A Study on the Recognition and Development plan of Local official's Competency assessment system in B Metropolitan city (지방공무원 역량평가제도의 인식과 발전방안 대한 연구 - B광역시를 중심으로 -)

  • The purpose of this study is to seek the recognition and development method of the competency assessment in order to set up the competency assessment system introduced for the manager promotion in B metropolitan city. The following conclusion were obtained by studying the recognition of competency assesment system of candidates for promotion and non-candidates. First, it is found that non-candidates have a higher recognition of the necessity of competency assessment system and its credibility, fairness and influence on relieving nepotism than candidates for promotion. Second, competency factors that recognized to be necessary for the performance of manager's role were direction guidance, fostering members, integrative thinking and communication in sequence by candidates for promotion, while direction guidance, communication, integrative thinking and management of organization in sequence the non-candidates. Third, in terms of the operational aspect of the competency assessment system, both candidates and non-candidates wanted a pass rate of 70~90%. And the time required for the assessment task was most favored for 1~2hrs, and the judges of the competency assessment were preferred in the order of professors, public official, consultants, and headhunters. Fourth, $1^{st}$ candidates than non-candidates recognized that the person who are from $5^{th}$ or $7^{th}$ class appointment are younger, have high education, are better at presenting, are in administrative positions, and are more optimistic would be more advantageous in competency assessment.

Accuracy Analysis of Network RTK Surveying for Cadastral Re-survey Project (지적재조사사업에서 Network RTK 측량의 적용 정확도 분석)

  • The purpose of this research is to suggest the reasonable method of Network RTK surveying in future cadastral re-survey project through the accuracy analysis about Network RTK surveying achievement and the conventional TS-based confirmation surveying. To achieve it, we selected the experiment places and succeeded in achieving the result by Network RTK surveying about total of 307 parcel boundary point. We compared it with the result of confirmation surveying for cadastral, and it was shown that total connection errors of RMSE was ${\pm}0.1028m$ and total 48 places exceeded in the cadastral re-survey allowable error tolerance. The research suggested the practical alternatives in cadastral re-survey project after the comprehensive evaluation of those analysis results. Therefore, the author suggested development and adoptation of integrated electronic plane table surveying method. Moreover, we suggested unifying the first parcel boundary point method into the total station surveying and adopt the Network RTK surveying on the cadastral surveying inspection.

Groundwater Use and Its Perspective in Haean Basin, Yanggu County of Gangwon Province (강원도 양구군 해안분지의 지하수 사용과 전망)

  • The Haean basin is a unique geographical feature formed by differential erosion and it borders the military demarcation line. Recently the basin has become an interest of civilians due to security tour, highland vegetables and wetland. After the civil war, the population decreased but it has increased since 2007. The annual mean air temperature in the basin has increased with a rate of $+0.016^{\circ}C/yr$ and the annual precipitation also has increased with a rate of +10.41 mm/yr. The precipitation occurring in June~August (wet season) occupied most of the total precipitation increase. In addition, recently the number of groundwater wells and its use have gradually increased and most of them are for agriculture including cultivation of rice and highland vegetables. If the air temperature further increases in the future according to the climate change scenarios, the highland vegetables cultivation will be difficult. Furthermore, if the rainstorm in the summer will be enforced, the groundwater recharge and water management will be aggravated. Therefore, an evaluation for sustainable groundwater development in the basin and a reform of the current agriculture (change of cultivating crops) depending on much water are essentially required.

The Characteristics and Evaluation of Local Social Enterprises and Regional Development : The Case of Jinju City, Korea (지역 사회적기업의 실태와 정책과제 - 경남 진주시 사례 -)

  • This paper aims to examine the characteristics of social enterprises in Jinju City, Korea and to provide policy recommendations for promoting the competitiveness of local social enterprises. There are 11 social enterprises in Jinju City that are certified by central and local governments. The survey shows that the majority of social enterprises in Jinju City are based on the local community and their activities are public in nature, including supporting the self-reliance of local under-privileged class or contributing to local socio-economic development. However, it is also revealed that local social enterprises have a great deal of difficulty in making a profit. Particularly, they have much trouble with sales of their services and products, largely due to the vulnerability of marketing and financial ability. This means that the local social enterprises are not capable of being viable in a severe market competition. Thus I suggest some important policy recommendation for invigorating local social enterprises, including the reform of governance system, expansion of public purchase of the products made by local social enterprises, and the facilitation of inter-organizational networking among local social economy agents.

