Construction methods for underground structure are classified as bottom-up, up-up, and top-down methods depending on the procedure of construction related to a superstructure. In top-down construction methods, building's main structure is built from the ground level downwards by sequentially alternating ground excavation and structure construction. In the mean time, the main structure is also used as supporting structure for earth-retaining wall, which results in the increased stability of the earth-retaining wall due to the minimized deformation in adjacent structures and surrounding grounds. In addition, the method makes it easy to secure a field for construction work in the downtown area by using each floor slabs as working spaces. However top-down construction method is often avoided since an excavation under the slab has low efficiency and difficult environment for work, and high cost compared with earth anchor method. This paper proposes a combined construction method where semi-open cut is selected as excavation work, slurry as earth -retaining wall and CWS as top-down construction method. In the case study targeted for an actual construction project, the proposed method is compared with existing top-down construction method in terms of economic feasibility, construction period and work efficiency. The proposed construction method results in increased work efficiency in the transportation of earth and sand, and steel frame erection, better quality management in PHD construction, and reduced construction period.

This article is aimed to find a more successful way to build a metropolitan-wide governance for enhancing industrial cluster in South-East region, Korea. We begin a research with reviewing a current study of regional cluster and its governance. New industrial system and agglomeration changed regional growth theory and urban system. In traditional system, a central city dominated economy of the metropolitan area. However, with development of new transportation and communication technology, a central city lost their superiority to suburban cities. In other words, growing competition between central and suburban cities changed traditional concentration and diffusion theory of urbanization which dominated urban geography for last decades. Next, current situation of development of industrial cluster in South-East region is examined to suggest policy for more competitiveness. South-East region has grown as the most prominent cluster of mechanical engineering and metal industry in Korea since the late 1970s. In the form of agglomeration and network of a specific and its related industry, South-East region has formed a linear industrial belt along with the inter-regional South Coast Highway and contain about ten industrial cities. Accompanying with this growing South-East region, a problem has risen from geographic mismatch between metropolitan-wide industrial cluster and its administrative boundary. Since industrial cluster has no specific administrative boundary, adequate government support for developing industrial cluster has not been provided. Responding to the problem, academics and policy makers maintain need in establishing a metropolitan-wide governance for supporting a cluster. At the end, this paper provides some implication to planners and policy makers.

The purpose of this study is to analyze the spatial characteristics of travel patterns and travel behaviors of transit users in the Metropolitan Seoul area. We apply the data mining techniques to explore the travel patterns of transit users from the T-money card database which has been produced over 10,000,000 transaction records per day. The database contains the information of locations and times of origin, transfer, and destination points for each transaction as well as the informations of transit modes taken via the transaction. We develop an data mining algorithm to explore traversal patterns from the enormous information. The algorithm determines the travel sequences of each passenger, and produce the volumes of support on each points (stops) of transportation networks in the Metropolitan Seoul area. In order to visualize the spatial patterns of travel demands for transit systems we apply GIS techniques, and attempt to investigate the spatial characteristics of travel patterns and travel demand. Subway stops located in the Gangnam area appear the highest peak for the travel origin and destination, while the CBD in the Gangbuk stands at the second position. Two or three sub-peaks appear at the densely populated residential areas developed as the high-rise apartment complex. Subway stations located along the Subway Line 2, especially from Guro to Samsung receive heavy travel demand (total support), while bus stops located at the CBD in the Gangbuk stands the highest travel demand by bus.
The country using factoring actively today is England. The history of factoring could throw back to the Middle Ages, but modern factoring was developed in colonial age of the United States and it was known throughout England in 1960s. At the beginning, it performed mercantile agent who works in local area in order to get rid of uncertainty and inconvenience of a distant trade, but it was getting developed into a today's factoring system which focusing more on financial function. The factoring is called 'account receivable financing' in the United States and it is started out as sales agent and getting developed to 'del credere agent' who guarantee the payment. The activities of factors have been expanded to not only consignment sale and payment guarantees but also advance financing service. However, at the end of the 19th century, the direct sales(direct marketing) was expanded by the development of telecommunication and transportation technology, and then the marketing service by factor was degraded, but the collection of payment and advance finance had been maintained until now and developed into today's factoring system. Especially, the establishment of Uniform Commercial Code in 1931 had formed the basis for activating factoring in the United States through preparing a legal basis of factoring. Due to changes of international trade environment, most of commercial bank in Korea have to deal with export factoring as a trade finance service and it is desirable to specialize as a financing for small and medium company.
In the changing social and economic conditions, reorientation of the health care system is a process of rearranging health care resources keeping in mind the appropriativeness, relevancy, and efficacy of health care programs. Also it has been recognized recently that the CHP program is in need of review for the same reasons, that is to say, the ease in which health care facilities are available, the high rate of coverage with insurance and the development of an effective transportation system. Therefore there is a social inclination to think that there are no remote areas and to question the roles of public health facilities, health centers, health sub centers and CHP posts. This paper was done to review problems and to propose new directions for the CHP system. The findings of this study are as follows ; 1) It is necessary that primary health care should be simplified into three parts, medical treatment, preventive care services and the organization of administration and logistics. Also each department should be supplemented with the appropriate professional personnel in order to develop a task oriented system. The reorientation of the CHP system should be managed in keeping with that of other public health care systems. Therefore it is necessary to look at the CHP system problems as one aspect of the reorientation process of public health care systems, and to work to find new ways to address these problems. 2) The location of the CHP post should be decided by the needs of the community in both the medical and preventive areas. If the people have a minimum need, the location of the CHP post should be altered and the existing roles of the CHP should be modified to allow for flexibility according to the community needs. 3) Use of the problem solving method in regular team meetings will prove to be as efficient as continuing education programs in improving job competancy. 4) The supervision of CHP's activities should be made by the same type professional personnel, that is, senior CHPs or charge nurses in the public health center at the county level. 5) The operational expensies of CHP post should be supported by the administrative department of the public health center and should create working conditions that will allow the CHP to concentrate on community health service programs. 6) The organizations for community participation, working committees, community health workers and a number of the local assembly, should be activated to provide for participation in finding solutions to health related problems in the com-munity.

