The 7th education reform in 1997 has led changes in the way buildings were constructed and such changes drove educational facilities to steadily consume more energy every year. Also, these facilities take several years' estimated expenditure as well as the increased unit price of electricity into account when planning their annual operating budget. Such circumstances may adversely affect the establishment of their budget plan since improper allocation of operating costs could take place. To propose educational facilities' operating budget management plan on electrical energy consumption, this study developed a model that help oversee the facilities' consumption of electrical energy. For the model development, the primary core variables related to electrical energy factors from the aspects of surroundings, physics, policy, etc. were derived from taking both literature research and the characteristics of these facilities into account. The secondary core variables were then derived using the correlation analysis. Lastly, the electric energy use prediction model was developed by performing regression analysis based on the derived secondary core variables.
Low flow affects various fields such as river water supply management and planning, and irrigation water. A sufficient period of flow data is required to calculate the Flow Duration Curve. However, in order to calculate the Flow Duration Curve, it is essential to secure flow data for more than 30 years. However, in the case of rivers below the national river unit, there is no long-term flow data or there are observed data missing for a certain period in the middle, so there is a limit to calculating the Flow Duration Curve for each river. In the past, statistical-based methods such as Multiple Regression Analysis and ARIMA models were used to predict sulfur in the unmeasured watershed, but recently, the demand for machine learning and deep learning models is increasing. Therefore, in this study, we present the DNN technique, which is a machine learning technique that fits the latest paradigm. The DNN technique is a method that compensates for the shortcomings of the ANN technique, such as difficult to find optimal parameter values in the learning process and slow learning time. Therefore, in this study, the Flow Duration Curve applicable to the unmeasured watershed is calculated using the DNN model. First, the factors affecting the Flow Duration Curve were collected and statistically significant variables were selected through multicollinearity analysis between the factors, and input data were built into the machine learning model. The effectiveness of machine learning techniques was reviewed through statistical verification.

OSC is a type of supply chain and value chain that spans the entire process of construction production (planning, design, construction, maintenance, etc.). It is a method of producing the final object by manufacturing it in a factory, transporting it to the site, installing and construction. This research as is the construction cost was compared for each case A, which applied the PC method, and case B, which applied the RC method. In the case of applying the PC method (excluding the PC design cost), compared to the case where only the RC method was applied, the frame construction cost per unit quantity (m3) increased by about 70% (50% based on the total RC construction type). Of the total frame construction cost of PC method application, PC accounted for 90.2%, 'PC manufacturing cost' 54.8%, 'PC assembly cost' 28.5%, and 'transportation cost' accounted for 6.89%. Also a decision-making framework that can consider both costs and benefits was established. In the case of benefits, the construction period, defect repair, disaster occurrence, energy efficiency, noise/dust/waste, and greenhouse gas emission indicators reflecting OSC technical advantages were presented. It can contribute to providing a basis for helping decision-making on the introduction of PC apartment houses using OSC.

In this study, a survey of public library librarians was conducted to examine the current librarian's job status by conducting a survey on the library's environment, such as the size of books, number of employees, and operating subjects. As a result of the study, it was found that based on the current job content and recognition, librarians are mainly working in the order of operating reading culture programs, planning reading culture programs, and user information services. In addition, it can be seen that librarians highly value the importance of their respective duties, and in the case of labor intensity, more than half of them recognize that the current labor intensity is high. Among the detailed competency units corresponding to each task in the future, more appropriate competency unit elements should be considered in consideration of the essential competency, additional supplementation, and lower factors through this study. In addition, the higher the number and experience of regular workers in the library, the higher the degree of librarian certification, and the higher the current position, the higher the importance, difficulty, and expertise of the current work, so it is expected that the library should continue to build experience in the future.

COVID-19 has caused the dramatic reduction of public transportation demand in Busan Metropolitan City, that is, daily public transportation trips in 2020 dropped by approximately 920,000 trips from 2019 based on the public transportation card data. This study investigated the underlying factors affecting the public transportation demand discrepancy between before and after COVID-19 at the primary administration unit(i.e., Eup, Myeon, Dong) level with Ordered Logistic Regression model. Finding of this study is as follows. The primary administration units characterized with high ratio of welfare recipients, industrial area, and day boarders were heavily dependent on public transit, indicating little change in public transportation demand. On the other hands, the primary administration units which have high ratio of urban rail transit uses experienced significant reduction of public transportation demand. In conclusion, transportation policies taken under emergent situation such as COVID-19 need to take into account the region-based characteristics rather than unilateral ones.

The purpose of this study is to present the implications of the rural living area setting and rural spatial structure analysis of the rural spatial strategy plan through case analysis. Following the decentralization of autonomy and the promotion of the transfer of state affairs to local areas, some of the general agricultural and fishing village development projects of the Ministry of Agriculture, Food and Rural Affairs were transferred to local areas. In addition, in 2020, the Ministry of Agriculture, Food and Rural Affairs introduced a rural agreement system for 113 cities and counties. However, since the understanding of the field is still low, this study attempted to present implications through a case analysis of the structure of rural space and the establishment of rural living areas in three local governments in Chungcheong. As a result of the study, in the stage of establishing the living zone, it is necessary to comprehensively review the contents reviewed in the analysis of the current status and conditions. However, the two local governments had insufficient interpretation of the axis by function and the establishment of the base area, or were using the upper plan as it was. Second, the source of the data used in the survey on the distribution status of living SOC facilities is unclear. Since the distribution status of living SOC facilities overlaps with accessibility analysis, OD data analysis, and resident survey results and is used as the basis for setting living areas, the data source should be clearly marked, and verification should be possible. Third, amenity (facility) resources were classified and analyzed according to the conditions and characteristics of local governments. The local government that applied the guidelines as they were was A local government, and the remaining local governments conducted surveys and analysis according to the current status. Forth, since the establishment of the rural living area is the minimum unit supported by government policies through future rural agreements, it is necessary to distinguish them based on quantitative standards in the process of establishing them. Only one case area presented clear grounds and standards, and the rest of the case areas presented standards but are based on non-quantitative standards. In order for rural agreements to be sustainable in the future and benefit local residents, it is necessary to use or establish a government-level institution that can collect and produce objective data. In addition, it is necessary to find ways to specify and standardize the standards for setting the living area and specify them in the guidelines.

