도시재생 사례분석을 통한 커뮤니티 활성화 정책에 관한 연구 -영국·독일·한국의 도시재생 사례를 중심으로- (A Study on Community Revitalization Policy through Analysis of Urban Regeneration Cases -Focussing on the Cases of the Urban Regeneration in the UK, Germany and Korea-)

  • Purpose : This research aims to present policy plans for community vitality in the field of the urban regeneration project by analyzing aspects for vitality via domestic and abroad city policies and cases. Methods: The research method works as follows: The first step is 1) to introduce the concept of evaluation matrix to analyze cases of urban generation, 2) to apply to the proposed evaluation matrix, and then 3) to analyze communities' decline diagnosis, counterstrategies, and promotion process. And the second step is to draw features and evaluation of cases and to present the policy plan for communities' vitality with the urban regeneration project in South Korea via a comprehensive analysis. Result : This research confirmed the fact that when different sectors is expanded toward a mutual cooperation, communities are vitalized, having a mutual effect on other related sectors by taking a part in the community positively. Especially in the base of each characteristic and estimation, when various activities and socio-economic programs with residents are promoted in the integrated system, communities are successful. Through this results we present four policy plans for community vitality of the urban regeneration project in South Korea.

초고층건축물의 유형화와 부지 내 배치계획요소 계획현황에 관한 연구 (A Study on the Typological Classification of Super-tall Building and Present State of Masterplan Planning Factor in the Site)

  • Recently, the construction and plan of super-tall building is attention link of new town development or urban core regeneration. Super-tall Buildings have many advantages and a lot of affects in urban contexts. Also, construction of super-tall building is will be able to social problem like urban core's decline, loss of openspace, incompatible urban scape, traffic congestion of urban core. But, compares to super-tall buildings affects in urban contexts, there was not extra ordinary study about super-tall building by the urban scale approaches. Therefore, need about study materplan planning of the site which is made to meet super-tall building and urban contexts. There are two main processes in this study. First, to analyze the factors affect to masterplan planning of the super-tall building's site. Through the analyzed factors, classify type of super-tall buildings and identify the type's state. Second, to classify and set the elements of masterplan planning factor in the site. Identify the masterplan planning factor's state by deployment materplan planning factor set the current applied to the constructed super-tall buildings. Through this process, identified the recent trend and providied the basic elements of materplan planning of super-tall building's site.

  • Decline in population and aging have led to the crisis of urban extinction, and the importance of urban regeneration has grown in the country. In addition to the meaning of redevelopment and reconstruction, the government will seek to secure sustainable living conditions, restore the economy, and restore social and cultural functions by utilizing the new technologies based on the efforts to restore the maximum cost to urban buildings and IT technologies.

  • 항만 배후지역은 역사적으로 계획된 공간이기 보다는 항만공간 개발에 의해 밀려나듯이 만들어진 공간이라고 할 수 있다. 이러한 이유로 인해 항만배후지역의 거주환경은 과거부터 현재까지 매우 열악한 실정이며, 최근 항만공간의 기능 변화에 따라 재개발 되는 사례가 늘고 있는 실정이다. 하지만 국내 항만공간 개발은 항만공간에만 국한되어 있으며 여전히 항만 배후지역의 거주환경 개선에 대한 대비는 미비한 실정이다. 이에 본 연구를 통해 항만배후지역의 거주환경 개선을 위한 도시재생 시나리오 도출을 위하여 항만 배후지역의 쇠퇴정도를 진단, 분석하였다. 이후 쇠퇴화가 진행되고 있는 항만 배후지역의 거주성 향상을 위한 도시재생 요소를 도출하고, 각 요소가 적용된 시나리오를 구축하였다.

도시 쇠퇴지역 공간 특성을 반영한 적합 도시재생 사업유형 적용방안 연구 (A Study on the Application of Suitable Urban Regeneration Project Types Reflecting the Spatial Characteristics of Urban Declining Areas)

  • 본 연구는 「도시재생 활성화 및 지원에 관한 특별법」에 따라 2017년부터 시작된 도시재생 뉴딜사업(이하 '뉴딜사업')의 종류가 다양해짐에 따라 데이터 기반의 정확한 쇠퇴진단과 사업유형 예측이 중요하다고 판단되어, 전국 읍면동을 대상으로 가장 적합한 뉴딜사업 유형을 판별할 수 있는 적용 모형 개발을 위한 연구를 수행하였다. 적용 모형 개발을 위한 데이터는 통계지리정보서비스(SGIS)와 도시재생정보체계의 '도시재생 종합정보 개방체계'를 통해 수집하고 데이터 전처리를 거쳐 분석 모델을 위한 데이터를 구축하였다. 적용 모형은 다항 회귀분석과 다항 로지스틱 회귀분석을 통해 4가지 모형을 도출하였다. 4가지 모형의 적용 가능성과 유효성 검증을 위해 서울특별시를 대상으로 각 모형별로 기존에 선정된 뉴딜사업지에 공간분포도를 비교 분석한 결과 DI-54 모형이 가장 높은 일치율을 확인할 수 있었다. 또한 DI-54 모형을 전국 954개 도시 쇠퇴지역에 적용해본 결과에서도 적합 도시재생 사업유형 판별에 활용 가능성을 확인할 수 있었다.

