The research methods used were 1) social survey research with questionnaire to find attitudes and preferences about EAL among potential elderly client in Seoul, Korea 2) interpretative suggestion for appropriate policy implications to facilitate developing EAL in urban Korea. A questionnaire was used to find attitudes/preferences about EAL was adapted from the results of the review about communal housing in the UK. The survey was undertaken from September to October, 2000 in Seoul, Korea. Data was collected from 413 subjects and analysed using various statistical techniques. From the results, location should be differentiated into urban type and suburban type. The urban type would prefer around 5 stories multi-family house style with elevator and suburban type would prefer single detached house style with shared garde. The most preferred characteristics found by factor analysis were factor I named as communal facilities and environment(the items belong to factor I was neighbour environment, communal spaces and facilities, heating system, and elevator). The most important advantages of EAL were social activities and convenience. The most salient disadvantages of EAL were difficulty of family contact. The higher the occupational status and income, the lower the preference for the characteristics of EAL with a preference for finding appropriate living arrangements in present housing market. But the higher the educational level, the higher the degree of preference for the characteristics of EAL.

  • Over the past three decades, neoliberalism has been pervasive and even normative in reorganizing housing systems, encouraging a decline in low-income housing. However, the way in which neoliberal prescriptions have impacted on housing processes has not necessarily been the same but has rather differed according to the indigenous social, economic, political, and institutional contexts of particular countries. In the case of Japan, neoliberalization has effectively combined with a traditionally residualized public housing to affect housing circumstances surrounding low-income people. This article explores transformations in low-income housing in Japan to demonstrate the importance of specific housing contexts in particular societies, in terms of looking at the impact neoliberalism has had on housing processes.

  • This study has been performed to analyze impacts of urban vs rural residence on later life. In this study, 329 Koreans aged 60 or more were interviewed for their current sociodemographic status and daily life styles. The results are drawn as follows: 1. There is no regional impact on birth order; rate of those born as the first child was not significantly different over regions. 2. For the household composition, the rate of three generations was significantly higher in rural areas than in urban areas. 3. More than 85% of the subjects lived in owned homes in rural areas, while 77% did in urban areas. 4. More than 89% of the subjects lived in single-structured homes in rural areas, while only 45% did in urban areas. The results indicate that in planning public housing for the aged, more social spaces accommodating grandchildren and ownership units need to be allocated for rural facilities. In addition, it is recommended that daily activity schedules need to be differentiated so that rural residents have meals and houseworks earlier than urban residents.

  • The purpose of this study was to compare urban and rural seniors' perceptions on the eight aspects of the World Health Organization Age-Friendly Cities (AFC) initiative on Jeju Island, South Korea. Face-to-face interviews using structured questionnaires were administered to 497 persons aged 65+ living on Jeju Island. Findings suggested that urban and rural held significantly different perceptions on five aspects of AFC (outdoor space and buildings, housing, civic participation and employment, community support and health services, and respect and social inclusion). Predictors of overall AFC score for all participants included age and living in a single-family home. Among urban dwellers, monthly household income and length of residence predicted AFC score while among rural seniors, predictors of AFC included educational attainment. To make communities more age-friendly, perspectives of older residents should be sought, shared, and reflected in policy and different strategies and priorities should be developed specific to urban and rural areas.

  • The purpose of this study is to introduce the design and early implementation results of Choice Neighborhoods(Choice) initiative, which is the most recent version of public housing policies in the United States designed and implemented under the Obama administration. The Choice initiative aims to support a wide range of strategies locally driven to address problems in disadvantaged neighborhoods with an emphasis on a comprehensive approach to transforming those neighborhoods. In this study, first, I briefly review the history of public housing policies since 1937, particularly focusing on limitations of HOPE VI(Housing Opportunity for People Everywhere) projects to understand the context behind the advent of the program. Second, I introduce the overall design of the Choice program and point out how this programs' design differs from previous public housing programs by reviewing the literature on federal guidelines for the Choice program. This study particularly focuses on introducing social services given to existing residents in public housing and their neighborhoods in redevelopment processes. These social services are intended to address poverty-related problems that public housing residents often confront, to help them break out of the cycle of poverty, and to minimize the negative impacts of relocation triggered by redevelopment. Third, to examine how this program has been implemented and has revealed limitations so far, I review an interim evaluation report based on five cities. This study ends with discussing policy implications for public housing providers and housing policy-makers in South Korea.

  • Shared housing for elderly people, where several elderly people live together, gains attention as a means to prevent the lonely death of elderly people and continuously maintain their social relations. The purpose of this study is to compare the characteristics planned through rural and urban areas-residing elderly people's participation in the shared housing spatial composition by area. This study conducted a small scale workshop panel method that targeted small group, but through which extensive information can be acquired, as a qualitative method. This study targeted 16 elderly people aged 65 and over living in rented apartments in rural and urban areas by dividing them two groups by area, namely into four groups. A total of 12 workshop sessions were held with three sessions at a time through a certain time interval. As a result of the study, the elderly people showed positive responses to the shared housing, irrelevant of area. As time went on, the workshop panel method's effect was revealed through consolidated positive attitude and agreement of different opinions. The shared housing for elderly people is valuable as a residential alternative for elderly people, and differentiated supply of the shared housing for elderly people, according to residential area's characteristics, is suggested.

  • The UK Government's approach to how to deliver regeneration in its towns and cities has changed considerably in recent years. Traditionally, urban regeneration policy focused on reversing physical, economic and social decline in an area where market forces would not do this without intervention. Since 2010 urban regeneration has become a vital part of the Government's approach to increasing local growth and competitiveness and building a strong and balanced economy. The current emphasis is on a place-based approach to regeneration that builds on the particular strengths of different places to drive growth and addresses the factors that hold them back. This paper outlines the key features of current UK urban regeneration policy and how interventions to support regeneration and growth are being pursued at different spatial scales to ensure all parts of the country benefit. They include pan regional initiatives like the Northern Powerhouse and Midlands Way, to groups of local authorities operating at a sub regional level (combined authorities/city regions), Local Enterprise Partnerships, and a variety of smaller scale programmes delivering regeneration in areas of economic and social decline. The paper explains some of the policy instruments and funding programmes available to support regeneration, and provides case studies of some major urban regeneration projects that illustrate the new approach including housing and infrastructure improvements like the planned High Speed Rail 2 line. These are supporting regeneration through the creation of strategic partnerships involving government, places and investors. The paper concludes with some lessons from past and future regeneration schemes to improve their effectiveness and impact on places and enhance local growth potential.

  • This study performed GIS and statistical analyses on the location and spatial characteristics of the slum in Daejeon. Spatial data of 648 slum residents in Daejeon were collected and 131 residents among them were surveyed. The results showed the trends of higher rent, lower social exclusion and closer neighboring relations in slum center than the surrounding areas, which could be interpreted as the interrelated multilateral effects of the micro- (housing), meso- (relations), exo- (community) and macro- (government policy) systems. The strong bonds among neighbors and various supports from social service facilities elevated the slum area's rent and diminished residents' social exclusion more than housing conditions (for instance, poor hygiene and low safety). Slum tenants willingly paid a premium for their substandard housings and refused moving to governmentally provided modern housing units. In urban development, administrative authorities need to be cautious about slum uprooting. Much rather an alternative renewal approach is needed which protects the slum's intimate relations while improving its overall living standards.
