A Study on the Berlin Waterfront Development for Urban Regeneration -Focused on the case of Wasserstadt Berlin-Oberhavel, Berlin, Germany-

  • Purpose: The purpose of this study is to explore the relationship between suburban waterfront und urban regeneration strategies. Specifically, This paper investigates how urban design strategies for suburban waterfront has been conceptualized and realized in a case-based research study of the regeneration of suburban waterfront in Berlin, Germany. Since Germany's reunification, Berlin was faced a wide variety of challenges and has been transformed into a new capital city. First of all, Wasserstadt Berlin-Oberhavel was a key development task for the urban regeneration in Berlin. The Wasserstadt Berlin-Oberhavel project with over 207 hectares will provide new residential urban areas, office spaces, educational facilities and cultural facilities. In details, 3,640 apartments with 12,700 units and around 4,800 jobs will be created. Method: The study consists of five sections. The first and second section are divided into two stages:"waterfront definition in urban design" and "urban design strategy in waterfront". The third section explores the waterfront development process of Wasserstadt Berlin-Oberhavel. The fourth section aims to investigate the strategies for urban regeneration as well as waterfront development. Finally, the fifth provides some of the key policy challenges for Urban Regeneration in suburban waterfront area. Result: The results showed that urban regeneration strategies in suburban waterfront have a substantial impact on all two dimensions: relationship between waterfront and urban context, relationship between waterfront and natural environment.

운암지 수변공원 설계 (Design of Unam-Ji Waterfront Park)

  • This paper presents a design of urban waterfront park using agricultural reservoir in urban fringe area to meet increasing leisure demand for urban resident and to improve resident's quality of life through preventing the reservoir from urban use after reclamation. The site, Unam-Ji, is located on northern part of Taegu metropolitan area, having 17,791 square meters. We had designed this park from 1997 to 1998. After analyzed such factor as accessibility, current land uses, topography, hydrology, vegetation and landscape, climate, and soil, we constructed basic design scheme and principes such as conservation of natural resources, meeting user's recreation demands, providing opportunities for experiencing natural process, integrating naturalness and amenity of the site, and comfortable place with natural dynamism. Based on these principles, we have designed Unam-Ji waterfront park having intrinsic characteristics of the site, maintaining water quality and ecological restoration and improving water-based recreation opportunities. After evaluation of such criteria of design alternative as land use and circulation, spatial organization, convenience for use of and maintenance, conservation of natural environment, and degree of achieving planning and design goals, and maintaining landscape, we have visualized and formalized waterfront park in design process, which is consisted of four squares-- green square for multiple uses, water-based recreation square, pedestrian roads and decks near waterfront, performance square and fords near waterfront. In conclusion, this waterfront park design contributes to improve quality of urban development through preserving agricultural as an important component of urban water system and provide important planning and design implications in urban open space planning.

부산북항에서의 도심형 워터프런트 개발방향에 관한 연구 (A Proposal on Waterfront Development of Pusan North Port)

  • This study aims at advancing waterfront planning and development of North Port or of Pusan and attempting to establish an identity through the analysis and case studied of waterfront development of foreign countries. This study is based on Pusan urban harbor plan and the case study which was investigated the relational port with an urban area to find a model of development method and procedure of urban waterfront renewal. The approach of this study is to classify diversified cases and to suggest elements after reviewing successful cases. The point in the waterfront development plan of North Port of Pusan is how to secure an amenity on the edge and provides a comprehensive theoretical base such as skyline, coastline, green area, accessibility scenery, landmark, open space, and so on. The results of this stud is useful for the planner to develop more and systematic approaches which could utilize waterfront. Waterfront development will be a new change of urban development for Pusan.

  • This study organize the concept of sustainable development by compiling New-urbanism, sustainable urban regeneration and theory of development. And the framework of analysis about the planning characteristics of New Urbanistic Waterfront and urban development was derived by compiling theory of Waterfront and Waterfront city and considering prior study. This study will analyze the advanced cases at home and abroad through the analysis of the urban development and architectural characteristics analysis system of the New Urbanism Waterfront and Waterfront City Development by analyzing the advanced cases of the domestic and foreign countries through the analysis.

