In accordance with the implementation of the sunset provision to cancel the designations of urban park sites that remained unexecuted for a prolonged period until 2020, the park sites in the city center, which account for 90% of the long-term unexecuted urban facilities subjected to the provision, are currently on the verge of development. The total area of the 204 park sites that will disappear in Seoul as a result of this provision is 95 ㎢; moreover, 116 of these are privately-owned. It is expected that the possible changes in the use of these park sites could result in reckless development and reduction of green space, which would ultimately affect the ecosystem. This study applied the InVEST model to calculate the changes in the fixed carbon amount before and after the implementation of the sunset provision to estimate the economic value of these changes. The study focused on Jongno-gu in Seoul because it has the most unexecuted park sites subjected to the lifting of the designation. The research findings show that the fixed carbon amount provided by the unexecuted park sites in Jongno-gu was 374,448 mg, prior to the implementation of the sunset provision; however, the amount was estimated to decrease by 18% to 305,564 mg after its execution. When calculated in terms of average value of the real carbon price, this translated into a loss of approximately 700 million won. In addition, considering the social costs including both climate change and the impact on the ecosystem, an economic loss of approximately 98 billion won was projected. This study is meaningful because its predictions are based on the estimation of fixed carbon amount according to the implementation of the sunset provision in Jongno-gu and scientifically calculates the value of ecological services provided by the parks in the city. This study can serve not only as a basis during the decision-making process for policies related to ecosystem conservation and development, but also as an evidentiary material for the compensation of privately-owned land that is designated as urban park sites and was unexecuted for a prolonged period.
As part of the next-generation Compact Advanced Satellite 500 (CAS500) project, CAS500-4 is scheduled to be launched in 2025 focusing on the remote sensing of agriculture and forestry. To obtain quantitative information on vegetation from satellite images, it is necessary to acquire surface reflectance through atmospheric correction. Thus, it is essential to develop an atmospheric correction method suitable for CAS500-4. Since the absorption and scattering characteristics in the atmosphere vary depending on the wavelength, it is needed to analyze the sensitivity of atmospheric correction parameters such as aerosol optical depth (AOD) and water vapor (WV) considering the wavelengths of CAS500-4. In addition, as CAS500-4 has only five channels (blue, green, red, red edge, and near-infrared), making it difficult to directly calculate key parameters for atmospheric correction, external parameter data should be used. Therefore, thisstudy performed a sensitivity analysis of the key parameters (AOD, WV, and O3) using the simulated images based on Sentinel-2 satellite data, which has similar wavelength specifications to CAS500-4, and examined the possibility of using the products of GEO-KOMPSAT-2A (GK2A) as atmospheric parameters. The sensitivity analysisshowed that AOD wasthe most important parameter with greater sensitivity in visible channels than in the near-infrared region. In particular, since AOD change of 20% causes about a 100% error rate in the blue channel surface reflectance in forests, a highly reliable AOD is needed to obtain accurate surface reflectance. The atmospherically corrected surface reflectance based on the GK2A AOD and WV was compared with the Sentinel-2 L2A reflectance data through the separability index of the known land cover pixels. The result showed that two corrected surface reflectance had similar Seperability index (SI) values, the atmospheric corrected surface reflectance based on the GK2A AOD showed higher SI than the Sentinel-2 L2A reflectance data in short-wavelength channels. Thus, it is judged that the parameters provided by GK2A can be fully utilized for atmospheric correction of the CAS500-4. The research findings will provide a basis for atmospheric correction of the CAS500-4 in the future.

Contributed acceptance system is causing problems with the usefulness and follow-up services and the like, other than the origin purpose which needs to be operated as rational adjustment method between the public interest and the private. Accordingly, this study has examine the problems by analyzing the present condition of practical public facilities and has the purpose on drawing the improvements by conducting consciousness survey from in substance users. The problems drawn from the analysis and the survey are location and position of the public facilities by reason of making public facilities at leftover land, the awareness and use as in-site facilities, creating street facilities without considering the use and safety of the users, follow-up service issues and the usefulness issues by creation without considering the surrounding conditions. The proposal of improvements for efficient operation by each problems are devising plans by considering location and position of the facilities for utilization and usefulness, secondly the necessity of the public relations for the improvements of the utilization of public facilities. thirdly, conducting the legal obligation by installing direction boards for its awareness of public facilities and delegating operation of facilities to public corporations such as SH, LH and inhabitants for efficient follow-up services, lastly, establishing the public facility map service which could figure out the surrounding conditions of public facilities to utilize for the contributed acceptance.
