어린이 보호구역 내에서 발생한 6-14세 어린이들의 보행 중 교통사고에 대한 역학적 조사 (An Epidemiological Study for Child Pedestrian Traffic Injuries that Occurred in School-zone)

  • Objectives: Pedestrian traffic injuries have been an important cause of childhood mortality and morbidity for decades. The aim of this study was to describe the epidemiological characteristics of child pedestrian traffic injuries that occurred during 2000 in one metropolitan city and its school-zones, and to determine the factors associated with those accidents. Methods: A cross-sectional study was performed in 2001. Police records were used to identify the cases of pedestrian injury. Children aged between 6 and 15 years, injured during road walking, were included in this study. A direct survey of the environmental factors within the school-zones in study area (n=116) was also performed. Self-administered questionnaires, via mail and telephone surveys, were used to assess the safety education programmes. The schools were divided into two groups according to the occurrence of pedestrian traffic injuries in their school-zone. Results: Pedestrian injuries (n=597) were found to account for 3.2% of all traffic injuries in the subject area. The epidemiological characteristics were not significantly different between genders. There were some significant risk factors within the environmental factors, such as local road (OR: 2.3, 95% CI=1.05-5.35), heavy traffic volume (OR: 2.2, 95% CI=1.00-5.04), poor visibility of speed-limit signs (OR: 2.8, 95% CI=1.25-6.42), no separation of pedestrian routes from cars (OR: 2.6, 95% CI=1.02-6.75) and barriers on the pedestrian routes (OR: 2.2, 95% CI=1.01-5.08). Only one factor, that of education in a safety-park (OR: 0.3, 95% CI=0.09-0.96), was significantly associated in the traffic and pedestrian safety education factors. Conclusion: Significant associations with pedestrian injury risk were identified in some of the modifiable environmental factors than in the educational factors.

서울시 중앙버스전용차로 시행에 따른 도로교통 수요 변화 (Change in Road Traffic Demand after the Operation of Exclusive Median Bus Lane in Seoul)

  • 1996년 천호대로 중앙버스전용차로가 시행된 이후 2008년 까지 8개 구간이 운영되고 있다. 그러나 중앙버스전용차로의 시행에 따른 직 간접적 영향권 내의 도로교통량 변화는 보고되지 않고 있다. 따라서 본 연구에서는 2004년 7월에 동시 개통된 3개 구간에 대한 사전 사후 도로교통량 변화를 분석하였다. 분석결과, 중앙버스전용차로 구간의 교통량은 중앙버스전용차로 개통 후(2004년 11월) 24.7%로 급격히 감소한 후, 개통 후 1년(2005년 11월) 1.4%로 안정화 된 것으로 분석되었다. 인접 우회도로 교통량은 개통 후(2004년 11월) 2.9% 감소한 후, 개통 후 1년(2005년 11월) 0.3%로 미비하게 증가하였다. 측정오차(${\pm}5%$)를 고려하면 중앙버스전용차로 교통수요는 안정화 단계에 들어섰으며, 자동차 수요가 인접지역으로 우회하기 보다는 타 수단으로 전환된 것으로 판단된다.

주요 항만 및 연안항로의 계절별 해상교통혼잡도 변화에 관한 연구 (A Study on Seasonal Variation in Marine Traffic Congestion on Major Port and Coastal Routes)

  • 본 연구에서는 계절별 혼잡도 변화를 검토하기 위해 1년 동안의 주요 연안 통항로 및 항만 입출항로를 대상으로 계절별 기상특보가 발효되지 않은 1주일간의 GICOMS Data를 바탕으로 혼잡도 평가를 실시하였다. 그 결과 시간당 평균 혼잡도의 계절별 차이는 최대 약 11 %, 평균 약 3.5 %, 피크시간 혼잡도의 계절별 차이는 최대 약 82 %, 평균 약 30 %를 보이는 것으로 분석되었다. 향후 혼잡도 평가시에 이러한 계절별 혼잡도 변화를 감안하여야 하며, 특히 해상교통안전진단에서의 평가 시에는 이러한 계절별 차이가 존재하므로 혼잡여부에 대한 해상교통 안전대책 마련에 더욱 주의를 기울여야 할 것이다.