A drastic development of modern cities and transportation means as part of a rapid industrialization and urbanization for the past half-century has consistently broaden the boundaries of urban dwellers while, at the same time, raising issues as to establishing relationships among them throughout the society following the materialization of modern urban planning. Within the framework of the postmodern concept, there have been consistent efforts to create a community space in appropriate size and, in particular, the concept of New Urbanism and Urban Village that emerged in mid 1800s along with the effort to build a community by building an ideal city provides an important meaning today when people are seeking to restore a healthy community. Against this backdrop, this study aims to explore the concept of community and to determine its optimal scope of implementation in the sense of healing environment under the premise that organizing a healthy city is based on building a solid urban community. The study findings and conclusions are as follows. First, a community is a subject of constant consideration in the process of historical development of the city and has required us to take a variety of strategic approaches and to determine the scope of implementation. Second, the activities of a healthy community have been conducted under various types of environments, including churches, commercial facilities, urban plazas, parks, and streets in various scales, reflecting their unique characteristics. Third, in the process of designing a healthy and sustainable city, determination of location carries significant implications along with building a community of appropriate size, which requires multidisciplinary considerations in addition to functional approaches. Fourth, the composition and design of a modern urban community need to seek practical ways of its implementation within the concept of healing environment.

Bikes have recently emerged as an alternative to carbon neutrality. To understand the demand for public bikes, we endeavored to estimate travel frequency of public bike by considering the intermediate stops. Using the GPS trajectory data of 'Ttareungyi', a public bike service in Seoul, we identified a stay point and estimated travel frequency reflecting population, land use, and physical characteristics. Application of map matching and a stay point detection algorithm revealed that stay point appeared in about 12.1% of the total trips. Compared to a trip without stay point, the trip with stay point has a longer average travel distance and travel time and a higher occurrence rate during off-peak hours. According to visualization analysis, the stay points are mainly found in parks, leisure facilities, and business facilities. To consider the stay point, the unit of analysis was set as a hexagonal grid rather than the existing rental station base. Travel frequency considering the stay point were analyzed using the Zero-Inflated Negative Binomial (ZINB) model. Results of our analysis revealed that the travel frequency were higher in bike infrastructure where the safety of bike users was secured, such as 'Bikepath' and 'Bike and pedestrian path'. Also, public bikes play a role as first & last mile means of access to public transportation. The measure of travel frequency was also observed to increase in life and employment centers. Considering the results of this analysis, securing safety facilities and space for users should be given priority when planning any additional expansion of bike infrastructure. Moreover, there is a necessity to establish a plan to supply bike infrastructure facilities linked to public transportation, especially the subway.
Background: Since November 2019, long-term care hospitals have been able to provide patients with discharging programs to support the elderly in the community. This study aimed to identify both patient- and hospital-level factors that affect successful community discharge from long-term care hospitals. Methods: A multilevel logistic regression model was performed using hospitals as a clustering unit. The dependent variable was whether a patient stayed in the community for at least 30 days after discharge from a long-term care hospital. As for the patient-level independent variables, an agreement between a patient and the family about discharge, length of hospital stay, patient category, and residence at discharge were included. The number of beds and the ratio of long-stay patients were selected for the hospital-level factors. The sample size was 1,428 patients enrolled in the discharging program from November 2019 to December 2020. Results: The number of patients who were discharged to the community and stayed at least for 30 days was 532 (37.3%). The intraclass correlation coefficient was 22.9%, indicating that hospital-level factors had a significant impact on successful community discharge. The odds ratio (OR) of successful community discharge increased by 1.842 times when the patients and their families agreed on discharge. The ORs also increased by 3.020 or 2.681 times, respectively when the patients planned to discharge to their own house or their child's house compared to those who didn't have a plan for residence at discharge. The ORs increased by 1.922 or 2.250 times when the hospitals were owned by corporate or private property compared to publicly owned hospitals. The ORs decreased by 0.602 or 0.520 times when the hospital was sized over 400 beds or located in small and medium-sized cities compared to less than 200 bedded hospitals or located in metropolitan cities. Conclusion: The results of the study showed that the patients' and their family's willingness for discharge had a great impact on successful community discharge and the hospital-level factors played a significant role in it. Therefore, it is important to acknowledge and support long-term care hospitals to involve active in the patient discharge planning process.

Cost estimation in the early phase enables government to plan public budgeting more efficiently by providing information about construction cost. However, cost estimation in the early phase is difficult to predict because only a little information can be utilized. The cost estimation method now being used by the government is calculated by length of the road multiplied by unit cost per length and shows high error rate because it cannot reflect the unique characteristics of each project. As the project is being proceeded, level of available information also changed. So, reflecting available information of a project is important. This paper divided early phase into two parts : planning phase and early design phase, and developed cost estimation model considering level of available information of each phase. Total 143 cases are utilized to find influencing variables and develop cost estimation model and model validation is done by adopting required accuracy level. This cost estimation model reflecting level of available information can be applied to public budgeting, feasibility test, and comparison between routes.
