VRS-GPS Measure of Typhoon Surge Flood Determinedin Busan Coastal Topography (부산 연안지형 VRS-GPS 계측을 통한 태풍해일 침수예측)

  • A coastal flood area was predicted using the empirical superposition of the typhoon surge level and typhoon wave height along the Busan coastal area. The historical typhoon damages were reviewed, and the coastal topography was measured using VRS-GPS. A FEMA formula was applied to estimate the coastal flood area in a typhoon case when the measured and predicted data of typhoon waves are not available. The results in the area of Haeundae beach and Gwangalli beach were verified using the flood area data from the case of Typhoon Maemi (2003). If a Hurricane Katrina class typhoon were to pass through the Maemi trajectory, the areathat would be flooded along theBusan coastal area was predicted and compared with the results of the Maemi case. Because of the lack of ocean environment data such as data for the sea level, waves, bathymetry, wind, pressure, etc., it is hard to improve the prediction accuracy for the coastal flood area in the typhoon case, which could be reflected in the policy to mitigate a typhoon's impact. This paper discusses the kinds of ocean environment information that is needed to predict a typhoon's impact with better accuracy.

Development of 2D inundation model based on adaptive cut cell mesh (K-Flood) (적응적 분할격자 기반 2차원 침수해석모형 K-Flood의 개발)

  • An adaptive cut-cell grid based 2D inundation analysis model, K-Flood, is developed in this study. Cut cell grid method divides a grid into a flow area and a non-flow area depending the characteristics of the flows. With adaptive mesh refinement technique cut cell method can represent complex flow area using relatively small number of cells. In recent years, the urban inundation modeling using high resolution and fine quality data is increasing to achieve more accurate flood analysis or flood forecasting. K-Flood has potential to simulate such complex urban inundation using efficient grid generation technique. A finite volume numerical scheme of second order accuracy for space and time was applied. For verification of K-Flood, 1) shockwave reflex simulation by circular cylinder, 2) urban flood experiment simulation, 3) Malpasset dam collapse simulation are performed and the results are compared with observed data and previous simulation results.

Mapping Urban Inundation Using Flood Depth Extraction from Flood Map Image (침수지도 영상의 침수심 추출기법을 활용한 내수 침수 위험지도 작성)

  • Increasing localized torrential rainfall caused by abnormal climate are making higher damage to human and property through urban inundation So The need of preventive measures is being highlighted. In this study, the methodology for calculating flood depth in domestic water map using an interpolation method in order to utilizing the results of flood analysis provided only in the form of a report is suggested. In the Incheon Metropolitan City S area as the test-bed, the flood depth was calculated using the interpolating the actual flood analysis by image and verification was performed. Verification results showed that the error rate was 5.2% for the maximum flooding depth, and that the water depth value was compared to 10 random points, which showed a difference of less than 0.030 m. Also, as the results of the flood analysis were presented in various ways, the flood depth was extracted from the image of the result of the flood analysis, which changed the presentation method, and then compared and analyzed. The results of this study could be available for the use of basic data from the research on the urban penetration of domestic consumption and for decision-making of policy.

  • Urban flood simulation plays a vital role in national flood early warning, prevention and mitigation. In recent studies on 2-dimensional flood modeling, the integrated run-off inundation model is gaining grounds due to its ability to perform in greater computational efficiency. The adaptive quadtree shallow water numerical technique used in this model implements the adaptive mesh refinement (AMR) in this simulation, a procedure in which the grid resolution is refined automatically following the flood flow. The method discounts the necessity to create a whole domain mesh over a complex catchment area, which is one of the most time-consuming steps in flood simulation. This research applies the dynamic grid refinement method in simulating the recent extreme flood events in Metro Manila, Philippines. The rainfall events utilized were during Typhoon Ketsana 2009, and Southwest monsoon surges in 2012 and 2013. In order to much more visualize the urban flooding that incorporates the flow within buildings and high-elevation areas, Digital Surface Model (DSM) resolution of 5m was used in representing the ground elevation. Results were calibrated through the flood point validation data and compared to the present flood hazard maps used for policy making by the national government agency. The accuracy and efficiency of the method provides a strong front in making it commendable to use for early warning and flood inundation analysis for future similar flood events.

