  • Although the efficient formation of urban space structure is a key factor in energy saving and environmentally-friendly aspect, the maintenance of the center and sub-center of the city that are key factors has been becoming increasingly difficult due to the variability and complexity of urban activities. In the case of Busan, amid the expansion of urban scale due to rapid economic development and overpopulation, systematic approaches to professional diagnosis and maintenance have been significantly insufficient - other than the city basic plan which has been conducted at an interval of 20 years. For the effective management of urban central area, systematic monitoring of the CBD through demand forecast and blight forecast at a city level must first be implemented. In order to fulfill this goal, this study is to figure out the current state of the CBD through the diagnosis on blight of the urban central area in the viewpoint of rehabilitation of the CBD and to propose the measures for practical utilization of the information about space for the further management of the central area of the city. For analysis, the study looks into the present state in terms of physical index, economic index, and social index. And then as a micro-approach by utilizing economic index, the study has thoroughly examined the economic blight of the Seomyun urban central area of Busan. The outcome of the analysis shows that in terms of population distribution and land utilization the area is in the stage of inefficient dispersion after having gone through the stage of suburbanization. It is expected that this study, as the material that proves the necessity of enhancing the function of the CBD, can propose the direction for the management of the urban center of Busan through blight prediction and management of the urban center and can provide the basic data for the long-term urban development that aims at the efficient strengthening of functions of the CBD.

  • The purpose of this study is to establish the determinants of satisfaction with the results of housing regeneration projects among their elderly residents, and to suggest the political implications. The survey included questionnaires about satisfaction levels with the projects' physical and non-physical maintenance factors. The results were statistically analyzed by correlation analysis and PLS regression analysis. As a result of the study, firstly, the physical factors rather than non-physical factors (such as home improvement and management support, community support, the economic foundations and professional support) were found to have a large effect on elderly residents' satisfaction. Secondly, the non-physical factors, such as economic factors were analyzed among senior job offers that are both highly influential in the two regions Yonnam-dong and Bukgajwa-dong. Finally, electrical maintenance work, tree planting, a "Green" parking plan, or refuse the effect of visually larger landscape improvement, such as bins installed, maintenance of local factors that contribute to the greenery of the area were judged to be important.

  • In the past, the United States has been engaged in large-scale urban development projects as a tool for urban regeneration to revitalize distressed urban areas. On the other hand, large-scale urban development projects have been stalled or discontinued globally since the 2008 economic crisis. Despite this, the Hudson Yard development, which is the subject of this study, has resumed smoothly due to the characteristics of its development structure and rational negotiation process. Most domestic developments depend on the economic circumstances, and the problems that are exposed in a privately led development are repeated; the Yongsan International Business District Development is a representative failure case. This study examined the characteristics of the business structure and the nature of the negotiation process in the Hudson Yard development project in New York City.

  • In recent years, the risks and uncertainties associated with mixed used development in urban regeneration projects which have actively been implemented at home and abroad have been on the rise due to the uncertainties of the initial business plan, difficulty of financing, increase in total cost and schedule delay. To cope with rapid social and economic changes and optimize benefits, a risk-based configuration management process that considers life cycle is required, along with accurate planning in the early stage of the business. In addition, it is necessary to prepare measures that can respond to the evaluation and measurement of the configuration factors in relation to the business process. However, the focus of previous studies on configuration management in the field of construction was mainly on humanities and the sociological aspects such as organization, leadership, ideology and similar concepts. There has been limited research on the process and measurement and evaluation methods for configuration factors required in decision-making on the risks and changes that can occur in the actual project implementation phase. Accordingly, in this study, we defined risk-based configuration factors and developed a process and MECA/3DAM/CII methodology to measure and evaluate these factors so as to carry out systematic configuration management of mixed used development in urban regeneration projects.

  • The genetic algorithm (GA) and branch and bound (B&B) methods are the useful methods of searching the optimal project combination (combinatorial optimization) to maximize the project effect considering the budget constraint and the balance of regional development with regard to the Urban Regeneration New Deal policy, the core real estate policy of the Moon Jae-in government. The Ministry of Land, Infrastructure, and Transport (MOLIT) will choose 13 central-city-area-type projects, 2 economic-base-type projects, and 10 public-company-proposal-type projects among the numerous projects from 16 local governments while each government can apply only 4 projects, respectively, for the 2017 Urban Regeneration New Deal project. If MOLIT selects only those projects with a project effect maximization purpose, there will be unselected regions, which will harm the balance of regional development. For this reason, an optimization model is proposed herein, and a combinatorial optimization method using the GA and B&B methods should be sought to satisfy the various constraints with the object function. Going forward, it is expected that both these methods will present rational decision-making criteria if the central government allocates a special-purpose-limited budget to many local governments.

