Neighboring powers in the Korean Peninsula have started to develop and operate aircraft carriers or equivalent forces to cope with rising North Korean nuclear and missile threats and also to show its national might. For example, the United States has added a aircraft carrier from the 3rd fleet to western pacific theater of operation, while Peoples Republic of China is undergoing operational test of Liaoning as well as preparing for christening of its 2nd aircraft carrier. Japan is flexing its muscle as well by deploying Izumo capable of operating F-35B to Southeast Asia to participate in multilateral exercises starting this year. It is a high time to know more about aircraft carriers or similar types in terms of maritime strategy and history. The U.S. has had by far the vast amount of experiences in utilizing aircraft carrier that it would be beneficial for us to examine U.S. perspectives and its application in the Korean Peninsula. It will provide us with insights to understand and predict what it would be like in times of crisis in the Korean Peninsula in the perspective of aircraft carrier's involvement. This paper intends to show some aspects of future conflicts in the Korean Peninsula and how the ROK Navy can best be ready for such situation. For research purpose, U.S. maritime strategy has been developed in stages ; establishment phase, WWI phase, WWII phase, Cold war phase, post Cold war phase. Each phase includes such factors as threats, strategic concept, applications, and ways to improve maritime strategy. Finally, the role of aircraft carrier based on past history as well as future conflict shines the importance to have power projection capabilities for the ROK Navy. The intrinsic nature of the navy in the world is to project power ashore just as history proved it.
The purpose of this paper is to analyze the status of naval arms race in Northeast Asia. To this end, the scope of the research was limited to national security strategies, maritime strategies and naval strengthening of the United States, China, Russia and Japan. The major powers' active maritime strategies and naval arms race give some strategic implications to the Republic of Korea Navy as follows. First, China and Japan, unlike the past, are actively using submarines in offshore waters including the Korean Peninsula. Therefore, the ROK Navy must successfully promote the Jangbogo-III-class submarine, which is currently constructed, and get a nuclear-powered submarine and P-8 MPA capable of long-range and long-time operations to enhance ASW capability. Second, North Korea's current building submarines capable of loading SLBMs and SLBMs are a new threat to the ROK Navy. The current building KAMD, which focuses on terminal phase defense, cannot effectively respond to North Korea's SLBMs and should be converted to a multi-layered defense system including SM-3 at a mid-course phase. Third, as China militarizes the South China Sea, the instability of the South China Sea is growing. Therefore, the ROK Navy should strengthen its maritime cooperation with the regional countries such as Japan and ASEAN navies to protect SLOC. In conclusion, the ROK Navy needs to build a strong naval power to keep in mind that the 21st century naval rivalry in Northeast Asia is accelerating. The navy must do one's best to protect national strategic and vital interests by strengthening cooperation with regional countries. South Korea is also accelerating its defense reforms in accordance with the pattern of future warfare and the ROK Navy do one's best to have a balanced naval capability capable of actively operating in the offshore waters.
Observations with milliarsecond resolution using the Navy Optical Interferometer have been obtained for a number of stellar systems which include high-mass binaries, eclipsing binaries, and radio stars. These observations also reveal the previously unseen companions in single-lined spectroscopic binaries via directly measured flux ratios. We will present examples of published and ongoing research efforts of these systems to illustrate how an optical interferometer contributes to our knowledge of stars, their environment, and companions. These studies include a conclusive revealing of the previously unseen companion in the single-lined binary ${\Phi}$ Herculis, the direct determination of orbital parameters in the wide and close orbits of Algol, and revealing the orbit of ${\beta}$ Lyrae with spatially resolved images of the $H{\alpha}$ emission.
For humankind, the ocean is a treasure trove of natural resources and an important area that provides major transportation routes. However, marine ecosystems are under threat amidst the global climate change crisis. This is partly due to various sources of pollution emitted from ships, shore facilities, and other sources. In response, the navies of advanced countries such as the United States, the United Kingdom, and Europe have assessed such a climate change crisis as a new maritime security threat. These countries have made early efforts to prevent marine pollution from warships. These efforts have been legally embodied. This was legislation for technical and organizational structures to be practically applied in the field. Among these navies of developed countries, France has established parliamentary and intergovernmental plans to become a leader in environmental protection at the defense level, not only in the European region but throughout the world. Within this framework, the French Navy, through its internal instruction, has inclined its legal efforts to prevent marine pollution from warships. Therefore, this study examines the legislation for the prevention of marine pollution from warships within the French Navy and compares it with the marine environmental legislation applicable to the ROK Navy. It then deduces the implications for the ROK navy, which is advancing toward a Blue-Water navy.
