  • The government of South Korea and its medical personnel must make a way by which health professionals who have escaped from the Democratic People's Republic of Korea (DPRK) can play a positive and practical role in unification and south-north medical unification while south-north authority talks on DPRK public health and medicine manpower development are not going smoothly. Medical personnel escaped from the DPRK have to be recruited for the interviewer of the national examination, to improve the accuracy of national examination interviews. For those medical professionals who have escaped from the DPRK with 6 years' medical college education, but failed the interview on the national examination, we propose here a course of 3.6 months for them to have a right to apply the Korean Medical Licensing Examinations (KMLE). We also propose that medical professionals who have escaped from the DPRK who have graduated from a 6-year medical college in the DPRK and who are medical doctors over the fifth grade or with more than 6 years of experience can be qualified as unification medical doctors and be exempted from the KMLE, getting the right to go directly into an internship and residency. They should be permitted to work in manpower development projects for the health professions. They should also be given opportunities such as to become psychiatrists who treat the mental illness of persons escaped from the DPRK and people from North Korea after unification. Medical students in South Korea should earn college credits on the topic of medical unification and not only students, but all South Korean medical personnel, should prepare for north-south medical unification with an open mind. A way for each medical college to participate in DPRK manpower development for the health professions through a memorandum of understanding between the medical colleges of the south and north.

  • Crisis of trust in Korean society, especially south-south conflicts among Korean political circle, civil society and peoples on the issue of the Korean peninsula policy driven by south Korean government, have weakened the sustainable and consistent energy of the policy for peace and unification of Korea peninsula. At the moment of drastic change of south-north relation in Korean peninsula, National agreement as a foundation of sustainable peace and unification policy has very important meaning. Because of this, national contract of unification as a kind of social concertation, has been demanded. National contract for peace and unification is an unprecedented process for making unofficial legal norm because it authorize quasi-legislative binding force on the agreement which is concluded by the Korean political circle, civil society and peoples for the peace and unification of Korean peninsula. National contract for peace and unification includes 'agreed aim and principles' for peace, prosperity and unification as well as process and result. And National contract for peace and unification, also is characterized long duration of aim achievement and openness of participating subjects. In terms of law, it will be legitimate source for comprehensive modification of international and internal law. In addition, The nature of National contract for peace and unification, as a people's law, should be considered as soft law which has the power to realize its contents through the enactment of legislation and policy. In order to guarantee the establishment and effectiveness of National contract for peace and unification, the setting of organization is need to determine the range of representatives, who participate in the process of contract making, procedure of contract and to carry out the contract after the conclusion of National contract for peace and unification. For the reason, the Council of National Contract for Peace and Unification as a independent administrative government committee and 'Act on National Contract for Peace and Unification' is needed.

  • We, Korean, still remember the moment that we got so excited due to the expectation of unification between North and South Korea which turned to be failure when Kim, Il-Sung passed away in 1994. However, the recent close relationship between two Koreas has shown the remarkable improvement, and North Korea seems to be ready to expose itself to the western capitalism. The special economy zone in Sinewuiju is one of the examples showing the gradual change in N. Korea. This political change has made possible the cultural exchanges between two countries, which is similar to the process of German unification. It is absolutely necessary to learn from the previous experience happened during the German unification. We, then, need to realize how the Germany managed the problems aroused by unification Especially, the matter in integrating two different public library systems in East and West Germany is treated as a major concern through the paper. The method Germany applied on integrating two different systems was to dissolve the one in East and let it be absorbed by the one in West even the public library system in East German was known as a well-organized network. Therefore, this paper shows the process of the development of East German public library and harmonization of two different public library systems.

  • Whereas previous researches on land policy after unification dealt with principally the problem of land confiscation under the communist reign, this research tried to propose a scheme of long-term land reform which was based on case studies on ex-socialist societies' experiences during their transformation, analysis on North Korea's institution related to land ownership and use. To reform North Korea's land ownership and use by the principle of market economy, North Korean should accumulate their commencing asset necessary for private ownership of land and housing. Therefore much focus should be put on the accumulation of the commencing asset at the early state of unification. On the extension of that line, the government of the Unified Korea should try to solve the problem of land confiscation by the communist party and land privatization in the region of North Korea. For the purpose, gradual land reform is more desirable than rapid one according to the case studies on ex-socialist societies. The government should avoid policies than can result in serious fiscal burden. Active participation of local government is highly recommendable in land tax and development. On the direction of land policy, this research proposed a four step long-term scheme of land reformation in North Korea. However, later researches should put more Korea. However, later researches should put more emphasis to the unification of land institution of North and South Korea which this research couldn't deal with sufficiently.

  • This research aims to analyze the role of social care services after the unification, assuming that the unification would occur in 2020 in a peaceful manner. While much has been discussed about the unification in recent years inside or outside academia, most of discussion tends to focus on political and economic dimensions. Also, social policy studies on North Korean defectors have increased, but few pay attention to social policy strategies after the possible unification. In this context, this study explores various explicit and implicit roles of social care services and possible strategies after the unification. • The present study was conducted with aim for establishing the framework of integrated veteran policy for unified Korea through the analysis of the North Korea's veteran policy. For the purpose, this study reviewed the legal system and implementation process concerning the North Korea's veteran policy and analyzed the establishment of fundamental framework of unification and the implications from the North Korea's veteran policy for unified Korea. The review of the North Korea's veteran policy covered the beginning of the North Korea's veteran policy to the present. Based on the findings of the review, this study revealed the necessity of re-establishing the principle of veteran policy in preparation for unification and proposed a plan for unified veteran policy. The results from this study are expected to be a meaningful milestone to unified veteran policy after unification. It is reasonably expected that there will remain considerable differences and conflicting factors, which could block the path to national integration, between two countries and their peoples after unification. Therefore, it is more important to make a thorough preparation and form social consensus than any other. In this respect, national policy for veterans should go back to basics and be reviewed to be ready for unification. Although different in time, the North Korea's veteran policy was and is the base of the nation's system and source engine for development every period. Re-designing the principle of veteran policy should reflect both symbols of the unified nation and the national identity, but also of socially integrated spirit. Therefore, it must include the spirit of patriotism and awareness of national security. Furthermore, as for the integration of veteran policies for unification, it is especially important for two countries to possess and share common historical consciousness. The unified veteran policy should be integrated on this base.
