The purpose of this study is to propose a new mechanism for the global transmission of electronic trade documents and to promote them using it. Trade settlement methods are changed from L/C bases to non-L/C bases and in particular, the telegraphic transfer is dramatically increased since mid 1990. But the status of transmission of electronic trade documents still rely on the letter of credit and bill of lading. So it need to change the process of transmission of electronic trade documents utilizing non-negotiable sea waybill instead of bill of lading. In this study, I pointed out two problems as obstacle factors in global transmission of electronic trade documents. First is the system connection problem between domestic and foreign banks and second is the electronic right transfer problem in the bill of lading. Electronic bill of lading has already been made, but are not used and e-Nego has also not been activated under the above issues. Therefore, it should be solved previously the above problems for the global transmission of electronic trade documents under the letters of credit. However, in transactions of transfer, it does not need the inter-bank connection and also does not occur the electronic right transfer problem of bill of lading if using the non-negotiable seaway bill instead of bill of lading. In this paper, I recommend the global transmission strategies of e-trade documents using the non-negotiable sea waybill in transactions of transfer. Hopefully, I expect the activation of global transmission of e-trade documents through the utilization of electronic non-negotiable sea waybill as suggested by this study.

Although the National Archives of Korea has been receiving transfer of standard electronic documents with a retention period of more than 30 years from the central administration since 2015, errors and inefficiencies persist. Despite this, however, there remain no studies that analyze or address these issues. This study aims to bridge this gap and found that most errors in the transfer process occur at the production stage. To address such, this study proposes a four-step solution. First, before electronic document approval, the text and attached files are checked for defects to prevent errors. Second, as soon as the signature is made, digital signatures are applied on a file-by-file basis to ensure integrity. Third, integrity verification and transfer inspection are automatically performed through digital signature investigation and defect check procedure during transfer and preservation. Fourth and last, the criteria of acquiring records and integrity guarantee technologies are properly applied in production stage with proper management and supervision.
The Records Management System in Japan has been developed to a comprehensive and unitary records management system based on the records life-cycle principle from the enactment of 'the Public Records and Archives Management Act' in 2009 and its implementation in April, 2011. The scope of objects has also been extended to documents of independent administrative institutions and specific confidential documents on diplomacy and defense. In addition, a series of Electronic Documents Management Systems have been built for the transfer of electronic records to the National Archives of Japan, which is called the Electronic Records Archives of Japan, in connection with the records and archives management systems covering creation, management, transfer, preservation, and use of electronic records. This paper deals with the core contents and characteristics of the records management system of Japan, focusing on the operational structure of the records and archives management law and electronic documents management. Firstly, The Cabinet Office and professional groups in records and archives management started to work on reformation of the records management system from 2003 and resulted in enactment of the Public Records and Archives Management Act in 2009. In that sense, the Public Records and Archives Management Act can be evaluated as a result of constant activities of the records management community in Japan for realization of accountabilities of government agencies to the general public. Secondly, the Public Records Management Act of Japan has a coherent multi-layer structure from the law, enforcement ordinances, guidelines, and to institutional documents management regulations in the operational system. This is a systematic structure for providing practical business units of each administrative agency with detailed standards on the basis of guidelines and making them to prepare their own specific application standards related to their unique businesses. Unlike the past, the National Archives of Japan became to be able to identify specific historial documents which should be transferred to the archives by selecting important historical records as early as possible after creating and receiving them in each institution through the retention schedule. Thirdly, Japan started to operate a system in regard to electronic records transfer and preservation in 2011. In order to prepare for it, each administrative agency has used EDMS in creation and management of electronic records. A Guideline for the Standard Format and Media released by the Cabinet Office in 2010 is also for the transfer of electronic records to the Electronic Records Archives of Japan. In future, it is necessary to conduct further studies on activities of the records and archives management community in Japan, relating to long-term preservation and use of electronic records.