Four cargo ships were ambushed by bombs in 2019 while navigating in the Strait of Hormuz. It was not clear who attacked those ships, however, many nations including the United States argued that it was Iran due to several reasons. The United States established the maritime collective defense system named International Maritime Security Construct (IMSC) in order to protect the maritime security in the Strait of Hormuz, without disclosure against whom it is aimed. Persian, who uses the Persian language unlike other countries in the Middle East, is the major ethnic group in Iran, and most of them believe Shi'ah Islam while most of the Arabs in the Gulf countries adhere to Sunni Islam. It seems that historic and religious motives caused the bipolar system in the Middle East, however, it is plausible to analyze the system of international affairs in the Middle East via defensive or structural realism. Iran has attempted to maintain its hegemony in the region by supporting Shi'ah muslims in the neighboring countries as well as in the world by using military and economic means. In this context, Iran's maritime strategy is to maintain its maritime hegemony on the Persian Gulf via countering threats and cooperating with friendly navies by using the Islamic Republic of Iran Navy(IRIN) and the Islamic Revolutionary Guard Corps Navy(IRGCN). IRIN acts like other navies in the world: protecting national interest at sea, expending its operational areas to the outer seas, and enhancing cooperation with other navies. Meanwhile, IRGCN plays a role as an asymmetric force at sea. It is composed of small and fast asymmetric assets, which can ambush ships fast and furious. Considering the poor study for Iran's maritime strategy in Korea, analyzing the strategy is meaningful for the Republic of Korea Navy, which has operated the Cheonghae Unit for more than ten years since it has extended its operational area over the Strait of Hormuz. In order not to be drawn into the conflict in the Strait, research on the maritime strategy of Iran and other countries in the Middle East should be started.

This research paper examines the Navy of the Republic of Korea (ROK) and the Japanese Maritime Self-Defense Force (JMSDF) to determine if the two navies can cooperate to enhance the security of Northeast Asia. This paper reviews the advantages and limitations of naval cooperation between the ROK and Japan, describes the threats to both, and evaluates domestic, regional and international factors to answer the questions : Is naval cooperation possible? How would might it take? what secunity burdens might the ROK Nayy and the JMSDF be reasonably expected to assume from the United States? Paper conclusions are based on the studies within the framework of today's realities. Consequently, the conclusions may seem undramatic. However, they are based on not what could happen if all parties agreed to accept radical change, but rather upon the assumption that all parties will want to change the least for the greatest benefit.
The construction of Jeju Naval Base was finally completed and donated to the Republic of Korea Navy on February 26th this year. There is no doubt that the new base will contribute to the substantial augmentation of Korea's naval power and maritime security. However, we should note that the new naval base took a long and hard twenty-three years to be completed. In the 21st century, Korea should adopt a new strategy that can fulfill the security requirements of Korea for the new age of international relations. The 21st century is characterized by globalization, and in the world of globalization, a national boarder has become meaningless. In the late 20th century, after the Cold War, trade between countries have greatly increased and so did the importance of the seas. Having transformed from an agricultural country into a commercial country, Korea went from a continental state to a maritime state. Korea has become the 9th largest trading state, and obviously, the importance of the sea has become significant. Korea's national strategic focus needs to be on the sea for national survival. Thus, since the 1990s, the Korean Navy has planned to build the Jeju Naval Base. Jeju, due to its geopolitical characteristics, is extremely important to the 21st century Korea's economy and national security. Jeju is the starting point of the sea route that reaches out to the world, and at the same time, the ending point of the sea route that heads towards Korea. Jeju is located in the center of Northeast Asia and thus, Jeju Naval Base is extremely important for the area's security and order. Jeju Naval Base will be very useful not only for the maritime security of Korea, but also for keeping peace and order in Northeast Asia. Jeju Naval Base was the minimal effort against the six sea route security threats towards Korea. The six sea route threats are: 1) Threat from North Korea; 2) China's Threat towards Korea's sovereignty; 3) China's treat towards Korea's fishery; 4) Threat from Japan; 5) Threat towards Korea's sea routes; 6) Threat from recent phenomena of isolationism of the United States. Jeju Naval Base is built for both warships and civilian ships--such as cruise ships--to use. Just like the United States' Pearl Harbor, Jeju Naval Base will become not only the largest military base, but a beautiful tourist site.
