The purpose of this paper is to describe the settling procedures of the investor-state disputes in the FTA Investment Chapter, and to research on the international arbitration system for the settlement of the investor-state disputes under the ICSID Convention and UNCITRAL Arbitration Rules. The UNCTAD reports that the cumulative number of arbitration cases for the investor-state dispute settlement is 290 cases by March 2008. 182 cases of them have been brought before the ICSID, and 80 cases of them have been submitted under the UNCITRAL Arbitration Rules. The ICSID reports that the cumulative 263 cases of investor-state dispute settlement have been brought before the ICSID by March 2008. 136 cases of them have been concluded, but 127 cases of them have been pending up to now. The Chapter 11 Section B of the Korea-U.S. FTA provides for the Investor_State Dispute Settlement. Under the provisions of Section B, the claimant may submit to arbitration a claim that the respondent has breached and obligation under Section A, an investment authorization or an investment agreement and that the claimant has incurred loss or damage by reason of that breach. Provided that six months have elapsed since the events giving rise to the claim, a claimant may submit a claim referred to under the ICSID Convention and the ICSID Rules of Procedure for Arbitration Proceedings; under the ICSID Additional Facility Rules; or under the UNCITRAL Arbitration Rules. The ICSID Convention provides for the jurisdiction of the ICSID(Chapter 2), arbitration(Chapter 3), and replacement and disqualification of arbitrators(Chapter 5) as follows. The jurisdiction of the ICSID shall extend to any legal dispute arising directly out of an investment, between a Contracting State and a national of another Contracting State, which the parties to the dispute consent in writing to submit to the ICSID. Any Contracting State or any national of a Contracting State wishing to institute arbitration proceedings shall address a request to that effect in writing to the Secretary General who shall send a copy of the request to the other party. The tribunal shall consist of a sole arbitrator or any uneven number of arbitrators appointed as the parties shall agree. The tribunal shall be the judge of its own competence. The tribunal shall decide a dispute in accordance with such rules of law as may be agreed by the parties. Any arbitration proceeding shall be conducted in accordance with the provisions of the Convention Section 3 and in accordance with the Arbitration Rules in effect on the date on which the parties consented to arbitration. The award of the tribunal shall be in writing and shall be signed by members of the tribunal who voted for it. The award shall deal with every question submitted to the tribunal, and shall state the reason upon which it is based. Either party may request annulment of the award by an application in writing addressed to the Secretary General on one or more of the grounds under Article 52 of the ICSID Convention. The award shall be binding on the parties and shall not be subject to any appeal or to any other remedy except those provided for in this Convention. Each Contracting State shall recognize an award rendered pursuant to this convention as binding and enforce the pecuniary obligations imposed by that award within its territories as if it were a final judgment of a court in that State. In conclusion, there may be some issues on the international arbitration for the settlement of the investor-state disputes: for example, abuse of litigation, lack of an appeals process, and problem of transparency. Therefore, there have been active discussions to address such issues by the ICSID and UNCITRAL up to now.

There exist various types of the WEC (Wave Energy Converter), and among them, the point absorber is the most popularly investigated type. However, it is difficult to find examples of systematically measured data analysis for the design of the point absorber type of power buoy in the world. The study investigates the wave load acting on the point absorber type resonance power buoy wave energy extraction system proposed by Kweon et al. (2010). This study analyzes the time series spectra with respect to the three-year wave data (2002.05.01~2005.03.29) measured using the pressure type wave gage at the seaside of north breakwater of Hupo harbor located in the east coast of the Korean peninsula. From the analysis results, it could be deduced that monthly wave period and wave height variations were apparent and that monthly wave powers were unevenly distributed annually. The average wave steepness of the usual wave was 0.01, lower than that of the wind wave range of 0.02-0.04. The mode of the average wave period has the value of 5.31 sec, while mode of the wave height of the applicable period has the value of 0.29 m. The occurrence probability of the peak period is a bi-modal type, with a mode value between 4.47 sec and 6.78 sec. The design wave period can be selected from the above four values of 0.01, 5.31, 4.47, 6.78. About 95% of measured wave heights are below 1 m. Through this study, it was found that a resonance power buoy system is necessary in coastal areas with low wave energy and that the optimal design for overcoming the uneven monthly distribution of wave power is a major task in the development of a WEF (Wave Energy Farm). Finding it impossible to express the average spectrum of the usual wave in terms of the standard spectrum equation, this study proposes a new spectrum equation with three parameters, with which basic data for the prediction of the power production using wave power buoy and the fatigue analysis of the system can be given.
