서울의 '원전하나 줄이기(2012)' 정책은 성공적인 도시 에너지 정책이자, 에너지 전환(energy transition)의 성공사례로 소개되고 있다. 하지만, 본 정책의 이른바 '목표달성'이 어떻게 가능했는지에 대해서는 구체적으로 설명된 바가 없다. 본 연구는 원전하나 줄이기 정책의 높은 수준의 성과가 가능한 이유로, 정책인식, 정책목표, 정책수단 및 정책평가 등의 체계 구성요인 간의 조화를 유지할 수 있었던 서울시의 거버넌스 역량을 핵심 요인으로 제시하였다. 이러한 거버넌스 관점의 설명은 정책의 장(policy arena)으로서의 도시의 중요성을 부각시키고, 도시정부의 역량에 따라 체계의 전반적인 전환 과정에서 내적 일관성을 유지하며 정책체계로서의 항상성과 지속성을 유지할 수 있음을 보여준다. 경성에너지체계로 정의되는 합리성-효율성-중앙집권적 에너지체계는 원전하나 줄이기 정책의 시행과 더불어 연성에너지체계로 이행되기 시작하였다. 에너지체계 운영의 주체로서, 체계전환을 관리하는 서울시의 역량은 따라서 가장 중요한 설명변수가 된다.
The purpose of this study is to understand the perceptions of stakeholders in environmental conflicts. The private rental housing project in Busan Sasang-gu Jurye 3 District, which took place in 2017 is one of many cases of environmental conflicts between developers and local residents. The case is considered as a typical failure of collaborative governance that has consequently caused negative impacts to both local residents and government. To understand why local residents could not come to consensus even though the majority of them were against the development project, we analyzed residents' perceptions and subjective opinions towards environmental conflicts. This study adopted 'Q methodology' to investigate human subjectivity. The results showed three distinguished types of subjectivity structures. Each type was named as 'collaborative governance advocates', 'public administration distrusters', and 'current local government supporters' based on their characteristics. Participants in all three types showed opposition to environmental damages that can be caused by the private rental housing development, but they revealed different perspectives on the importance of public participation and institutional responsibility in the process of decision-making. This study makes better understand what makes it difficult to build collaborative governance as a means of overcoming environmental conflicts.

The informal economy is a large part of the urban economy. The informal economy accounts for about half of Pakistan's GDP. This research examined nine different areas of Rawalpindi's Central Business District's business sector (CBD). A survey of 404 respondents from 16 CBD marketplaces enables a comprehensive examination of who works in the informal and formal economic sectors, how much they earn, their goals, perception of their job, and their degree of similarity to the rest of the working population. Furthermore, the statistics illustrate the pro-cyclical connections between the informal economic sector and the formal economy. The Multinomial Logistic Regression (MLR) technique is used for the analysis. The MLR results indicated the informal economic sector holds positive relation with earning members in a family, business expertise, average business sale, and negative relation with education level, satisfaction with government tax policies, household expense, and average investment in the business. From a resilience standpoint, governance is considered an intentional collective action to preserve a stable system condition. Hence, the current study recommends tax reforms and government institution reorganization to mobilize the informal sector and make effective institutional governance.
The purpose of this research was to investigate and analyse the internal structural organisation of UK's urban fringe management initiatives and its roles. Caerphilly Mountain Countryside Service and Thames Chase Community Forest Initiatives were investigated. The Caerphilly Mountain Countryside Service Initiative operates through a tiered structure consisting of the Caerphilly Mountain Joint Committee, the Officers' Working Party, and the management team. The Thames Chase Community Forest Initiative is operated through a tiered structure comprising the Thames Chase Joint Committee and the management team. Although the role of each management initiative is invested differently in certain internal organisational bodies, such as the governance body and the management body, what is common to all the urban fringe management initiatives is that the governance body within each management initiative tries to speak with one voice to bring about an effective operation process, and the management team employs a variety of devices to secure the enrolment of a variety of interest groups in its operational processes.
