Analysis of Overseas Educational Informatization Infrastructure Evaluation Indicators (해외 교육정보화 인프라 평가 지표 분석)

  • The purpose of this study is to examine overseas educational informatization infrastructure evaluation indicators and create data for establishing and developing educational informatization policy directions in the future. We analyzed the cases of OECD PISA, UNESCO, ITU, the German Wetelsmann Foundation, the U.S. Department of Education, and China as educational indicators. As a result of the analysis, evaluation items for electrical and telecommunication facilities such as the school's Internet connection network were commonly found in all indicators, and the ratio of learners to PCs (LCR) was also found in 3 out of 4 indicators. Through this study, it is expected that it will be of great help in conducting educational informatization evaluation suitable for the rapidly changing modern society and developing evaluation tools.

The Effects of Digital Informatization Level Among North Korean Defectors on Daily Life Satisfaction and the Mediating Effects of Social Capital (북한이탈주민의 디지털정보화수준이 생활만족에 미치는 영향과 사회적 자본의 매개효과)

  • This study aims to investigate the factors influencing the life satisfaction of North Korean defectors in the ongoing situation of difficulties. Specifically, it examines the impact of the digital informatization level, and social capital on their life satisfaction and aims to verify the mediating effect of social capital in the relationship between the digital informatization level and life satisfaction. To achieve this, a structural equation model was utilized to validate the research model using data from 679 North Korean defectors who participated in the 2021 Report on the digital Divide. The research results confirm the direct influence of the digital informatization level and social capital of North Korean defectors on life satisfaction. Additionally, the study identifies the mediating effect of social capital in the relationship between the digital informatization level and life satisfaction. Based on these research findings, recommendations are proposed for enhancing the life satisfaction of North Korean defectors.

  • Recently mother company-driven informatization projects have been widely launched for the suppliers. Setting up a proprietary evaluation system for the level of informatization of the suppliers, a mother company provides both financial and consulting supports for the suppliers in order to enhance the utilization level of the ERP(Enterprise Resource Planning) system. With the utilization level enhanced, the whole collaboration network will create a competitive advantage to win over global competition. This paper investigates critical success factors for ERP operational performances through a Samsung Electronics case study. The result of the case study may provide valuable feedback to the strategic decision making and fundamental insights for these collaboration efforts.

  • This study aims to understand the IT savvy degree and the keyword changes on the informatization issues in rural areas during the pandemic status of COVID-19. In the analysis result, we could understand that the informatization policies in rural areas have focused on reducing negative influences on the issues of university entrance exams and higher-level education and economic vulnerabilities. According to the sentiment analysis results on the keywords related to the informatization policies in rural areas, the IT-savvy performance - the improvement of the digital divide and IT utilization capabilities in rural areas - was positively understood. The study is one of the earlier studies considering the relationship between the pandemic of COVID-19 and informatization in rural areas. But still there are limitations of collecting more meaningful data and basic level keywords analysis because of the negative pandemic diffusion of COVID-19.

  • Informatization and digital transformation across industries are big trends in the world. However, although a few food groups are investing in informatization on a pilot basis, informatization is still delayed in related industries, such as distribution, logistics, etc. Therefore, consumers often are not able to have easy access to detailed information about products. In this paper, to improve these problems, we propose a fresh food logistics solution that adopts Proof of Nonce (PoN) consensus algorithm with Internet of Thing (IoT) technology. The recently developed PoN algorithm dramatically reduces a time for generating a block and is suitable for a platform that collects and services real-time information. We expect to improve their trust in the platform by preventing forgery/falsification of information recorded in real time through this paper.

  • In this paper, we investigate and analyse companies of the mechanical industry, which introduces ERP and then alter productivity, organizational culture. Through the survey and field investigation about these companies, we can know the utilization and dependence on ERP considerably higher, but the problem with the early introduction and maintenance costs due to frequent turnover, and training and support for ongoing maintenance was a problem.

  • The purpose of this study has developed a teaching and learning informatization indicator that provides the basis for utilizing or disseminating the beneficial teaching and learning informatization environment promoted by each university. The research method analyzes various informatization indicators developed by KERIS from 2002 to 2015 and recent environment such as Edutech, future education report, teaching and learning field report, and reflects them in indicator development. The development of the third indicator was completed by dividing it into Input, Process, Output stages by reflecting expert opinions in the first and second indicators. As a result, the core words of the university's teaching-learning informatization infrastructure building, sharing of educational resources, open development and sharing, joint purchase of resources, information safety system and literacy education, current status grasping, and resource utilization were derived. In the future, I will fill out the questionnaire to supplement the question through a pilot test and to grasp the current status of teaching and learning informatization in the entire university.

  • The United Kingdom is known for the quality of its qualifications. There is a strict quality system with reputable bodies responsible for ensuring that high quality standards are met. In order for new qualifications to be accredited, they must meet all the requirements set out in the regulations for the quality and informatization of Education. The crucial role of the Agency for Quality Assurance of Higher Education (QAA) in the UK for creating high-quality management of higher education institutions is revealed, the influence of informatization tools on its effective mechanism as an independent entity is shown, and positive experience for the educational sector is highlighted. While the universities themselves are responsible for reviewing educational programs at the subject level, the QAA review focuses on verifying internal quality assurance, as well as systems and improvement strategies. The QAA uses a peer review process in which teams mostly consist of academic staff from other institutions to assess the quality of the institution's education. In Scotland, the team also includes an international reviewer. The student is also a member of the Scottish teams. In the UK, attention is paid to providing a cohort of experienced reviewers who can conduct high-quality monitoring and help with advice on improving education. All reviewers must complete training and have permission to participate in the review of educational programs. There are selected committees that are members of the QAA council, each of which is headed by a member of the Council or an independent person approved by the Council. Attention is drawn to the main areas of the QAA's work in the framework of environmental, social and corporate governance.

  • Telecommunication services are important means of information exchanges in information society, and information of them connotes the enabling of information exchanges through telecommunication services in all parts of the society. This study, on top of a theoretical foundation of the informatization of telecommunication services, examines and analyzes historical and actual conditions of the services, and tries to make some policy recommendations based on the analysis.

  • Today, through developing country's Official Development Assistance (ODA) project, Republic of Korea is giving help in establishing communication networks, furnishing PCs and etc, as a help of information base expansion. And to resolve digital divide between countries, Republic of Korea's IT service group dispatch business has also significantly contributed to enhance information application level of developing countries. The conclusion and suggestion of this study is as follow. It is obvious that utilization of information can be affected by capability improvement of developing country's informatization level. However, developing informatization strategy level and environment in long term wise will cause greater influence than to raise immediate informatization base level. Overall, settlement of long term digital divide seems possible when we elevate developing countries' informatization strategy level and environment.