완도권 여객선 운항 환경 개선에 관한 연구 (A Study on the Improvement of Passenger Ship's Operational Environments in Wan-do Area)

  • 완도군을 중심으로 한 서남 해안권 해상교통의 수요는 나날이 증가하고 있다. 그러나 이 같이 증가하는 여객과 관광수요에 대응할 수 있는 해상 안전 및 편의 시설 개선을 매우 미흡한 실정이다. 본 연구에서는 완도항 항만수역, 완도권내 통항 항로 그리고 여객선 운항 환경등에 대한 현황을 조사 분석하였다. 이와 함께 완도권 해상교통을 이용하는 이용자들을 대상으로 여객선 운항 환경 개선에 대한 설문을 수행하였다. 이를 바탕으로 해당 해역의 항해 위해도를 조사 분석하였으며, 여객선 운항 환경을 개선할 수 있는 제도적 장치 중에서 여객선 운임 체제개선, 타 시도 지역과 비교를 통항 개선방안 등을 제안하였다. 가장 시급한 문제는 항로상 산재해 있는 어장과 그로 인해 좁아진 항로가 여객선 운항에 가장 큰 위험요소가 됨을 알 수 있었다. 또한 여객선 운영측면에서는 타 지역에 비하여 자동화물비가 비싸 개선이 필요한 것으로 조사되었다.

보호/비보호 좌회전 신호운영(PPLT) 만족도 분석 (Drivers' Satisfaction of Protected/Permitted Left Turn(PPLT) Signal Operation)

  • 본 연구는 운전자들의 보호/비보호 좌회전(PPLT: Protected/Permitted and Left-Turn) 신호운영에 대한 만족도에 미치는 영향요인을 분석하는데 목적이 있다. 이를 위해 운전자를 대상으로 설문조사를 실시하였고, 도로이용자의 다양한 요인(개인속성, 운전태도, PPLT의 기대심리 등)이 PPLT 만족도에 미치는 영향을 파악하기 위한 구조방정식 모형을 구축하였다. 모형구축 결과, 모형의 적합도는 Q값, RMR, GIF, AGIF, NFI 모두 적합도기준(Critical value)에 만족되었으며, PPLT 운영에 대한 만족도는 사회경력과 운전경력이 비교적 길고 교통 관련 분야에 종사하는 남성의 선호도가 상대적으로 높고, 사고 경험이 없는 운전자인의 경우 PPLT 운영에 대한 선호도가 증가하는 것으로 나타났다. 또한, PPLT에 대한 만족도는 PPLT 운영으로 인한 교통안전 및 교통운영 증진, 환경개선 등의 기대가 높아질수록 증가되는 것으로 나타났다. 따라서, PPLT 운영은 교통사고가 상대적으로 적게 발생되는 도심에 우선 적용하는 것이 바람직하고, PPLT의 도입효과를 높이기 위해서는 PPLT 운영에 대한 긍정적인 기대효과가 함양될 수 있도록 효과에 대한 적극적인 홍보가 필요할 것으로 판단된다.

요추부염좌로 진단된 교통사고환자 27례와 비교통사고환자 33례에 대한 임상적 비교고찰 (The clinical comparative analysis on 27 patients of Traffic accident and 33 patients of Non-Traffic accident to be diagnosied as Lumbar spine Sprain)

  • Objective : The main purpose of this research is to make a survey of the effective way of the Korean traditional medical care about Traffic accidental patients. Methods : In following research, 27 patients of Traffic accident and 33 patients of Non-Traffic accident to be diagnosied as Lumbar spine Sprain who hospitalized in the Dong-shin Korean Traditional Medicine Hospital from January 1, 2003 to November 31, 2003 were surveyed. Result : 1. In distribution of sex and age, the female ratio was higher and twenties was the most distribution of age in Traffic accidental patients, the male ratio was higher and tirties was the most distribution of age in Non-Traffic accidental patients. 2. the number of patients via other hospital was much than that of the first visitor to our hospital in Traffic accidental patients, but the case of Non-Traffic accidental patients was contray results. 3. In medical Treatment, acupunture theraphy(100.0%), negative theraphy(100.0%), moxibustion theraphy(74.07%) et. was used in Traffic accidental patients, acupunture theraphy(100.0%), negative theraphy(100.0%), moxibust ion theraphy(84.84%), herbal acupunture theraphy(54.54%) et. was used in Non-Traffic accidental patients.

