When the unification process was established, West German librarians formed a commission for all library and information sectors. After legal unification, the committee formed 6 Arbeitsgruppe(AG) to develop library and information policies for the country. This was designed specially to elevate the level of the East German library system to the West German standard. The first AG concerns the public libraries. The second AG focuses on the education system for library and information specialists. The third AG examines the academic libraries. The fourth AG reviews the regional and national library services and the central organization. The fifth AG explores library and information techniques. The sixth and final AG inspects the legal problem of libraries. Each AG consists of specialists from both East and West German library systems who are experts in their particular subject area. The committee has general meetings to determine the best direction for the nation's library system. Common knowledge indicates this unification was based on economical amalgamation(fusion) from East Germany to West Germany. The unification resulted in the library and information recommendations tending to favor the more advanced West German policies. In this process there are a number of subtle ideological and psychological problems. If before the separation they had developed their library system as one entity, they could overcome the current differences. with much less confusion. In this political phenomenon we can learn that cultural unification needs more time than political unification.

This study suggests integration scheme for agricultural governance of South and North Korea after unification by comparing and analyzing their current agricultural governance, assuming drastic changes of economic system in integration process after unification. The North Korea's critical food shortage will force reformation of its agricultural governance to be the top priority in integration process after unification. The agricultural governance of South and North Korea has comparable structures. However, the North Korea's agricultural governance is extremely inefficient because it is established for political purposes. The integration scheme suggested includes expansion of Rural Development Administration, integration of research institutes, establishment of branch of Korea National University of Agriculture and Fisheries, transformation of existing North Korea's organization into South Korea's system and preparation of training programs for North Korea's officials.

Purpose: The purpose of this study was to investigate the awareness of Korean unification and health care in healthcare professional students. Methods: Descriptive survey design was used, and self administered questionnaires were collected from 567 participants. The data were analyzed using descriptive statistics, chi-square test, ANOVA, and scheffe test. Results: A total of 279(54.4%) students answered that Korean unification is needed. The mean score of attentiveness to Korean unification was 5.27(${\pm}2.10$) out of 10, and the mean score of interest on health care for unification was 4.28(${\pm}2.26$). The degree of interest in Korean unification was significantly associated with the degree of health care for unification(p<.001). The mean score of necessity regarding health care education for unification was 5.59(${\pm}2.15$) out of 10, which was proportional to the degree of interest in the Korean unification(p<.001). The mean score of knowledge regarding North Korea's medical status was 2.35(${\pm}1.17$) out of 10. Conclusion: Based on the study results, continuous education about unification as well as health care for unification is required in order to increase awareness of Korean unification and healthcare in students. Furthermore, additional studies to better understand nursing care systems of North Korea and to identify the roles of nurses in the unification process and public healthcare of unified Korea are needed.

신의주를 홍콩과 같은 경제특구로, 개성을 산업단지로 지정하여 서방. 자본주의를 점진적으로 수용할 자세를 취하고 있는 북한의 변화는 매우 급속도로 진행되고 있다. 우리는 김일성의 사망후 갑자기 통일의 기운이 감돌았던 정치적 변화를 잊지 않고 있다. 그러나 지금의 분위기는 그때와는 사뭇 다르고, 그동안 남북한간의 다양한 문화교류도 성사되었다. 분단국가에서 통일을 이룬 독일을 통해 그들이 도서관 문제를 어떻게 풀어나갔는가를 고찰함으로서 우리가 통일을 대비하여 우리의 도서관문제. 특히 공공도서관 문제를 접근하는데 참고가 되고자 함이다. 동독은 그들이 자랑하는 공공도서관시스템이 통일과 함께 와해되는 위기를 맞았고, 서독의 공공도서관시스템으로 흡수되었다. 서로 다른 체제의 공공도서관시스템이 어떻게 조화를 이루어 궁극적인 이용자봉사를 최대화하는가는 우리에게 시사하는 점이 많을 것으로 사료된다.

