Recently, attention to the pandemic situation represented by COVID-19 emerged problems caused by unexpected shortage of medical personnel. In this paper, we present a method for diagnosing the presence or absence of lesional sign on PA chest X-ray images as computer vision solution to support diagnosis tasks. Method for visual anomaly detection based on feature modeling can be also applied to X-ray images. With extracting feature vectors from PA chest X-ray images and divide to patch unit, region-specific abnormality can be detected. As preliminary experiment, we created simulation data set containing multiple objects and present results of the comparative experiments in this paper. We present method to improve both efficiency and performance of the process through hard masking of patch features to aligned images. By summing up regional specificity and global anomaly detection results, it shows improved performance by 0.069 AUROC compared to previous studies. By aggregating region-specific and global anomaly detection results, it shows improved performance by 0.069 AUROC compared to our last study.

Russia invaded Ukraine in February 2022. Many military experts predicted that Russia could defeat Ukraine within a week, but the Ukraine-Russia War has not been going as expected. Indeed, Ukraine military has been defending well and seems to fight more efficiently than Russian military. There are many reasons for this unexpected situation and one apparent thing is due to artificial intelligence (AI) technologies. This study focused on AI-enabled combats that the Armed Forces of Ukraine has carried out around Siverskyi Donets River, the Crimean Peninsula, and suburbs of Kyiv. For more systematic analysis, the revolution in military affairs (RMA) theory was applied. There are four significant implications inferred by studying current Ukraine-Russia War. First, AI technologies are effective even in the current status and seems to be more influential. Second, hyper-connected network by satellite communications must be needed to enhance the AI weapon effects. Third, military AI technologies should be based on the civil-military cooperation to keep up with pace of technological innovation. Fourth, AI ethics in military should be seriously considered and established in the use of AI technologies. We expect that this study could help ROK Armed Forces to be modernized in the revolutionary fashion, especially for manned and unmanned teaming (MUM-T) system.
Purpose - This paper analyzes all possible issues that need to be considered in case disputes occur with regard to force majeure in international commercial contracts through the comparative study between English and Korean during COVID-19. Design/methodology - This paper belongs to the field of explanatory legal study, which aims to explain and test whether the choice of law is linked to the conditions that occur in the reality of judicial practice. The juridical approach involves studying and examining theories, concepts, legal doctrines, and legislation that are related to the problem. Findings - English law does not permit general economic impracticability to qualify as a valid force majeure event. If a party asserts that they were prevented from performing the contract, the courts will examine this strictly. Many commercial contracts in a broad range of sectors and industries are chosen by parties to be governed by English law. With COVID-19, there have been discussion of parties being released from performance as a result of force majeure. Meanwhile, under Korean law, a force majeure event should be unforeseeable and beyond a party's control. Since COVID-19 is a known event for future contracts, to avoid the risk that a similar situation in the future is deemed foreseeable and under a party's control, parties must ensure that such a risk is properly addressed in a contract. Therefore, it is necessary to have a new clause to cover a pandemic. Originality/value - In light of the ongoing unexpected and uncertain economic impacts COVID-19 is expected to bring to the world, it is anticipated that companies will experience an increased number of claims involving force majeure around the world, including English and Korea. As such, taking proactive steps to assess the applicable legal principles, including the concept of force majeure of contract, will help companies be prepared for the financial or legal implications of COVID-19. In this regard, it would be advisable for companies and businesses to take specific actions.
This study was to conceptualize Palzha and investigate Palzha inference as mode of self-view. In general, people would like to attribute their unhappy and unfortunate life events or histories to Palzha which is given by the supernatural being. According to analysis of interviews and open-ended responses concerning on Plazha, Palzha indicated 'luck', 'uncontrollable situation', or 'fate' given by the supernatural being. In study 2, we conducted an analysis of the relationship between locus of control belief and Palzha attribution. More having external control belief, more tending to attributing the rugged life events or histories, and unexpected fortunate events to Palzha. Consequently, Palzha as mode of self-view on everyday events or life-events indicated it is likely to be another dimension of attribution on negative as well as positive life events in Korean culture.

