Innovation of technology and social changes - quantitative analysis based on patent big data (기술의 진보와 혁신, 그리고 사회변화: 특허빅데이터를 이용한 정량적 분석)

  • We introduce various methods to investigate the relations between innovation of technology and social changes by analyzing more than 4 millions of patents registered at United States Patent and Trademark Office(USPTO) from year 1985 to 2015. First, we review the history of patent law and its relation with the quantitative changes of registered patents. Second, we investigate the differences of technical innovations of several countries by use of cluster analysis based on the numbers of registered patents at several technical sectors. Third, we introduce the PageRank algorithm to define important nodes in network type data and apply the PageRank algorithm to find important technical sectors based on citation information between registered patents. Finally, we explain how to use the canonical correlation analysis to study relationship between technical innovation and social changes.

한국제조업의 산업간 기술지식구조와 흐름에 대한 분석 : 특허자료를 활용한 클러스터분석을 중심으로

  • 경제의 패러다임이 지식의 확산과 공유가 경제 성장의 주요한 요소로 대두되는 지식기반경제로 변화하게 되고, 융합 기술(fusion technology)의 중요성에 대한 인식으로부터 학제간(inter-disciplinary) 연구나 기술개발이 활발해지면서, 각 산업이 타산업과 맺고 있는 특정한 연계구조에 대한 분석은 정부의 기술정책이나 기업의 기술전략 수립에 필수적인 것으로 받아들여지고 있다. 특히 산업간 지식흐름의 구조를 파악하는 것은 산업간 협력(collaboration)의 형태나 파급효과에 대한 분석뿐만 아니라 기술 혁신을 촉진하기위한 혁신 클러스터(innovative cluster) 형성의 기초를 제공하는 것이라 하겠다. 따라서 본 연구는 기술집약적 장비에 체화된 유형자원의 간접적 지식 확산이 아닌, 특허 인용의 명백한 지식 흐름을 활용하여 한국 제조업의 지식 흐름 구조를 분석하고 이를 토대로 클러스터를 나누는 것을 목적으로 한다. 이를 위하여 특허 인용 정보가 존재하는 미국특허청(USPTO)의 자료를 이용하며, 여기에서 도출된 한국 특허의 인용관계를 통해 한국 제조업의 네트워크 및 클러스터를 생성하였다. 즉, 특허 분류를 산업 분류에 매칭(matching)시킴으로써, 특허의 인용관계를 각 특허가 속한 산업간의 지식흐름으로 변환하여 산업간 연계 구조를 파악하고 이를 토대로 한국 산업의 지식 클러스터를 생성함으로써 클러스터간 지식 흐름을 분석하고, 각 클러스터의 기술적 특성을 제시하였다. 본 연구는 한국 산업의 지식흐름을 미국특허청에 출원된 한국 특허를 활용하여 분석했다는 점에서 제기될 수 있는 해외 기술 시장으로의 전략적 차원의 출원에 의한 자료의 편중성문제와 지식흐름의 절대량이 아닌 상대량을 통해 클러스터링함으로써 발생될 수 있는 자료 활용의 한계점을 지니고 있다. 그러나 비체화 지식의 흐름을 특허인용관계를 통해 실증적으로 분석하고, 이를 통해 클러스터를 나누어 산업간 연계구조와 기간에 따른 변화 양상을 조명하며, 각 클러스터의 특성을 다양한 지표(indicators)로부터 설명했다는 데에서 의의를 찾을 수 있다. 본 연구의 결과는 기술혁신을 위한 국가 차원의 산업정책이나 기술개발과 관련한 기업의 기술전략에 활용될 수 있을 것이다.

Antecedents of Exploration Activities: Focused on Internal Ffactors (탐험활동의 선행요인: 기업 내부특성을 중심으로)

  • In order to identify the antecedents of organization's exploration activities, this study focuses on internal factors. There are many theoretical and empirical studies for an organization's exploration activities, while the research on antecedents is limited. This study is aimed at the manufacturing industry in Korea from 1998 to 2012 using data from 15 years of slack, ownership structure, and TMT diversity. The study examined the impact of these firm-specific factors on firm's exploration activities. As a result, a company's exploration activities and slack have positive relationship. Between insider ownership and exploration activities, the hypothesis was not supported. Also, the relationship between TMT diversity and exploration activities was dismissed. Finally, based on the results of this analysis, the contribution of this study, limitations and implications are drawn.