The tooth morphology and qualitative mineral contents on enamel surface using energy dispersive X-ray spectroscopy, (EDX) were examined in the white-toothed shrew (genus Crocidura ) Crocidura lasiura and C. suaveolens and the red-toothed shrew (genus Sorex) Sorex caecutiens. In the case of C. lasiura and C. suaveolens, dental formula was found I 3/1 C1/1 P1/1 M3/3=28. The upper 1st and 2nd molars had an unequal W-shape formed by 5 cusps on the crown. The 3rd molar was found one-third the size of those of 1st and 2nd molars. The upper 1st incisor had two different sized hook-shapes and the lower 1st incisor was even. In the case of S. caecutiens, dental formula was found to be I3/1 C1/1 P3/1 M3/3=32. The upper 1st and 2nd molars had an equal W-shape on crown. The upper 3rd molar was half the size of those of the other molars. The upper 1st incisor possessed two similar sized hook-shapes and the lower 1st incisor had an uneven and serrated form. A comparison with the dental and cranial measurements revealed C. lasiura to be the largest of the three species (p<0.001) and C. suaveolens and S. caecutiens were similar in size (p>0.05). A qualitative analysis of mineral contents on enamel surface of the lower 1st incisor and lower 1st molar using EDX revealed C, O, P, Ca and Cu in all specimens and Pb was detected in several enamel specimens. No significant differences in the mineral contents (% weight) were observed among the three species (p>0.05). Fe was only detected on enamel surface of S. caecutiens with red pigmented teeth. Therefore, Fe is responsible for the red tip of the teeth. These results suggest that tooth morphological characteristics including the color of the tooth tip might be used as the key classifying species belonging to Crocidura and Sorex.

In this study, based on a natural monument forest research by Camellia japonica L. In summary analysis properties of soil, soil pH, calcium, organic matter, magnesium was good and potassium content was insufficient, nitrogen and phosphorus were excess. Fourth, the growth condition of Camellia japonica L. forest and soil physicochemical properties, the results of the correlation analysis. magnesium, calcium, nitrogen affects the growth of Camellia japonica L. forest. Other seven kinds of items showed no effect on growth. Current Status and Future Growth of Camellia japonica L. forest soil and soil environments as well as the relationship between, Camellia Forest Factors affecting the growth of the state in terms of long-term ecological research and conservation status of settled Camellia japonica L. forest research for building materials there will be continued.
Relationships of standing biomass with biodiversity and structural diversity were examined in the Quercus mongolica-dominated forest in Mt. Jeombong, Gangwon-do. We examined the standing biomass of the Q. mongolia community ($311.1ton{\cdot}ha^{-1}$) from 2004 to 2013, and the observed major species were Q. mongoilca, Carpinus cordata, Tilia amurensis whose standing biomasses were $206.3ton{\cdot}ha^{-1}$ (66.3%), $36.9ton{\cdot}ha^{-1}$ (11.9%), and $30.6ton{\cdot}ha^{-1}$ (9.8%), respectively. Although the number of Q. mongolica individuals was very small compared with total density, the reason that Q. mongolica showed the most biomass than other species is due to greater average diameter at breast height (DBH) and the higher number of $DBH{\geq}50cm$ individuals. We calculated the range of Shannon index (H') and Shannon evenness (J') in the Q. mongolica community, and they were gradually increased in time, showing 2.015~2.166, 0.673~0.736, respectively. Their H' and J' showed positive linear relationships with their standing biomass. This indicates that the spatial distribution of the standing biomass in Q. mongoilca community becomes more homogeneous with time and this homogenization appears in various species in the community. In addition, we estimated biomass-species index (BS) and abundance-biomass-speciesdiversity (ABS) and they also showed gradual increase in time, ranging from 3.746 to 3.811 and from 4.781 to 5.028, respectively. Their indices showed positive linear relationships with the standing biomass. This can be explained from the observations of variations in standing biomass with tree diameters as the differences in the average standing biomass in the community have reduced gradually in time. Moreover, it is expected that increase in the structure diversity of the Q. mongoilca community enhances the efficiency in carbon sequestration and productivity, so the community can be developed to a more sustainable ecosystem with more abundant resources. Thus, applications of uneven-aged plantations with considerations of local ecological properties can be a very efficient reforestation method to ensure stable support of biodiversity and productivity.
