The Development of Extended Urban Land Information System for Sustainable Urban Management

  • This study aims to develop the Extended Urban Land Information System (EULIS) which can support the sustainable urban management. Although the existing Urban Land Use Information system (ULUIS) that aids the micro-level land use information is a good means for the understanding of urban spatial structure and district-level planning and management (such as urban design, redevelopment planning and district-level transportation planning, etc.), it has some limitations in supplying the information for sustainable urban management, such as environmental and traffic analysis, urban infrastructure's carrying capacity analysis, etc. The EULIS is designed to efficiently supply the information for sustainable urban management. For the successful construction of EULIS, the followings have to be considered. 1) the integration of topographic maps which contain the building's footprints and cadastral maps which contain the parcel's boundary, 2) the integration of EULIS and FM (Facility Management) system for the full utilization of information about capacity analysis of infrastructure, 3) the construction of standardized georeferencing system and spatial unit for the combined use of environment and traffic census data. This study shows 1) why EULIS is needed for the sustainable urban management and which elements are needed for the system,2) the E-R data model for the EULIS, 3) the strategies for the construction of EULIS and 4) the conclusion.

  • In order to rapidly catch up urban region’s detailed land-use or land-cover information; this research used the post-classification algorithm (Spatial Reclassification Kernel: SPARK) to create a land-use map of Taichung City. We discussed the urban land-use classification model with the IKONOS images. The conclusions may be distinguished as follows:(a) Using the Maximum-Likelihood algorithm to classify seven broad land-cover categories. The overall accuracy in this stage achieves 92.72% and Kappa coefficient will be obtained 0.91; and (b) Using the SPARK method to classify images for detect the land-use, the overall accuracy achieves higher 89.64% and Kappa coefficient will be 0.86. To conclude, the research process in this study can fully and carefully describe local land-use pattern and assist the demand of land management and resources planning reference.

  • Urban land use changes by human activities affect spatial configuration of urban areas and their surrounding ecosystems. Although it is necessary to identify patterns of urban land use changes and to simulate future changes for sustainable urban management, simulation of land use changes is still challenging due to their uncertainty and complexity. Cellular automata model is widely used to simulate urban land use changes based on cell-based approaches. However, cell-based models can not reflect features of actual land use changes and tend to simulate fragmented patterns. To solve these problems, object-based cellular automata models are developed, which simulate land use changes by land patches. This study simulate future land use changes in Hanam city using an object-based cellular automata model. Figure of merit of the model is 24.1%, which assess accuracy of the simulation results. When a baseline scenario was applied, urban decreased by 16.4% while agriculture land increased by 9.0% and grass increased by 19.3% in a simulation result of 2038 years. In an urban development scenario, urban increased by 22.4% and agriculture land decreased by 26.1% while forest and grass did not have significant changes. In a natural conservation scenario, urban decreased by 29.5% and agriculture land decreased by 8.8% while each forest and grass increased by 6% and 42.8%. The model can be useful to simulate realistic urban land use change effectively, and then, applied as a decision support tool for spatial planning.

  • Growing urban areas modify patterns of local land use and land cover. Land use changes associated with an urban area can be extensive. One way to understand and document land use change and urbanization is to establish benchmark maps compiled from satellite imagery The use of satellite imagery for monitoring urban growth has been widely demonstrated. Multi-temporal LANSAT TM image data has created the potential for monitoring urban change and land cover identification. In this study, for extracting urban boundary GLCM method and visual interpretation were used in CORONA imagery and SPOT imagery.

  • The purpose of this study was to analyze the school location decision direction for land use planning of public land development. And this research proposed the school location decision direction for urban amenity. So this research present the implication on urban planning and design for architecture, park-school complex. This study perform the relationship with land use planning out side environment of school land. This research proved the fact that the school land relationship with the park, the other school land etc. And this result will be used in decision-making-process of land use planning, public land development construction, urban design and city policy.

