Korean local governments have been planning for u-City construction with great efforts. Such efforts are needed in order to reflect the urban characteristics of each city, to promote local economic growth, and to have a sustainable operation model. Thus it is critical at an earlier stage to set a strategic direction based on urban environment analysis, which will lead to a feasible implementation of u-City. This paper derives issues and suggests improvement methods based on a case study on the USPs (u-City Strategy Planning's) of ten local governments. It is expected that the improvement methods will greatly reduce risks involved in u-City construction and contribute to better provided local-specific u-services.

2006년 초반부터 한국의 IT 경쟁력을 기반하여 도시 계획 및 공공 단지에 USP(Ubiquitous Strategy Planning)의 접근 방법을 적용하여 각 지역 지방자치단계 및 공공 주택 사업 단지 조성에 활용하고 있다. 그러나 그 결과물을 보면 초고속 인터넷을 이용한 생활에 필요 할 것이라 생각이 되는 정보화 사업 방향으로 결말이 되고 있다. 물론 약간의 차이는 있지만 실제 서비스 중심의 사고 에서 본다면 USP를 통하여 얻을 수 있는 것은 매우 현실적으로 공감을 가지기가 어렵다. 그러나 녹색 경영을 중심의 USP 접근 방법은 서비스와 이익을 동시에 제공 한다는 점에서 그 공감대 형성 및 새로운 Vision을 보인다는 것에서 새로운 시도가 될 것이다.

1. CONTENTS 1) RESEARCH OBJECTIVES The purpose of the study was to propose a future oriented urban space production strategy to offer diverse useful services to citizens to improve international competitiveness of cities in the times of competition that competitive subjects were changed from competition among countries to competition among cities. 2) RESEARCH METHOD In the proposed future-oriented urban space production strategy, the study compared/analyzed main plans related to development of urban space by selecting CBD(Jung-gu) of Busan out of local metropolises in South Korea. 3) RESEARCH FINDINGS In the proposed future-oriented urban space production strategy, the study largely sorted city's function into four scopes function of industrial support, function of social support, function of living support and function of urban infrastructure. 2. RESULTS It is expected that the proposed future oriented urban space production strategy will be utilized as a useful reference model when a lot of local governments, planning a ubiquitous urban space, establish a plan for constructing a ubiquitous urban space.

With the rapid development of both ubiquitous computing and the mobile internet, big data technology is gradually penetrating into various applications, such as smart traffic, smart city, and smart medical. In particular, smart medical, which is one core part of a smart city, is changing the medical structure. Specifically, it is improving treatment planning for various diseases. Since multiple treatment plans generated from smart medical have their own unique treatment costs, pollution effects, side-effects for patients, and so on, determining a sustainable strategy for treatment planning is becoming very critical in smart medical. From the sustainable point of view, this paper first presents a three-dimensional evaluation model for representing the raw medical data and then proposes a sustainable strategy for treatment planning based on the representation model. Finally, a case study on treatment planning for the group of "computer autism" patients is then presented for demonstrating the feasibility and usability of the proposed strategy.

본 연구는 정보통신기술분야에 있어서, 2000년대 중반부터 기존의 PC기반에서 스마트폰 등의 모바일 기반으로의 새로운 패러다임 변화라는 스마트사회에 있어, 공간정보기술정책의 바람직한 미래전략 설정을 위한 정책추진의 전략방향을 고찰하고 그 방안을 모색하여 본다. 또한 이를 통해, 형성초기단계인 공간정보기술정책의 미래전략프레임을 설정하고 바람직한 안을 제시한다. 곧 본 논문은 공간정보기술정책 추진의 미래상을 시나리오플래닝을 통하여 고찰하여 보고 향후 추진방향을 제시하며, 형성초기단계인 공간정보기술정책의 바람직한 미래전략을 제시하고 그 정책을 모색한다는 점에서, 본고에서 제시된 쌍방향 거버넌스를 지향하는 플랫폼 구축은 그러한 점에서 큰 함의가 있다.

최근 들어 본격적으로 스마트 사회가 시작되고 유비쿼터스 시대로 진입하는 등 정보통신기술의 급격한 변화에 따른 새로운 패러다임의 도래는 지역의 도시행정공간정보화 측면에서 주목할 만한 전환점이 되고 있다. 따라서 본 연구는 미래예측방법으로 많이 활용되고 있는 시나리오 플래닝 방법론을 적용하여 부산지역의 선도적인 글로벌 스마트 도시를 꿈꾸고 있는 부산 센텀시티의 도시정보화에 대한 바람직한 미래상을 도출하였다. 곧 더욱 진화될 스마트 사회와 유비쿼터스 시대에 합당한 부산 센텀시티의 상대적 미래우위전략을 찾고자, 메터데이터로서 행정공간정보화된 정보의 활용 측면을 제안하였으며, 부산 센텀시티의 성공적인 지역정보화 전략을 도출하였다. 결국 2030년 무렵에도 여전히 부산 센텀시티가 선도적인 정보화 스마트도시로 남기위해서는 현재의 도시정책 뿐만 아니라 앞으로도 지속적으로 행정공간정보화된 정보를 메타데이터로서 도시정보시스템에 제공하여 대민서비스의 만족도를 높이는 것이 중요하다.

Place based intervention has become an important strategy for the ubiquitous city initiative. However, the role of the ubiquitous built environment in determining urban quality of life has not investigated fully. Using place as a relational space where people access u-infrastructure, u-health and u-services, this paper examines the relationship between spatial variations in the provision of ICTs and the spatial reconfiguration of quality of life operating at different geographical scales across Australia. Based on a case study of the state of Queensland in Australia, we emphasize the need for a place based approach to ubiquitous technologies and infrastructure provision in different socio economic hierarchies of space and place.

방송통신 컨버전스의 대표 서비스인 IPTV는 21세기 국가 성장동력이 될 수 있는 무한한 잠재력을 지닌 분야이다. 미래지향적인 산업인만큼 IPTV 도입 정책은 근시안적인 시각에서 벗어나 중장기적인 관점에서 수립되는 것이 바람직하다. 이에 본 연구는 컨버전스 환경에서 미리 IPTV 서비스의 변화와 정책 이슈들을 제안하였다. 불확실한 미래의 상황을 예측, 분석하는 미래 연구이기 때문에 이러한 분석에 적합한 것으로 알려져 있는 T.A.I.D.A라는 연구 방법론을 분석에 활용하였다.

최근의 웹에서 유비쿼터스로의 지식정보화사회의 급속한 진행에 의한 IT와 컴퓨팅기술에 있어서의 빅데이터 시대라는 새로운 패러다임 도래는 한국 정부 및 각국 정부에 있어, 전자정부 및 국가정보화 추진에 있어서의 주목할 만한 전환점이 되고 있다. 따라서 본 연구는 미래예측방법으로 많이 활용되고 있는 시나리오 플래닝 방법론을 적용하여 한국 전자정부 및 국가정보화 발전의 바람직한 미래상을 도출하였다. 곧 빅데이터 시대에 합당한 한국 전자정부 및 국가정보화의 상대적 미래우위전략을 찾고자, 정부의 빅데이터인 공공데이터의 활용에 대한 발전방안을 모색하였으며, 그 결과 한국의 전자정부 및 국가정보화에 부합하는 공공데이터를 활용한 대국민공개강화 전략을 도출하였다. 또한 '인간의 이해'보다는 '기계의 이해'를 지향하는 시멘틱웹 기술과 함께하는 링크드데이터 기술의 적용 아래에서의 개발을 제안하였다.
