대전환의 시대 산업단지 혁신방안과 과제 (Industrial Complex Innovation Plans and Tasks in the Era of Great Transformation)

  • 본 연구에서는 산업단지의 현주소와 지금까지의 산업단지에 대한 정부의 지원정책을 살펴보고 대전환의 시대 산업단지의 문제점과 개선점을 살펴본 후 산업단지를 어떻게 하면 혁신할 수 있는지, 그 방안과 과제를 제시해보고자 한다. 결론을 요약하면, 국가 경제의 주축인 산업단지의 경쟁력과 혁신을 제고 하기 위해 정부, 지역혁신기관, 기업이 협력하는 거버넌스 체계를 구축하여 대전환기에 적합한 산업단지로 변모, 우수 산업단지를 육성해야 하고 정부 각 부처의 정책과 예산 투입을 적극 지원하는 것이 시급하다.

  • Recently, as economy grow and population increase we need to develop our coastal area and make good use of it for various purposes. That's why large structures are being installed on the sea. Some samples are petroleum storage tanks, pier of sea bridges. These are large structures which have been installed at coastal area. When we design such vertical cylinder, we should avoid too much construction expense caused by excessive designing or by lack of sufficient design. In order to prevent excessive expenditure, it is important to correctly calculate the force of waves acting on structures and predict the wave transformation. In this study, apply to VOF method based on Navier-Stokes equation and then discussed that nonlinear wave force and wave transformation. A comparison between the numerical model and existing experimental results showed nice agreement among them.

전자정부의 의의와 추진실적 및 향후 과제 (Analysis and New Agenda of e-Government program)

  • 본고에서는 지식정보화의 발전에 따라 전개되는 새로운 현상과 변화들을 살펴보고 전통 행정과 뉴거버넌스의 비교를 통하여 전자정부의 의의를 도출하고, 전자정부의 모델을 제시하고 결론으로 차기 전자정부의 방향을 제시하였다. 새로운 현상과 변화로서는 제품과 서비스의 수렴형 모델로 변화, 사이버 주권의 딜레마 및 프라이버시와 정보보안의 위협 등을 들 수 있다. 한편 정부 주도적인 정부운영에서 NGO의 역할이 강화되는 뉴거버넌스로의 전환이 이루어지고 있으며 전자정부도 뉴거버넌스의 이념을 실현할 수 있도록 기여해야 한다. 이에 새로운 전자정부는 정부와 국민이 함께 구축 운영하는 체제로 전환되어야 한다. 이를 위해 공개키기반구조(PKI: Public Key Infrastructure)를 확산하고 전자민주주의(e-Democracy)의 활성화 및 국민이 용이하게 사용할 수 있는 사용자 인터페이스의 향상에 주력해야 한다.

  • 제4차 산업혁명이 확대되면서 국가경제의 미래와 관련한 새로운 불확실성에 직면하게 되었다. 디지털 전환(DX)이 오늘날 ICT 중심 세계에서 필수적인 글로벌 패러다임이다. 공신력있는 글로벌 보고서들에 따르면 한국은 이미 글로벌 제조업 부가가치(MVA)에서 큰 비중을 차지하고 있으며, 향후 그 비중을 확대할 수 있는 좋은 위치에 있다. 본 논문에서는 디지털 전환에 초점을 맞추어 한국 경제의 글로벌 경쟁력 수준을 측정하고자 시도한다. 우선 세계적으로 인정받는 분석들을 참조하여 국가경쟁력을 비교해 봤다. 산업과 경제가 또 다른 기술 혁명의 직면한 만큼 각국은 변화하는 산업의 추세에 대한 인식을 구축하고, 이러한 변혁의 혜택을 받을 수 있는 최선의 준비 방법을 결정하여 준비태세를 강화해야 한다. 제4차 산업혁명 시대의 디지털화의 기회와 정책 과제를 분석해 보기로 하였다.

