A Study on Implementing a Cooperative Urban Planning: A Case of Wisconsin in U.S.A. (협력적 계획의 실행에 관한 연구: 미국 위스콘신을 사례로)

  • As social needs are increasing to minimize the occurrence of external effect due to urban development and to diffuse the benefits of development to surrounding areas, diverse cooperative planning methods are increasingly being discussed. In the long term, laws and systems need to be refined to support cooperative planning, but prior to such development, elements, procedures, and methodologies wherein cooperative planning in U.S.A cases could be implemented were examined to derive the alternative to and implications of cooperative planning that can apply not only to single administrative districts but also to complex boundary new towns being developed by various local governments. This paper surveyed and analyzed the cases of Wisconsin State of the U.S.A, thereby deriving the following implications. First, joint planning areas should be established within the boundary area of various local governments to establish cooperative planning areas in special areas such as complex boundary new towns, and to this end, urban planning means should be prepared. Together with such efforts, to boost the flexibility of cooperative planning, life sphere unit-based planning unit should be established, and a well-organized operation system to activate communities should be prepared. Also, revenues, generated through regional growth, should be distributed to individual local governments through joint tax according to the agreed-upon ratios, and as such, measures to share services and operate joint tax in small-size regions should be secured. Together with such efforts, to establish cooperative governance, measures to manage conflicts through the participation by stakeholders and arbitrators should be prepared from the planning stage, and measures for implementing cooperative planning at the level of basic urban planning should be prepared.

Selection of the Priority Order for Additional Green Spaces for Urban Park and Green Network (공원녹지 네트워크 구축을 위한 추가녹지 조성 우선순위 선정)

  • The purpose of this paper was to classify areas demanding to be transformed to green spaces and evaluate their grades for urban park and green networks. The results of this study are summarized below; 1. The results of the classified green spaces in the research areas fall into three types including children parks, neighborhood parks, and public green spaces. The three types of green spaces were analysed with recreational indexes. The zones disturbing the green-networks were sorted out. These zones should be changed into a supplementary green spaces for improving the recreational functions in the city. 2. For urban park and green networks, distances between the parks and size of the parks were adopted as indices. Based on the index of distances between the parks, disturbing zones were evaluated with 3 grades. The first grade includes primary industrial complexes and housing complexes. The second grade was observed mostly in industrial complex areas. The third grade includes housing complexes. Based on the indexes of size of parks, disturbing zones were evaluated with 2 grades. In the case of grade I, it appeared in housing complex. In the case of grade II, it appeared in industrial complex. 3. Then, we prioritized the disturbing zones with severity in order to make supplementary green spaces. Through the process, the zones of the grade I for two each recreational index were evaluated to two grades. The analysis results of evaluated zones were that grade II appeared over industrial and housing complexes widely. Grade I appeared over housing complexes. 4. It is necessary that the grade of disturbing zones should be considered as an order to make green spaces to supplement a green-network. For this, we formed a basic frame of a green-networks in Dalsu-Gu and placed the disturbing zones on the basic frame of a green-network. Consequently, The results were that the green-networks in Dalsu-Gu was composed on four green-network axes and its shape mirrored a cruciform (+) of northwest$\leftrightarrow$southeast direction and southwest$\leftrightarrow$northeast direction.

AUTOMATIC ADJUSTMENT OF DISCREPANCIES BETWEEN LIDAR DATA STRIPS - USING THE CONTOUR TREE AND ITERATIVE CLOSEST POINT ALGORITHM

  • To adjust the discrepancy between Light Detection and Ranging (LIDAR) strips, previous researches generally have been conducted using conjugate features, which are called feature-based approaches. However, irrespective of the type of features used, the adjustment process relies upon the existence of suitable conjugate features within the overlapping area and the ability of employed methods to detect and extract the features. These limitations make the process complex and sometimes limit the applicability of developed methodologies because of a lack of suitable features in overlapping areas. To address these drawbacks, this paper presents a methodology using area-based algorithms. This approach is based on the scheme that discrepancies make complex the local height variations of LIDAR data whithin overlapping area. This scheme can be helpful to determine an appropriate transformation for adjustment in the way that minimizes the geographical complexity. During the process, the contour tree (CT) was used to represent the geological characteristics of LIDAR points in overlapping area and the Iterative Closest Points (ICP) algorithm was applied to automatically determine parameters of transformation. After transformation, discrepancies were measured again and the results were evaluated statistically. This research provides a robust methodology without restrictions involved in methods that employ conjugate features. Our method also makes the overall adjustment process generally applicable and automated.