Purpose: This study was designed to evaluate the usefulness of a technetium-99m mercaptoacetyltriglycine (Tc-99m MAG3) single photon emission computed tomography (SPECT) performed on transplanted kidney. Materials and Methods: Thirty renal transplant patients were included in this study. Planar scan was performed for 30 minutes using 555 MBq Tc-99m MAG3. A post-voiding SPECT scan was acquired on the third, seventh, fourteenth and twenty eighth day after transplantation. Results: SPECT scan showed interpretable image quality in 26 of 30 patients (86.7%) and 84 in 120 scans (70%). Fourteen of 26 patients with interpretable SPECT image showed decreased or increased radioactivity, but only 5 had abnormal findings on the planar scan. Focal SPECT defects were seen in allografts with normal function (n=3), acute tubular necrosis (n=3), and acute rejection (n=2). The defects are thought to reflect focally underperfused renal parenchyme or, in normal allografts, an artifact from uneven radioactivity distribution. Four of 10 patients with renal arterial variation showed focally decreased radioactivity and SPECT helped guide funker studies that confirmed the exact cause. Five of 10 patients with acute tubular necrosis or acute rejection showed focally decreased radioactivity, but its relation to the patients' clinical course was not clear. Focally increased radioactivity was observed in 5 allografts with normal function and 1 with double ureter in which local clearance delay was observed. Conclusion: Tc-99m MAG3 SPECT renal scan can detect additional focal abnormalities compared to planar scan. Further study is necessary to elucidate the exact clinical significance of the SPECT findings.
Recently 64 species in Korea have been ranked as rare and endangered taxa by the Ministry of Environment using two categories, I and II. The original threat categories produced by the Ministry of Environment were developed to provide a standard for specifying animals and plants in danger of extinction and has been influential sources of information used in species conservation in Korea. However, the criteria by Ministry of Environment were applied to the whole taxa only by regional boundaries, especially in South Korea, rather than international context, and it also lacked an explicit framework that was necessary to ensure repeatability among taxa because of the absence of quantitative criteria to measure the likelihood of extinction. The World Conservation Union (IUCN) has developed quantitative criteria for assessing the conservation status of species. The threatened species categories, the 2000 IUCN Red List, proposed by SSC (Species Survival Commission) of IUCN have become widely recognized internationally. Details of threatened Korean plants, identified by applying the IUCN threat categories and definitions, were listed and analyzed. The number of species identified as threatened was only 34 out of 64 taxa (48.4%), while the rest of taxa were rejected from the original lists. Many of the species (51.6%, 33 taxa) excluded from the original list proposed by Ministry of Environment do not qualify as Critically Endangered, Endangered or Vulnerable because these taxa were widely distributed either in Japan or in China/far eastern Russia and there is no evidence of substantial decline in these countries. An evaluation of taxa in Korea has been carried out only based on subjective views and qualitative data, rather than quantitative scientific data, such as rates of decline, distribution range size, population size, and risk of extinction. Therefore, the national lists undermine the credibility of threatened species lists and invite misuse, which have been raised by other cases, qualitative estimate of risk, political influence, uneven taxonomic or geographical coverage. The increasing emphasis on international responsibilities means that global scale is becoming more significant. The current listings by Environment of Ministry of Korea should be challenged, and the government should seek to facilitate the resolution of disagreements. Especially the list should be flexible enough to handle uncertainty and also incorporates detailed, quantitative data. It is suggested that the highest priorities for the Red List should be given to endemic species in Korea first. After setting up the list of endemic species to Korea, quantitative data on population size and structure, distributional range, rated of decline, and habitat fragmentation should be collected as one of long term projects for the Red list categories. Transparency and accountability are the most important key factors. Also, species assessors are named and data sources referenced are required for the future objective evaluations on Korean plant taxa.
Purpose: The present study was conducted to investigate the actual condition of circle lens wear and the differences caused by the pigmentation in blinking rate, non-invasive tear break-up time (NIBUT), and lens surface between circle and soft contact lens wear during clinical application. Methods: Eighty subjects were surveyed to know the actual condition of wearing circle lens. Blink rate, NIBUT of 20 subjects in twenties were measured after separately wearing soft contact lens and circle lens for 5 days. Their lens surfaces were also observed by scanning electron microscope. Results: Fifty percent of circle lens wearers answered that major reason for changing circle lens was discomfort and 67% of answerers wore circle lens more than 6 hours a day. The tendency of increased blink rates in both wearers of circle and soft contact lens at 30 minutes later when tear film stabilized and 3 hour after lens wearing was shown on the 1st, 3rd and 5th day with expanding wearing time. Especially at 3 hours after lens wearing on the 3rd and 5th day, the difference of blink rates was statistically different in circle lens wear and soft contact lens wear. The NIBUTs of soft contact lens wearers and circle lens wearers were 6.0 and 3.7 secs, respectively, at 30 min later on 1st day and were significantly different. NIBUTs of soft contact lens wearers and circle lens wearers were also statistically different 3 hrs after lens wearing on the 1st day and the similar pattern of NIBUTs was shown on the 3rd and 5th day. The roughness of both surfaces in soft contact lens and front surface in circle lens was same. However, pigmented front surface of circle lens was rougher and uneven. Conclusions: As the results, the circle lens wearers might feel discomfort in clinical application since the difference in lens surface of circle lens would change lens wettability during wearing. The difference by tinting contact lens was shown from the result, which could help better wearing circle lens.