约翰内斯堡空间转型的背景, 进程与效果研究 (Analyzing the Spatial Transformation of Johannesburg: Background, Process and Effectiveness)

  • Due to its speciality, Johannesburg has drawn wide attention from the international academia, which the existing urban theory cannot easily explain. This paper focuses on the spatial pattern of Johannesburg, and finds that it is highly fragmented: first North-South Division due to apartheid and gold mining, secondly, the continuous sprawl due to population densification, and thirdly formation of city-region due to the fill-in spatial policy. The fragmented spatial pattern undermines the social integration and weakens the potential economic sustainability, which make the balanced multi-core spatial pattern inevitable under the influence of the international planning thought. The Johannesburg's spatial transformation comes not only from social integration, but also from the development vison of world-class status of an African city. In reality, since the collapse of apartheid, the municipal government has released series of strategic planning in different executive phase. These different plannings unanimously focus on the world class status although since 2008, the social inclusiveness is more emphasized. Thus, Johannesburg implements some spatial policies, as promoting the corridor of freedom, identifying the key nodes in the city then developing with high density, implementing the in-filling policy, managing the urban growth boundary, effectively preserving the natural system. However, the industrial structure in Johannesburg is already quite high-ended which cannot produce many jobs and also require much investment in advanced infrastructure. Thus, the strategic goals of world-class status of an African city and social inclusiveness which really need widely shared public services to some extent are in tension. After evaluation, we can see that spatial transformation is quite limited. Obviously spatial transformation largely depends on the social-economy. The population is still in flow. In this sense Johannesburg must energetically support the employment-based industry, effectively control the spatial sprawl and carry out institutional innovation which further incentive investment, gradually build an integrated regional governance. In general, how Johannesburg combines globalization and its own condition is still worth thinking in both theory and practice.

  • Purpose In the contemporary landscape, marked by the enduring impact of COVID-19 and the recent disruptions stemming from the conflict in Ukraine, the purpose of this study is to navigate the era characterized by pervasive risk and uncertainty. Specifically, the study aims to dissect the impact of the COVID-19 outbreak on digital transformation, exploring the factors influencing this process and considering the multifaceted dynamics at play. The focus extends to the post-COVID-19 landscape, scrutinizing the implications and meanings of digital transformation both before and after the pandemic. Additionally, the study delves into future digital trends, with particular attention to climate and environmental issues, emphasizing corporate responsibilities in averting crises similar to COVID-19. The overarching goal is to provide a holistic perspective, shedding light on both positive and negative facets of digital transformation, and advocating for regulatory enhancements and legal frameworks conducive to a balanced and resilient digital future. Design/methodology/approach This study employs a comprehensive approach to analyze the impact of the COVID-19 outbreak on digital transformation. It considers various facets, such as smart devices reshaping daily routines, transformative changes in corporate ecosystems, and the adaptation of government institutions to the digital era within the broader context of the Fourth Industrial Revolution. The analysis extends to the post-COVID-19 landscape, examining the implications and meanings of digital transformation. Future digital trends, especially those related to climate and environmental issues, are prognosticated. The methodology involves a proactive exploration of challenges associated with digital transformation, aiming to advocate for regulatory enhancements and legal frameworks that contribute to a balanced and resilient digital future. Findings The findings of this study reveal that the digital economy has gained momentum, accelerated by the proliferation of non-face-to-face industries in response to social distancing imperatives during the COVID-19 pandemic. Digital transformation, both preceding and succeeding the onset of the pandemic, has precipitated noteworthy shifts in various aspects of daily life. However, challenges persist, and the study highlights factors that either bolster or hinder the transformative process. In the post-COVID-19 era, corporate responsibilities in averting crises, particularly those resembling the pandemic, take center stage. The study emphasizes the need for a holistic perspective, acknowledging both positive and negative facets of digital transformation. Additionally, it calls for proactive measures, including regulatory enhancements and legal frameworks, to ensure a balanced and resilient digital future.

