Recently, the Kim Jong Eun regime announced the completion of nuclear armed forces, and has been holding a summit meeting between the ROK and the US administration to promote the denuclearization of the Korean peninsula by the complete dismissal of the North Korean nuclear weapons toward the international community and the Republic of Korea. North Korea's Kim Jong Eun declares complete denuclearization, but in order to complete the real denuclearization of the Korean peninsula we seek, we need more practical preparation and preparation. In this study, the base isolation systems for equipment in the NPP are presented and the responses of each isolation system are investigated. As for the base isolation systems, a natural rubber bearing (NRB) and a high damping rubber bearing (HDRB) are selected. As input motions, artificial time histories enveloping the US NRC RG 1.60 spectrum and the probability-based scenario earthquake spectra developed for the Korean nuclear power plant site as well as a typical near-fault earthquake record are used. Uniaxial, biaxial, and triaxial excitations are conducted with PGAs of 0.1, 0.2 and 0.25g. The reduction of the seismic forces transmitted to the equipment models are determined for different isolation systems and input motions.
Deprivation of means to study the cultures and history of the natives of Bering Strait in their own lands, gives us and especially U. S. A. and Russia-where the objective regions of this study is pertained to-the great suffering of intellectual and aesthetic losses. Throughout 20th century, as political and economic forces prevailed, it became increasingly difficult for both Natives and outsiders to see this region as having common past. In such difficult circumstances, United Nations Council for Environmental Development held at Rio de Janeiro, Brasil in June, 1992 started out to give obligations to present environmental future. With such trend getting stronger and being in demand, this study is also focussed on coincides with such environmental matters and differs from man centered western civilization which ruled th environment rather than to harmonize with it. Through the studies of fashions and cultural materials of this region, it was able to identify the great similarities between Northwestern Alaska and Northeastern Siberia. Especially in the clothing materials of this region\`s toy dolls, it was possible to confirm that both side of Bering Strait possessed similar culture. Although both side had similar environment, in the past its peoples began to be seen as separated and alienated aligned only with their current political state-Russia and U. S. A. Through this study, it was able to see diversity of the peoples and thir languages but also close cultural and historical ties that link them very closely together. This study verified such similarities and common characteristics through close examination of Native clothing and decorations and other traditions of Siberian Natives such as Yupik, Chukchi, Koryak, Even, Amur River peoples and Nivkh; and Alaskan Natives such as Inupiag, Yupik, Alutiig, Aleut, Athapaskan, and Tlingit.
The relationship between strain and applied potential was derived for composite actuators consisting of single-wall carbon nanotubes (SWNTs) and conductive polymers (CPs). During deriving the relationship, an electrochemical ionic approach is utilized to formulate the electromechanical actuation of the composite film actuator. This relationship can give us a direct understanding of the actuation of a nanoactuator. The results show that the well-aligned SWNTs composite actuator can give good actuation responses and high actuating forces available. The actuation is found to be affected by both SWNTs and CPs components and the actuation of SWNTs component has two kinds of influences on that of the CPs component: reinforcement at the positive voltage and abatement at the negative voltage. Optimizations of SWNTs-CPs composite actuator may be achieved by using well-aligned nanotubes as well as choosing suitable electrolyte and input voltage range.
This paper is designed to make a national strategic concept for the ROK's maritime security and to explore cooperation directions for the ROK Navy and Coast Guard in order to implement the newly-made maritime security strategic concept. As strategy is composed of three main categories(goals, ways, means), the goal of the ROK's maritime security strategy is 'Safe and Affluent Sea' and the way to realize the goal is the principle of cooperative leverage, and the means as tasks to implement the strategic concept are maritime safety, maritime security, and maritime stewardship. The concept of national fleet as used in the US is applied to promoting the cooperation between the ROK Navy and Coast Guard. Thus, under the newly-established maritime security strategic concept along with the national fleet model, followings are suggested as policy proposals for facilitating mutual cooperation between the ROK Navy and Coast Guard in dealing with not only traditional threats but also non-traditional treats at sea and from the sea as well. First, the ROK Navy and Coast Guard has been making efforts to enhance interoperability between the two sea services. However, the mutual cooperations have been focused mainly on areas on operational level rather than policy level. Therefore, the two sea services are recommended to enlarge exchanges and cooperation in policy areas. Second, there are still demands for further cooperation areas between the two sea services in command and communications. The interoperability in C2 between the two needs to be upgraded even to the areas of anti-terrorist activities ar sea, ASUW, ASW, maritime interdiction, etc. Third, mutual comparability between the two needs to be reflected in the maritime forces development to ensure the comparability in UNREP and other logistics areas. Fourth, the standardization of logistical materials and equipments is needed as a way of sustaining operational capability and logistical capacity for the ROK Navy and Coast Guard as well. Fifth, the ROK Navy and Coast Guard are recommended to participate more actively in international maritime cooperation activities such as PASSEX. Sixth, Complementary laws and regulations need further to be revised and to be newly made for collectively managing swiftly maritime accidents and natural disasters at sea.

