도시정비사업지구의 거주자 재입주 선택 특성에 관한 연구 (A Study on the Characteristic of Resettlement Decision in Urban Redevelopment Project District)

  • The subject of this study is capital area including Seoul and Incheon, and metropolitan area including Daejeon and Busan among urban redevelopment project district that are currently promoting urban redevelopment project. Data for analysis is implemented collected through visiting each households in project district. Resettlement decision characteristics are analyzed with considering householder's characteristic, house member's characteristic, residential space's characteristic, and area characteristic of families residing in urban redevelopment project area. Through researching characteristics and preferences of residents in project area by urban redevelopment business, improvement were found and implications were provided. Consequently, there are many factors to consider resettlement when deciding household's resettlement when deciding on household's resettlement after the redevelopment project depending on household's characteristics. So, political methods are needed to accomplish urban redevelopment project by resident's position through characteristic and preference survey of resident on project district. Therefore, the study can be utilized as basic data that considers characteristic of each households and region when establishing house policy in order to correspond to housing market that satisfies future consumer's demand.

  • Otemachi(大手町) is the region where it plays a pivotal role in Japanese economy as representative head offices of companies including financial insurance, general trading, information and communication newspaper media are concentrated. However, regenerating the entire region from worn-out infrastructures of buildings and city into the fresh and vibrant foothold in international business was the problem to be solved. In this situation, was examined on the basis of administrative agencies and relevant enterprises to reconstruct office buildings in phases without ceasing business functions and activities by utilizing the large-scale vacant land occurred from the relocation of the national public institutions. The independent administrative institution 'Urban Renaissance Agency(UR)' has completed the examination of industrialization and participation request for the commencement of the project. In this article, The overview of , the new form of project promoted and cooperated by officials and people, is introduced by UR (Urban Renaissance Agency) reorganizing the land exchange and infrastructure through the land readjustment project, and at the same time, procuring capital and building office buildings in solidarity with private development enterprises and financial institutions.

주택재개발사업 특성이 재입주에 미치는 영향 (An Analysis of the Relationship Between Resettlement and Housing Redevelopment Characteristics)

  • The reason that compulsory removals of a low-quality housing redevelopment such as involuntary or unintentional migration present a problem for urban communities is that whether involuntary movers adapt themselves to their new home has an influence on the urban communities that surround them. Moreover, involuntary emigrants have higher probability of choosing faulty residential areas than voluntary emigrants do. This gives rise to a problem of another residential migration for involuntary movers. In order to solve these problems, there is a need for a new housing policy that enables original residents to come back to their old community. However studies for resettlement had not conducted subjects about housing redevelopment characteristics which influences the involuntary movers directly. Instead personal microscopic characteristics such as statistics of resettlement, the moving distance, the reason of moving, improvement of living environment, had been main subjects of farmer studies. So the purpose of this study is to analyze an analysis of the relationship between resettlement and housing redevelopment characteristics. The data used in this study was obtained at 47 areas designated by Seoul (metropolis) since 1990 for redevelopment. Cluster Analysis Is used for dividing high rate of resettlement with low rate of resettlement and Regression Analysis is used for the analysis of the relationship between resettlement and housing redevelopment characteristics. The results of examining the effects of a redeveloped housing complex on returning residents at 47 areas designated by Seoul (metropolis) since 1990 fur redevelopment are as follows: First, A housing complex with a high returning rate (remove-in rate?) has no state/public land, unauthorized building owners who are in the low-income brackets, and few interested parties such as union members. This is the characteristic of a redeveloped housing complex with a short-period project span. On the contrary, a housing complex that has a low returning rate is crowded by state/public land, and numerous unauthorized building owners, and interested parties. Second, According to the linear regression analysis, among the factors that affect returning residents, 'physical properties(characteristics) of a region', 'population properties within a region', and 'properties of a project span' indicate a negative(-)influence whereas 'properties of a complex density' shows a positive(+) influence. In a nutshell, the more the physical properties, population properties, projectspan properties, the lower the returning rate and the more the complex density properties, the higher the returning rate. In detail, an area with many small land and new/large buildings, a high population, and a long project duration has a low returning rate of original residents while an area holding large capacity and buildings with many number of floors (multiple-storied building) has a high returning rate.