도시지역의 통합운영학교 유형과 건축계획 연구 (A Study on the Categories and Architectural Design of the Unified Operation School in Urban Area)

  • In recent years, schools in the urban areas are also showing their interest in the integrated school and considering adapting the actual operation method. That is why decline of the school-age population is not limited to rural areas any more, and decreasing number of students in urban schools is raised as a social issue to reconsider the continuation of schools. To solve the problems of the small-scale schools in the urban area, the integrated school is being considered as an alternative. Furthermore, the newly built schools in the urban development areas are also planned as the integrated school. Accordingly, the purpose of this study is to examine the cases of integrated schools in urban area of developed countries and to analyze their architectural planning considerations in practice.

농지보존에 대한 수도권 주민 의식 조사 연구 (A Study on Preservation and Development of Agricultural Land)

  • The condition and management of land resources has become an increasing matter of concern in recent years, because of the pressure placed upon land for agricultural use by expanding populations and economic development. Pressures upon land quality can lead to various forms of land degradation, such as in soil erosion, soil fertility decline, adverse changes in water resources, salinization of irrigated areas, or decline in the biological condition of forests or rangelands. In 1992, World Bank estimates that the cost of degraded areas has been estimated as 10-50 times higher than that of measures to prevent degradation. Based upon a survey interviewed with people living in rural areas, the present study argue that it is important to establish policies for preventing changes in agricultural land use, to provide early warning of adverse trends and identification of problem areas. The present study also stresses that stewardship of agricultural land resources plays a leading role in achieving sustainable rural development not to mention agricultural and forestry production.

대도시 도심부의 토지이용 변화 분석: 대구광역시를 사례로 (An Analysis of Land Use Changes in Urban Center of Metropolis: The Case of Daegu City)

  • 도심은 도시의 성장과 발달 과정에서 가장 역동적인 변화가 일어나는 장소이다. 이 연구는 대구시 중구를 사례로 2000년과 2011년 개별공시지가 자료를 활용하여 토지이용 측면에서 대도시 도심부의 최근 변화를 분석하였다. 분석결과, 도심공동화 현상에도 불구하고 도심부의 주거기능은 여전히 상당한 수준이다. 주거용 토지이용이 크게 감소하지만 상업용 토지이용 역시 감소하고 있어 도심공동화에 따른 도심의 상업기능 약화를 볼 수 있다. 그러나 업무용 토지는 다소 증가하는 추세로 도심지향적인 업무기능의 구심적 입지가 지금까지는 그대로 유지되는 것으로 보인다. 토지이용 변화는 도심 중핵부보다 주변부에서 더 크게 진행되고 있어 중핵부가 주변부에 비해 토지이용이 안정적이라고 할 수 있지만, 용도에 따라서는 그 상황이 다르다. 주변부 도심에서는 주거용 토지의 감소가 뚜렷한 반면, 중핵부에서는 상업용 토지이용의 감소가 두드러진다. 주거용이나 주상복합용, 상업용 토지가 나지 및 기타 용도로 전환되면서 나지와 기타 용도의 토지이용이 증가하고 있어 적극적인 토지이용이 이루어지지 않는 도심쇠퇴의 한 단면을 보여준다. 업무용과 상업용이 주거용이나 주상복합용 토지이용에 비해 집중된 형태를 보이지만, 이들 용도의 토지이용에서도 2000~2011년 사이 평균중심점과 표준편차거리에 큰 변화는 없다. 이는 도심부의 토지이용 변화가 특정 지역에 한정되지 않고 도심부 전체적으로 진행되고 있음을 말해준다.

도시철도 추가 건설에 따른 서울시 역내 지역별 접근성 변화 (Changes in Accessibility of Seoul Metropolitan Area by the Construction of Additional Urban Railway)

  • The goal of this study is to quantitatively evaluate the effects of the additional construction of urban railroads. To this end, 1) establish accessibility as a measure of quantitative evaluation of construction effects; 2) select the 'Integration' of Space Syntax as a quantifiable indicator of accessibility; 3) represent the Seoul railroads as a network; 4) calculate the 'Integration' form the network before and after the additional construction of the urban railroads. By calculating the change of the 'Integration' of the individual nodes and the change of the sum of the 'Integration' of given zones, the change in accessibility of a particular node and the change in accessibility of a particular region were calculated. After analyzing the change in accessibility in nodes and areas as well, it was confirmed that the additional construction of urban railroads was improving accessibility as a whole of Seoul. It was also identified that there was a degree of difference in the extent of the accessibility change for the different areas. It is particularly noteworthy that changes occur in the accessibility ranking. While certain regions were improving relative rankings, others fell in rank. With this finding, it could be argued that active consideration of the areas in which the relative decline occurs is needed when the planned urban railroad is being built.

도시와 농촌의 재유형화와 주거이동 결정요인 분석 (An Empirical Analysis on the Determinants of Residential Mobility and Reclassifying Urban and Rural Areas)

  • The purpose of this study is to analyze the factors affecting residential mobility between urban and rural. After classifying urban and rural region based on discriminatory attributes of the regions, we applied a multinomial logistic model, using the sample data of 2020 Korea Population and Housing Census. The major findings are as follows. The young highly educated in cities avoided rural. The young less educated in rural engaged in 2, 3th industries as well as agricultural industry, but remained in low-paying and unstable jobs. In addition, various classes moved to rural and rising house prices in cities pushed people to rural. Therefore, it is necessary to develop diversified regional industry models and provide opportunities for high quality and stable jobs in rural by linking industrial demand, education and jobs. Also, preserving the rural environment, settlement conditions and residential environment are needed for satisfying various needs of urban residents who migrate to rural areas. While regional policies so far have focused on maintaining the population size and promoting a population influx, rural development and population policies should be established in a way that responds to diverse population classes in an era of population decline.