Balancing Conservation and Development in National Parks of Japan: Success or Failure? (일본의 국립공원 보호와 개발의 조화 : 성공 또는 실패?)

  • This paper evaluates the historical development of national park policy and administration in Japan from the perspective of achieving sustainable development in nationally important ecological areas. Contrary to the widely held belief, the national park system in Japan has been unsuccessful in balancing conservation and development. The fundamental reasons for its failure are as follows: the Japan's national park system has been largely founded and developed based on economic grounds and held sway by economic development policy; the policy and administrative coordination between government units concerning conservation and development has not been carried out; public participation and environmental groups' involvement in the decision making have been extremely limited; national parks have been perceived in the public image not as distinctive national heritage but as finest and popular tourist sites; and the dominant interest of tourism and recreational development has prevailed over conservation interest. Japan's unsuccessful experience and lessons imply that there is urgent need to drastically reform our national park system, largely founded on the Japanese model, in order to save our last national environmental heritage.

An Evaluation on Karl Marx's View on Social Policy (칼 맑스와 사회정책)

  • This article aims to find Karl Marx's views on the social policy and to reorganize them into a systematic social policy theory. His views on the welfare state are scattered in diverse works including Capital and Communist Manifesto, and are very complicated and sometimes contradictory. This article further aims to reinterpret his contradictory views on social policy and to attempt to show what he really meant on social policy. By so doing, this article will contribute to re-establishing Karl Marx's status in the field of social policy study. Karl Marx's social policy theory is one of the least researched area in social policy, although several Western scholars introduce and evaluate his views on the welfare state in social policy textbooks and articles. In particular, it is very difficult to find a work attempting to reorganize and reinterpret Karl Marx's contradictory views on social policy. In this regard, this article deserves a significant academic concern.

Elementary textbook adoption process and teacher decisions (초등학교 수학 교과용 도서 선정과 관련한 교사들의 의사결정 탐색)

  • This study investigated teachers' decision-making and related factors in the elementary textbook adoption process. Our participants include 296 elementary teachers who took part in the mathematics textbook (grades 3 and 4) adoption committees in his/her schools. Our study used the decision-making model of Shavelson and Stern (1981) for analyzing teacher beliefs and attitudes concerning choices and priorities, judgments, evaluation methods, and key factors to reviewing and selecting a mathematics textbook. Our discussion includes teacher beliefs and intentions and the way they come into conflict with determinant factors that influence the decision-making of textbook adoption. Findings also reveal the unique nature of elementary school teaching as generalists in contrast with secondary teachers as specialists, playing a significant role in the adoption process. Lastly, the study discusses the entanglements of textbook reform and explains the discrepancy between textbook authorization/approval policies versus the plight of little change (and innovation) in mathematics textbooks.

Analysis of Hospital Foodservice Management and Health Insurance Coverage of Inpatient Meals in Seoul (서울지역 의료기관의 급식서비스 및 환자식 급여화 현황 분석)

  • The objectives of this study were to explore hospital foodservice management and to investigate conditions related to health insurance coverage of inpatient meals. A questionnaire was distributed to the nutrition departments of 44 hospitals in Seoul on July 2009. The average kitchen area was 0.5 $m^2$, and centralized distribution systems were in place. Partition walls from contamination zones, separate work tables to prevent cross-contamination, exclusive areas for preparing tube feeding, and split carts with refrigerated and convection heat settings were largely used in tertiary hospitals. Most dietitians did meal rounds (93.2%) and surveyed for patient satisfaction (86.4%). The major theme of QI (Quality Improvement) was menu management (31.8%). The health insurance fees for meals were (won)4,938.9 for a general diet, (won)5,199.8 for a therapeutic diet, (won)4,067.0 for tube feeding, (won)9,950.0 for sterilized diet, and (won)18,383.4 for diets not covered by health insurance. The prices for general and therapeutic diets were significantly lower in hospitals compared to tertiary or general hospitals (P<0.001). The cost composed of 48.3% food, 44.0% labor and 7.7% overhead for general diets and 47.9%, 44.5% and 7.6% for therapeutic diets. In the case of health insurance coverage for patient meals, the number of items applied to general diets averaged 2.8 out of 4 and for therapeutic diets it averaged 1.9 out of 3. To reform the health insurance coverage system for patient meals, it is urgent that the qualified level of patient meals is presented from a national viewpoint, and monitoring should be performed consistently by developing the evaluation tools.

