Governance of Regional Innovation Policies of the Ruhr Area in Germany (독일 루르지역의 지역혁신정책 거버넌스 연구: 혁신주체간 협력관계를 중심으로)

  • The Ruhr region used to be a large industrial area, working as an engine of economic growth of the Germany. However, the region has been suffering from economic and social problems originating from de-industrialization. Since the 1970s, various levels of governments have attempted to solve the problems with policies of regional innovation, e.g., establishing technology parks, competence centers, and business incubators to promote start-ups, technology transfers, and networks between governments, businesses, universities, public research institutes, and the public. In this context, this paper attempts to analyse governance of regional innovation policies of the Ruhr area, based on an analytical framework developed by a groups of researchers, i.e.. Bae et al (2006), The paper concludes that the roles of governments are important in creating and implementing regional innovation policies of the Ruhr area, the policies heavily rely on the R&D capacity of local universities and public research institutes; and various levels of governments have different roles to play.

The Effects of Collaborative R&D Activity on Product and Process Innovation: A Negative Binomial Modeling Approach (기업의 공동연구개발활동이 제품혁신 및 공정혁신에 미치는 영향 - 음이항회귀모형을 활용하여 -)

  • Technology innovation is a competitive weapon of sustainable economic growth at the urban and regional level and the growth of firms. In this study, we empirically investigate the effects of collaborative R&D activity on product innovative outputs and process innovative outputs in manufacturing firms in Korea. We analyze the links between collaborative R&D activity and two types of innovative outputs using an alternative negative binomial regression model. The major finding is that collaborative R&D activity has significant positive effects on both product and process innovation. The results also identify a positive link between all types of innovative outputs and other R&D activities including internal R&D activity, patent activity, external technology and capital goods acquisitions. To induce corporate growth that enhances the productivity of individual firms and produces prolonged economic growth, policy makers should place greater emphasis on creating effective arrangements to promote establishing collaborative R&D strategies for manufacturing firms.

  • The purpose of this study is to identify the spatial system and characteristics of the urban center by deriving the boundaries of the urban center set in the urban basic plan for Busan Metropolitan City and diagnosing the role and status of the center. To this end, four indicators representing the characteristics of the center were selected through a review of previous studies, and the boundaries of the center were derived using spatial statistical techniques with strengths in geographical boundary analysis. Then, using the indicators of center characteristics and population potential functions, we diagnosed the influence and potential of each center in the spatial structure of Busan Metropolitan City. The analysis showed that the scale of the centers varies greatly, and the unutilized areas where commercial areas are not activated and the expansion areas that spread beyond commercial areas to residential and industrial areas are different for each urban center. The results of the potential measurement, which indicates the attractiveness of the center, also showed areas with strong and weak population potential. Therefore, systematic management and strategies based on the hierarchical characteristics and influence measurement results are needed to strengthen the function of urban centers. The results analyzed in this study can be used as a resource for responding to various urban planning needs and policy changes in the future, along with station area development plans and spatial innovation zones for building a sustainable urban growth system, balanced development, and strengthening the function of centers.

Fashion Leadership as Related to Attitudes Toward Change and Socioeconomic Level among Adolescence Woman -Comparision of the Dae Gu Urban and Rural Fashion Leaders- (대구여성과 농촌여성의 패션리더쉽에 대한 비교 연구)

  • The purpose of this study was to identify the characteristics of fashion leaders in relation to attitude toward change and socioeconomic level among Dae Gu woman as well as among rural women living on the suburbs of Dae Gu: and to compare the characteristics of these urban women in a mass society with the rural women living in a traditional society. Measures selected for this study consisted of the Schrank Fashion Opinion Leadership Inventory(1973), the Schrank ana Sugawara Attitudes Toward Change Inventory(1977), and socioeconomic level. The fashion Innovation Inventory was developed by author which consisted of a list of clothing and accessory items selected after surveys to local stores, campus, and main streets, and study of fashion magazines for the current seasons. The data from 280 respondents were analyzed by Pearson corrleation coefficients, analysis of variance, and t-test. The results were as followers : 1) A significant relationship was found between fashion leadership and socioeconomic level for both urban and rural women. High attitude toward change was significantly related to high fashion innovativeness and high fashion opinion leadership among the urban groups. re significant relationship was found between fashion opinion leadership and attitude toward change among the rural sample. 2) A significant difference was found in attitude toward change scores of four urban sub-sample groups : fashion innovators, fashion opinion leaders, fashion innovative communicators(who exhibit high scores on both fashion innovativeness and fashion opinion leader-ship), and non-fashion innovative communicators. No significant difference was found in attitude toward change scores of four rural sub-sample groups. No significant differences were found in socioeconomic level of four sub-sample groups for both urban and rural women.

Hydromorphological Structure Assessment of Urban Streams after Close-to-Nature Stream Restoration Using LAWA (LAWA 기법을 사용한 도시 자연형하천의 물리적 구조평가)

  • The hydromorphological structure assessment of the urban streams of Anyang stream, Yangjae stream, Osan stream, Jangsu stream, and Hakui stream 5 years the after close to nature stream restoration work was performed using LAWA (Laenderarbeitsgemeinschaft Wasser) for the investigation of the ecology of streams in urban areas. Based on the results, the effectiveness of stream restoration in urban areas was least in spite that existing various types of stream improvements were applied. Significantly, the grade of the longitudinal, the waterfront, and the use of land nearby waterfront was poorly evaluated. It would be estimated that this trend was due to the discontinuity of the longitudinal, the lack of diversity in waterfront, the installation of facilities nearby waterfront, and was due to the use of hard materials as like stones, blocks, frames, and mats in waterfront. The further studies on the implementation of structural diversity in waterfront should be performed for the improvement of the ecology of urban streams.