The purpose of this study is to suggest the integration of environmental education between South and North Korea in preparation for unification. The results of this study are as follows; Firstly, environmental education in North Korea is in the incipient stage as of the environment protection, the prevention of air pollution. It also emphasizes ideology education rather than sustainability. Secondly, the suggestion for the unification and the synthesizing of its environment together with the 3-stages of unification process. It can be presented as a role and function of environmental education in Unified Korea and consciousness and practical effort for the environmental preservation. In conclusions, the result of this study could contribute macro-view on the integration of socio-eco gab between South and North Korea in preparation for unification.

At present, there are various standards used as the governing law of contracts for establishing, implementing, and resolving disputes between the parties to international sales contracts, called "Forum Shopping." Uncertainty and increased transaction costs, which may arise from these various norms, may hinder the activation of international commerce. This study examines the process of enacting and examining various international unification norms that have emerged through international organizations to eliminate trade barriers caused by choice of governing law concerning parties involved in the international sale of goods. Issues regarding the positive and negative perspectives are discussed to identify obstacles to international unification norms. In particular, by comparing and analyzing the differences between the regulations of the CISG and PICC, the representative international unification norms on international sales contracts, the possibility of unification of the norms on international sales contracts are reviewed. Direction for the establishment of a single international regulation is presented for reducing the transaction costs and uncertainties in the international sale of goods.

본 논문은 독일통일 후 구동독지역에서 실시된 학제통합 과정에 대한 고찰을 통해 남북한 통일 후 교육통합 과정에서 고려해야 할 시사점을 도출하는데 연구의 목적이 있다. 독일 통일 전후 단계에서 구동독의 학제는 전환기 과정을 거쳐 구서독의 학제에 통합되었다. 구동독의 학제통합은 전환기 조치를 통한 안정적 관리, 동서독 간의 협의 추진, 지역별로 상이한 학제 체제의 도입, 통일 후 사회적 변화 상황에 대한 유연한 대처의 측면에서 긍정적인 특성을 가지고 있다. 반면, 단기간의 개편 추진, 구동독 학제 체제에 대한 고려 미비, 학제 통합 후 내적 인프라 구축의 어려움 등의 한계를 나타냈다. 통일독일의 학제통합 과정 사례는 남북한 통일 후 교육통합을 준비해야 하는 우리에게 학제통합의 안정적 추진을 위한 방안의 수립, 북한 학교체제에 대한 면밀한 검토, 학제통합에 따른 내적인프라 구축 방안 마련 등이 필요하다는 시사점을 제시한다.

한국 사회의 내적 신뢰위기, 특히 한반도정책에 있어 남한의 정치권과 시민사회단체 그리고 국민 사이에 존재하는 남남갈등은 지속적이고 일관성 있는 한반도 평화통일정책의 추진력을 크게 약화시켜 왔다. 한반도의 새롭고 대담한 평화를 위한 남북관계의 대전환기에 지속가능한 평화통일정책의 추진기반으로서 국민적 합의는 매우 중요한 의미를 갖는다. 이러한 배경에서 우리 국민 모두의 안위와 미래에 직결되는 한반도의 평화와 통일문제에 대한 일종의 사회적 협의체제로서 통일국민협약이 요구되어 왔다. 평화통일국민협약은 모호하고 추상적인 평화와 통일을 위한 사회적 공감대의 형성을 넘어 구체화된 한반도정책의 원칙과 방향 그리고 실천적 과제에 대하여 각 참여주체가 합의하고 합의된 협약에 대하여 준(準) 입법적 구속력을 부여한다는 점에서 세계적으로 유래가 없는 비공식적 법규범을 만들어가는 과정이다. 평화통일국민협약은 개념적 측면에서 과정과 결과 모두를 포함하는 '국민의 합의'로서 한반도평화번영과 통일의 '합의된 방향과 원칙'을 담고 있는 협약이며, '목표달성의 장기성과 참여주체의 개방성'을 특징으로 한다. 법적인 측면에서는 비공식적 법규범으로서 종전선언 전후에 추진되어야 할 관련 국내법제의 종합적 정비와 국제법적 합의의 정당성 근거를 제공하여야 한다. 또한 '국민의 법'으로서 평화통일국민협약의 법적 성격은 '정치적 강령'이나 사회적 합의의 차원을 넘어 합의의 내용이 관련 법제의 제정이나 개정의 법원(source of law)으로서 의미를 갖으며 조직화된 시민사회의 평가를 통해 협약으로부터의 이탈이 억제되고 구속력이 담보되어야 한다. 동시에 국민협약은 그 자체는 법규범이 아니지만 국민협약의 이행을 구체적으로 실행하기 위한 독립적 행정조직에 의하여 이행되는 연성법(soft law) 규범으로서 역할을 하여야 한다. 평화통일국민협약의 성립과 이행의 실효성을 담보하기 위해서 협약에 참여하는 국민적 대표의 범위결정과 협약추진 절차 그리고 협약의 추진과 협약체결 이후 이행을 위한 기구의 설립과 조직구성이 요구된다. 이를 위해서 정부의 독립행정위원회 조직으로 '(가칭)평화통일협약국민회의'의 설치와 '(가칭)평화통일협약국민회의법'을 통한 평화통일국민협약 추진법제의 입법이 요구된다.

