The Digital Divide and Challenges on the Elderly in Intelligence Information Society (지능정보사회 노인층의 디지털 정보격차와 과제)

  • The intelligent information society is expected to drastically change our lives. The purpose of this content is to derive tasks in the field of media education for the elderly for the realization of digital inclusion in an intelligent information society. To this end, the vision, goals, strategies, and tasks of the intelligent information society were examined through the 6th National Informatization Basic Plan(2018~2022) and the 2022 Education Informatization White Paper(2022). In addition, the current status of the digital gap among the elderly classified as vulnerable groups was identified through the results of the 2022 Digital Information Gap Survey. In order to ease the digital information gap between the elderly in the intelligent information society, it is believed that the development of intelligent media education services using intelligent information technology, provision of media education services for the elderly through learning online service channels, and support for digital intelligent media education for the elderly are necessary.

  • The improvement of high-tech is closely linked with the improvement of the man himself, technogenesis affects anthropogenesis, and human development signifies transhumanism. Informatization and virtualization, digitalization and computerization cover more and more areas of human activity one can record and state the actualization and accentuation of what is happening online and it kind of sacralization, alibization and deification. The anthropological potential of IT also increases and expands accordingly. With the help of technology, scientists hope to establish communication with animals, study their language and intelligence, use elements of AI, to promote the protection of the rights of robots and cybernetic organisms.

  • The article considers the training of specialists in education in the conditions of distance learning. The article focuses on the main aspects of computerization of studies as a technological breach in methodology, organization and practical realization of educational process and informative culture of a teacher. Information technologies are intensive involved in life of humanity, educational process of schools and higher educational establishments.   • The article studies the implementation of automation in the education process as a convenient interface of a document management system, on the one hand, which makes it easy to navigate the program, requiring from the user only a small amount of any special skills in working with electronic computers, on the other hand, it provides to the user operational information about all the data of interest to him, taking into account the access rights given to this or that information, stored in the enterprise database.

  • To compete with large construction companies whose dominance in market share is deepening recently, the needs for improving field production system of mid-size construction companies have increased rapidly. The development of an adequate model that focuses on the organizational size and work process of the mid-size construction companies are needed to increase productivity through the informatization in the construction industry[0]. The authors of this study used case studies on the problems of the mid-size construction companies in procuring work and presented a method to solve such problems so that the managers in head office of those mid-size construction companies can effecitively deal with multiple sites[0].

  • A graph G is called a fractional (g, f, n)-critical graph if any n vertices are removed from G, then the resulting graph admits a fractional (g, f)-factor. In this paper, we determine the new toughness condition for fractional (g, f, n)-critical graphs. It is proved that G is fractional (g, f, n)-critical if $t(G){\geq}\frac{b^2-1+bn}{a}$. This bound is sharp in some sense. Furthermore, the best toughness condition for fractional (a, b, n)-critical graphs is given.

  • The article is devoted to the problems and prospects of integration of informational technologies in the administration of justice as a necessary component of the development of the informational society in Ukraine. In general, informational technologies make it possible to create new forms of organization and interaction of bodies of public authorities with society, to introduce innovative solutions for legal regulation and organization of public relations. More and more services for citizens are moving to electronic format. Judicial reform is aimed at ensuring more comfortable and convenient interaction with the courts. The need for the usage of informational technology in the proceedings is preconditioned by the global informatization of modern society, the development of new forms of interaction in the civil sphere with the usage of electronic means of communication: the global Internet, mobile, and satellite communication systems and more. "Electronic justice" involves the use of information and communication technologies in the implementation of procedural law.

The Study on the Effect of ISP(Information Strategic Planning) at the Institutional Sites

  • Understanding what lies beneath the relationship between ISP and its implementation is an significant area of inquiry in the ISP research. Through an empirical analysis and complementary case examples the current study examines this relationship at six different university sites which undergone both of these processes years from 1995 to 2001. The face-to-face, in-depth interviews were conducted to those participated in both of these processes. A questionnaire survey was also conducted to same participants to elevate the quality of the validity and reliability of the measures. Due to the limitation of the access to the data, it was not possible to compare how similar the final implementation outcomes are from what was originally planned in ISP to some sites. However the study finds that such organizational factors as management support, communication, and organizational culture at the ISP play an important role in the implementation process. This paper proposes that these organizational factors although little they seem to directly affect each individual elements in the implementation process, its latent impact is critical as a whole.

  • In this study, a survey research was conducted on government employees in Busan Metropolitan City to identify the influence of cyber education factors (learning factor, learner factor, and learning system factor) on the preference for government employee cyber education offered by the government always learning system. Analyzed results, recognition of learning factor, learner factor, and always learning system were shown to have significant influence on the preference for cyber education, but no indication of influence by always learning support. This study intends to assist stimulating voluntary participation in cyber education and active commitment in learning activities through improving learning effect and fortifying convenient informatization education, with regard to activation of cyber education and improved preference for cyber education.

  • The informatization of Korea is accompanied by the great growth of new strategic export industry, as of mobile phone or semiconductor LCD. Speaking to the situation of mobile phone, Motorola swept over the American domestic market in the beginning of 1990s, digital mobile communication as CDMA developed swiftly in Korea. In 1996, the first year's CDMA users of Samsung were merely one million, nevertheless, the world's sales in the first half of this year is up to 92 million. In this p aper I design 3D application based on J2ME and implement a freely removable 3D object which happened in a 3D scen e by receiving the keyboard response of mobile device with WTK (Wireless ToolKit) simulator. It contains benefits of improvement of relative speed and high-level functionality such as scene graph, keyframe animation, etc.