Purpose: The purpose of this study is to investigate the essential factors contributing to the growth and success of smart cities, providing a comprehensive analysis of key elements that are crucial in fostering the development of smart cities. This study explored the impacts of technology-driven applications, corporate involvement, the role of experts, citizen co-creation, city-led strategy governance, and sustainable urban practices on overall attitudes towards smart cities. Additionally, the study examined the impact of overall attitude on the growth trajectory of the smart cities and satisfaction. Research design, data and methodology: To collect data, this study employed an online survey conducted by a reputable research organization. Data analysis involved the use of factor analysis, ANOVA, and regression analysis. Results: This study unveiled significant impacts of technology-driven applications, corporate involvement, the role of experts, citizen co-creation, city-led strategy governance, and sustainable urban practices on the overall attitudes. Furthermore, it demonstrated that the overall attitude significantly influences the growth trajectory of smart cities. Conclusions: This study identified key driving factors for smart city development, suggesting that the consideration of sustainable urban practices emerges as the most significant factor influencing the growth of the smart cities.
스마트시티가 제공하는 도시서비스에 의해 발생하는 도시공간과 도시활동의 긍정적 변화는 단순히 정보통신기술로 인한 물리적 환경의 조성 때문에 이루어지는 것이 아니라 시민들과 민간영역의 협력과 참여체계가 핵심사항이라 할 수 있다. 이에 본 연구는 공공분야와 민간분야의 수평적 협력체계인 스마트 거버넌스의 구조와 역할에 대한 사례분석 및 문헌연구를 통해 스마트시티가 지향하는 '보다 스마트한 도시'로의 발전을 위한 거버넌스 역할에 대한 평가요인을 도출하고 요인별 활성화 방안을 제시하고자 한다. 이를 위해 우리나라 국토교통부에 등록된 11개 분야 228개 스마트서비스를 대상으로 공간위계별 스마트서비스의 공간적 서비스분포와 서비스의 내용적 특성을 분석하였다. 더불어 미국 미네소타주 두 도시인 Minneapolis-St. Paul권의 광역권에 형성된 공간정보협력체 형식의 거버넌스인 MetroGIS에 대한 사례분석을 통해 거버넌스의 생성과정과 조직구조, 하위 조직의 역할과 상호관계 등을 살펴보았다. 분석결과 스마트 커뮤니티의 활성화를 위해서는 우선적으로 공공분야의 지원 체계 구축이 요구되며 커뮤니티 내부 및 외부와의 소통체계나 협력체계의 고도화, 그리고 커뮤니티가 거버넌스 형태로 진화하기 위한 재정적 안정성 확보를 통해 지속가능한 모델을 정립하는 것이 필요한 것으로 나타났다.
본 연구는 혁신지구의 논의를 종합하고 혁신지구의 거버넌스 대안을 제시한다. 산업특화와 네트워킹, 가치사슬과 산업생태계에 중점을 두었던 클러스터정책은 이제는 한계를 노정하고 있다. 도시혁신의 시대, 산업, 주거, 여가의 융복합시대, 연관다양성의 시대에 적합한 혁신지구는, 다양한 중소규모의 혁신, 공방과 산업의 융복합으로 인한 협력과 대도시지역의 다양한 기반자원을 활용하고, 지역사회와의 통합성과 포용성을 강조한다. 민관 파트너십에 의한 협력적 거버넌스에 기반한 퀸터플 헬릭스의 구축, 장소성과 장소의 위신을 강화하는 물리적, 문화적 환경, 서비스업과의 융합이 중요하다. 산업적 측면을 넘어서 혁신지구는 도시 에메니티와 생활양식의 변화를 추동하고, 창조적 분위기 즉, 다양성, 생활양식, 매력, 개방성 등을 만들어내고, 이벤트, 거리예술, 야간활동 등 다양한 사회, 문화적 측면들과 밀접하게 연결되어 사회적 활력과 경제적 상호작용을 증진한다. 혁신지구 거버넌스는 기업 간 교환, 조합, 지식과 자원의 창출을 촉진한다. 나아가 기업 간 교환에 의해 지식이 창출되면 거버넌스 체제의 변화에도 영향을 주어, 경직적이고 중앙집중적인 체제에서 개방적, 역동적, 유기적 체제로 진화하게 된다. 혁신지구 정책을 통해 기존의 중심업무지구(CBD)는 중심활력지구(CLD)로 변모할 수 있을 것이다.