Analysis of Application Cases of Living Lab for Urban Water Resources: Focusing on Sam-bang Water Living Lab (도시 수자원 리빙랩 적용사례 분석: 김해시 삼방워터 리빙랩을 중심으로)

  • With the recent spread of the concept of Smart Cities which is to solve urban problems with ICT technology, Living Lab, which identifies the demands of citizens who dwell in the city and verifies the acceptability of the services being introduced, has become an important topic. Living Lab is an open innovation platform introduced in consideration of the user's perspective in real life and is a new approach in that service developers use collective intelligence in the process of Co-creation with users. Living Lab is operated on topics which is close to citizens' daily lives such as energy, housing, transportation, and education. In particular, as energy and environmental-focused Living Lab emerges in accordance with the 'Korean New Deal Policy', interest and importance in the field are increasing. The paper derives the characteristics of water resource Living Lab through case analysis of several Living Lab practices. Water resource Living Lab in Daejeon and Chuncheon, which are located in Korea, and water resource Living Lab in Romania and Indonesia are covered in this paper as the reference. The paper finally analyzes the case of Sambang Water Living Lab in Gimhae, which is the city located in southern part of Korea. As a result of case analysis, the urban water resource Living Lab focuses on the raw water of urban water resource and should respond sensitively to the safety of citizens. And for the success of this urban water resource Living Lab, it is essential to ensure that citizens participating in the Living Lab clearly understand the concept of water resources, and citizens' opinions to be implemented as services.

A Study on the Effect Analysis for the Regeneration Project for the Zones Vulnerable to Natural Disaster using Structural Equation Model (구조방정식 모형을 이용한 자연재해위험지구 정비사업 효과 분석)

  • In the modern society with high science and technological level, many people have been tried to mitigate natural disaster. The disaster was so huge that we made special service organization which deal with 'The Natural Disaster Endangered Districts'. But the analysis of the organization's works was inadequate. In order to analyze their regeneration project, this study selected analysis area and did a spot survey. We did validity, reliability tests and statistical data analysis of this survey. We also did reliability analysis of this policy using Structural Equation Model. According to the result, there is a reasonable suitability in 'The Natural Disaster Repair work Policy'. And it also improved spiritual, substantial environment of the surrounding people. The people formed positive awareness about Government Repairing Policy. This 'Natural Disaster Repair work Policy' is essential to improve and develop local community. Therefore it will affect democratic development of society.

Development and Management of Performance Indicators of Local Government for Citizen's Communication (지방정부의 소통성과지표 개발 및 관리방안에 관한 연구)

  • Local governments in South Korea are making efforts to promote highly effective policies through activating communication with citizens as a major innovation strategy. The performance evaluation system includes new performance indicators related to communication with citizens. This is a change to build a consumer-centered performance management system. The purpose of this study is to present guidelines when developing and applying the communication indicators promoted by local governments with interest. For this purpose, the development scope and management methods of the communication performance indicators are presented. For communication performance management, this study emphasized building a strategy planning based performance management system, presenting information that can be understood by citizens, complying with the development procedures of performance indicators, and improving qualitative indicators. In addition, for effective performance management, this study presented the decision-makers' strong willingness, gradual expansion of communication evaluation, establishment in organizational performance culture, and so on.

A Detection of Airborne Particles Carrying Viable Bacteria in an Urban Atmosphere of Japan

  • Viable bacteria on water-insoluble airborne particles were detected in the urban atmosphere of Kumamoto ($134^{\circ}45'E$, $32^{\circ}28'N$), Japan, in autumn 2008. Airborne particles were collected onto film-covered Cu meshes under clear weather conditions. The samples were stained by fluorescent stains, and then viewed and photographed with an epifluorescent microscope. Non-biological and bacterial parts in particles larger than 0.8 ${\mu}m$ were distinguished by their morphologies, fluorescent colors and fluorescent intensities. Bacterial viable statuses were discriminated according to cell membrane damage. In total, 2681 particles were investigated and it was found that 78 airborne particles were associated with bacteria. Viable bacteria were identified on 48 particles. A few particles carried multiple viable bacteria. These results provide the evidence that airborne particles act as carriers of viable bacteria in the atmosphere.

  • Purpose: The importance of creativity has been emphasized in the transition from industrial society to knowledge-based society. Recently, design thinking has attracted great attention as one of the ways to increase the creativity of the organization. From the perspective of solving urban problems through collaboration between technology and citizens, the active participation of citizens is indispensable for realizing smart cities. Research design, data and methodology: From the perspective of solving urban problems through collaboration between technology and citizens, the active participation of citizens is indispensable for realizing smart cities. Results: Therefore, the purpose of this research was to design a citizen-participation type system and contents using a specific space to realize a smart city. This system utilizes the concept of space as a tool to promote innovation activities with the participation of citizens and makes it easy for users of space to participate based on urban problems derived from living labs and the internal structure and user flow line have been designed. Conclusions: It was been also used voice recognition, artificial intelligence, the Internet of Things, and big data as important technologies for experiencing smart cities. The system and content were designed with an emphasis on allowing citizens to directly recognize and experience smart city technology, especially through space-based information visualization and multi-faceted stimulus elements.
