A Study on International Trend and Korean Measures regarding Ship Recycling (선박 재활용에 관한 국제동향 및 우리나라의 대응방안 연구)

  • Guidelines on ship recycling are adopted internationally. UNEP adopted 'Basel Convention', providing Environmentally Sound Management(ESM) of facilities and recommendations. IMO adopted 'Guidelines on Ship Recycling', providing measures for worker's safety, how to control pollutant materials and the meaning of 'Green Passport'. IMO Convention (draft) is in progress. ILO adopted 'ILO Guideline', providing how to make sure safety and health for workers in shipbreaking. But Republic of Korea goes against the stream and there is much to be desired. At this point of time, we carried out a study on international trend regarding ship recycling, a plan to cope with international trend, and it is considered to be necessary to establish a special law on ship recycling.

  • As of Jan. 2006, numbers of korean registered ocean-going vessels reached 546 which amounted to 13,716,733 G/T. Vessels, generally spooking, finish her life cycle and are dismantled or recycled. However, most of these activities have been done in undeveloped countries instead of in developed countries as the environmental restrictions in developed countries get more strict, accordingly international bodies adopted shipbreaking-related guidelines and prohibit transboundary of obsolete ships, taken as one of wastes. The authors made the Working Guidelines on Shipbreaking to cope with substandard working environment and reduce the environmental damage, and came up with a method to make a inventory of hazardous materials for effective control, finally framed a draft of Environmentally Sound Ship Recycling examining related international conventions such as Basel Convention, IMO Guideline, ILO Guideline and IMO new Convention(draft) on shipbreaking and recycling.

  • In Korea, sustainability is mandatory in every field. University campuses are educational facilities that consume considerable amounts of energy. Therefore, many universities have tried to take advantage of the last opportunity to prepare students with sustainability and leadership. This study compared the green campus policy and evaluation criteria among Korea, US AASHE, UNEP, and ISCN-GULF to vitalize the green campus movement and suggest recent research data for the Korea green campus accreditation. The results are as follows: 1. new evaluation criteria need to be added to the certified green building total floor area ratio instead of adapting the G-SEED system in the Campus Resource & Environments category; 2. Korean Green Campus Evaluations need to be improved when expressing the campus individuality by choosing an increased number of credits and criteria; and 3. new evaluation criteria are required to secure the result, feedback, and products from curriculum updates in the Campus Education category.

  • This paper aims at investigating the developments and challenges of Northwest Pacific Action Plan (NOWPAP), a regional cooperation mechanism to protect marine environment in Northeast Asia. As one of 16 UNEP's Regional Seas Program, NOWPAP has evolved since its inception in 1994. Based on the belief that a cooperative institution may work more efficiently to address common regional concerns on marine environment, China, Japan, Russia and South Korea have developed NOWPAP under the UNEP's leadership. NOWPAP now has its own independent secretariat, and 4 regional activity centers while expanding its partnership with other institutions. However, NOWPAP must address several challenges that it now faces for better achievement of its goals. They include consideration of unique geopolitical situation in this region, participation of North Korea, incorporation of sustainable development concept in its activities, reconsideration of equal opportunity principle for more efficient cooperation, and securing sufficient financial resources.

  • 황사현상은 세계적 규모의 사막화진행과 무관치 않는 지구환경의 중요한 한 부분이다. UNEP의 현황조사에 의하면 세계의 육지면적의 약1/4, 즉 건조지대의 약 70%에 해당하는 약36억ha가 사막화하여 세계인구의 약1/6이 직접 영향을 받는 것으로 추정하고 있다. 사막화의 피해가 세계의 각대륙에서 나타나고 있지만 특히 아프리카대륙, 다음이 아시아의 황폐화가 현저하다. (중략)

  • 잔류성유기오염물질(Persistent Organic Pollutants, 이하 POPs)은 환경에 노출되면 장기간 잔류하면서 인체 및 생태계에 악영향을 끼치며 또한 장거리 이동하는 특징으로 인하여 전지구적인 규제ㆍ관리의 필요성이 제기되고 있다. 이러한 필요에 부응하여 UNEP를 중심으로 국제적인 관리를 위한 논의가 이루어져 2001년 5월 스톡홀름협약(Stockholm convention for Persistent Organic Pollutants)이 당사국회의에서 채택되었고, 우리나라는 외교적 서명을 함으로써 협약가입의사를 분명히 하였다.   • 'UNEP Global Environment Outlook 2000'의 자료에 의하면, 향후 1000년에 가장 심각한 환경문제는 "지구온난화" 였다. $CO_2$ 농도 증가 등으로 인한 기후변화로 지난 100년간 전 세계적으로 기온은 평균 0.3~0.6$^{\circ}C$ 상승, 해수면은 평균 25 cm 내외 상승, 프레온가스 등으로 인하여 성층권의 오존층이 파괴되어 피부암과 안질환이 급증하고 면역기능이 저하되며, 현종 식물종 8%, 조류 11%, 어류 5%, 포유류 14%가 멸종위기에 처하는 등 생물다양성의 감소, 내분비계 장애물질(환경호르몬) 증가로 유해화학물질에 더욱 노출되고 있다.   • 산호충류는 한국을 포함한 전 세계적으로 보호종으로 지정되어 있다. 특히 제주도 해역의 서귀포 문섬, 숲섬 및 범섬 일대가 쿠로시오 난류의 영향으로 조하대 암반기질에 다양한 부착생물이 서식하며, 특히 연산호, 돌산호 등이 군집을 이루고 있어 UNEP의 ICRI(International Coral Reef Initiative)에 이미 보고되었을 뿐만 아니라, 세계 해양보존 지역 위원회에서도 해양보호지역 (Marine Protected Area, MPA)으로 선포하여 보호하려는 계획을 세우고 있다. (중략)