교통안전진단 개선방안들의 우선순위 산정 연구 (A Study on Practical Method of Utility Curve for Deciding Priority Order of the Improvements in Traffic Safety Audit)

  • Recently, a massive loss of life and property is occurring in Korea due to traffic accidents, with the rapid increase in cars. For improvement of traffic safety, the Korea Transportation Safety Authority intensively analyzes accident data in local governments with low traffic safety index, performs a field investigation to extract problems and offers local governments improvements for problems, by conducting the 'Special Survey of Actual Conditions of Traffic Safety' each year, starting 2008. But local governments cannot strongly push forward the improvement projects due to the limited budget and the uncertainty of the improvement plan effects. Therefore, this study suggested a model which applied the Utility concept to the AHP theory, in order to efficiently decide a priority of the improvement plans in accident black spots in consideration of the limited budget of local governments. The number of accidents in each spot for improvement and accident severity, traffic volume, pedestrian volume, the improvement project cost and the accident reduction effect were chosen as evaluation factors for deciding a priority, and data about the improvement plan costs and the accident reduction effects, traffic accidents and traffic volume in the spots to undergo the special research on the real condition of traffic accident in the past were collected from the existing studies. Then, regression analysis was carried out and the Utility Curve of each evaluation factor was computed. Based on the AHP analysis findings, this study devised a priority decision method which calculated the weight and the utility function of each evaluation factor and compared the total utility values. The AHP analysis findings showed that among the evaluation factors, accident severity had the biggest importance and it was followed by the improvement plan cost, the number of accidents, the improvement effect, traffic volume and pedestrian volume. The calculated utility function shows a rise in utility, as the variables of the 5 evaluation factors; the number of accidents, accident severity, the improvement plan effect, traffic volume and pedestrian volume increase and a fall in utility, as the variables of the improvement plan cost increase, since the improvement plan cost is included in the budget spent by a local government.

학교주변 어린이보호구역 안전실태 사례조사 연구 (A Case Study on the Safety of School Zones)

  • Backgrounds: The objective of school zones was to define protective areas and to keep children vulnerable to traffic accidents from the risk. The current "Rules on the Designation and Management of School Zones" included provisions on the installation of traffic safety facilities and road facilities, but they were not sufficient for children's traffic safety and there were many difficulties in applying standards to the fields. Purposes: With these problems to be solved, the present study surveyed the current state of safety facilities in school footpaths and school zones around elementary schools and suggested plans to improve them. This study studied various factors like the physical environment and the safety facilities in the school zone. Methods: The present researcher visited four elementary schools selected for this study, and surveyed safety facilities in the school zones around the elementary schools using a schedule prepared by the researcher. Results: According to the results of the case study, all of the four schools were designated as school zones, but the designation appeared nominal without sufficient safety facilities that can ensure children's safety. Based on the results of the survey, suggestions were made to improve traffic facilities in school zones and school footpaths as well as safety guidance.

보행자의 선호 보행방향에 관한 조사 및 분석 (Survey and Analysis of Pedestrians' Preferences on Walking Directions)

  • Why do some countries walk on the right and others on the left? People have a dominant hand which leads to a natural tendency to favor one side of the road or another depending on the means of transportation being used. The primary objective of this study was to investigate the stereotype of Korean regarding preferred walking direction in encountering various facilities and provide the appropriate information to traffic policy makers. Six hundred Korean male and female subjects aging from 12 to 83 were selected to investigate the various statistics about their preferred walking direction and their employment characteristics on walking diverse facilities. The walking directions of eleven different facilities were asked along with other relative subjects' characteristics(e.g., age, gender, hand and foot dominance) to determine the relationship among these obtained data. The descriptive statistics showed that 73.7% and 26.3% were preferred walking right and left direction respectively. Moreover, various statistical analysis revealed that general tendency of walking direction was varied by hand and foot dominances. There were strong tendency that right-handed people prefer walking right side of the road and vise versa, hence this should be considered in setting up traffic policies. As a concluding remark, it is better to design traffic policies and regulations in the way that peoples' preference and expectation.

우리나라 시운전 선박의 해양사고 위험성 조사 분석 연구 (A Study on Risk Analysis of Marine Accident for Sea Trial Ships)

  • Approximately 4,000 vessels including sea trial ships per day are passing, entering or departing from Korea coastal waterway. Sea trial ships have erratic navigating patterns such as quick turning, crash stop and do not communicate with other vessels in appropriate time, so sea trial ships are often to expose dangerous situation such as collision in heavy traffic area. To identify the sea trial vessel's risk factors, this paper surveyed marine traffic volumes for 7 days in Korea harbour & coastal waterway, and it analyzed marine accident rate and intended to identify the risk degree of passing vessels. After that, this researched how many sea trial ship's traffic and what is the sea trial risk among sea trial items. We also conducted survey questionnaire and identified risk factors of sea trial ship. So this paper aimed to enhance the safety of korea coastal waterway to prevent sea trial ship's marine accident.
