The RMF (Cyber Security Risk Management Framework) is a more strengthened U.S. defense cybersecurity framework that is currently used throughout the U.S. federal government beyond the defense sector. In the past decade, the proportion of cyber warfare in non-regular warfare encountered by the United States, especially cyberattacks caused by China and North Korea, has been increasing. In the end, the U.S. is newly establishing an RMF system to prepare a more strengthened cybersecurity policy at the pan-government level, and the U.S. Department of Defense aims to expand the U.S. defense RMF evaluation policy beyond the federal government level. The South Korean military has already applied RMF at the request of the U.S. that notified the policy to apply RMF when obtaining F-35A. The application of RMF by the Korean military is no longer inevitable. Now is the time for the Korean military to seriously think about what to prepare for the early establishment of a successful Korean RMF system.

본 연구의 목적은 U-City의 인력양성을 효율적으로 지원하기 위한 정책방향을 설정하는 것이다. 이를 위해서 지자체의 개략적인 U-City의 사업비 규모를 설정하고, 이에 대한 소요 인력을 예측하였으며. 국내시장과 해외시장의 증가율을 고려하여 개략적인 소요인력을 산정하였다. 또한 현재 정부에서 추진 중인 U-City 인력양성 정책의 방향에 대하여 고찰함으로써 현재 국내의 U-City 사업관련 인력양성의 방향을 살펴보았다.

Rationality only based on human experience and visuals takes huge toll on nation at the time of disasters. Accordingly, it is required to convert its system into national disaster-managing system based on governmental departments effective cooperation against catastrophic emergencies. Thus, this manuscript rejects empirical model of calamity measures and provides substituting prototype based on u-Gov which utilizes UT service from the developed countries' cases. Moreover, in order to provide nation's administrative services, the paper suggests alternative for politic issues which realizes a new incorporated control towel reflecting policies.

U-Healthcare 서비스는 차세대 의료 패러다임으로 많은 이용자에게 편의성을 보장하기 때문에 사회에서 그 중요성이 인식되고 상용화 시도가 이루어지고 있다. 이러한 U-Healthcae 서비스 시장이 안전하게 형성되기 위해서는 정부의 보안정책이 확실하게 정립되어야 한다. 본 고에서는 안전한 U-Healthcare 서비스의 보안위협을 보안의 3대 요소인 기밀성, 무결성, 가용성을 기준으로 분류하고 살펴본 후 이에 대한 보안정책 방향을 제시하고자 한다.