Unexpected massive disasters have occurred around the world, causing enormous socio-economic damage. The military has long been enacting laws, organizing organizations and establishing systems for crisis and disaster management, but it did not consider the situation when military essential functions were suspended due to unpredictable and massive disasters. With the September 11 terrorist attacks, the U.S. military has developed COOP strategy aimed at continuing military essential functions in all crisis, and is contributed to national continuity by ensuring uninterrupted national security functions. Korean military has established a crisis and disaster management system, but focuses on managing and controlling disasters and crisis situations. Korean military needs a system to guarantee military essential functions even in national crisis beyond its management capabilities. In this study, We compared and reviewed the U.S. administration and military COOP guidelines and directives, ISO22301 international standards., and developed planning guidelines suitable for the Korean military situation by responding to detailed items based on ISO22301. In particular, the U.S. military(DoD, Army, Navy, Air Force) COOP guidelines were drawn and incorporated into the guidelines(such as protection and succession of command authority, the fulfillment of essential functions and operational security, etc.). The planning guidelines are expected to be used as reference materials for the introduction of COOP systems in the military and the establishment of plans in the future.
Purpose: Earthquake disasters are frequently occur unpredictable situations due to various variables and unexpected situations. As a result, the work process itself is not uniform, making it difficult for public officials in the disaster safety department to familiarize themselves with the earthquake field manual. This paper is specifically and accurately grasp the current work situation conducted by the Disaster and Safety Countermeasures Headquarters of the Gyeongsangbuk-do Office and present a plan for designing serious game scenarios necessary for field manual learning. Method: In this study, scenarios were designed based on the GBS(Goal Based Scenario) model, and in the process of assigning missions and roles based on the Gyeongsangbuk-do earthquake field manual, public officials related to earthquakes were able to acquire knowledge and skills to solve practical tasks. Result: Scenario data of the proposed technique was implemented as a systematic procedure by processing various earthquake-related information into logical data and simplifying and abstracting it for game expression for earthquake situation training. Conclusion: In the event of an earthquake due to learning through serious games, related public officials of Gyeongsangbuk-do provincial are expected to be able to respond quickly to various earthquake disasters.

The purposes of this study were to examine the normal lumbar proprioception and identify the effect of vision and proprioception on lumbar movement accuracy through measuring a reposition error in visual and non-visual conditions and to provide the basic data for use of vision when rehabilitation program is applied. The subjects of this study were 39 healthy university students who have average physical activity level. They were measured the ability to reproduce the target position(50% of maximal range of motion) of flexion, extension, dominant and non-dominant side flexion in visual and non-visual conditions. Movement accuracy was assessed by reposition error(differences between intended and actual positions) that is calculated by the average of absolute value of 3 repeated measures at each directions. The data were analysed by paired samples t-test, independent samples t-test, and repeated measures ANOVA. The results were as follows : 1. Movement accuracy of flexion, extension, dominant side flexion, and non-dominant side flexion was increased in visual condition. 2. There were no differences in the lumbar movement accuracy between sexes in visual and non-visual conditions. 3. In non-visual condition, the movement in coronal plane(dominant and non dominant side flexion) is more accurate than that in sagittal plane(flexion and extension). 4. In non-visual condition, there were no differences in the lumbar movement accuracy between dominant and non-dominant side flexion. In conclusion, this study demonstrates that the movement is more accurate when the visual information input is available than proprioception is only available. When proprioception is decreased by injury or disease, it disturbs the control of posture and movement. In this case, human controls the posture and movement by using visual compensation. However it is impossible to prevent an injury or trauma because most of injuries occur in an unexpected situation. For this reason, it is important to improve the proprioception. Therefore, proprioceptive training or exercise which improve the ability to control of posture and movement is performed an appropriate control of permission or interception of the visual information input to prevent an excessive visual compensation.