  • Many cities are utilizing their cultural capital as a means for urban regeneration and tourist attraction. Museums form an essential component in these culture-based urban regeneration efforts, the Guggenheim Bilbao being a frequently cited example of success. The United Arab Emirates (UAE) has benchmarked the Bilbao case study as they were looking for alternative income-generating industries in the post-oil era, embarking on a city-building project on the Saadiyat Island where resorts and cultural institutions of massive scale are being constructed. The Louvre Abu Dhabi and the Guggenheim Abu Dhabi were pursued under this scheme, aiming at attracting tourism and elevating their status in the region as a cultural capital. This study examines the political, economic, and cultural background behind the Saadiyat city project and the pending issues behind the construction of the Guggenheim Abu Dhabi. This study purports that besides funding and an ambitious plan, social and cultural developments in the region over time will be essential for a successful localization of a Western brand museum in the region.

  • This study attempts to examine the process of place-making, to define the role and interrelationship of the subjects and to analyze the placeness of the 'Kim Gwang-seok Road', a representative example of artificial place-making. Through a 10-year urban regeneration project based on the concept of Kim Gwang-seok, the alleyway between Bangcheon Market and the retaining wall of Sincheon-daero has been embedded as a memorial space for Kim Gwang-seok and an cultural art space. However, the existing placeness has weakened as the result of the excessive tourism in the late 2010s, while the characteristics of cultural commercial space has strengthened. This change in place has prompted community disintegration, which has caused the loss of momentum for sustainable development. To overcome these problems, it will be necessary to establish endogenous governance to expand and reproduce existing community capabilities, embedded social capital and place assets in new directions.

  • As Asia's leading advanced country, Korea has an absolute advantage over foreign trade routes and maritime economies over inland countries. Following the change in social background, the original port area is for various reasons, and some ills are gradually revealing people's private interests. Due to this, it is the economic interest and future development space of the marine industry cluster in the port area that are directly affected and damaged. This study studied the relationship between marine industry clusters and port urban regeneration. It is intended to present the necessity and importance of activating the marine industry cluster through port urban regeneration while analyzing the regenerative design from the quantitative analysis angle. Therefore, first of all, the theoretical backgrounds were considered, and the cases of port cities that did well worldwide were analyzed according to the current status of the northern port of Busan, the research target site, through analysis. In addition, in order to increase the reliability of this study, the data of marine industry clusters and port city regeneration were reviewed using empirical analysis. Looking at the results of this study's case study and empirical analysis, it is a relationship that actually improved and interacted between the marine industry cluster and the port city regeneration. Through the study, it is expected that the Busan North Port Redevelopment Project will be promoted at the design, environmental, and economic level, and at the same time, it will be able to enhance its status as a marine city in Busan. The results show that, no matter which country or port city, the development of economy, society, culture and will inevitably promote the vigorous development of the marine industrial cluster, also, the port area development to a certain degree. will naturally the physical conditions of regional development obstacle through the port city of regeneration. This promotion will overcome.

  • The purpose of this study is to propose a sustainable village-unit urban regeneration plan for the Ewha Mural Village, where mural artists recovered concrete fences to be followed by some residents damaging the mural paintings. Through a review of the existing literature and a preliminary survey, we derived the urban regeneration factors (environmental sustainability, economic sustainability, and social sustainability) applicable at the village level. After an empirical survey on the residents, we tried to identify various problems of the Ewha Mural Village. Residents selected the factors of accessibility, parking management, diversity of industries, creation of new jobs, community participation of residents for the mural village's activation, and stable living spaces. In the case of Ewha Mural Village, physical environment factors for the residents at the time of construction were not considered and the village was mainly planned using budget-based murals. Since then, the inequality of economic benefits intensified the conflicts among the residents. In addition, public benefits, such as establishing new industries and employing outsiders, were not provided, and these facts appear to have led to an unsustainable murals village, in which the murals that are the protagonists of the village revitalization are being destroyed. Therefore, the urban regeneration of Ewha Mural Village should be designed considering a region where some residential areas can be transformed into tourist areas. In addition, it is essential to employ a win-win method to improve the living environment, such as road maintenance, not only partial economic benefits, such as increased land-value, and to increase resident's value as a common asset within the village itself.

  • Despite the process of neoliberalization has made a decisive influence on our society as a whole, there seems little interests in neoliberal urbanization and entrepreneurial urban projects promoting it. This study is to see relationships between neolibealization process and recent urbanization and urban policies in terms of entrepreneurial city mediating them. In particular, this paper tries to reconceptualize entrepreneurial city as corresponding to privatization and commodification, financialization, state redistribution, and management and manipulation of crises which Harvey(2005) suggests as four main features of neoliberalization process in general and 'accumulation by dispossession' in particular, and to characterize it in terms of 'creative destruction' and of 'entrepreneurial governance'. As examined in the later part of this paper, recent cases of these entrepreneurial urban projects in S. Korea include volatility of land and housing price in the Capital region and urban regeneration and newtown projects, project for free economic zones construction in Incheon and other 5 regions, project for SOC construction heavily relying on private investment, in particular project financing pursued nationwidely including Daegu, and project of urban cultural marketing to promote capital inflow tacitly as well as to enhance urban imagine explicitly.