Research and Intellectual Property Trend of Heat Stress in Dairy Cows (고온기 젖소 스트레스 저감 기술에 대한 국내외 연구 및 특허 동향 분석)

  • This study was conducted to establish the research direction of heat stress in dairy cows by searching papers and patents. Research papers published before 2014 through National Digital Science Library (NDSL) and patents registered with United States Patent and Trademark Office (USPTO), Japan Patent Office (JPO), European Patent Office (EPO) and Korean Intellectual Property Office (KIPO) were investigated using the key words of heat stress index, genetics, facilities and feed. The research trend for heat stress in dairy cows was analyzed with 182 papers and 282 patents. Global warming due to increased atmospheric concentration of greenhouse gases is a major interest in recent years. The papers related with heat stress in cattle were increased after 2006. Besides, patents connected with facilities and feed will be increased due to development of ICT. In particular, the various studies including patents about heat stress in dairy cows will be needed to conduct because the climate of southern Korean peninsula is changing from temperate to subtropic.

The Spatial Structure of the Production of Technological Knowledge in the Korean Photonics Industry (한국 광산업(光産業) 기술지식 창출의 공간구조)

  • The purpose of this study is to investigate the spatial structure of the production of technological knowledge in the Korean photonics industry. Patent data were used as a proxy of knowledge production. The data were gathered by keywords among the registered patents which were applied from 1996 to 2007. The photonics industry patents registered at United States Patent Trademark Office(USPTO) show that Korea and Taiwan, as a latecomer, have rapidly increased. The photonics industry patents registered at Korean Intellectual Property Office(KIPO) were analyzed by type of application: single-applicant and co-applicant patents. The analysis of single-applicant patents shows that technological knowledge in the Korean photonics industry has been produced mainly in Seoul, Suwon, and Daejeon. The degree of spatial bias, however, has been slightly decreased during the study period. Above-mentioned regions are also main centers in the analysis of co-applicant patents, but the forms of inter-regional cluster and network are different over time. It is because agents participating in co-applicant patents are diverse and increased. Furthermore, it seems that policies, such as the improvement of the infrastructure of ICT, the promotion of the photonics industry and the industry-university-institute collaboration, are very influential.

An Extraction Method of Bibliographic Information from the US Patents: Using an HTML Parsing Technique (미국 특허 서지정보 추출 방법에 대한 연구: HTML 파싱 기법의 활용을 중심으로)

  • This study aims to provide a method of extracting the most recent information on US patent documents. An HTML paring technique that can directly connect to the US Patent and Trademark Office (USPTO) Web page is adopted. After obtaining a list of 50 documents through a keyword searching method, this study suggested an algorithm, using HTML parsing techniques, which can extract a patent number, an applicant, and the US patent class information. The study also revealed an algorithm by which we can extract both patents and subsequent patents using their closely connected relationship, that is a very distinctive characteristic of US patent documents. Although the proposed method has several limitations, it can supplement existing databases effectively in terms of timeliness and comprehensiveness.

Introduction of Plant Variety Protection Right and Plant Patent System of Ornamental Crops in U.S.A (미국 화훼류 품종보호제도 및 식물특허 운영실태)

  • This paper outlines the system and operation of plant variety protection right and plant patent of ornamental crops in USA to guide for application of new varieties developed in Korea and to use for national examination of applied variety from USA. The Plant Variety Protection Act(PVPA) in USA is given as PVPR to the developers of new variety for the seed propagating crops and tubers and provides as plant patent for asexually reproducing crops. A certificate of PVPR and plant patent is awarded to an owner of a variety has shown that it is new, distinct from other varieties, genetically uniform and stable through successive generations by official evaluation without the growing trial. The term of protection for plant patent and PVPR for most crops is 20 years but 25 years for trees, shrubs, and vines. The application of ornamental variety in USA is mostly for plant patent. The application of ornamental crops accounted for 87% of total applications for plant patent. The ratio of new variety applications for plant patent from national and foreign countries is not significant differences.