With development in computing and networking technologies, national supports and attention for building digital library, which is to overcome the limits of time and location in using information resources, is increasing. To accomplish the main goal of digital library that is to freely share and transfer information on network, the importance of standardization in developing electronic document is increasing. Now several tools to develop electronic document, which will be used in digital library, are developed for electronic document used on WWW. But none of them has absolute advantages to other formats. Those tools, that is, have comparative advantages and disadvantages for making electronic documents. Through reviewing features and analyzing comparative advantage and disadvantage of SGML, HTML, and PDF, which will be used to develop electronic documents in digital libraries, this study focuses on their comparative advantages and disadvantages. With doing it, this study propose relevant type of electronic document formats to the types of information resources.
Since the enactment of the Act on the Management of Presidential Archives in 2007, the cases of electronic records transfer in the 16th President Roh Moo-hyun's administration have played the role of an advance guard in managing public records and served as a test bed for new electronic records management. When transferring the electronic records of the 19th President Moon Jae-in's administration, the electronic records transfer method of President Roh's administration was inherited, while several innovative attempts were made. For instance, the Presidential Archives have for the first time converted the electronic documents from institutions advising the President into a long-term preservation package and transferred them online. In addition, considering the characteristics of the data, the administrative information dataset of the Presidential record creation institutions was transferred to the SIARD standard. Furthermore, the Presidential Archives had websites transferred in the form of OVF as a pilot test and collected social media directly through the API. Thus this study investigated the transition process of the presidential electronic records transfers from the 16th President Roh Moo-hyun's administration to the 19th President Moon Jae-in's. In addition, major achievements and issues were analyzed centering on the transfer method by type of electronic records during President Moon Jae-in's administration, and future improvement plans were presented.
EDI(Electronic Data Interchange) allows the exchange of business information and computer-processable data in a standard, structured format electronically between organizational entities. EDI handles the restructuring of a business document into the standard format so that it can be transmitted from one computer to another. This paper identifies features and technologies of web browsed electronic document exchange system as follows 1) the fundamental technologies that consists of the EDI technologies, the Internet/Web technologies, the security/authentication techniques, and the XML implementation technologies. 2) the functions that consists of the document standards, transfer technology of the document, encryption and authentication 3) the implemented Web-EDI systems that consists of document generation module, encryption and authentication module, transfer module, acknowledgement module, administration module. In this paper, the Web-based EDI system implemented from the researched technologies will be installed on the EDI servers owned by corporate customers and enable the exchange of documents between each installed companies.
To prevent the spread of damage, initial reaction and emergency repair are important. But up to now they depend on some guidelines and man power owing to the lack of technical support. In this paper, we described the development process of several electronic documents and information management system of them to rapidly acquire and share damage information of the infrastructure. The damage information, which is acquired by the computer and smart phone, is transformed to the electronic documents and connected to data management system through the damage information acquisition network. For the global electronic commerce to vitalized, the outstanding matters should encourage the creation of infrastructure of information security and new models in the field of electronic payment systems, electronic commerce agreement for remedy, adapting electronic date interchange in transport documents and negotiability of electronic bills of lading. The payment systems such as electronic fund transfers, tradecard system and electronic letters of credits issued by SWIFT system permit the parties concerned(sellers, buyers ad service providers) to settle payment electronically. Still they are many limitations for complete international electronic transactions. The following measures have to be taken to vitalize electronic trade transactions. It is needed to acquire information security such as authenticity, integrity, non-repudiation and confidentiality. A records management agency assessment must reflect the possibility of actual situations including conditions and implementation. Institutional evaluation systems and indicators tools to improve records management. However, the reality is difficult if they are not conducted through the resources and efforts of the organization. The 2017 evaluation system of the National Archives of Korea and the index, which was published in March 2016, are expected to be highly difficult to perform as the frontline field tasks of the institution for a year. It is composed of indices with questionable effectiveness that are difficult to implement on the field. Some of these include the following: three training sessions for more than 10% of all employees, submission of document archive pictures of all schools, submission of the index items of all documents, increasing the utilization level of the standard record management system for the electronic documents that have not been transferred for several years, the transfer of non-electronic documents of all institutions, reclassification of non-disclosed records, etc. It recognizes the fundamental problems of the records management system and the 2017 evaluation indicators that the National Archives has mentioned about operations.
