Change point analysis is a efficient tool to understand the fundamental information in hydro-meteorological data such as rainfall, discharge, temperature etc. Especially, this fundamental information to change points to future rainfall data identified by reasonable detection skills can affect the prediction of flood and drought occurrence because well detected change points provide a key to resolve the non-stationary or inhomogeneous problem by climate change. Therefore, in this study, the comparative study to assess the performance of the 3 change point detection skills, cumulative sum (CUSUM) method, Bayesian change point (BCP) method, and segmentation by dynamic programming (DP) was performed. After assessment of the performance of the proposed detection skills using the 3 types of the synthetic series, the 2 reasonable detection skills were applied to the observed and future rainfall data at the 5 rainfall gauges in South Korea. Finally, it was suggested that BCP (with 0.9 posterior probability) could be best detection skill and DP could be reasonably recommended through the comparative study. Also it was suggested that BCP (with 0.9 posterior probability) and DP detection skills to find some change points could be reasonable at the North-eastern part in South Korea. In future, the results in this study can be efficiently used to resolve the non-stationary problems in hydrological modeling considering inhomogeneity or nonstationarity.

Ministry of Land, Infrastructure and Transport (MOLIT) promote long-life housing to reduce social costs generated by poorly considered rebuilding and extend the life-span of housing. Long-life housing has advantages of durability, floor plan variability, efficient maintenance and ease of remodeling because it is a beam-column structure building. However, long-life housing requires somewhat higher initial construction cost than wall type apartments. It makes increase of long-life housing more difficult. In this study, we compare between wall-type apartment and beam-column structure apartment from Life-Cycle Cost's viewpoint. As a result of the study, long-life housing incurs 18% higher initial cost than wall type apartment, but is 7% more economical than wall type apartment in terms of Life Cycle Cost. Therefore, it is shown that long-life housing could be a beneficial alternative to traditional wall type apartments.

With the increase of decrepit facilities, construction waste increased to a certain level and now the increase is more or less stabilized. Yet construction waste still constitutes the largest portion of the overall wastes. Also, it is inevitable to spend a huge amount of the national budget due to the aggravating shortage of aggregate caused by prohibition on collection of natural aggregates as well as due to the damage to the land and environment caused by development of the sources of aggregates. As a countermeasure to the situation, the Ministry of Land, Infrastructure and Transport promulgated the quality standard for recycled aggregate to manage the usage of recycled aggregate according to its quality. But use of recycled aggregate for the purpose of high added value still remains nominal. Therefore, this research aims to study the applicability of recycled aggregate concrete as structural concrete by evaluating the quality improvement effects and the performance of the recycled aggregate concrete including recycled fine aggregate and recycled coarse aggregate that have undergone carbonation for 4 days and 14 days respectively in the condition of 60% RH, 20% $CO_2$ and $20^{\circ}C$ temperature, suggested for carbonation modifying from the advance research. The result shows carbonation modify contributed to quality improvement with 0.91% decrease in absorption rate for recycled fine aggregate and 0.7% decrease in absorption rate for recycled coarse aggregate. The physical properties and durability of the recycled aggregate made of aggregate modified by carbonation showed results similar to general concrete, which confirmed the possibility of applying the recycled aggregate made of recycled aggregate modified by carbonation to structural concrete.