  • 역사적으로 인류는 풍부한 자원과 식수를 제공할 수 있는 수변 공간에 정착하였고, 산업화가 진행되며 도시의 수변 공간은 농업 및 공업 용수의 제공, 교통 수단, 문물의 교역, 산업의 발달 등 도시 발전에 중요한 역할을 담당하였다. 산업 구조의 변화에 따라 지난 수십년간 도시의 수변 공간은 산업과 항만 위주의 기능에서 공공공간의 기능으로 전환되고 있으며, 도시재생의 관점에서 전세계적으로 지속가능한 수변공간 개발에 대한 연구와 설계가 활성화되고 있다. 하지만 수변 공간 인근 지역은 해수면 상승 및 폭우 등 기후변화 인한 자연 재해의 직접적인 영향을 받는 지리적 취약성을 지니고 있기 때문에 시민들의 안전과 공공성 확보를 위한 체계적인 관리 계획 수립이 필수적이다. 미국 뉴욕시는 1990년대부터 도시 단위의 수변공간 관리계획을 수립하고 수변공간의 공공성과 안전성, 형평성을 확보해나가고 있다. 반면, 국내에서는 도시 단위의 수변관리계획에 대한 연구가 부족한 실정이다. 이에 본 연구에서는 뉴욕시 수변종합계획이 발전되어 온 과정과 주요 정책들에 대해 고찰함으로써 국내 수변공간계획에 대한 시사점과 정책적 개선방안을 모색하고자 하였다.

  • This study aims at advancing waterfront of Pusan Port and attempting to establish an identity through studying characteristics of place in Pusan Port. The place is consisted of two elements ; orientation and identity, which is expressed clearly the environmental totality including the character and space. The urban waterfront is also one of the place pattern, and that is consist of land area, water area, and transit zone combining two areas. Although there are a lot of primary factors to be able to make the most of the character and identity in Pusan port, badly planned development prevents the plan promoting the sense of place in urban waterfront. The point in the waterfront development plan of Pusan Port is how to secure aminities based on Identity and Orientation; node, landmark, edge, path, district. The result of this study is for planners to develop more and systematic approaches which could utilize waterfront.

  • Although there are a lot of primary factors to be able to make characters and identities in Pusan South Harbor, Badly Planned development prevented enhancing the sense of place in urban waterfront. The point in the waterfront development is how to secure amenities based on indentity and orientation; node, landmark, edge, path, district. This study aims at developing waterfront area of Pusan South Harbor and attempting to establish an identity through studying characteristics of ‘places’ in Pusan South Harbor. The place consists of two elements; orientation and identity, which can be explained the environmental totality, ‘character’ and ‘space’ respectively. The urban waterfront has strong characteristics which consists of land area, water area, and transit zone combining two areas. The place of Pusan South Harbor is analysed those four elements. We proposed objectives and criteria which can be used in enhancing the sense of this place.

LAWA 기법을 사용한 도시 자연형하천의 물리적 구조평가 (Hydromorphological Structure Assessment of Urban Streams after Close-to-Nature Stream Restoration Using LAWA)

  • 자연형 하천조성 후 5년 이상 경과한 도시지역의 하천(안양천, 양재천, 오산천, 장수천, 학의천)을 대상으로 LAWA (Laenderarbeitsgemeinschaft Wasser, 독일 연방 물관리 연구공동체) 기법을 활용하여 하천의 물리적 구조평가를 수행하였다. 그 결과 소위 자연형 하천 공법이 적용된 대상하천임에도 불구하고 하천의 물리적 구조적 생태성이 개선되지 않은 것으로 나타났다. 특히 대상하천의 종단면의 구조, 하안구조 및 하천변 토지이용도의 항목에서 낮은 등급을 나타냈다. 그 이유로는 하천종단면의 연속성 단절, 하안구조의 다양성 부족 및 하천주변의 인위적 시설물배치 등이다. 아울러 대상하천의 공통적 특징으로 하안에는 거석, 잡석, 블록 등의 견고한 호안재료가 적용되었으며 식재가 이루어졌다. 따라서 앞으로 도심하천의 보다 양호한 생태성 향상을 위해서는 하천의 다양한 물리적 특성을 고려한 자연형 하천 조성이 필요하다고 사료된다.