  • The vehicle of urban transit is a complex system that consists of various electric, electronic, and mechanical equipments, and the maintenance cost of this complex and large-scale system generally occupies sixty percent of the LCC (Life Cycle Cost). For reasonable establishing of maintenance strategies, safety security and cost limitation must be considered at the same time. The concept of system reliability has been introduced and optimized as the key of reasonable maintenance strategies. For optimization, three preceding studies were accomplished; standardizing a maintenance classification, constructing RBD (Reliability Block Diagram) of VVVF (Variable Voltage Variable Frequency) urban transit, and developing a web based reliability evaluation system. Historical maintenance data in terms of reliability index can be derived from the web based reliability evaluation system. In this paper, we propose applying inverse problem analysis method and hybrid neuro-genetic algorithm to system reliability optimization for using historical maintenance data in database of web based system. Feed-forward multi-layer neural networks trained by back propagation are used to find out the relationship between several component reliability (input) and system reliability (output) of structural system. The inverse problem can be formulated by using neural network. One of the neural network training algorithms, the back propagation algorithm, can attain stable and quick convergence during training process. Genetic algorithm is used to find the minimum square error.

Effectiveness of Continuous Deflective Separation System to Control Nonpoint Source Pollution from Urban Areas (도시지역 비점오염원 관리를 위한 와류필터형 처리시설의 효율성 연구)

  • The control of nonpoint source pollution from the urban paved areas with high imperviousness in is required to improve the water quality of aquatic resources. This research investigated the characteristics of urban runoffs and evaluate the effectiveness of the continuous deflective separation systems for stormwater best management practice. The systems were installed in the vicinity of a high-level road, an apartment complex, and the Cheonggye stream. Stormwater runoff was sampled in these sites. Biochemical oxygen demand ($BOD_5$), total suspended solid (TSS), total nitrogen (T-N), and total phosphorus (T-P) were analyzed. The removal efficiency of $BOD_5$, TSS, and T-P for the road was 10.9-81.0%, 11.7-93.4%, 0-37.5%, respectively. That of $BOD_5$, TSS, T-N, and T-P for the complex was 12.5-65.8%, 26.5-77.6%, 1.8-28.7%, and 20.0-37.5%, respectively. The abatement efficiency $BOD_5$, TSS, T-N, and T-P for the stream was 7.2-85.2%, 41.7-98.2%, 11.3-65.6%, and 2.0-71.5%, respectively. This study shows that the systems can be used to remove $BOD_5$ and TSS from urban runoffs efficiently.

A Study on Flood Risk Analysis for A Small Stream in Urban Residential Area (도시 주거지역 내 소하천의 홍수 안정성에 관한 연구)

  • In this study we analyzed flood runoff and flood characteristics of an small urban river basin which is in an apartment complex in Yewol-Dong, Buchun-Si, Gyunggi-Do. A little discharge normally flows in the river, however this small river has a relatively high potential of flood damage risk in the flood season due to the high flood level and velocity. Therefore we used the GIS data, cross section data in the river, HEC-RAS model, etc. for investigating safety of a river against flood runoff and also we investigated the stability of hydraulic structures and ability of flood prevention in the river. As the result of investigation, we found that the river had the risk of flood damage occurrence due to the hydraulic structures constructed for various purposes in the river. So we should analyze backwater effect by the structures and consider the risk factors can be occurred by the flood runoff and velocity for more safe design of a small river basin in the residential area such as an apartment complex in the urban area.