Kyong-Eui Railway used to be one of the major cross-country railways connecting Busan and Shineuiju. Being the central axis of logistics and transportation in Korea, it also signifies a symbolic meaning of the people's desire for the unification of divided Korean peninsula. A steam locomotive that had stopped in Jangdan Station was bombed out during the Korean War. The locomotive has been neglected and covered with rust in DMZ over a half century, and now is becoming a historic reminder of divided Korea. The initial design approach was based on the three main perspectives of the relocation plan of the steam locomotive in Jangdan Station which is designated as the registered cultural asset no. 78: historical significance, role of a monumental space, and influence on and from the local culture and tourism. Three design subjects were especially highlighted which would represent the identity of the cultural asset, the stream locomotive. First, a vertical watching deck was installed to provide various view points toward the locomotive while ensuring the security of visitors as well as the cultural asset. Second, the Dokgae bride area has good design potentials being on the railway. However, the site is too narrow. Thus, a new ramp and a stairway were placed responding to the existing topography so that the pedestrian environment could be secured last, to respect the local context where the locomotive was originally located, mulberry trees in the locomotive were transplanted as well. Flowering plants were planted around the display area for better ventilation to minimize the negative impact on the locomotive.

Based on the previous studies on alcohol effects on human behavior and performance in transportation system such as airplane and car driving, the alcohol exposure before and on watch of a ship has a great influence on subsequent behavior. In this paper, to examine the drinking status of officers on board multiple choice questionnaires are circularized under instruction and surveyed for 118 officers. According to the results of the questionnaire survey on alcohol dependance (Alcoholism) that was invested by WHO, over 27% of those surveyed represented alcohol abuse symptoms. In addition to that, the existing state and awareness for on-board-drinking was summarized to make a scenario of drunk-operation with a ship handling simulator to investigate the effect of alcohol (0.08 g% blood alcohol concentrations) on ship operational performance. A main effect for alcohol was found indicating that ship operational performance was comparatively impaired by this alcohol relative to performance in the non-alcohol condition. The results of this research can be applied to minimize marine acciedents as basic data.

The most important point when we engage on waterway dredging work is supplying safe navigational passage to the vessels underway by narrowing dredge work area and removing submerged dangers. In order to meet this end it is neccessary to use auxiliary equipment for shifting actively and mooring and adopt automation of dredging work by integrating information on real time position, dredging depth, and work information. The danger with a spud control system in this study, by the way, is able to employed on continuous dredging work with the narrowest working area allowing wide and safe passages to vessels underway, by moving the dredger to the working zone with the spud controlled automatically. Furthermore, it has been improved definitely compared with the existing dredging proccess management system such that it shows the track of spud and working depth on the electronic navigation chart of window, together with the final outcome of dredging work. The test dredging work at the entrance of Busan North Port for system evaluation showed that actual working time available was twice of the one by the existing anchor system, and that it reduced 38% of time for preparation work and one man power.

Annual average daily traffic (AADT) serves the important basic data in transportation sector. Despite of its importance, AADT is estimated through permanent traffic counts (PTC) at limited locations because of constraints in budget and so on. At most of locations, AADT is estimated using short-term traffic counts (STC). Though many studies have been carried out at home and abroad in an effort to enhance the accuracy of AADT estimate, the method to simplify average STC data has been adopted because of application difficulty. A typical model for estimating AADT is an adjustment factor application model which applies the monthly or weekly adjustment factors at PTC points (or group) with similar traffic pattern. But this model has the limit in determining the PTC points (or group) with similar traffic pattern with STC. Because STC represents usually 24-hour or 48-hour data, it's difficult to forecast a 365-day traffic variation. In order to improve the accuracy of traffic volume prediction, this study used the geostatistical approach called co-kriging and according to their reports. To compare results, using 3 methods : using adjustment factor in same section(method 1), using grouping method to apply adjustment factor(method 2), cokriging model using previous year's traffic data which is in a high spatial correlation with traffic volume data as a secondary variable. This study deals with estimating AADT considering time and space so AADT estimation is more reliable comparing other research.

Bicycles are leading to serious accidents in the event of a side collision, and it is very important to prevent accidents in advance because it is difficult to actively deal with them in a dangerous situation. As a part of the bicycle safety driving support technology, this study establishes bicycle accidents dangerous zone based on bicycle accident data and road property information of digital map nationwide and provides timely safety information to cyclists. The point selected by using actual accident data was called 'dangerous zone', and the potential accident occurrence point generated by modeling based on this 'dangerous zone' was called 'logical dangerous zone'. As a result of the research on the Designation of Logical Bicycle Accident Dangerous Zone, the regional specificity of the bicycle accident points across the nation was generalized to the form of the logical dangerous zone through the network data.
