chimsan Park has the lowest score 0.34. In case of green shape index, Bummul Park has 1.70 and Chimsan Park has 1.40 respectively. As a result of the buffer analysis, Chimsan Park turned out to be the highest, Bummul Park turned out the lowest. Chimsan Park gets I grade in two indicators but Bummul Park gets III grade in four indicators contrastively. As a result of the possibility analysis of the urban park planning, increasing elongation index and the number of major lobes can be an improvement method. Also by changing multilayer structure, micro-multiformity and curvature are increased and buffer of edge is improved.In this study, the basic data of landscape ecology can be obtained by the character analysis of landscape ecology. This study has a significant meaning of possibility in planning of the urban park which reflects the character of landscape ecology. This research was only performed in Chimsan Park, so additional researches for various cases will be needed.

환경생태계획의 도시기후 변화 대응 가능성 연구 -남양주 월산리 마스터플랜을 중심으로 (A Study on the Urban climate Mitigation Effects with Ecological Landscape Planning with reference to Namyang-Ju Walsanli Master-plan)

  • To meet with the nation's policy of Green Growth, local governments are rushing to propose an ecological urban development plan. And although various studies stress on the need of ecological planning to harmonize development with preservation, we have come to a point in which a quantitative evaluation of how much ecological planning contributes to the environmental load is needed. Through the increasing tendency of making plans based on the development of IT technology, capability of gathering environmental data and scientific instrument, studies on ecological planning's effect towards environmental load has recently begun. This study aims to perform a quantitative evaluation on how ecological planning mitigate urban heat island in the region of Namyang-ju Wallsanli. Three theories were used to mitigate urban heat island ; White network, Green network and Blue network. As a result, the atmosphere temperature was reduced the whole site $1.1^{\circ}C$ and partly $7^{\circ}C$ and the mean radiant temperature was reduced the whole site $1.1^{\circ}C$ and partly $8.7^{\circ}C$ on the modified ecological landscape plan in summer. The PMV index is 0~1 in ecologically modified landscape plan otherwise almost 3 in landscape plan. This study has its limits on the fact that results may differ from the actual plan as the study was performed based on the land use plan and building plan. However, what is important is that it shows a quantitative result of the effect that ecological planning has on surrounding environment and reducing environmental load.

도시경관계획을 위한 경관유형 분류기준에 관한 고찰 (A Study on the Classification Criteria of Landscape Type for Urban Landscape Planning)

  • 본 연구의 목적은 도시경관계획의 효율적 실행수단 확보 차원에서 도시경관 유형화를 위한 기초자료를 구축하는데 있다. 이를 위해 국내 주요 학술지 논문과 경관계획 보고서 중 경관유형과 분류기준을 구체적으로 제시한 기존 연구를 분석하고, 이를 토대로 현행 도시계획의 근간이 되는 용도지역지구제에서 활용 가능한 도시경관 유형화 분류기준을 제시하였다. 연구결과는 다음과 같다. 첫째, 분석과 평가 관점의 경관유형화 방식은 생태학적 접근과 형식미학적 접근에 기반하여 경관요소들의 특성을 분석하며 이를 토대로 경관을 유형화하는 것이 큰 특징이라고 할 수 있다. 둘째, 우리나라 경관계획에서 보여지는 경관유형은 분석을 위한 경관유형과 계획을 위한 경관유형의 혼용에 의해 논리적인 경관유형 분류체계가 확립되지 않았으며, 이로 인해 경관관리대상에 대한 명확한 규정이 없다는 것이다. 이는 결국 경관관리를 위한 경관제어요소와 관리방안에 대한 구체적인 지침 부족으로 연결되고 있다. 본 연구에서는 경관계획 과정상의 효용성을 고려하여 활용 가능한 경관유형 분류기준을 크게 경관구성의 1차적 기준과 2차적 기준으로 제시하였다. 1차적 기준은 지형과 용도지역지구, 경관자원의 성격, 경관요소가 있고 2차적 기준은 경관계획 대상지 외부에서 경관을 구성하는 조망점, 조망점과 경관대상과의 거리, 도시공간의 형태적 특성 등으로 구분할 수 있다. 이를 이용한 도시경관 유형화는 도시 전반에 대한 경관관리가 가능하게 할 것이며, 향후 도시경관유형을 토대로 한 용도지역지구의 운용에 있어 기초자료로 활용될 수 있으리라 판단된다.