A Technology Landscape of Artificial Intelligence: Technological Structure and Firms' Competitive Advantages (인공지능 기술 랜드스케이프 : 기술 구조와 기업별 경쟁우위)

  • This study analyzes the technological structure of artificial intelligence (AI) and technological capabilities of AI companies based on patent information. 2589 AI patents registered in USPTO from 2007 to 2017 were collected and analyzed by the Latent Dirichlet Allocation (LDA) to derive 20 AI technology topics. Analysis of technology development trends by AI technology reveals that visual understanding, data analysis, motion control, and machine learning are growing, while language understanding and speech technology are sluggish. In addition, we also investigated leading companies in each sub-field of AI as well as core competencies of global IT companies. The findings of this study are expected to be fruitfully used for formulation and implementation of technology strategy of AI companies.

Global Technical Knowledge Flow Analysis in Intelligent Information Technology : Focusing on South Korea (지능정보기술 분야에서의 글로벌 기술 지식 경쟁력 분석 : 한국을 중심으로)

  • This study aims to measure Korea's global competitiveness in intelligent information technology, which is the core technology of the 4th industrial revolution. For analysis, we collect patents of each field and prior patents cited by them, which are applied at the U.S. Patent Office (USPTO) between 2010 and 2018 from PATSTAT Online. A global knowledge transfer network was established by grouping citing- and cited-relationships at a national level. The in-degree centrality is used to evaluate technology acceptance, which indicates the process of absorbing existing technological knowledge to create new knowledge in each field. Second, to evaluate the impact of existing technological knowledge on the creation of new one, the out-degree centrality is investigated. Third, we apply the PageRank algorithm to qualitatively and quantitatively investigate the importance of the relationships between countries. As a result, it is confirmed through all the indicators that the AI sector is currently the least competitive.

Empirical Analysis of University Patenting in Korea (특허자료를 이용한 우리나라 대학 연구의 특성 분석)

  • Recently Korean universities show very rapid increases in both patents and R&D (research and development) expenditures. During the period from 1970 to 2008, university R&D spending has on the average increased 15.3% annually. Along with steady increases in R&D spending, university's research outputs have also continuously increased. In 1990 Korea as a total published 1,613 SCI-level scientific papers and Korean universities applied 27 patents to Korea patent office. In 2008, Korea published more that 35,000 SCI papers and Korean universities applied about 7,300 patents. The growth of scientific articles had begun from the early 1990s whereas the growth of patent has ignited entering the 2000s. The paper tried to investigate university research through the window of patent. Patents lie between invention and innovation and represent the potential value of invention which will be realized at the marketplace. Since Korean patents do not contain citation information, the paper used US patents-NBER patent database-as the main data. The key empirical question is whether Korean university patents granted from USPTO are characteristically different from other Korean patents granted from USPTO. Previous studies on US and Europe show that corporate patents are more stylized in appropriablity of invention, whereas university patents basicness. In case of Korea, the paper confirmed the appropriability characteristic of corporate patents; but the Korean unversity patents are not distinguishable in terms of basicness. The paper estimated the citation frequency function-an empirical model which was firstly developed by Caballero and Jaffe (1993) and later articulated by Jaffe and Trajtenberg (1996, 2002). The model is specified mainly composed of two interacting parts-diffusion effect and obsolescence effect of new ideas or innovations. Estimation results show that differences in forward citations between university and corporate patents are not statistically significant, after controlling self-citation. Since forward citations represent the quality of patents, this estimation result implies that there are no statistically significant quality differences between university and corporate patents. Prior research results, based on the same model of citation frequency function, about US and some European cases show that, in terms of forward citations, university patents are generally superior to corporate patents -for the case of US- or, the former not inferior to the latter-for the case of most of Europe. It is argued that some important and significant policy changes caused the rapid rise of university patents in Korea. Policy changes include the revision of technology transfer act allowing the ownership of publicly-funded research results to researchers and the changes in faculty/professor evaluation which gives more credit to the number of patents. These policy changes have triggered the rapid growth of the number of university patents. The results of the empirical analysis in this paper indicated that Korea now needs to make further efforts to enhance the quality of university patents, not just to produce more numbers of patents.
