In the reality that the use of the web is becoming commonplace, the general people are complaining about the inconvenience because they are not standardized when using the web site. Especially, the disabled people such as the social underprivileged classes people suffer from the inconvenience due to the web site that is not accessible. The purpose of this study is to conduct an authentication audit to obtain web accessibility certification mark on the homepage of a specific public institution. Through these practical cases, it is possible to improve the recognition of web accessibility by practitioners or managers, And suggest ways to improve the Aging existing public institution web sites. Although there are a lot of existing literature and previous researches, it is still not being newly produced because of lack of awareness of web accessibility, As a result, the users who access the web site of the public institution for the first time are much inconvenienced. In order to solve this problem, this paper compares the Korean web content accessibility guideline 2.1, revised in April 2015, and verified the effectiveness of the guidelines through web accessibility evaluation of specific public institution sites.

This study is aimed at enhancing mobility rights for the transportation underprivileged that has been made light of relatively compared to normal people. In order to do this, we've suggested having ITS (Intelligent Traffic System) built and improving satisfaction through the test operation of its main system. The existing sound signal device for the visually handicapped has one problem with managing it. Because, the people in charge of it had to visit each problematic site directly to maintain and fix some problems every time it was out of order. Moreover, it couldn't provide sustainable services about voice guidance and the visually handicapped had to control it by either confirming the location of buttons that were installed on the pillar of traffic light and then pressing one of them or using a remote controller on their own. In order to improve such inconveniences, we have created a new typed sound signal device for the visually handicapped by applying the cutting-edge wireless technology based on ergonomics considering actual road situations. Such technology enables it report the status of signal device and light to them by using its voice guidance system automatically every time they have access to it. Additionally, we've already introduced it to a couple of test areas and then known the fact that they recognized traffic situation more conveniently and safely compared to the existing sound signal device. That is above average in terms of satisfaction. In addition to that, we've provided LTS (Location Tracking System - Location-based service intended for elementary students) by utilizing the existing wireless infrastructure and founded the fact that about 87% of their parents were satisfied with the service based on LTS.
This study examines the ethnoscape of TV dramas on three Korean nationwide television channels from 2005 to 2012 by breaking down how many non-Koreans appear and how they are represented. Among all TV dramas, 6.4% show non-Korean characters of which are generally supportive or small roles. These characters are categorized into four groups: adoration, sympathy, proximity, and other. The adoration group consists mostly of white males from USA or Europe that have professional careers such as medical doctors or lawyers and are positively represented with attractive appearance and nice character. On the other hand, the sympathy group is made up of Southeast, Central Asians and blacks. They are mainly represented as an underprivileged group: females and low-paid workers. In the proximity group are the Japanese and Chinese characters. The Japanese are often represented as rich people that are highly competent or are able to easily cooperate with Koreans. This result shows that Korean TV dramas provide racial and ethnic stereotypes. Though rarely, some dramas represent various lives of foreigners and racial others in Korea. This study contributes to the establishment of sound multiculturalism by analyzing representation of racial others in TV dramas and internalized stereotypes of foreigners in the diverse and multicultural Korean society.
Purpose: This study was aimed at analyzing the characteristics and symptoms in home-based hospice-palliative care (HBHPC) patients registered at local public health centers. Methods: A retrospective study was performed; Data of 144 HBHPC patients registered at six public health centers in Pusan City were analyzed, including their initial visit records (registration cards, initial pain evaluation and symptom evaluation). Results: The average age of the patients was 67.7 years old. Among all, 46.2% of the patient lived alone, and 65% had middle school education or lower. The most popular (36.3%) religion was Buddhism, and 47.5% received medical assistance from the government. The most frequent diagnosis was lung cancer followed by stomach cancer and liver cancer in that order. Of all, 48.9% were functionally too weak to lead a daily life, 39.6% were under cancer treatment when registered at the public health center, and 84.5% were aware of the fact that they have reached the terminal phase. Moreover, 83.6% complained about pain, and the pain level was moderate or severe in 36.5% of them. Besides pain, fatigue was the most complained symptom (84.7%), and 49.3% of them rated their fatigue as moderate or severe. Conclusion: Most of the HBHPC patients were socio-economically underprivileged and complained about moderate or worse pain and symptoms. Therefore, it appears necessary to develop an integrated strategy that is tailored for each patient reflecting their characteristics.

In this paper, a support plan for marriage immigrants through e-learning was studied. Currently, the number of Korean men marrying foreign women is rapidly increasing due to the increase in the imbalance of gender ratios caused by preference for boys and shunning of rural areas by Korean women. To alleviate this problem, the government is performing various social adaptation programs such as Korean language education and vocational education. Most marriage immigrants, however, are not properly educated as they are burdened by their household duties or work. In this paper, a plan for supporting marriage immigrants through e-learning was researched. To achieve this goal, a survey on intentions of the marriage immigrants to receive muticultural education through e-learning was performed. The result showed that most of marriage immigrants have a strong preference for e-learning. However, there are differences on their preference depending on the original nationality and residential region. A support plan for multicultural education through e-learning was proposed according to the above result. The support plan consists of three parts. First, education for marriage immigrants will be specialized according to their respective original nationality. Second, Korean education will be given greater emphasis in education. Third, vocation education which will benefit marriage immigrants will be prepared. Above support plans are expected to help the marriage immigrants to settle as equal members of the society instead of deteriorating into an underprivileged class by providing them with an opportunity to receive education.