Schematic Regeneration Strategy of Old Downtown, Myeongdong, in Cheonan (천안 구도심 명동지역 도시재생 전략수립 연구)

  • After 1970-80's rapid economic and urban development, nowadays the old downtown suffers from the deterioration of physical environment, outflow of its function and cavitation of population. And this phenomenon makes urban regeneration as a new paradigm in urban development. This is the case of Myeongdong area (Jungang-dong, Monsung-dong), old downtown of Cheonan around rail station, in the same way. City government has tried many regeneration/ redevelopment projects on this area but all failed due to lack of feasibility. This study intends to suggest new viable strategic regeneration scheme of this area through research and analysis of TOD development, existing condition and problems. As a result, the area needs to be considered as a node that links bus terminal complex and central market place with walkable street. For regeneration of this area, a strategic development scheme of this area is suggested deploying private capital invested rail station, underground shopping mall, transfer center, culture complex and nature park with Myeongdong street mall.

A Numerical Simulation of Heat Flow Field for Heat Island Effect Analysis to Air Pollutants Dispersion in Apartment Complex (아파트 단지내의 열섬효과가 대기오염물질 확산에 미치는 영향 해석을 위한 열유동장 수치모의)

  • Enormous apartment complexes in urban areas, temporary inversion state and heat island effect occur due to the strong sunshine and weak wind speeds which hinders the dispersion of air pollutants that are emitted from neighboring areas of apartment complexes. In this study, analysis were conducted by using the Fluent code based on the CFD(Computation Fluid Dynamics), including building layout, material, building height from the ground surface, the heat, analysis of flow field in the apartment complex. It was estimated that the temporal radiation inversion phenomenon during the daytime, which was caused by the weak wind speed and higher temperatures in the upper level, contributed to the stagnation of the air pollutants in the lower layer of the apartment complex.

Land-use Mapping and Change Detection in Northern Cheongju Region (청주 북부지역의 토지이용 매핑과 변화탐지)

  • Land-use in northern Cheongju region is changing rapidly because of the increased interactions of human activities with the environment as population increases. Land-use change detection is considered essential for monitoring the growth of an urban complex. The analysis was undertaken mainly on the basis of the multi-temporal Landsat images (1991, 1992 and 2000) and DEM data in a post-classification analysis with GIS to map land-use distribution and to analyse factors influencing the land-use changes for Cheongju city. The area of each land-use category was also calculated for monitoring land-use changes. Land-use statistics revealed that substantial land-use changes have taken place and that the built-up areas have expanded by about $17.57km^2$ (11.47%) over the study period (1991 - 2000). This study illustrated an increasing trend of urban and barren lands areas with a decreasing trend of agricultural and forest areas. Land-use changes from one category to others have been clearly represented by the NDVI composite images, which were found suitable for delineating the development of urban areas and land use changes in northern Cheongju region. Rapid economic developments together with the increasing population were noted to be the major factors influencing rapid land use changes. Urban expansion has replaced urban and barren lands.

Fast Scene Understanding in Urban Environments for an Autonomous Vehicle equipped with 2D Laser Scanners (무인 자동차의 2차원 레이저 거리 센서를 이용한 도시 환경에서의 빠른 주변 환경 인식 방법)

  • A map of complex environment can be generated using a robot carrying sensors. However, representation of environments directly using the integration of sensor data tells only spatial existence. In order to execute high-level applications, robots need semantic knowledge of the environments. This research investigates the design of a system for recognizing objects in 3D point clouds of urban environments. The proposed system is decomposed into five steps: sequential LIDAR scan, point classification, ground detection and elimination, segmentation, and object classification. This method could classify the various objects in urban environment, such as cars, trees, buildings, posts, etc. The simple methods minimizing time-consuming process are developed to guarantee real-time performance and to perform data classification on-the-fly as data is being acquired. To evaluate performance of the proposed methods, computation time and recognition rate are analyzed. Experimental results demonstrate that the proposed algorithm has efficiency in fast understanding the semantic knowledge of a dynamic urban environment.