  • Jean Renaudie was an French architect who designed many urban social housing in France, especially in the city of Ivry-sur-Seine, near Paris, with Renee Gailhoustet, co-responsible as the architect of this city, communist city from long time. He was formed as an architect by the influence of Auguste Perret and Marcel Lods, two french architects, great specialist of the structure of concrete. He formed the Atelier Montrouge with Pierre Riboulet, Gerard Thurnauer, Jean-Louis Verret, and proposed many innovative projects, based on geometrically pure forms and masses. After he joined Renee Gailhoustet, the architect of the City of Ivry-sur-Seine, as a co-responsible for the redevelopment of this ideologically communist city. His urban housing concept approached to take the function as a space to welcome the urban life of the resident, not to offer the physical provision of housing repeating the simple housing unity. He accentuated the social role of Housing project not only as the level of a personal home but also as that of an urbanism. He offered divers choice opportunity to the citizen by the urban functional complex through his efforts to make characteristic complex of urban housing, and by the consequence, the innovative result was done which ameliorated the quality of life for resident. This is an exceptional example, not only in France but even in whole over the world. But the maintenance of building against the oldness and the closing shop of inside commercial zone of Jeanne Hachette became a problem, not only that of physical amelioration but also that of spiritual conservation of the works of Jean Renaudie.

주민의견조사를 통한 가로주택정비사업 활성화 방안 연구 (A Study for Vitalizing Street-Housing Redevelopment Projects: Analyzing the Survey of Residents' Needs)

  • 본 연구는 2012년 '도시 및 주거환경정비법' 개정을 통해 시행된 가로주택정비사업의 주요내용을 파악하고, 이에 대한 주민의견을 조사 분석하여 사업 활성화 방안을 제시하는 것을 목적으로 한다. 가로주택정비사업은 기존 가로체계를 유지하며 주거환경을 개선하는 소규모 정비방식으로서 외부자본에 의해 대규모 전면철거방식으로 진행되는 현행 정비사업이 지닌 문제점을 개선하기 위해 도입되었다. 그러나 이 사업에 대한 주민의견은 현 거주주택에 대한 만족, 사업 부담금 마련 어려움, 사업추진 불확실성 등의 이유로 사업반대가 과반수에 달해 우호적이지 못하다. 사업찬성자의 경우도부담 가능한 사업비가 소액인 경우가 대부분이어서 향후 사업의 추진이 낙관적이지 못하다. 하지만 사업비 조달 방식에선 자기지분의 축소, 국민주택기금의 융자 등을 통한 사업비 부담 등 매우 현실적이며 건설적인 자금조달 방안을 수용하고 있으며, 사업비 부담 정도에 대한 전략적 태도 또한 사업추진에 긍정적인 요소로 작용할 것이다. 이에 본 연구는 적정 사업지의 선택, 계층별 사업 유인, 사업부담금 경감, 연계사업 반대자의 우려 해소 등을 가로주택정비사업의 활성화 방안으로 제시하였다.

도시정비사업의 공공관리제도 평가요인에 대한 참여자의 사업만족과 참여의사 영향구조 분석 (Analyzing of Project Satisfaction and Intention of Participants about Public Management System Evaluation Indicators of Urban Redevelopment Projects)