왜곡이 있는 경우 개방경제와 폐쇄경제의 통화정책 비교: 간단한 변환과 적용 (Monetary Policy in Open versus Closed Economies in the Presence of Distortions: A Simple Transformation and Its Applications)

  • 본 연구에서는 개방경제와 폐쇄경제의 통화정책 문제를 비교한다. 개방경제와 폐쇄경제의 통화정책 문제는 비록 정상상태에서 왜곡이 존재하더라도 같은 꼴이어서 최적 통화정책은 비슷한 성질을 가진다. 한편, 개방경제에서 통화정책 결정자는 교역조건을 조절하고자 하는 왜곡된 유인을 가진다. 이 왜곡으로 인해 시점 간 대체탄력성이 1이더라도 통화정책의 국제협력에 의한 이익이 발생한다. 이 결과는 기존에 왜곡을 제외시킨 문헌의 결과와는 차이가 있다. 또한 왜곡이 존재할때 인플레이션 편향은 개방도가 높을수록 적어지는데, 이는 실증적인 증거와도 일치한다. 더불어 본 연구에서는 폐쇄경제모형에서의 방법론을 개방경제모형에 쉽게 적용할 수 있는 변환을 제시한다.

  • Over the past ten years, numerous industries have undergone upheavals that have significantly altered how businesses interact with their clients and how goods are created and produced bySMEs. Many cutting-edge technologies have recently been created and implemented to enhance business models, facilitate sustainability features for organizations, and boost business capabilities. This essay seeks to understand how digital entrepreneurship functions in developing nations. The results of this study show the effectiveness of digital transformation in the context of SMEs is greatly influenced by aspects including the change of managerial intensity and the involvement and perception of workers, customers, and shareholders. One of the needs that business owners showcased in this study in terms of digitization is infrastructure resources to support digitization such as devices, the Internet, and funds, but also the ability to use digital media for business development. Practical skills that business people want to learn such as product design and management of their social media accounts. There are also aspects of time and self-motivation of the business actor that can speed up or slow down the digitization process. Finally, government support that is structured in encouraging MSMEs is also one of the supporters and drivers of digitalization in the blue economy.

Relevance of China's Reform Experience to India

  • The aim of this paper is to understand the nature of transformation of the Chinese economy. China's approach to the process of economic development in the aftermath of the reforms in the late 1970's has been a success story and a phenomenon of great significance. It helped millions of people move out of poverty and achieve an acceptable standard of life. The economic policy of China was more effective than India's; we measured this effectiveness in terms of two fundamental approach: first, growth was fundamental for ensuring and increasing the wellbeing as it increases total output in China compare to India; second, growth was pro-poor in China, but not in India, during the period 2000-2011. In this paper, we seek to explain how China reduced extreme poverty through reforms, and this reform experience of China stands out for three reasons. The first is renewed thrust on the rural economy and private sector, second is decentralized planning, and third is investment in human resource development. This experience of China's reform success offers a significant lesson for most of the developing countries, especially India, since India has more similarities with China. Therefore, this experience is particularly insightful for India.

E-learning in India and Sri Lanka: A Cross-Cultural Study

  • E-learning is a planned effort towards providing interactive and experiential learning having flexibility in terms of time, place, pace, participation and accessibility. Globalization has set the stage for a social transformation of the world economy driven by technological innovation, emphasizing knowledge-based processes. While the tertiary education enrolments in wealthy nations have gone up incrementally, the same cannot be said to be right about developing economies. E-Learning can streamline enrolments to higher education, in developing nations by being a cost-effective and flexible alternative. The objective of this paper is to draw attention to the similarities in the national culture of these two countries and compare students' perception on e-learning in India and Sri Lanka along eight dimensions viz., viability, dependability, flexibility, inclusivity, power, pertinence, challenge and equitability. The results reveal that e-learning is equally popular among students from both countries, and they have a high perception score towards e-learning on each of the measured eight dimensions. Hence results are indicative of an opportunity of tapping the potential of e-learning in reaching out to a broader audience of underprivileged students and onboarding them into the knowledge economy.