Study on Heat Environment Changes in Seoul Metropolitan Area Using WRF-UCM: A Comparison between 2000 and 2009 (WRF-UCM을 활용한 수도권 지역의 열환경 변화 연구: 2000년과 2009년의 비교)

  • This study examined the impact of change of land-use and meteorological condition due to urbanization on heat environment in Seoul metropolitan area over a decade (2000 and 2009) using Weather Research and Forecasting (WRF)-Urban Canopy Model (UCM). The numerical simulations consist of three sets: meteorological conditions of (1) October 2000 with land-use data in 2000 (base simulation), (2) October 2009 with land-use data in 2000 (meteorological condition change effect) and (3) October 2009 with land-use data in 2009 (both the effects of land-use and meteorological condition change). According to the experiment results, the change of land-use and meteorological condition by urbanization over a decade showed different contribution to the change of heat environment in Seoul metropolitan area. There was about $1^{\circ}C$ increase in near-surface (2 m) temperature over all of the analyzed stations due to meteorological condition change. In stations where the land-use type changed into urban, large temperature increase at nighttime was observed by combined effects of meteorological condition and land-use changes (maximum $4.23^{\circ}C$). Urban heat island (UHI) over $3^{\circ}C$ (temperature difference between Seoul and Okcheon) increased 5.24% due to the meteorological condition change and 26.61% due to the land-use change. That is, land-use change turned out to be contributing to the strengthening of UHI more than the meteorological condition change. Moreover, the land-use change plays a major role in the increase of sensible heat flux and decrease of latent heat flux.

  • It is difficult to define the urban fringe using a specific geographical designation in the physical planning system because the existence of the urban fringe is certainly not equal in all directions from the inner urban area to the rural area, and is often a discontinuous spatial phenomenon from the inner fringe to the urban shadow. Nevertheless, the urban fringe raises land use management issues which stem from its own peculiar set of land use characteristics. For example, in the UK, how the public can enjoy access to the countryside in the urban fringe while at the same time recognising and acknowledging the importance of landowners and farmers property rights\ulcorner how can a poor quality environment and degraded landscape be improved aesthetically and physically to meet the multiple recreational needs of a diverse population when local authorities are confronted with limited ability to fund and acquire land for these purposes\ulcorner The challenge of addressing these land use management issues necessitates approaches which build a coalition of interest groups and public and non-government organizations in the management processes in order to improve the physical, economic and social environments and facilitate the management mechanism.

  • Land-use in Cheongju region is changing rapidly because of the increased interactions of human activities with the environment as population increases. We used multi-temporal Landsat images (1991 and 2000) and DEM data in a post-classification analysis with GIS to map land-use distribution and to analyse factors influencing the land-use changes for Cheongju City. Land-use statistics revealed that substantial land-use changes have taken place and that the built-up areas have expanded by about $17.57km^2(11.47%)$ over the study period (1991-2000). Agricultural lands and forests have decreased substantially while urban and barren lands have been on the increase. Rapid economic developments together with the increasing population were noted to be the major factors influencing rapid land use changes. Urban expansion has replaced urban and barren lands, thereby affecting habitat quality and leading to serious environmental degradation.

  • Converting vacant lands for urban agriculture has become a popular topic for American cities to engage in on a program and policy level. The advocates of urban agriculture cite a number of potential benefits, ranging from promoting sustainable urban development, fostering social interaction and educational opportunities, regenerating neighborhoods, and empowering residents. With the emergence of vacant lands in South Korea, different strategies have been implemented for productive use. Nonetheless, less attention has been paid to reinvent vacant lands for urban agriculture. Therefore, this study has examined the case of the City of Milwaukee's vacant land initiatives and programs that were known to have brought a series of positive neighborhood revitalization outcomes. Compared to the case of Milwaukee, intensive land use and high property prices have turned to be the major actors that prevent an active use of vacant land for urban agriculture within the context of South Korean cities. Thus, this paper proposes the possibility of using vacant lands in apartment complexes for urban agriculture.
