  • On the many highways, severe traffic congestions happen chronically and make traffic problems like reduction of mobility because of rapid increase of vehicles though road construction has been last. In order to solve these traffic problems, it is needed to find the trend and the symptom of traffic congestion and to analyze the cause of congestion and the(spatial) range affected by congestion. To develop the traffic condition monitoring index prior to doing all those things is most important. With this reason, many countries including U.S. had been developed the congestion criteria and indices. In this paper, applicability and characteristics of existing traffic congestion indices were considered and the direction for development of a new traffic condition index was suggested to achieve an effective traffic management.

  • Advanced Spent Fuel Conditioning Process (ACP) is a pyrochemical process in which the spent fuel of PWR is transformed into the uranic metal ingot. Through this process, which has been developed in KAERI since 1998, the radioactivity, the radiotoxicity, the heat and the volume of the PWR spent fuel are reduced by a quarter of the original. To demonstrate a lab-scale process and extract the data for the later pilot-scale process, a demonstration facility of ACP (ACPF) is under construction and the lab-scale demonstration is slated for 2006. To establish the safeguardability of ACPF, a safeguards system including a neutron counter based on non-destructive assay, which is named as ACP Safeguards Neutron Counter (ASNC), the ACP Safeguards Surveillance System (ASSS) which consists of two neutron monitors and five IAEA cameras, and Laser Induced Breakdown System (LIBS) have been developed and are ready to be installed at ACPF. The target materials of ACP to assay with ASNC are categorized into three types among which the first is the uranic metal ingot, the second is the salt waste and the last is $UO_2$ and $U_{3}O_8$ powders, rod cuts and hulls. The Pu content of process nuclear materials can be accounted with ASNC. The ASSS is integrated in the ACP Intelligent Surveillance Software (AISS) in which the IAEA camera images and background signals at the rear doors of ACPF are displayed. The composition of special nuclear materials of ACP can be measured with LIBS which can be a supporting measurement tool for ASNC. The conceptual picture of safeguards system of ACPF is shown in Fig. 1.

  • Korea is known to have seasonal frozen ground during a winter season due to climatic and ground conditions. Temperatures below $0^{\circ}C$ cause pavement failure by frost heaving and thaw settlement. A frost protection layer has been constructed in pavements to avoid damage caused by frost action. Anti-frost design methods in Korea have been adopted, which is established in U.S. and Japan. However the characteristics of soils in Korea are different and there are no reasonable modifications to accommodate these characteristics. Therefore, adequate pavement design procedures including seasonal frost action, as well as construction and maintenance practices are required. In this paper, the frost penetration depths along national roads in Korea are presented based on field measurement over several years (1991~2010). The frost penetration depths are analyzed with respect to the Provinces of Korea and sunny/shaded areas.

  • The design and construction of underground structures contain many substantial mincer dainties. A reasonable estimation of geotechnical parameters is of paramount importance and must be one of the most difficult tasks in designing and constructing underground structures. If the plastic zone exists by tunnel excavation, the ground response may also be dependent on the yield criterion mainly composed of strength parameters. In order to estimate unknown model parameters from the in-situ measurements as well as prior estimates for designing tunnels which have plastic zones, the Extended Bayesian Method(EBM) is adopted : an elasto-plastic finite element program is linked to the EBM as a mathematical model to predict the ground response. Mohr-Coulomb failure criterion is used to represent the plastic behavior. A hypothetical underground site, where the ground behaves elasto-plastically, is adopted to demonstrate the validity of the proposed feedback system.

The Effects of Charge Transfer Complex on the Reaction of Aniline and Iodine (Aniline과 Iodine간의 반응에 있어서 전하이동 착물의 영향)

  • Reaction of aniline and iodine in$CHCl_3,\;CH_2Cl_2 : CHCl_3$(1 : 1), and $CH_2Cl_2$ has been studied kinetically by using conductivity method, Pseudo first-order rate constants ($k_{obs}$) and second-order rate constants ($k_{obs}$/[aniline]) are dependent on the aniline concentration. Second-order rate constants obtained were increased with increasing aniline concentration. We analysed these results on the basis of formation of charge transfer complex as reaction intermediate. From the construction of react ion scheme and derivation of rate equation, we calculated equilibrium constants and activation parameters for the formation and transformation of charge transfer complex. The equilibrium constants were decreased by an increase in the dielectric constant of the solvent and the value is 1.7-3.7$M^{-1}$. The rate of transformation are markedly affected by the solvent polarity. ${\Delta}H^{\neq}$ is about 14.2kJ/mol, and ${\Delta}S^{\neq}$ is large negative value of -243J/mol K.

  • In order to meet the increasing demand for electricity, Korea has to rely on nuclear energy due to its poor natural resources. In order for nuclear energy to be expanded in its utilization, issues with uranium supply and waste management issues have to be addressed. Fast reactor system is one of the most promising options for electricity generation with its efficient utilization of uranium resources and reduction of radioactive waste, thus contributing to sustainable development. The Korea Atomic Energy Research Institute (KAERI) has been performing R&Ds on Sodium-cooled Fast Reactors (SFRs) under the national nuclear R&D program. Based on the experiences gained from the development of KALIMER conceptual designs of a pool-type U-TRU-10%Zr metal fuel loaded reactor, KAERI is currently developing Advanced SFR design concepts that can better meet the Generation IV technology goals. This also includes developing, Advanced SFR technologies necessary for its commercialization and basic key technologies, aiming at the conceptual design of an Advanced SFR by 2011. KAERI is making R&D efforts to develop advanced design concepts including a passive decay heat removal system and a supercritical $CO_2$ Brayton cycle energy conversion system, as well as developing design methodologies, computational tools, and sodium technology. The long-term Advanced SFR development plan will be carried out toward the construction of an Advanced SFR demonstration plant by 2028.