Dams always have the possibility of failure due to unexpected natural phenomena. In particular, dam failure can cause huge damage including damage for humans and properties when dam downstream regions are densely populated or have important national facilities. Although many studies have been conducted on the analysis of flood waves about single dam failure thus far, studies on the analysis of flood waves about the sequential failure of dams are lacking. Therefore, the purpose of this study was to calculate the peak discharge of sequential failure of dams through flood wave analysis of sequential failure of dams and this analysis techniques to predict flood wave propagation situation in downstream regions. To this end, failure flood wave analysis were conducted for Lawn Lake Dam which is a case of sequential failure of dams among actual failure cases using DAMBRK to test the suitability of the dam failure flood wave analysis model. Based on the results, flood wave analysis of sequential failure of dams were conducted for A dam in Korea assuming a virtual extreme flood to predict flood wave propagation situations and 2-dimensional flood wave analysis were conducted for major flooding points. Then, the 1, 2-dimensional flood wave analysis were compared and analyzed. The results showed goodness-of-fit values exceeding 90% and thus the accuracy of the 1-dimensional sequential failure of dams simulation could be identified. The results of this study are considered to be able to contribute to the provision of basic data for the establishment of disaster prevention measures for rivers related to sequential failure of dams.

Jeju International Airport has become the most delayed airport in Korea, due to increased demand in air passengers and unexpected local weather condition. Observing the demands continuously grow for a decade, the airport is expected to be saturated in the near future. As a part of effort to prepare effective and timely measure for this expected situation, airport planners seeks the annual runway capacity, i.e., the appropriate number of flight operations in a given year with tolerable delay. In practice, the FAA formula is frequently adopted for the capacity estimation. The method, however, has intrinsic issues: 1) the hourly capacity imbedded in the formula is not clearly defined and thus the estimated value is vulnerable to be subjective judgement, and 2) the formula doesn't consider aircraft delay resulted from runway congestion. In this paper, we explain a novel method for estimating the daily runway capacity and then converting to the annual capacity taking into account the aircraft delay. In this paper, average delay of aircraft was measured using microscopic air traffic simulation model. Daily capacity of the runways were analyzed based on the simulation outputs and the method to assess the yearly capacity is introduced. Using a microscopic simulation model named TAAM, we measure the average aircraft delay at various levels of flight demand, and then estimate the practical daily runway capacity. The estimated daily and annual runway capacities of Jeju airport are about 460 operations a day which is equal to 169,000 operations year. The paper discusses how to verify the simulation model, and also suggests potential enhancement of the method.
Nowadays senile dementia is on the rise as consequence of serious social problem because of it is old aged society by improvement of medical service. However remedial approach is not being done because of we still don't have an infallible cure of dementia and dementia is been hard to cure. Thus it is introduced in this study to the concept of Occupational therapy, which is one of the remedies. I tried to find out which remedy is the best to cure demented elderly and which is been able to use on field. For this study, I applied a developed Occupational therapy program in actual practice. First, I chose nine demented elderly who are lived in 'David's house' located in Daejon metropolitan city, and I separated them in three groups for this study. Second, I applied each Occupational therapy to first and second group, and I did not apply any Occupational therapy to third group. The first and second group was applied the program, two times a week for an hour, for three months. The measurement of Cognitive function was practiced five times - one time before applying the Occupational therapy by MMSE-K, and three times during applying the program, and one time after ending of the program. The measurement of ADL was practiced two times - one time before applying the Occupational therapy by the Barthel ADL, and one time after one month from ending the program. Effectiveness of Occupational therapy and possibility of application of Occupational therapy program are proved because of this study shows the Occupational therapy keeps well the cognitive function and the ADL function of demented elderly, improves those functions, affects positively to the whole life. However we must develop Occupational therapy, which is proper to a trait of character, and expanded application is needed. In addition, temporary remedy must not be performed but continuous cure. This study will be complement by studying about special situation researcher cannot control something like unexpected death of demented elderly by other diseases.