This paper proposes a compression technique of image data, a variable length PN code and channel models which are required in CDMA communication system. It also analyzes their performances. Original images is compressed by 2-D DCT and its coefficients are quantized by optimal quantizer at compression rate 0.84bit/pel. Channel model 1 and 2 which are composed of 5 and 4 channels respectively are employed to be used in CDMA. Such a situation forces us to empoly variable length PN code, such as Chebyshev map for spread spectrum system. When average PN code length of model 1 and 2 is 44.4 and 26.7 chips respectively, the received image through these models under Gaussian noise with variance 1.75 is visually of the same quality as the transmitting image. Thus, the model 2 appears to be better in channel efficiency, comparing with channel model 1 and channel model which uses fixed length PN code.

In Korea, there exist around 120 regional innovation centers(RICs) which have been established in many universities since the mid-nineties by Ministry of Knowledge Economy of Korea. These centers aim at higher competitiveness of their local industry by providing it with direct services using expensive testing or manufacturing equipment along with cooperative technology development and well trained work forces. Considering the nationwide importance of human resources development in the key industrial sectors, the RICs naturally should take part of responsibility because the most advanced equipments in each important industrial field have been invested during the last 15 years which amount over 500 million US dollars. In the present study, a brief concept for the industry-oriented human resources development program utilizing the already established RIC infrastructure is proposed.
This article aims to critically review recent U. S. RMA-centered theories of warfare having prevailed after the 1991-92 Gulf War upon which the current ROKA military transformation project, the Vision 2020, largely based. In order to evaluate validity as a universal warfighing theory of NCW (Network Centric Warfare) and EBO (Effects-Based Operations), this article reviews the intrinsic strength and weakness of the theories as well as results of several recent wars that the U. S. Army conducted based on doctrines derived form such theories, In addition, this article examines the impact of certain military technology or weapon system in some well-known historical wars to draw lessons regarding the relationship between technology(weapon system) and military victory. Historical examples has shown that victories in war were not achieved by new technologies alone in most cases. Rather military victories tended to owe to combination of new technology, original doctrine and well conceived organization. Although the U. S. Armed Forces showed brilliant records of operational successes anchored on the system of PGMs and NCW concepts in Iraq (1991-92; 2003) and Afghanistan (2001-02), it must be pointed out that the operational successes did not bring about political ones in cases of Iraq and Afghanistan. It reminds us of perils of too technologically tilted approach to the conduct of war. In sum, one ought to recognize that superior technology nowadays became a necessary condition of success but is not yet a sufficient condition, the ROKA needs to be abreast with development trends of military technologies and related theoretical concepts, it need not too be in a hurry in adopting cutting edged war-making technologies at the expense of large amount of budget. The essay recommends for the ROKA several basic requirements for coping with conduct of future wars as well as establishing a 'Korean style military thought'; (1) Recognition of importance of technology in conduct of war; (2) Imposition of officer self-study hours in working days; (3) Establishing a lifestyle of military professionalism in the Korean officer corps; (4) Setting up small or large groups of think-tanks that are specialized in army doctrinal formulation.
This article presents new perspectives for classification of students' mathematical errors on the basis of experiential structuralism. Experiential structuralism's mechanism gives us new insights on mathematical errors. The hard core of mechanism is consist of 6 autonomous capacity spheres that are responsible for the representation and processing of different reality domains. There are specific forces that are responsible for this organization of mind. There are expressed in terms of a set of five organizational principles. Classification of mathematical errors is ascribed by the theory to the interaction between the 6 autonomous capacity spheres. Different types of classification require different autonomous capacity spheres. We can classify mathematical errors in the domain of linear function problem solving comparing cognitive psychological mechanism of experiential structuralism.
The purpose of this study was to investigate changes in kinetic and kinematic variables associated with an increase in upper body weight. Eighteen healthy male university students($175.96{\pm}4.19\;cm$, $70.79{\pm}8.26\;kg$) participated. Eight motion analysis cameras(Qualysis Oqus 500) and 2 force AMTI platforms(Advanced Mechanical Technologies Inc. OR6-7, US) were used to record motion and forces during the drop landing at a frequency of 120 Hz and 1200 Hz, respectively. QTM software(Qualisys Track Manager) was used to record the data, and the variables were analyzed with Visual 3D and Matlab 2009. For the drop landing, a box of $4{\times}2{\times}0.46\;m$ was constructed from wood. Knee and ankle maximum flexion angle, knee flexion angle, knee and ankle angle at landing, time for maximum ankle flexion after landing, and time for maximum knee flexion after landing were calculated. There was a significant change in the time for maximum and minimum ground force reaction and the time for maximum dorsal flexion after landing(p<.05) with increasing weight. There was no significant change for the hip, knee, and ankle ROM, whereas there was an increase in the angle ROM as the weight increased, in the order of ankle, knee, and hip ROM. This result shows that the ankle joint ROM increased with increasing weight for shock attenuation during the drop landing. There was a trend for greater ankle ROM than knee ROM, but there was no clear change in the ROM of the hip joint with increasing weight. In conclusion, this study shows the importance of ankle joint flexibility and strength for safe drop landing.