운암지 수변공원 설계 (Design of Unam-Ji Waterfront Park)

  • This paper presents a design of urban waterfront park using agricultural reservoir in urban fringe area to meet increasing leisure demand for urban resident and to improve resident's quality of life through preventing the reservoir from urban use after reclamation. The site, Unam-Ji, is located on northern part of Taegu metropolitan area, having 17,791 square meters. We had designed this park from 1997 to 1998. After analyzed such factor as accessibility, current land uses, topography, hydrology, vegetation and landscape, climate, and soil, we constructed basic design scheme and principes such as conservation of natural resources, meeting user's recreation demands, providing opportunities for experiencing natural process, integrating naturalness and amenity of the site, and comfortable place with natural dynamism. Based on these principles, we have designed Unam-Ji waterfront park having intrinsic characteristics of the site, maintaining water quality and ecological restoration and improving water-based recreation opportunities. After evaluation of such criteria of design alternative as land use and circulation, spatial organization, convenience for use of and maintenance, conservation of natural environment, and degree of achieving planning and design goals, and maintaining landscape, we have visualized and formalized waterfront park in design process, which is consisted of four squares-- green square for multiple uses, water-based recreation square, pedestrian roads and decks near waterfront, performance square and fords near waterfront. In conclusion, this waterfront park design contributes to improve quality of urban development through preserving agricultural as an important component of urban water system and provide important planning and design implications in urban open space planning.

통합적 농촌경관 평가모델 개발 및 적용 - 전북 고창선동권역을 대상으로 - (Developing Rural Landscape Evaluation Model and Its Application to Gochang-Seondong Region, Korea)

  • This study has intended to build a rural landscape evaluation model based on an integrated landscape assessment paradigm of rural region using an additive integration index method and applied the model to the Seondong Region of Gochang-gun, Jeollabuk-do, Korea. To reach this goal, this study developed a model to calculate Integrated Landscape Assessment Index. The model has employed the Objective Landscape Index, the Subjective Landscape Index, and the weighted values, and was applied to the Seondong region. This study has found the following results: 1) forests and water spaces were assessed with relatively better visual preferences and better landscape ecosystem; 2) the historic cultural area and scenic agriculture as well as general farm land were assessed with moderate ratings; and, 3) the villages included in development plan, their adjacent arable farming land, and the village watercourses were forming relatively poorer landscape.

건물과 수목의 그림자에 의한 도시의 열 분포 산정 및 저감효과 연구 (Estimating the urban radiation heat flux distribution and the reduction effect of building and tree shade)

  • Mapping radiation heat flux of urban area is essential for urban design and landscape planning. Because controlling urban geometry and generating green space are important urban design strategies for reducing urban heat, urban planner and designer need to recognize the micro urban heat distribution for adequate urban planning. This study suggests a new methodology for mapping urban radiation heat flux in a micro scale considering buildings and trees' shade. For doing that, firstly, we calculate net radiation for each urban surfaces (building, road (not shaded, building shaded, tree shaded), ground (not shaded, building shaded, tree shaded), tree (not shaded, building shaded)). Then, by multiplying the area ratio of surfaces to the net radiation, we can obtain the radiation heat flux in micro-scale. The estimated net radiation results were found to be robust with a $R^2$ of 90%, which indicates a strong explanatory power of the model. The radiation heat flux map for 12h $17^{th}$ August explains that areas under the building and tree have lower net radiation heat flux, indicating that shading is a good strategy for reducing incident radiation. This method can be used for developing thermal friendly urban plan.