  • 본 연구는 정비사업에 참여하고 있는 참여자를 시공사, 공무원, 조합으로 구분하여 공공관리제도에 대한 만족도가 사업의 종합만족도를 경유하여 지속적인 사업참여의사에 미치는 영향구조를 비교 분석하고자 한다. 분석을 위한 평가요인을 도출하기 위해 선행연구 고찰을 통해 일반제도를 평가할 수 있는 평가체계를 1차적으로 도출하였다. 도출된 평가체계를 도시정비관련 전문가를 대상으로 FGI를 실시하여 공공관리제도 평가분야 및 세부 요인을 구축하였다. 다음으로 공공관리제도 평가분야에 대한 만족도가 사업의 종합만족도를 경유하여 지속적 사업참여의사를 분석하기 위해 가설 및 연구모형을 설정하고 PLS-SEM모형으로 이를 검증하였다. 분석결과를 요약하면 시공사의 경우 사업계획수립 및 수단의 선정(5.848)과 사후관리 및 지속성(2.392)이 종합만족도에 유의한 영향을 미치는 것으로 나타났으며 공무원의 경우 이용자의 이용 및 참여(3.249)와 사후관리 및 지속성(4.019)이 종합만족도에 유의한 영향을 미치는 것으로 도출되었다. 조합의 경우 조직의 운영(4.368), 이용자의 이용 및 참여(4.974)가 종합만족도에 유의한 영향을 미치는 것으로 나타났고 모든 사업참여자의 경우 종합만족도가 지속적 사업참여의사에 유의한 영향을 미치는 것으로 나타났다.

Revitalization of Urban Regeneration through the Happiness Housing Project as Public Housing Policy

  • Urban space structure in South Korea when through drastic changes ever since public housing policies began their full-fledge implementation. That is, public housing policies represent the main cause for formation of the current urban space structure, as the public houses are constructed in accordance with changes of demographic/social structure, considering changes of housing demand, in urban spaces demanded by the end users. After rapid industrialization and urbanization in the 1960's, each government in different periods have implemented housing supply policies through massive urban developments, to resolve the issue of housing shortage and residential instability. Phase 1 New Towns were developed in the 1980's resulting in suburbanization of the Seoul Area, followed by urban sprawl due to construction of small-size New Towns after deregulation in the 1990's, and construction of Phase 2 New Towns for resolution of housing shortage in the early 2000's and the resulting urban problems. In the mid-2000's, construction of Bogeumjari houses in GB areas led to insufficient housing supply in downtown areas, and the period after 2010 witnessed continuous deterioration of existing urban areas and acceleration of the rental housing crisis caused by rental housing shortage in downtown areas. Moreover, the residentially vulnerable classes consisting of young, 1~2-member households is expanding, with the real estate market in recess. Therefore, the government is trying to achieve urban regeneration through public housing policies so as to resolve the urban space problem and the housing problem at the same time, and the Happiness Housing Project has been implemented as a policy to achieve that goal. The Happiness Housing Project for young, residentially vulnerable classes in downtown areas, is going through diversification aimed at conjunction with urban regeneration projects in downtown areas, as exemplified by conversion of rental houses in residential environment improvement project districts and redevelopment/reconstruction project districts into happiness housing, and supply of happiness housing in conjunction with small reorganization projects for deteriorated residential areas in such areas as those excluded from New Town designation. Continuous supply of Happiness Housing in conjunction with urban regeneration requires mixed-use residential development which includes convenience facilities and public facilities, along with improvement of rental conditions (rental period/rent) and diversification of project methods, considering that the project is implemented in downtown areas.

Changes in Urban Planning Policies and Urban Morphologies in Seoul, 1960s to 2000s

  • The purpose of this paper is to highlight the main policies of the last half century that have shaped the urban architectural fabric of Seoul today, and explore whether a modified approach might better address the current socioeconomic conditions in Korea. The paper defines and examines urban planning in Korea through an overview of the four main urban project policies implemented in Seoul from the 1960s to the present: Land Readjustment (LR), Housing Site Development (HSD), Urban Redevelopment (UR), and Housing Reconstruction (HR). While the fundamental ideology behind these policies served well during a prolonged period of high economic growth, evidence is growing that these policies are losing steam under today's conditions. A growing legacy of stalled and incomplete urban projects from the mid-2000s-the New Town Project is an example-begs the fundamental question as to whether an alternative urban planning paradigm is needed for Korea in an age of low economic growth, low birth rates and a fossil fuel energy crisis. Through the urban morphologies of the three residential areas in Seoul developed by LR projects, this paper looks at the possibility of urban regeneration through the sustainment of urban architecture in those residential areas that have not been affected by HSD, UR, and HR.