Recently, the Ministry of Land, Infrastructure and Transport and the Ministry of Science and ICT are developing the Land Observation Satellite (CAS-500) to meet increased demand for high-resolution satellite images. Expected image products of CAS-500 includes precision orthoimage, Digital Surface Model (DSM), change detection map, etc. The quality of these products is determined based on the geometric accuracy of satellite images. Therefore, it is important to make precision geometric corrections of CAS-500 images to produce high-quality products. Geometric correction requires the Ground Control Point (GCP), which is usually extracted manually using orthoimages and digital map. This requires a lot of time to acquire GCPs. Therefore, it is necessary to automatically extract GCPs and reduce the time required for GCP extraction and orthoimage generation. To this end, the Precision Image Processing (PIP) System was developed for CAS-500 images to minimize user intervention in GCP extraction. This paper explains the products, processing steps and the function modules and Database of the PIP System. The performance of the System in terms of processing speed, is also presented. It is expected that through the developed System, precise orthoimages can be generated from all CAS-500 images over the Korean peninsula promptly. As future studies, we need to extend the System to handle automated orthoimage generation for overseas regions.
The Ministry of Land, Infrastructure and Transport of Korea is developing a CAS 500-1/2 satellite capable of photographing a GSD 0.5 m level image, and is developing a technology to utilize this. Therefore, this study attempted to develop a geospatial feature extraction technique aimed at automation as a technique for utilizing CAS 500-1/2 satellite images. KOMPSAT-3A satellite images that are expected to be most similar to CAS 500-1/2 were used for research and the possibility of automation of geospatial feature extraction was analyzed through relative radiometric normalization. For this purpose, the parameters and thresholds were applied equally to the reference images and relative radiometric normalized images, and the geospatial feature were extracted. The qualitative analysis was conducted on whether the extracted geospatial feature is extracted in a similar form from the reference image and relative radiometric normalized image. It was also intended to analyze the possibility of automation of geospatial feature extraction by quantitative analysis of whether the classification accuracy satisfies the target accuracy of 90% or more set in this study. As a result, it was confirmed that shape of geospatial feature extracted from reference image and relative radiometric normalized image were similar, and the classification accuracy analysis results showed that both satisfies the target accuracy of 90% or more. Therefore, it is believed that automation will be possible when extracting spatial objects through relative radiometric normalization.
The technique of information-communication rapidly developed has made it possible for us to do business through Internet. Electronic commerce was increased rapidly by the explosive development of the inter and communication revolution. E-Commerce has created a fundamentally new way of conduction and will change drastically accepted ways of doing business. Normally international trade has been formulated in a way that exporters and importers meet face-to-face and contract and pay by letter of credits. For the global electronic commerce to vitalized, the outstanding matters should encourage the creation of infrastructure of information security and new models in the field of electronic payment systems, electronic commerce agreement for remedy, adapting electronic date interchange in transport documents and negotiability of electronic bills of lading. The payment systems such as electronic fund transfers, tradecard system and electronic letters of credits issued by SWIFT system permit the parties concerned(sellers, buyers ad service providers) to settle payment electronically. Still they are many limitations for complete international electronic transactions. The following measures have to be taken to vitalize electronic trade transactions. It is needed to acquire information security such as authenticity, integrity, non-repudiation and confidentiality. All kinds of documents need to be replaced by electronic date exchange and the legal structure of international convention, national law for electronic payment systems have to be completed. Also a detailed guide of the banking operation and developing rules for electronic letters of credits need to be provided to adopt eUCP rules for the electronic presentation of documents.
Urban space structure in South Korea when through drastic changes ever since public housing policies began their full-fledge implementation. That is, public housing policies represent the main cause for formation of the current urban space structure, as the public houses are constructed in accordance with changes of demographic/social structure, considering changes of housing demand, in urban spaces demanded by the end users. After rapid industrialization and urbanization in the 1960's, each government in different periods have implemented housing supply policies through massive urban developments, to resolve the issue of housing shortage and residential instability. Phase 1 New Towns were developed in the 1980's resulting in suburbanization of the Seoul Area, followed by urban sprawl due to construction of small-size New Towns after deregulation in the 1990's, and construction of Phase 2 New Towns for resolution of housing shortage in the early 2000's and the resulting urban problems. In the mid-2000's, construction of Bogeumjari houses in GB areas led to insufficient housing supply in downtown areas, and the period after 2010 witnessed continuous deterioration of existing urban areas and acceleration of the rental housing crisis caused by rental housing shortage in downtown areas. Moreover, the residentially vulnerable classes consisting of young, 1~2-member households is expanding, with the real estate market in recess. Therefore, the government is trying to achieve urban regeneration through public housing policies so as to resolve the urban space problem and the housing problem at the same time, and the Happiness Housing Project has been implemented as a policy to achieve that goal. The Happiness Housing Project for young, residentially vulnerable classes in downtown areas, is going through diversification aimed at conjunction with urban regeneration projects in downtown areas, as exemplified by conversion of rental houses in residential environment improvement project districts and redevelopment/reconstruction project districts into happiness housing, and supply of happiness housing in conjunction with small reorganization projects for deteriorated residential areas in such areas as those excluded from New Town designation. Continuous supply of Happiness Housing in conjunction with urban regeneration requires mixed-use residential development which includes convenience facilities and public facilities, along with improvement of rental conditions (rental period/rent) and diversification of project methods, considering that the project is implemented in downtown areas.
Recently, as the paradigm of regional development has been transformed into characterization, decentralization and cooperation, small and medium scale development is in the spotlight. In particular, as the transfer of planning authority to local governments accelerates, LH is in the process of seeking to transform itself into a system that is in line with local government demand. The purpose of this study is to elaborate the regional pending projects that meet the demand of the region. The Jeju Special Self-Governing Province is the area where land and housing prices have increased more than three times recently, which is the area of interest in recent years due to the various demand for development projects. Another objective is to establish a local government based on LH's system, it is aimed to derive a collaboration method with local government, province corporation and local researchers. The criteria for deriving the cooperation projects between the local government and LH are basically the ones that can be carried out by LH and future-oriented projects. The process of deriving has undergone the process of statutory planning, unscrupulous plan analysis, and consultation of experts' advisory committees. In order to derive the regional cooperation project, four criteria such as local uniqueness, future possibility, business promotion efficiency, and local cooperation project were set. Major projects of the Jeju Special Self-Governing Province are improvement of the surrounding traffic system, construction of the hinterland due to the construction of the second airport, and establishment of Cruise Port(Jeju Port, Seogwipo Port). The role of each entity in the implementation of regional cooperation projects is as follows. Local government should request subsidies for the projects in case of lack of budget support and secure them through competition with other regions. In addition, it should be responsible for the operation and management of the facility once it has been supported and completed smoothly. The Ministry of Land, Infrastructure and Transport affects each region through approval and subsidy of the development plan. After the development project is completed, it evaluates the development project through monitoring and plays a role of continuously improving the system. As a business operator, the provincial corporation will carry out small-scale projects including non-physical projects such as community participation. In the case of LH regional headquarters, the general manager of the region will establish a comprehensive business plan, secure development availability, and carry out large-scale growth promotion projects.