The effect of local hyperthermia of 41 to $43^{\circ}C$ for 30 minutes on radiosensitivity of normal tissue was studied utilizing jejunal crypt microcolony assay. Hyperthermia of this range enhanced the radiation effect and the effect was mainly additive without significant effect on the slopes of cell survival curves. At the isoeffect level of 20 microcolony formation, the thermal enhancement ratio was 1.02, 1.10 and 1.39 for $41^{\circ},\;42^{\circ}\;and\;43^{\circ}C$, respectively. The distribution of microcolony formation along the circumference of jejunum was not uniform, having more colonies around the mesenteric border, and this suggests the effect of uneven cooling by blood circulation.
This study was to estimate total annual volume growth by the measurement of mean tree growth during the last 10 years. Surveyed Forest stand was the second block (20.80 ha.)of Kyung Hee University Forests located at San 58 and 64, Gaegok-Ri, Gapyung-Yeup, Gapyung-Goon, Kyunggi province in Korea. The stand was mainly composed of uneven-aged Pinus densiflora and the estimation of tree volume was conducted by taking the cores at the D.B.H. of the sample tree which was selected by sub-sampling. The results obtained were as follows; 1) The regression between the diameter (D) and diameter growth ($\hat{I}$) was $\hat{I}=0.5499+0.0101D$. 2) The estimated equation of confidence interval for the diameter growth was $S^2{\hat{I}}=0.00817(0.09538-0.00952D+0.00027D^2$) 3) The equation for estimating tree height (H) from diameter was $H=1.32376D^{0.77958}$ 4) The equation for estimating tree volume from diameter and height $V=0.0000622D^{1.6918}H^{1.1397}$ 5) Total annual tree volume growth was $5.4041m^3/ha$, and ranged from 5.6131 to $5.1984m^3/ha$. 6) Annual growth rate of total tree volume and its error were 8.8% and 3.9%, respectively. The annual volume growth per tree for any districts can be estimated by this method, and the annual volume growth will be successfully predicted. Because of poor forest growing stock in Korea, annual amount of allowable cut should not exceed annual tree volume growth for better forest management. Accordingly, annual amount of allowable cut should be either equal to or less than annual tree volume growth for the balanced establishment between timber supply and demand in Korea. Demand shortage will be substituted with imported timber. Such plans enable Korean Government to develop a better policy of forest resources management.

② 유료서비스를 이용하려는 회원은 정해진 요금체계에 따라 요금을 납부해야 합니다.
제 5 장 계약 해지 및 이용 제한
제 15 조 (계약 해지)
회원이 이용계약을 해지하고자 하는 때에는 [가입해지] 메뉴를 이용해 직접 해지해야 합니다.
제 16 조 (서비스 이용제한)
① 당 사이트는 회원이 서비스 이용내용에 있어서 본 약관 제 11조 내용을 위반하거나, 다음 각 호에 해당하는
경우 서비스 이용을 제한할 수 있습니다.
- 2년 이상 서비스를 이용한 적이 없는 경우
- 기타 정상적인 서비스 운영에 방해가 될 경우
② 상기 이용제한 규정에 따라 서비스를 이용하는 회원에게 서비스 이용에 대하여 별도 공지 없이 서비스 이용의
일시정지, 이용계약 해지 할 수 있습니다.
제 17 조 (전자우편주소 수집 금지)
회원은 전자우편주소 추출기 등을 이용하여 전자우편주소를 수집 또는 제3자에게 제공할 수 없습니다.
제 6 장 손해배상 및 기타사항
제 18 조 (손해배상)
당 사이트는 무료로 제공되는 서비스와 관련하여 회원에게 어떠한 손해가 발생하더라도 당 사이트가 고의 또는 과실로 인한 손해발생을 제외하고는 이에 대하여 책임을 부담하지 아니합니다.
제 19 조 (관할 법원)
서비스 이용으로 발생한 분쟁에 대해 소송이 제기되는 경우 민사 소송법상의 관할 법원에 제기합니다.
[부 칙]
1. (시행일) 이 약관은 2016년 9월 5일부터 적용되며, 종전 약관은 본 약관으로 대체되며, 개정된 약관의 적용일 이전 가입자도 개정된 약관의 적용을 받습니다.