도시정비사건 소송의 본안전항변사유와 본안쟁점사항에 관한 분석 - 인용률 및 행렬표식 분석기법을 활용한 - (Analysis by Defensive Process Prerequisite and Offensive Cause of Action on the Merits of Lawsuit Cases in Urban and Housing Redevelopment - Based on Affirm-Rate and Staircase Matrix Tables -)

  • 본 연구는 부동산건설 관련된 대표적 소송인 도시정비사업의 시행주체인 조합설립과 관련된 소송의 승소요인에 대한 분석을 진행하였다. 이를 위해 조합설립인가 쟁송에 대한 전국의 제1심 행정법원 판결 441건을 분석대상으로 본안전항변사유와 본안전쟁점사항을 구분하여 계량법학적으로 승소확률표에 의한 빈도분석 및 계단식 예측방법에 의한 행렬표식 분석을 실행하였다. 인용률을 활용한 분석결과로 본안전항변사유와 관련하여 과거법률관계 항변, 인가고유하자아님 항변, 조합원지위 또는 소유권 없음 항변, 제소시간 도과 항변, 법률상이익 없음 항변 등, 본안쟁점사항과 관련하여 동의율하자산정, 동의서관련하자, 구역지정전승인, 총회관련하자, 구역지정하자 등의 순서로 빈도가 높은 것으로 파악되었다. 계단식 예측방식에 의한 행렬표식 분석을 통해 핵심예측변수인 '과거법률관계'와 '조합원지위 또는 소유권 없음'을 이용하여 본안승소판결에 미치는 영향을 분석하여 승패소구분을 위한 기준을 도출하였다. 이를 통해 도시정비사업에서 참여자별 소송결과의 예측가능성에 대한 이해도를 높이고 분쟁해결의 빈도를 낮춰 과다한 사회적 비용을 방지하는데 시사점을 제공하고자 한다.

전국 도시재정비사업 추진실태 분석을 통한 개선방안 고찰: 주택재개발사업 및 주택재건축사업을 중심으로 (Analyzing the Current Situation and Issues of Urban Renewal Projects in Korea: Focused on Housing Redevelopment Projects and Housing Reconstruction Projects)

  • 최근 정비사업은 부동산 경기침체에 따른 사업성 악화, 정비구역의 과다 지정, 사업추진 과정상 이해관계자 간의 갈등 및 비리 발생 등 여러 가지 원인에 의해 수도권 일부지역을 제외한 전국 대부분의 지역에서 사업 추진이 매우 부진한 실정이다. 이에 따라 전국의 각 지역별 정비사업 추진실태에 대한 면밀한 조사 분석과 함께 사업추진 단계별 문제점 분석을 통하여 정비사업 정상화를 위한 제도적 개선방안의 마련이 필요하다. 본 연구에서는 전국 개별 정비구역에 대한 구체적 현황자료 및 언론보도자료를 바탕으로 전국적 정비사업 추진실태에 대해서 지역별 사업별로 비교 분석하였다. 이러한 분석결과를 토대로 다음과 같이 정비사업에 대한 개선방안을 제시하였다. 첫째, 보다 장기적 관점에서 정비기본계획의 수립 및 정비예정구역의 지정이 필요하다. 둘째, 대규모 정비사업보다는 지역의 다양한 여건에 부합할 수 있는 소규모 단위의 점진적 정비사업으로 전환되어야 한다. 셋째, 지방의 여건을 고려한 중앙정부의 지원이 이루어져야 한다. 또한, 민간 중심의 사업방식에서 벗어나 민간과 공공의 파트너십 형성과 통하여 정비사업의 투명성 제고, 사업여건 개선, 공공의 역할 확대를 통한 새로운 방향의 협력적 정비사업으로의 전환이 필요하다.