The Study on the Development of Flood Prediction and Warning System at Ungaged Coastal Urban Area - On-Cheon Stream in Busan - (미계측 해안 도시 유역의 홍수예경보 시스템 구축 방법 검토 - 부산시 온천천 유역 대상 -)

  • In this study, the coastal urban flood prediction and warning system based on HEC-RAS and SWMM were investigated to evaluate a watershed of On-Cheon stream in Busan which has characteristics of costal area cased by flooding of coastal urban areas. The basis of this study is a selection of various geological data from the numerical map that is a watershed of On-Cheon stream and computation of hydrologic GIS data. Thiessen method was used for analyzing of rainfall on the On-Cheon stream and 6th regression equation, which is Huff's Type II was time-distribution of rainfall. To evaluate the deployment of flood prediction and warning system, risk depth was used on the 3 selected areas. To find the threshold runoff for hydraulic analysis of stream, HEC-RAS was used and flood depth and threshold runoff was considered with the effect of tidal water level. To estimate urban flash flood trigger rainfall, PCSWMM 2002 was introduced for hydrologic analysis. Consequently, not only were the criteria of coastal urban flood prediction and warning system decided on the watershed of On-Cheon stream, but also the deployment flow charts of flood prediction and warning system and operation system was evaluated. This study indicates the criteria of flood prediction and warning system on the coastal areas and modeling methods with application of ArcView GIS, HEC-RAS and SWMM on the basin. For the future, flood prediction and warning system should be considered and developed to various basin cases to reduce natural flood disasters in coastal urban area.

Analysis of Runoff Reduction Characteristics According to Alloted Detention System in Urban Area (도시유역의 분담저류 방식에 따른 유출저감특성 분석)

  • National Emergency Management Agency is planning a flood disaster mitigation system in urban area. This research is about analysis of runoff reduction efficiency of the alloted detention system which is one of flood disaster mitigation systems in urban area. The alloted detention system is composed of small to middle size detention facilities located in up and middle stream of urban basin. To analyze runoff reduction efficiency of alloted detention system, basic runoff analysis in test area has been carried out and runoff characteristics with size and locations of detention facilities has been simulated. The results of simulation are showing that alloted detention system can reduce the discharge of main stream and detention facilities' size and locations are major parameters of runoff reduction efficiency. It is concluded that alloted detention system can be a useful method in urban area's flood disaster mitigation and can secure safety against flood damages in urban areas.

Urban Flood Simulation Considering Building and Sewer Lines (건물 및 우수 배제를 고려한 시가지 범람해석)

  • In densely urban areas, features such as the sewer system, buildings and river banks have an effect on flow dynamics and flood propagation, and will therefore be accounted for in the model set-up. While two-dimensional (2D) flood models of urban areas are at the forefront of current research into flood inundation mechanisms, they are however constrained by inadequate parameters of topography, and insufficient and inaccurate data. In this study, an urban flood model (overland flow, 2D urban flood flow and sewer flow) was combined and applied at Samcheok city which was damaged by inundation in 2002, in order to simulate inundation depth. The influence of buildings and pumping capacity was also analyzed to estimate the inundated depth in the study area. As a result, it was found that urban inundated depth are affected by pumping capacity directly and it increased about 20-30 cm on most of the modeled area with a building share rate of 0.2-0.6 per unit grid.

  • Recently the natural damage associated with flood disaster has been dramatically increased. Especially, inundation in the urban area causes serious damage to people and assets because of the concentration of infrastructure and population growth. The purpose of this study is to develop a new urban inundation model combining a storm sewer system model and a 2D overland-flow model for the estimation inundation depth In urban area caused by the surcharge of storm sewers. The movement of water in the studied urban watershed is characterized by two components, namely, the storm sewer flow component and the surcharge-induced inundation component. The model was applied to Goonja and Jangan catchments. Inundated depths were presented to demonstrate model simulation results. The simulation results can help the authority decide preventing flood damages by redesigning and enlarging the capacities of storm sewer systems in the inundation-prone areas. The model can also be applied to make the potential inundation area map and establish flood-mitigation measures as a part of the decision support system for flood control authority.

Real-time flood prediction applying random forest regression model in urban areas (랜덤포레스트 회귀모형을 적용한 도시지역에서의 실시간 침수 예측)

  • Urban flooding caused by localized heavy rainfall with unstable climate is constantly occurring, but a system that can predict spatial flood information with weather forecast has not been prepared yet. The worst flood situation in urban area can be occurred with difficulties of structural measures such as river levees, discharge capacity of urban sewage, storage basin of storm water, and pump facilities. However, identifying in advance the spatial flood information can have a decisive effect on minimizing flood damage. Therefore, this study presents a methodology that can predict the urban flood map in real-time by using rainfall data of the Korea Meteorological Administration (KMA), the results of two-dimensional flood analysis and random forest (RF) regression model. The Ujeong district in Ulsan metropolitan city, which the flood is frequently occurred, was selected for the study area. The RF regression model predicted the flood map corresponding to the 50 mm, 80 mm, and 110 mm rainfall events with 6-hours duration. And, the predicted results showed 63%, 80%, and 67% goodness of fit compared to the results of two-dimensional flood analysis model. It is judged that the suggested results of this study can be utilized as basic data for evacuation and response to urban flooding that occurs suddenly.