In order to investigate the degree of heavy metal pollution, 280 urban gully-pot sediments were collected from 13 localities in eastern part of Seoul. The uncontaminated stream sediments were also studied for comparison. A series of studies have carried out concerning the physicochemical characteristics of the sediments and the distribution of Cd, Co, Cr, Cu, Ni, Pb, and Zn. Total metal concentrations of gully-pot sediments and uncontaminated stream sediments were analyzed using acid extraction. After predigestion with $NHO_3$, the sample was digested with mixed acid ($NHO_3$-$HClO_4$). The gully-pot sediments were characterized by very high concentrations of Zn, Cu, Pb and Cr, indicating an anthropogenic contribution of these metals to the sediment chemistry Heavy metal concentrations in the gully-pot sediments were 1-329 times higher than the mean content of metals in the uncontaminated stream sediments, depending on the metals. In particular, the highest mean concentrations of Zn, Cu, Pb and Cr were noticed in the gully-pot sediments from Yeouido, Junggu, Junggu, and Dongdaemungu, respectively. The mean value of total Zn concentration in the business and commercial areas is 2-3.5 times higher than that in industrial areas. This suggests that Zn is mainly derived from automobiles (rubber of automobile tires). The mean concentrations of Cu and Cr are significantly high in the commercial and industrial areas, indicating that industrial activities may cause the accumulation of Cu and Cr in the sediments. The Pb level in gully-pot sediments is comparatively low, due to the use of unleaded gasoline in automobiles since 1987.
Recently, the effective use of closed waste landfill nearby urban areas has been demanded, because of the lack of the usable land. However, the reuse of closed landfill is needed an adequate stabilization of liner system. But most of these places are consisted of steep slope and hence it is necessary to use the geosynthetics liners in there. Liner system of waste landfills is an important facility which prevents leachate outgoing from the landfills and also groundwater infiltrating from surroundings into the landfills. During the waste disposal stage, differential settlement and tensile stress of the geosynthetic materials could occur due to impact load of trucks and dozers, waste loads and weak foundation soils. In this study, the tensile strength and tracer test were performed to evaluate the stability of geomembrane liner systems. Based on the tensile strength test result of in-situ geomembrane sample, the yield tensile strength maintain the suitable strength by specification and current law. However, according to the tracer test, the damage of geomembrane liner was detected on sanitary landfill section.

To improve the land use of urban, Construction of the circular steel column is required recently. The circular steel columns have a advantage for improving a load carrying capacity as wall as reducing a effective section area. However, the circular steel columns under service load, such as earthquake, shows a tendency to cause local buckling and large deformation. To prevent these phenomena, use of diaphragm is considered. It is reported that longitudinal stiffeners has a effect on improving a buckling and fatigue performance of steel structures. The research of effect on diaphragm is not sufficient. Under monotonic and cyclic loadings diaphragm make a important role to prevent local buckling and deformation of used steel structures. Therefore, influence of diaphragm on performance of used steel structures is investigated. In this study, the influence of diaphragm on seismic and deformation performance of circular steel piers was investigated by using elastic-plastic finite element analysis considered geometrical and material non-linearity. The seismic performance of circular steel columns was evaluated for analytical parameter of manufactured part. The seismic performance of circular steel columns was clarified by comparing an energy dissipation of circular steel piers.
We conducted this research to examine how well regional housing prices are suited to use as an alternative to conventional census-based regional deprivation indices in health and medical geography studies. To examine the relative performance of mean regional housing prices compared to conventional census-based regional deprivation indices, we compared several multilevel logistic regression models, where the first level was individuals and the second was health districts in the Seoul Metropolitan Area (SMA) in Korea, for the sake of adjusting the regional clustering tendency of unknown factors. In these models, we predicted two dichotomous variables that represented individuals' after-lunch tooth brushing behavior and use of dental floss by individual characteristics and regional indices. Then, we compared the relative predictive performance of the models using the Akaike Information Criterion (AIC) and Bayesian Information Criterion (BIC). The results from the estimations showed that mean regional housing prices and census-based deprivation indices were correlated with the two types of dental health behavior in a statistical sense. The results also revealed that the model with mean regional housing prices showed smaller AIC and BIC compared with other models with conventional census-based deprivation indices. These results imply that it is possible for housing prices summarized using aerial units to be used as an alternative to conventional census-based deprivation indices when the census variables employed cannot properly reflect the characteristics of the aerial units.