As Korea experienced a Asian foreign exchange crisis in 1997 and a world financial crisis in 2008, the social structure of Korea has undergone many changes. The problem of polarization has become more serious, and the social class has become harder to move between strata. This problem has been accompanied by a growing sense of crisis that the power of social development can be lost along with the problem of population cliffs. Behind the crisis is a reflection of the fact that the growth-oriented economic policies and welfare policies implemented in various European countries can not solve the problem. As an alternative to this, the emergence of social enterprises is attracting attention. Social enterprises have the characteristic of seeking to generate economic profit in order to achieve the purpose of the public interest to provide jobs to the underprivileged. In recent years, the importance of social ventures to expand the scope of new social enterprises in innovative ways has increased. The social venture is a venture business in that it takes risks to develop new areas, not existing business areas, but it also has the character of a social enterprise to achieve the public interest. In other words, an innovative corporate model that provides a creative and challenging solution of social problems in the venture spirit. Although the interest and importance of social enterprises and social ventures are increasing, this academic research is still lacking. The purpose of this study is to introduce and analyze cases of successful social enterprises and social ventures in order to reflect these social interests and their importance and to fill the gap of previous studies. In addition, I hope that this study will stimulate interest and research on the start - up of social venture.
Demand for appropriate health care has gradually increased in Korea. In addition, developments of community- and school-based oral health programs have also focused oral health care for the oral health promotion. Especially, school-based oral health programs are the underpinnings of promoting oral health and preventing oral diseases among schoolchildren. School-based oral health programs have had three major components: oral health education, oral health services, and a healthful environments. These included oral health education(one-to-one communication, group communication, and use of mass communication), oral examination, fluoride mouthrinsing, pit-and-fissure sealants, fluoride gel application, mechanical plaque control, and chewing xylitol candy. In this study, we evaluate the effects of oral health programs among primary schoolchildren by comparing the oral health knowledge, oral health behaviors, and perception of caries prevention procedures. Data for this study were obtained from 699 primary schoolchildren at the two primary school in Daegu, Korea. One is experimental group, N primary school, that was established school-based oral health center under supervision of Nam-gu Public Health Center, the other is control group, N' primary school, that was yet to establish school-based oral health center. We surveyed children's oral health knowledge and behaviors, and perception of caries prevention procedures using self-administrated questionnaire and then analyzed differences of each item among two groups. The brief findings of this study were summarized as follows. There are several advantage to a comprehensive school-based oral health program. (1) School-based oral health programs facilitate and increase the effectiveness of teaching oral health subjects. (2) Schoolchildren are available for prevention or treatment procedure. (3) School-based oral health center may be less threating than private dental clinic. (4) With comprehensive school-based oral health programs the decayed, missing, and filled teeth(DMFT) of schoolchildren should demonstrate a substantial and steady decrease over time(Choi et al, 2004). In conclusion, treatment is not the answer to solving children's oral health programs; rather primary prevention is the key. Many countries and communities are focusing on hoe millions of underprivileged children can be provided with health care. Schoolchildren gain the knowledge and behaviors to attain and maintain good oral health in schools. For these reasons, the role of school-based oral health center is not only important but also a necessity.

The purpose of this study is to study digital divide research trends of LIS fields and other social science fields through the analysis of author keyword network of peer-reviewed journal articles using NetMiner4 software. The author keyword was collected from KCI database. The results of the study were as follows: 1) the digital divide studies were focused on information services provision for information disadvantaged group by the public libraries in LIS fields. However, the studies of other social science fields were focused on the unique characteristics of information society and a new phenomenon of digital divide in the smart era, 2) compared with the other social science fields, there were a few researches about the old among the underprivileged, 3)there was little interest in other types of libraries except public libraries in LIS fields, 4)there is a need to study new types of digital divide in the smart era by LIS scholars.

In this study, in order to practice the social inclusion of libraries, the related policies currently announced in the 3rd Comprehensive Library Development Plan were examined, and the current status of tasks promoted by central administrative agencies and metropolitan and provincial libraries was examined based on these policies. As a result, first, in terms of active information welfare realization, various programs and services are being implemented to bridge the knowledge and information gap, but it seems that the scope of the target should be expanded in the future, cooperation with related organizations, and infrastructure improvement. Second, in terms of expanding the openness of the space, the expansion of the open space as an open space and the application of universal design are being performed. In the future, it seems that the scope of universal design application should be expanded in consideration of budget investment for continuous space reconstruction and diversity of users. Third, in terms of linking services across boundaries, services and programs are provided to infants and toddlers, children, women, the elderly, the underprivileged, job seekers, and multicultural families. In the future, it seems that the improvement of the service system for the expansion of inclusive services in libraries should precede, and cooperation between related ministries should be made to provide differentiated services. Finally, it is expected that future policy-making tasks for social inclusion should be considered not only for books, programs, and spaces, but also for librarians' education, establishment of cooperative networks with related organizations, and marketing for services and programs.