본 연구는 경상북도의 귀농 귀촌정책의 실태와 특성 그리고 문제점을 분석하고 그 개선방안을 제시하였다. 경상북도는 전국 최초로 관련 조례를 제정하고, 중앙정부 지원 사업 외에 독자적인 사업의 영역을 확대한 결과, 지원 사업에 대한 만족도가 상대적으로 높은 지역이다. 그러나 귀농 귀촌 지원 정책의 문제점으로는 중앙정부 및 산하 기초지자체와의 역할분담과 관련 부서간의 연계성 부족, 지역특성 및 귀농 귀촌인(세대)의 속성을 제대로 반영하지 못하였고, 은퇴자 계층을 중심으로 한 귀촌인의 정책적 수요에 제대로 대처하지 못한점 등을 들 수 있다. 이에 대한 개선방안으로는 기존의 정책 주체 외에 귀농 귀촌인를 포함하는 거버넌스 체계를 구축하고, 이것이 지역에 제대로 뿌리내릴 수 있는 사업을 제도화하여야 한다. 그리고 경제적 물리적 지원중심의 접근방식에서 탈피하여, 적응주기별 차별화된 프로그램과 귀촌인을 위한 '비농업 농촌형 일자리' 및 농촌지역사회에 공헌할 수 있는 전문역량강화 지원 프로그램을 개발하여야 할 것이다.
본 연구에서는 쿠웨이트 신도시 건설 이후 도시관리 분야로의 진출전략을 수립하기 위해 쿠웨이트의 도시 및 주택관리 현황을 살펴보았다. 또한, 도시인프라 및 주택관리와 관련된 법제도와 거버넌스를 검토하였으며, 국내외 사례조사를 통해 시사점을 도출하였다. 이를 통해 쿠웨이트 신도시 도시관리 부문에 진출하기 위해 전제되어야 하는 현지 제도개선 사항과 함께 도시인프라 및 주택관리를 위한 거버넌스 구성방안을 제안하였다. 한국의 공동주택관리법과 유사한 수준의 법제도 확립을 제도개선의 핵심사안으로 판단하고, 현지 여건을 고려하여 의무관리대상 주택의 범위와 관리방법을 핵심으로 하는 '(가칭)주택관리법'을 제안하였다. 본 연구에서 제시한 공동주택 관리범위와 추진체계 등 진출방향은 중동의 유사 국가에서도 도시 및 주택관리 부문 진출시 기초자료로 활용될 수 있을 것이다.
Smart water cities (SWC) are urban municipalities that utilizes modern innovations in managing and preserving the urban water cycle in the city; with the purpose of securing sustainability and improving the quality of life of the urban population. Understanding the different urban water characteristics and management strategies of cities situate a baseline in the development of evaluation scheme in determining whether the city is smart and sustainable. This research herein aims to develop measurements and evaluation for SWC Key Performance Indicators (KPIs), and set up a unified global standard and certification scheme. The assessment for SWC is performed in technical, as well as governance and prospective aspects. KPI measurements under Technical Pillar assess the cities' use of technologies in providing sufficient water supply, monitoring water quality, strengthening disaster resilience, minimizing hazard vulnerability, and maintaining and protecting the urban water ecosystem. Governance and Prospective Pillar on the other hand, evaluates the social, economic and administrative systems set in place to manage the water resources, delivering water services to different levels of society. The performance assessment is composed of a variety of procedures performed in a quantitative and qualitative manner, such as computations through established equations, interviews with authorities in charge, field survey inspections, etc. The developed SWC KPI measurements are used to evaluate the urban water management practices for Busan Eco Delta city, a Semulmeori waterfront area in Gangseo district, Busan. The evaluation and scoring process was presented and established, serving as the basis for the application of the smart water city certification all over the world. The established guideline will be used to analyze future cities, providing integrated and comprehensive information on the status of their urban water cycle, gathering new techniques and proposing solutions for smarter measures.