본 연구는 실천적 추론 과정을 통해 생활문화에 영향을 미치는 다양한 맥락을 살펴보고, 건강한 통일공동체를 형성하기 위해 중학교 가정교과에서의 통일교육의 목표와 내용 체계를 선정하고 이를 적용한 교수 학습 과정안을 개발하고자 하였다. 한국교육과정평가원의 교수 학습 콘텐츠 개발 모형 단계에 따라 통일교육지침서와 통일교육 선행 연구, 북한이탈주민 관련 선행 연구와 2015 개정 실과(기술 가정) 교육과정 분석을 통해 중학교 가정교과에서의 통일교육 목표 및 내용 체계를 선정하였다. 이를 바탕으로 실천적 문제 추출한 뒤 실천적 추론 과정을 적용한 교수 학습 과정안과 학생 활동지를 개발하였고, 두 차례의 전문가 집단 평가 결과를 토대로 최종 개발안을 마련하였다. 본 연구의 결과를 요약하면 다음과 같다. 첫째, 중학교 가정교과 통일교육의 목표는 '사회문화적 맥락을 바탕으로 남북한 생활문화의 차이를 존중하고 공동의 가치를 발견하며, 통일사회에서의 발생 가능한 실천적 문제를 이해하고 해결하는 과정을 통해 건강한 통일공동체 형성을 위한 능력을 배양한다.'로 선정하였다. 둘째, 중학교 가정교과 통일교육의 내용 체계는 '생활문화 중심의 통일교육'을 핵심주제로 선정하고 내용 요소들은 남북한 생활문화에 영향을 미치는 사회문화적 맥락 이해, 남북한 소비생활환경의 이해, 남북한 생활문화 관련 언어, 북한 음식을 포함한 지역별의 식생활 문화의 다양성 유지, 사회적 규범과 옷차림, 올바른 주거가치관과 공동주거생활 예절의 6가지로 구성하였다. 그리고 앞서 도출된 중학교 가정교과에서의 통일교육의 목표를 바탕으로 실천적 문제를 '건강한 통일공동체를 형성하기 위해 우리는 무엇을 해야 하는가?'로 선정하였다. 셋째, 중학교 가정교과 통일교육의 교수 학습 과정안은 통일에 대한 문제 인식하기, 남북한 생활문화에 영향을 미치는 요인 분석하기, 행동의 결과 및 파급효과 파악과 대안적 방법 선택하기, 건강한 통일공동체 형성을 위한 실천하기의 4가지 주제를 포함한 총 8차시의 교수 학습 과정안과 35개의 학습 자료를 개발하였다.

Background: This study aims to analyze the behavioral changes of healthcare providers and influencing factors after the reviewer unification of auto insurance medical benefit claims by an independent review agency. Methods: The comparison data were collected from the second half of 2013 and the same period of 2014. The key indicators are the number of admission days, the number of outpatient visits, inpatient ratio, inpatient medical expenses, and outpatient medical expenses. Results: Four indicators (number of admission days, number of outpatient visits, inpatient ratio, and outpatient medical expenses) showed statistically significant drops, while one indicator (inpatient medical expenses) showed no significant change. Conclusion: The reviewer unification of auto insurance medical benefit claims by an independent review agency showed significant reduction in cost and patient days.
