철도기관사 면허제 시행효과 및 개선방안에 관한 연구 (A study on the Effects and Improvements of a Train Drivers' Licensing System)

  • 도심 통근용 지하철은 출퇴근시간에 기관사 한 사람이 맡고 있는 인원이 약3,000명 이상에 달하여 비상상황 발생 시 기관사의 조치 능력에 따라 수많은 사람들의 생명과 재산이 좌우된다. 2003년 2월 대구지하철 화재 참사 이래 철도에서의 안전 확보가 사회문제화되어 이를 개선하고자 2004년 10월 철도안전법이 제정되고 철도종사자의 핵심인 기관사의 면허제가 도입되어 2006년 7월부터 시행되었다. 본 연구는 기관사 면허제가 시행되어 8년이 지난 이 시점에서 운전업무에 종사하는 기관사들과 이들 상급자들의 인식조사를 통하여 기관사 면허제의 시행효과를 경험적으로 규명해보고자 한다. 또한, 통계 분석을 통하여 면허제의 시행효과를 더 높일 수 있는 방안들을 찾아 정책적 제안을 하고자 한다.

한국형 고속열차 보조컨버터 성능 특성에 관한 연구 (A Study on Performance Characteristics for Auxiliary Converter of Korean High Speed Train)

  • As the on-board electric devices determine the performances of vehicles, production of reliable devices is important. To keep the reliability of devices constant, management of performance evaluation of the on-board devices is crucial. Because temperature bas a serious effect on failures of the components of the devices, its measurement is the first step for good management. In this study, we described performance characteristics of domestic auxiliary block developed through G7 project. We measured the performances of auxiliary block during test running by the developed on-line measurement system. After we save the input real-time data from each signal of Korean High Speed Train through the network line, we can acquire necessary information through Post-Processing program. We verify the auxiliary converter characteristics of Korean High Speed Train by this system.

  • Line capacity calculation has been used to determine optimum efficiency and safe train service for train scheduling plan and investment priority order throughout detecting bottleneck section. Because of some problems of Yamagisi and UIC methods for line capacity calculation, developing of the method of line capacity calculation and evaluation for the Korea circumstance is important. This paper deals with the integrated system of TPS(Train Performance Simulator), PES(Parameter Evaluation Simulator), LCS (Line Capacity Simulator) and sensitivity analysis for line capacity calculation model.

  • Tilting train has been developed to increase the operational speed of the trains on conventional lines which have many curves. This train are tilted at curves to compensate for unbalanced carbody centrifugal acceleration to a greater extent than compensation produced by the track cant, so that passengers do not feel centrifugal acceleration and thus trains can run at higher speed at curves. This paper developed PDM(product data management) to make a system engineering of TTX(tilting train express) with maximum operation speed 180 km/h.

  • Recent advances in computer technology have brought more dependence on software to train control systems. Hence, the safety assurance of the vital software running on the railway system is very critical task and yet, not many works have been done. While much efforts have been reported to improve the safety of electronic hardware, not so much systematic approaches to evaluate the safety of software, especially for the vital software running on board train controllers. In this paper, we propose the guide line of actually applicable software safety assessment in train control systems. And we demonstrate the results of developing a new tool based on web system version for software assessment management.

  • 현재 시공중인 경부고속전철에서는 공사 초기, 교량 상부구조물에 대하여 MSS(Movable Scaffolding System) 공법을 통한 시공을 계획하였으나, MSS 공법으로 시공 시 발생하는 문제점에 대하여 대응 가능한 개선책을 찾게 이르렀다. 이러한 과정에서 경부고속전철 건설사업에 참여한 H사는 국외고속전철 건설 시 사용되었던 PSM (Precast Span Method) 공법을 국외로부터 도입, 실제 적용하여 성공적인 시공 성과를 얻게 되었다. 이에 본 연구는 H사의 실제 시공 사례를 바탕으로 기존의 MSS 공법과 새롭게 도입된 PSM 공법의 생산성 비교 검토를 통한 PSM 공법의 우수성을 밝히고자 하였으며, 이러한 연군 결과는 앞으로 교량 구조물 시공 시 적용 범위가 더욱 확대될 것으로 예상되는 PSM 공법에 대한 이해를 도모함은 물론, PSM 공법 시공 상의 문제점을 해결하는데 크게 기여할 것이다.

  • Turnout is one of railroad track components. The turnout is used to change train routes to near other sections when keeping the train speed. There are many accidents in the section including the turnout. The number of accidents and errors is 363 for ten years in the section including the turnout and annual average is 36.3. To ensure safety of the turnout, it is necessary to install monitoring systems. By using the monitoring systems, it is able to accumulate related information, develop maintenance and take a step for accidents in advance. Hence, The number of accidents and errors is decreased in the section including the turnout. So, when new turnout is installed, it is needed to use monitoring systems. Therefore, combined turnout management system is needed in Korea. It is possible to perform efficient maintenance because real-time monitoring system by using sensors and data-base management system. In this paper, accidents in the section including domestic turnout are analyzed and foreign combined turnout management system is presented. Hence, articles for installing the combined turnout management system in Korea are proposed.

  • Related to the on-going "Train Control System Project of Pilot Line Construction for Urban MAGLEV Train", activities by each phase shall be conducted to achieve SIL4 level and obtain safety certification from the Independent Safety Assessment(ISA), based on the IEC standards((IEC 62278/62279 and IEC 62425) for the first time in Korea. This thesis describes the introduction of IEC standards, system assurance activities (such as plan, analysis, test, verification and validation) in compliance with requirements management and project life-cycle and relations with the safety assessment activities; and certification activities (such as document reviews and audits) through system RAMS activities, software quality assurance activities and safety assessment, for the purpose of achieving a successful safety certification at the time of completing the project as system assurance activities including software and safety certification activities in order to acquire the safety certification for train control system which does not exist at all in domestic cases. It is believed that overall system safety assurance activities in this project will contribute to develop more upgraded products of the domestic train control system on the quality and safety point of view, find overseas markets and establish a bridgehead in the future.

  • Communication Based Train Control System supports the easy maintenance & management and also have the capability to send more informations than the existing one but is less expensive. Tolerance against fault/failure and reliable data transmission are very important issues with this system since it has the responsibility of man's safety. In this paper, we suggested the schemes to support the reliable transmission quality and fault safety. Also we verified through simulation.

  • This study reveals that rail reform which separates infrastructure from train operation requires more safety activities to train operator than before. To meet these requirements the train operator, KNR, should build up more expertness, accept accidents investigation by the third party, establish and operate safety knowledge management system, and manage a forum which facilitates the communication between the parties concerned.