Since railway industry is becoming important globally, Korea government and private enterprises invest huge amount of R&D expenditure to develop railway technologies. However, ratio of successful commercialization of technology is very limited. establishment strategy of specialized institution for commercializing railway technologies is very important research issue. For example, France and Japan support railway commercialization through the specialized organization in leading the global railway industry. This study propose the critical success factors of the establishment of railway commercialization and suggest relative importance of CSF's through the hierarchical analysis. As a result, the financial resource plan(0.505) and the commercialization strategy(0.193) are important factors at the first level, and the government funding plan(0.220) and the legal/institutional support(0.150) are important factors for the commercialization organization at the second level.

The Ministry of Land, Infrastructure and Transport of Korea has been trying to spread integrated railway communication network technologies based on a major railway policy since 2012. As a result, the world's first commercial Long-Term Evolution - Railway (LTE-R) network was established on the Gangneung line (Manjong station - Gangneung station) and has been commercially operating as a railway communication system since 2017. Special function and performance requirements are needed for safe and efficient railway operations, such as group calls, emergency calls, functional addressing, and train control based on wireless communications. In this paper, we present functional and performance railway communications requirements that are based on European wireless railway communications systems. In addition, we measured communications characteristics and performance using a KTX field test on the Gangneung line to analyze the validity and reliability of the LTE-R network. Although the average Radio Frequency (RF) conditions were satisfied in the requirements, we found sudden communications quality degradation, such as Radio Link Failure (RLF) in some railway sections. We propose a way to improve performance and network installations based on in-depth analysis of LTE-R communications field-test results.