While the United States and other Western states are in trouble with COVID-19 crisis, China is continuing its aggressive ocean expansion with its Gray-zone strategy. The Gray-zone strategy, which China uses around the South China Sea, refers to a strategy that promotes a change in international politics by creating an unclear state, neither war or peace. China, which is trying to expand its influence across East Asia, will also try to project a Gray zone strategy on the Korean Peninsula. The possible scenarios are as follows: 1) South Korea is accidentally involved in a dispute in the South China Sea, 2) Military conflicts between South Korea and China is caused by illegal fishing of Chinese boats in Yellow Sea, 3) China tries to interfere with Socotra Rock, 4) Unlikely, but possible in the future that China induce the military conflicts between Korea and Japan on the Dokdo issue. In order to cope with these scenarios, Korea should prepare the following measures from a long-term perspective: the creation of an Asian maritime safety fleet, the integ rated operation of the navy and the coast guard in the framework of the national fleet, and strengthening the conflict control system for China's provocations.
Ieodo is a submerged rock within a Korea's Exclusive Economic Zone(EEZ) in the East China Sea with its most shallow part about 4.6m below the sea level which has no specific rights for the EEZ delimitation. The United Nations Convention on the Law of the Sea (UNCLOS) stipulates that any coastal state has the rights to claim an EEZ that stretches up to 200 nautical miles from its shore, except where there is an overlap with a neighboring country's claims. Korea claims that Ieodo is within its EEZ as it sits on the Korean side of the equidistant line and the reef is located on the Korea section of the continental shelf. China does not recognize Korea's application of the equidistance principle and insists that Ieodo lies on its continental shelf. According to UNCLOS, Ieodo is located in international waters, rather than one country's EEZ as the two countries have failed to reach a final agreement over the delimitation of the maritime border. This study seeks to understand the evolution of the People's Liberation Army Navy(PLAN) strategy as main obstacles for the EEZ delimitation between Korea and China. PLAN's Strategy evolves from "coastal defense" to "offshore defence", since the late 1980s from a "coastal defence" strategy to an "offshore defence" strategy which would extend the perimeter of defence to between 200 nm and 400 nm from the coast. China's economic power has increased It's dependence on open trade routes for energy supplies and for its own imports and exports. China want secure Sea Lane. PLAN's "offshore defence" strategy combines the concept of active defence with the deployment of its military forces beyond its borders. China's navy try to forward base its units and to achieve an ocean going capability. China's navy expects to have a 'Blue Water' capability by 2050. China insists that coastal states do have a right under UNCLOS to regulate the activities of foreign military forces in their EEZs. China protests several times against US military forces operating within It's EEZ. The U.S. position is that EEZs should be consistent with customary international law of the sea, as reflected in UNCLOS. U.S. has a national interest in the preservation of freedom of navigation as recognized in customary international law of the sea and reflected in UNCLOS. U.S. insists that coastal states under UNCLOS do not have the right to regulate foreign military activities in their EEZs. To be consistent with its demand that the U.S. cease performing military operations in china's EEZ, China would not be able to undertake any military operations in the waters of South Korea's EEZ. As such, to preserve its own security interests, China prefers a status quo policy and used strategic ambiguity on the Ieodo issue. PLAN's strategy of coastal defence has been transformed into offensive defence, Korea's EEZ can be a serious limitation to PLAN's operational plan of activities. Considering China'a view of EEZs, China do not want make EEZ delimitation agreement between Korea and China. China argues that the overlapping areas between EEZs should be handled through negotiations and neither side can take unilateral actions before an agreement is reached. China would prefer Ieodo sea zone as a international waters, rather than one country's EEZ.

The Office of Naval Research (ONR) coordinates, executes, and promotes the science and technology programs of the United States Navy and Marine Corps through universities, govemment laboratories, and nonprofit and for-profit organizations. ONR is active in basic research, applied research, and advanced technology development in a broad range of scientific and technical disciplines. This paper provides an introduction to ONR and to the shipbuilding-related efforts in its Industrial and Corporate Programs Department and International Field Office. ONR's shipbuilding activities focus on improving technology and manufacturing processes while reducing fleet costs. Approaches to the management of technology and innovation in naval shipbuilding are discussed, and opportunities and mechanisms for international collaboration in technical areas of interest to the international shipbuilding community are highlighted.