The New Health Promotion Strategy in Japan-focusing on life-style related diseases (일본의 건강증진 정책의 방향 -생활습관병 대책을 중심으로-)

  • The prevention of life-style related diseases is an increasingly important issue in Japan, because not only have the number of patients with life-style related diseases increased but also medical care costs. This paper gives recent strategies for the prevention of cardiovascular diseases through life-style modification. Health objectives for the year 2010, called "Healthy Japan 21", were established in 2000 by the Ministry of Health, Labour and Welfare and the Health Promotion Act was enacted in 2002 to promote this health policy. However, the prevention efforts for life-style related diseases have not been effective in regard to the evaluation of the strategy objectives. The reform of the medical care system which included a new nationwide prevention strategy for life-style related diseases was presented in 2006. The new strategy starting from April 2008 included a "specific health checkup" and "specific health education" for those with metabolic syndrome. The specific health checkup is used to screen people according to criteria of the metabolic syndrome and divide them into 3 groups. These groups will receive specific health education. The purpose of this strategy is the early detection of those who have cardiovascular risk factors, and the early management of the clustering of cardiovascular risk factors of obese people aged 40-74 years old. It is mandatory for every insurer to conduct a specific health checkup and specific health education under the new Act. The implementation rate of the specific health checkup and the specific health education, and a reduction rate of individuals with metabolic syndrome among insured people will be evaluated every year. The national objective is to increase the rate of those undergoing the specific health checkup to 80% and the rate of those receiving the specific health education to 60% by the year 2015. The national objective also targeted a reduction rate of 25% for those with metabolic syndrome. This new strategy will be the biggest intervention trial in the world, and it will produce a big health care market in Japan. Not only public administrative institutions but also private institutions are now preparing to take part in this new strategy. However, various tasks remain, such as training more professionals in health education, developing more evidence based practices, and encouraging cooperation with various sectors, to enforce this new strategy.

The Status of Higher Education Reform Drive and Improvement Tasks of Moon's administration : Focusing on University Restructuring Project and Higher Education Funding System (문재인 정부 고등교육 개혁 추진 현황 및 개선과제: 대학 구조개혁 및 재정지원 사업 재편 정책을 중심으로)

  • The purpose of this study is to critically reflect on whether the higher education(HE) restructuring & funding policy proposed by the Moon administration can properly tackle the structural problems confronting Korean HE system. The three major structural problems having entrenched during the rapid expansion of Korean HE system since 1945 can be identified as (1) a 'high cost - low efficiency system' based heavily on 4-year private universities, (2) lack of clear distinction of the roles and connection among different types of higher education institutions (HEIs), and (3) provider-oriented education system and culture seemingly still being widespread at Korean HEIs. This study analyzed the validity of Moon Administration's HE restructuring and funding policy from both a macro- and micro-perspective. From a macro-perspective, this study raised concerns regarding the projects to nurture a national university and a government-dependent private university which will require huge public money. In terms of both the feasibility to secure enough funds and the validity of the proposed policy measures in the existence of unclear roles between public and private HEIs in Korea, this study criticized these policies and proposed, as an alternative policy measure, a low-cost and flexibly operated HEIs such as a government-dependent polytechnic, and a measure to increase connection between different types of HEIs. From a micro perspective, this study suggested, based on 'the expanded principal-agent theory (Waterman & Meier, 1998)', that it would be considered to introduce a more flexible approach in designing the level of government intervention depending upon the maturity of quality assurance procedure at individual universities and the level of goal conflicts between government and individual university.