This paper aims at examining the indices and their weights for the evaluation of local government to allocate reconstruction charge and reviewing the availability of them simulating local governments' evaluation. There has been no specific evaluation criteria existed, while central government has to allocate the reconstruction charge to local governments by the provision 3 of Restitution of Housing Reconstruction Gains Act. The results as follows : According to a survey on evaluation indices weight and AHP analysis, the weight of 'the housing welfare improve effort' is the highest with 25.1% among 5 upper-classification indices. Following this, each weight of 'housing welfare conditions(22.7%)', 'housing SOC establishment(22.5%)', 'the achievement and planning on reconstruction charge use(15.8%)', and 'housing sector achievement such as Bogeumjari(13.9%)' are ranked. Meanwhile, Among 16 lower-classification indices, 'the rate of minimum housing standard households(11.5%)', 'public rental housing supply(8.9%)', 'reconstruction charge use achievement(8.3%)', 'reconstruction charge use planning submit(7.5%)', and 'rate of water and sewage(6.3%)' hold high rank. The analysis results show the weight of 'housing sector achievement such as Bogeumjari' on the existing provisions should be decreased(30%${\rightarrow}$13.9%) as others' weight has to be slightly increased. According to the result of the simulation, Jeonbuk, Gyeongbuk, Jeonnam, Jeju, Gyeonggi received higher scores in the comprehensive evaluation, while Daejeon, Seoul, Incheon, Daegu and Gwangju, where the housing conditions are relatively good, received lower scores. These results of the analysis correspond with the direction of reconstruction charges allocation and indicate that the evaluation criteria used in this simulation is acceptable.

In accordance with planning to construct culture park on Songhyeon-dong (district) near Gyeongbokgung Palace, This study analyzed literature and drawings from the early Joseon Dynasty to today for the district, known as 'Songhyeon (pine hill)' to identify historical and cultural landscapes during essential times. The following are the results; First, the owners of significant lots were identified, and land use and landscape components were extracted for a diachronic examination of the landscape of the whole area of Songhyeon-dong. Songhyeon district had been regarded as the 'Inner Blue Dragon (Spot) of Gyeongbokgung Palace' in terms of geomancy since the foundation of Joseon in 1392 in that the government created and managed a 'pine forest' in the district. A state warehouse called 'bungam' was constructed, and small fruit stores, 'ujeon,' opened due to the complete reformation and urban planning led by King Taejong in 1410. From the 19th century, mansions of the upper class, such as 'Gaseonggak', 'Changnyeongwuigung' and 'Byeoksugeosajeong' were in the district. A prominent official residential complex called 'Sigeun Sataek' was constructed in 1919 after Chosen Siksan Bank purchased the site. Later, it was transferred to America in 1948 and used as the 'US Embassy Staff Quarters'. Second, the changes in the site view, associated with the aspects of society by the times, were examined by estimating the location and the time the landscape components lasted in each period extracted and identifying the physical entity. The pine forest, regarded as the 'Inner Blue Dragon' that guards the left side of the palace within the geomantic world view, was located in the highlands in the west of the site. In the same period, the flat area in the east was regarded as the 'commoner's district', the streets adjacent to various government facilities and the market, packed with people from different walks of life. From the 19th century, the gardens of the aristocrats of the capital city were created in the pine forest, turning the place into the forest in the middle of the city. The whole area of Songhyeon-dong, which existed as a large lot in the city center for a long time, was developed by Japanese imperialists in the 20th century based on the concept of 'Ideal Healthy Land,' which interrupted the placeness of Songhyeon-dong that had adhered to the traditional geomatic view of the Joseon Dynasty.
In urban areas, the impermeable area continues to increase due to urbanization, which interferes with the surface penetrating and infiltrating of rainwater, causing most rainwater runoff to the surface, deepening the distortion of water circulation. Distortion of water circulation affects not only flood disasters caused by rainfall and runoff, but also various aspects such as dry stream phenomenon, deterioration of water quality, and destruction of ecosystem balance, and the Ministry of Environment strongly recommends the use of Low Impact development (LID) techniques. In order to apply the LID technique, it is necessary to set a rainwater management target to handle the increase in outflow after the development of the target site, and the current standard sets the rainwater management target using the 10-year daily rainfall. In this study, the difference from the current standards was analyzed through statistical analysis and classification of independent rainfall ideas using inter-event time definition (IETD) in setting the target amount of rainwater management to improve water circulation. Using 30-year rainfall data from 1991 to 2020, methods such as autocorrelation coefficient (AC) analysis, variation coefficient (VC) analysis, and annual average number of rainfall event (NRE) analysis were applied, and IETD was selected according to the target rainfall period. The more samples the population had, the more IETD tended to increase. In addition, by analyzing the duration and time distribution of independent rainfall according to the IETD, a plan was proposed to calculate the standard design rainfall according to the rainwater management target amount. Therefore, it is expected that it will be possible to set an improved rainwater management target amount if sufficient samples of independent rainfall ideas are used through the selection of IETD as in this study.