Treatment, Disposal and Beneficial Use Option for Sewage Sludge (하수슬러지 처리기술 동향 및 최적화 처리방안)

  • Sewage sludge produced in Korea was 1,275,800 tons (dewatered sludge cake) per year in 1996, which is 3,495 tons per day, 0.303% of 11,526,100 tons per day of sewage treated in 79 sewage treatment plants. Sludge production has been and will be increasing in accordance with construction of new facilities for sewage treatment. Most of the sludge is currently disposed by landfill and ocean dumping, but it is becoming difficult to find suitable sites for landfill, particularly in big cities such as Seoul. In addition, rapid increase of landfill cost is anticipated in a near future. Current trend for sludge disposal in advanced countries is land application. Over the past 10 to 20 years in the United States, sludge management practices have changed significantly, moving from disposal to beneficial use. They use biosolid for utilization instead of sludge for disposal. Under the Clean Water Act of 1972, amended in 1987 by Congress, the U.S. EPA was required to develop regulations for the use and disposal of sewage sludge. The EPA assessed the potential for pollutants in sewage sludge to affect public health and the environment through a number of different routes of exposure. The Agency also assessed the potential risk to human health through contamination of drinking water sources or surface water when sludge is disposed on land. The Final Rules were signed by the EPA Administrator and were published (Federal Register, 1993). These rules state that sewage sludge shall not be applied to land if the concentration of any pollutant in the sludge exceeds the ceiling concentration. In addition, the cumulative loading rate for each pollutant shall not exceed the cumulative pollutant loading rate nor should the concentration of each pollutant in the sludge exceed the monthly average concentration for the pollutant. The annual pollutant loading rate generally applies to applications of sewage sludge on agricultural lands. The most popular beneficial use of sewage sludge is land application. The sludge has to be stabilized for appling to land. One of the stabilization process for sewage sludge is lime stabilization process. The stabilization process is consisted of the stabilizing process and the drying process. Stabilization reactor can be a drum type reactor in which a crossed mixer is equipped. The additive agents are a very reactive mixture of calcium oxide and others. The stabilized sludge is dried in sun drier or rotary kiln.

A Study on the Wave Generating Characteristics of the Multi-directional Irregular Wave Basin (다방향불규칙파 조파수조의 조파특성에 관한 연구)

  • It is of great importance to represent the directional ocean waves in a laboratory basin for hydraulic model tests. The directional ocean waves can be expressed as a linear superposition of a large number of component waves with different frequencies and propagating directions. The aim of the study is to check the wave generating characteristics by serpent-type wave generating system in PKNU (Pukyong National University) which is composed of 10 piston-type wave generators. In the experiment, spatial variation of irregular wave heights and propagating angles are measured in the multi-directional wave maker basin. Target wave directional spectrum is reproduced in the area of multi-directional wave maker basin. The directional spreading of the generated waves varied spacially in the basin. They differed from target spectrum as the measurement point becomes far from the center line normal to the generator face, The effective generation area where that target can be reproduced is limited to the triangular area attached the generator face. According to the results, it is emphasized that the effective experiment area in the basin considered wave generator characteristics should be determined in consideration of experimental conditions including structural shapes, water depth, wave directionality etc.

  • Prangos fedtschenkoi (Regel et Schmalh.) Korovin (Apiaceae) is an endemic species for mountainous Middle Asia, which is both a rare and useful plant. Organic extractions from this species are being used in pharmaceutics and cosmetology. In recent years, P. fedtschenkoi distribution area has considerably decreased, presumably, resulting from human activities such as agriculture, construction works, overgrazing and collection from wild for pharmaceutic purposes. Six populations were found in Uzbekistan and their genetic divergence and differentiation were studied with 10 inter-simple sequence repeat (ISSR) markers, selected out of 101. Totally 166 amplified ISSR fragments (loci) were revealed, of which 164 were polymorphic. Relatively moderate level of polymorphism was found at population level with polymorphic bands ranging from 27.71% to 47.59%. Mean P = 39.05%, $N_a=1.40$, $N_e=1.25$, S.I. = 0.21, and $H_e=0.14$ were revealed for all loci across six populations. AMOVA showed higher variation among populations (62%) than within them (38%). The Bayesian model determined 5 clusters, or genetic groups. The posteriori distribution of the Theta II estimator detected full model identifying high inbreeding, intensified by low gene flow (Nm = 0.3954). Mantel test confined population 6 as distinct cluster corresponding to geographic remoteness (R = 0.5137, $p{\leq}0.005$). Results were used as the bases for developing conserve measures to restore populations.

  • Construction of Private networks is becoming easier due to the openness of telecommunication market, rapidly developing telecommunication technology. The size of existing private networks is becoming huge which resulted in surplus of capacity of the networks. These trends will generate a problem of efficient use of "national telecommunication resources" and which ill be a factor for the structure of domestic telecommunication market which will have a big impact on the existing telecommunication carriers. Therefore, national policy of private network issues should be considered along with the national efforts for the information infrastructure, control of telecommunication market, fairness of competition, strength power of national competition. In this paper it will be suggested that the efficient policy on the issue of domestic private network, by analyzing present situation, status quo, laws, regulation and procedure for domestic private networks and comparing it with those of U.S.A, Japan, EU.apan, EU.