비시가화지역의 경관친화적 계획 유도를 위한 지구단위계획 관련 제도 개선방안 연구 (A Study on Improvement Measures Related to District Unit Planning to Induce Landscape-Friendly Planning in Non-Urban Areas)

  • In this study, in order to induce landscape-friendly various development plans established at the district level, the contents of landscape plans appearing in domestic laws and systems and related previous studies are reviewed and comparative analysis is performed to advance the district-level landscape plan. The main focus was to explore the institutional methodology for this. The summary of the research results is as follows. First of all, as a result of analysis of the landscape plan content prescribed in the National Territory Planning Act and the enforcement decree of the same Act, the landscape plan content for natural elements and the landscape plan content for artifacts appeared mixed. Next, looking at the analysis results of the landscape plan contents in the Landscape Act, the Enforcement Decree of the same Act, and the landscape plan establishment guidelines, it is analyzed that the content mainly intended to improve the artificial landscape in terms of aesthetics, such as color, lighting, and buildings. Became. As a result of analysis of the landscape plan contents in the district unit plan establishment guidelines, it was found that the contents of the landscape plan for the skyline, night view, color, advertisements, and viewpoints were presented. As a result of the analysis of the landscape plan contents in the preceding study, the plan contents for ecological, recreational, and micro-visual aspects were revealed, and all three aspects aim to establish a landscape plan within the range of minimizing damage to nature. there was. Appeared to be. The results of this study are considered to be able to induce more landscape and nature-friendly district unit plans being conducted at the district level.

관학협력을 통한 역사도시경관의 보존, 관리 및 활용 사례연구 - 미국 플로리다 세인트오거스틴 역사지구 - (Preservation, Management and Use of Historic Urban Landscape through Government-Academy Cooperation - A Case Study on Historic District of St. Augustine, Florida, USA -)

  • A historic urban landscape has to be preserved wholly, not only as a cultural heritage site, but also as an environment and a neighborhood. However, cultural heritage sites have their own unique social-commercial environments, and these are not easy to integrate during the preservation process even though they are located in the same area. To examine ways of overcoming the difficulty in integrating the preservation of heritages, this study analyzes the historic urban landscape preservation of St. Augustine, Florida in the United States. The preservation of St. Augustine's historic urban landscape can be identified by its unique system of government-academy cooperation. For integrated preservation of the historic landscape of St. Augustine, Florida's state government owns the properties, which are not designated but have a heritage value, and are located next to the nationally designated heritage sites. The properties receive trust administration by the University of Florida. This cooperation between the government and the university can benefit both stakeholders. To the government, the relationship gives the benefit for professional, long-term management for the properties and their environments. To the university, the cooperation provides a place for practical education, funding, and opportunities for research and management. The government-academy cooperation model argued for this study can be applied to many Korean historic cities' urban landscape preservation planning.

경관계획에 대한 인식과 경관행정의 전개에 관한 연구 -광주.전남지역 경관관련 전문가 및 공무원을 대상으로 - (A Study on the Understanding of Urban landscape Planning and Administration - Survey of Specialists & Public Officers in Gwang-ju City and Chonnam Province, Korea -)

  • To make more beautiful and exciting scenery of a city, the design of private buildings has to be controlled in a way to improve the public amenity by the proper design of buildings ensuring views to natural assets in the city. And it is important to provide an urban landscape solution, while solving the afflictions of architects between their dream in individual architecture and the significances of Urban landcape as a whole. This research is based on the survey of the experts and public officers in the field of Urban landcape planning and administration in Gwang-ju City and Chonnam Province in Korea. The search reveals the following fact. Comparing the fact that some of foreign countries have proper systems of planning, regulations, guidelines, and design awards for the improvement of Urban landcape long time ago, the systems of Urban landcape planning and related administration in Korea is still in a primitive stage, due to the lack of the consideration of local characteristics and resources, variety of solutions, and setting of goals and objectives. Consequently, public enlightening of the importance of Urban landcape and the development of relevant contents in Urban landcape planning and administration are mostly required, to build up the system that can allow people to live in beautiful and good scenery of a city.
